Considering that vernacular architecture may bear important lessons on hazard mitigation, this chapter focuses on the European Mediterranean countries and studies traditional seismic-resistant architectural elements and techniques that local populations developed to prevent or repair earthquake damage. This area was selected as a case study because, as a highly seismic region, it has suffered the effect of many earthquakes along the history and, thus, regions within this area are prone to have developed a Local Seismic Culture. After reviewing seismic resistant construction concepts, a wide range of traditional construction solutions that, in many cases, have shown to improve the seismic performance of vernacular constructions of these regions is presented, as a contribution to the general overview of retrofitting building systems provided in this book. The main motivation is that most of these techniques can be successfully applied to preserve and to retrofit surviving examples without prejudice for their identity.

Given the fact that using timber frame structures has proven to improve the seismic behavior of vernacular architecture, as has been reported in past earthquakes in many countries, its preservation as a traditional earthquake resistant practice is important. This paper firstly intends to evaluate whether the use of timber frames as a traditional seismic resistant technique for vernacular architecture in the South of Portugal, traditionally a seismic region, is still active. Secondly, the city of Vila Real de Santo António was selected as a case study because it also followed a Pombaline development contemporary to the reconstruction of Lisbon. The plan included the provision of timber frame partition walls for some of the buildings and, thus, an overview of the type of constructions originally conceived is provided. Finally, the alterations done in the original constructions and the current state of the city center are described and the effect of these changes on the seismic vulnerability of the city is discussed.

Considering that vernacular architecture may bear important lessons on hazard mitigation and that well-constructed examples showing traditional seismic resistant features can present far less vulnerability than expected, this study aims at understanding the resisting mechanisms and seismic behavior of vernacular buildings through detailed finite element modeling and nonlinear static (pushover) analysis. This paper focuses specifically on a type of vernacular rammed earth constructions found in the Portuguese region of Alentejo. Several rammed earth constructions found in the region were selected and studied in terms of dimensions, architectural layout, structural solutions, construction materials and detailing and, as a result, a reference model was built, which intends to be a simplified representative example of these constructions, gathering the most common characteristics. Different parameters that may affect the seismic response of this type of vernacular constructions have been identified and a numerical parametric study was defined aiming at evaluating and quantifying their influence in the seismic behavior of this type of vernacular buildings. This paper is part of an ongoing research which includes the development of a simplified methodology for assessing the seismic vulnerability of vernacular buildings, based on vulnerability index evaluation methods.

Rammed earth is one of the oldest building materials in the world and is present in the Portugal with a particular focus in the South of the country. The mechanical properties and the structural behaviour of rammed earth constructions have been the subject of study of many researchers in the recent years. This study is part of a broader research on vernacular seismic culture in Portugal. Numerical analyses were carried out on a rammed earth masonry construction representative of the vernacular heritage of Alentejo region. Variations in the geometry, constructive characteristics and material properties were implemented and the main conclusions of the non-linear static and modal analysis are presented. Analysing the damage framework allowed interpreting the weaknesses of this type of constructions and consider the most appropriate reinforcement methodologies.

This paper presents the numerical seismic analysis of isolated vernacular buildings characteristic of the Alentejo region, which is considered a medium seismic hazard region in Portugal.A representative isolated building was selected from a database, and a geometric model was defined for the numerical pushover analysis. Subsequently, a parametric analysis was carried out to assess the influence of distinct parameters on the seismic behaviour of such buildings.

Following detailed studies of Portuguese vernacular building typologies, this paper deals with buildings located in historical urban centres. An analysis of the history of the urban centre and, in particular, of some vernacular buildings is enhanced. Additionally, a discussion on the influence of changes of the geometry, and on added built volumes to original buildings in the seismic vulnerability of the buildings is also provided.

The largest earthquake observed in the stable continental interior of the South American plate occurred in Serra do Tombador, Mato Grosso state - Brazil, on January 31,1955 with a magnitude of 6.2 m(b). Since then no other earthquake has been located near the 1955 epicentre. However, in Porto dos Gauchos, 100 km northeast of Serra do Tombador, a recurrent seismicity has been observed since 1959. Both Serra do Tombador and Porto dos Gauchos are located in the Phanerozoic Parecis basin. Two magnitude 5 earthquakes occurred in Porto dos Gauchos, in 1998 and 2005, with intensities up to VI and V, respectively. These two main shocks were followed by aftershock sequences lasting more than three years each. Local seismic stations have been deployed by the Seismological Observatory of the University of Brasilia since 1998 to study the ""Porto dos Gauchos"" seismic zone (PGSZ). A local seismic refraction survey was carried out with two explosions to help define the seismic velocity model. Both the 1998 and 2005 earthquake sequences occurred in the same WSW-ENE oriented fault zone with right-lateral strike-slip mechanisms. The epicentral zone is in the Parecis basin, near its northern border where there are buried grabens, generally trending WNW-ESE, such as the deep Mesoproterozoic Caiabis graben which lies partly beneath the Parecis basin. However, the epicentral distribution indicates that the 1998 and 2005 sequences are related to a N60 degrees E fault which probably crosses the entire Caiabis graben. The 1955 earthquake, despite the uncertainty in its epicentre, does not seem to be directly related to any buried graben either. The seismicity in the Porto dos Gauchos seismic zone, therefore, is not directly related to rifted crust. The probable direction of the maximum horizontal stress near Porto dos Gauchos is roughly E-W, consistent with other focal mechanisms further south in the Pantanal basin and Paraguay. but seems to be different from the NW-SE direction observed further north in the Amazon basin. The recurrent seismicity observed in Porto dos Gauchos, and the large 1955 earthquake nearby, make this area of the Parecis basin one of the most important seismic zones of Brazil. In this paper, we evaluate the impact of associational life on individual political trust in 57 Swiss municipalities. Our hierarchical regression models show that individual political trust is not only affected by individual associational membership but also by the exchange between associations and local political authorities in a community. In other words, if political authorities and associations are linked at the community level, citizens will place more trust in their local institutions. Furthermore, we find clear evidence for the rainmaker hypothesis: our results show that the positive effect of a vibrant connection between associational life and local politics on political trust is not solely confined to the associational members themselves, but rather indicate that the structure of the local civic culture fosters political trust among members and non-members at the same time. However, the internal democratic processes of associations have no effect on individuals’ trust in local political institutions.

El territorio chileno esta propenso, desde antes que se constituyera como nación, al impacto del comportamiento de la naturaleza que le es inherente y que también le produce daños. Está representado en los seísmos, los más dañinos. Todavía, la sociedad chilena no termina de comprender que esos daños, son parte de un desequilibrio de una convivencia armoniosa entre ella y esa naturaleza, puesto que el ser humano que vive y habita sobre ella, también lo es. Así entonces, cada vez que el territorio y su espacio son remecidos por los seísmos, la naturaleza, manifestada en la sociedad, adquiere nuevos aprendizajes para mejorar la respuesta al próximo evento. El terremoto 2010 de 8.8° Richter, fue el segundo de mayor magnitud después del otro que hasta ahora, es el más grande del planeta, y que pudo ser medido. Aquel, fue el terremoto de Valdivia de 9,5° Richter, ocurrido el 22 de mayo de 1960. Las sociedades no son estáticas, cambian, son dinámicas. Esta vez el seísmo del 2010, ocurrió en una sociedad que hace ya 35 años, adoptó un modelo de economía de libre mercado. La pobreza que tenía a 1990, era de aproximadamente, un 40%. La del 2010, de un 14%. Durante la dictadura militar hubo otro seísmo de 7,8° Richter, recién instalándose el modelo aludido. El del 2010, permite sacar conclusiones en el contexto de este modelo económico. Los resultados aparentemente son interesantes en cuanto a que hubo pocas víctimas pero por otra parte, hubo un gran daño económico. La tesis profundiza en el impacto del seísmo en la dimensión del parque habitacional construido y de la vivienda social y en los habitantes más pobres y vulnerables. Es la primera investigación sobre seísmos y vivienda social en Chile. Se asume la hipótesis que ciertas variables por una parte, y una cultura antisísmica por otra, están presentes y han penetrado en los sectores populares durante los últimos 50 años y que ello, podría estar en la base de los resultados obtenidos. Se plantea una suerte de “matrimonio bien avenido” entre el habitante y políticas públicas en vivienda. De ello, se derivan recomendaciones para mejorar los avances en el problema investigado que se contextualizan en referencia al marco teórico elaborado. Sin embargo, y no obstante lo investigado, lo ya avanzado no garantiza buenos resultados en el próximo evento, Por ello, los aprendizajes nutren a otros, nuevos, que acompañarán a la sociedad chilena en su esencia e identidad como nación. ABSTRACT Long before its establishment as an independent nation, the Chilean territory has been prone to the impact of nature, which is an inherent and damaging feature of this land. Such an impact is represented by earthquakes, which are regarded as the most damaging natural disasters. Today, the Chilean society is still unable to understand that these impacts are part of an unbalanced coexistence between individuals and nature since human beings, who live and inhabit this space, are also an element of nature. Therefore, each time this territory is hit by earthquakes, nature —represented by society— learns new lessons in order to provide a better response to future events. The 2010 earthquake, which rated 8.8 on the Richter scale, was the second largest earthquake after the most powerful earthquake ever recorded. Such an event was the Valdivia earthquake of May 22, 1960, which rated 9.5 on the Richter scale. Societies are not static as they are changing and dynamic. The 2010 earthquake took place within a context in which society operated under a free market economy model that had been running for 35 years. As of 1990, 40 per cent of the population lived in poverty; in 2010, such a figure was reduced to 14 per cent. Likewise, a magnitude 7.8 quake struck the country during the military regime period in the early days of the above model. The 2010 earthquake allows us to draw some conclusions within the context of this economic model. Results are interesting since there were few fatalities but significant economic loss. This thesis provides insights into the impact of the 2010 earthquake on the housing stock, social housing and those living in poverty and vulnerability. This is the first research on earthquakes and social housing conducted in Chile. The hypothesis is that certain variables and anti-seismic culture have permeated popular segments of the population over the last 50 years. The latter may be at the basis of the results obtained during this research. Likewise, this study proposes a certain “happy marriage” between the inhabitant and public policies on housing. The above offers some recommendations intended to further explore this issue; these suggestions are contextualized according to the theoretical framework developed in this research. However, current progress on this matter does not ensure positive results in the event of an earthquake. This is why these lessons will serve as models for future events, which are intrinsically tied to local society and Chilean identity.

In the present work, the authors describe the excavation of the monument of "Pedras da Granja" or "Pedras Altas", in the Várzea de Sintra. The first part consists of the diary of the excavations, a description of the stratigraphy encountered and of the position of the finds. An inventory of all the material found in this monument is given in the second part. The conclusions show that the monument was built on the surface of a lapiás whose crevices were used for the insertion of the standing stones, and for the deposition of the dead. Three archaeological levels were shown to exist: - upper level: Bell Beaker level; - intermediate level containing some artifacts of the Bell Beaker culture; - lower, older level with human remains more or less in situ, belonging to a local Neolithic-culture influenced by cultural imports of foreign origin. The three levels are separated, at the southern edge of the site, by layers of fallen stones. The human remains belong to some old people, but mostly to young men, women and children.

Em ambiente de workshop intensivo, alunos do 1º ano dos cursos de teatro e design, desenvolvem um projeto conjunto com uma comunidade local num território específico. Cinco casas, cinco famílias, cinco objetos e cinco grupos, foi o mote para construir com a comunidade um espetáculo, que dá voz às memórias materiais e imateriais de um lugar, Couros, que é um eixo estratégico no centro histórico de Guimarães. Mais do que a iniciação às metodologias participativas, o modelo de ensino‐aprendizagem do design para inovação social, pretende criar competências para trabalhar com as comunidades, de forma a cooperar no desenvolvimento integrado da zona de Couros aproximando vivências, interesses e expectativas de alguns do seus ocupantes, neste caso, alunos, professores e habitantes locais. A colaboração no sentido da socialização entre múltiplos criadores funcionou como uma ferramenta de trabalho do design na valorização e na revitalização social e cultural da zona do campus urbis da Universidade do Minho.

Introduction : La vaccination est l’une des interventions de santé publique les plus efficaces et les plus efficientes. Comme dans la plupart des pays de la région Ouest africaine, le programme national de vaccination a bénéficié du soutien de nombreuses initiatives internationales et nationales dans le but d’accroître la couverture vaccinale. La politique vaccinale du Burkina Faso s’est appuyée sur différentes stratégies à savoir: la vaccination-prospection, la «vaccination commando», le Programme élargi de vaccination (PEV) et les Journées nationales de vaccination. La couverture vaccinale complète des enfants de 12 à 23 mois a certes augmenté, mais elle est restée en deçà des attentes passant de 34,7% en 1993, à 29,3% en 1998 et 43,9% en 2003. Objectif : Le but de cette thèse est d’analyser à plusieurs périodes et à différents niveaux, les facteurs associés à la vaccination complète des enfants de 12 à 23 mois en milieu rural au Burkina Faso. Méthodes : Nous avons utilisé plusieurs stratégies de recherche et quatre sources de données : - les enquêtes démographiques et de santé (EDS) de 1998-1999 et de 2003 - les annuaires statistiques de 1997 et de 2002 - des entretiens individuels auprès de décideurs centraux, régionaux et d’acteurs de terrain, œuvrant pour le système de santé du Burkina Faso - des groupes de discussion et des entretiens individuels auprès de populations desservies par des centres de santé et de promotion sociale (niveau le plus périphérique du système de santé) et du personnel local de santé. Des approches quantitatives (multiniveau) et qualitatives ont permis de répondre à plusieurs questions, les principaux résultats sont présentés sous forme de trois articles. Résultats : Article 1: « Les facteurs individuels et du milieu de vie associés à la vaccination complète des enfants en milieu rural au Burkina Faso : une approche multiniveau ». En 1998, bien que la propension à la vaccination s’accroisse significativement avec le niveau de vie des ménages et l’utilisation des services de santé, ces 2 variables n’expliquent pas totalement les différences de vaccination observées entre les districts. Plus de 37 % de la variation de la vaccination complète est attribuable aux différences entre les districts sanitaires. A ce niveau, si les ressources du district semblent jouer un rôle mineur, un accroissement de 1 % de la proportion de femmes éduquées dans le district accroît de 1,14 fois les chances de vaccination complète des enfants. Article 2: « Rates of coverage and determinants of complete vaccination of children in rural areas of Burkina Faso (1998 - 2003) ». Entre 1998 et 2003, la couverture vaccinale complète a augmenté en milieu rural, passant de 25,90% à 41,20%. Alors que les ressources du district n’ont présenté aucun effet significatif et que celui de l’éducation s’est atténué avec le temps, le niveau de vie et l’expérience d’utilisation des services de santé par contre, restent les facteurs explicatifs les plus stables de la vaccination complète des enfants. Mais, ils n’expliquent pas totalement les différences de vaccination complète qui persistent entre les districts. Malgré une tendance à l’homogénéisation des districts, 7.4% de variation de la vaccination complète en 2003 est attribuable aux différences entre les districts sanitaires. Article 3: « Cultures locales de vaccination : le rôle central des agents de santé. Une étude qualitative en milieu rural du Burkina Faso ». L’exploration des cultures locales de vaccination montre que les maladies cibles du PEV sont bien connues de la population et sont classées parmi les maladies du «blanc», devant être traitées au centre de santé. Les populations recourent à la prévention traditionnelle, mais elles attribuent la régression de la fréquence et de la gravité des épidémies de rougeole, coqueluche et poliomyélite à la vaccination. La fièvre et la diarrhée post vaccinales peuvent être vues comme un succès ou une contre-indication de la vaccination selon les orientations de la culture locale de vaccination. Les deux centres de santé à l’étude appliquent les mêmes stratégies et font face aux mêmes barrières à l’accessibilité. Dans une des aires de santé, l’organisation de la vaccination est la meilleure, le comité de gestion y est impliqué et l’agent de santé est plus disponible, accueille mieux les mères et est soucieux de s’intégrer à la communauté. On y note une meilleure mobilisation sociale. Le comportement de l’agent de santé est un déterminant majeur de la culture locale de vaccination qui à son tour, influence la performance du programme de vaccination. Tant dans la sphère professionnelle que personnelle il doit créer un climat de confiance avec la population qui acceptera de faire vacciner ses enfants, pour autant que le service soit disponible. Résultats complémentaires : le PEV du Burkina est bien structuré et bien supporté tant par un engagement politique national que par la communauté internationale. En plus de la persistance des inégalités de couverture vaccinale, la pérennité du programme reste un souci de tous les acteurs. Conclusion : Au delà des conclusions propres à chaque article, ce travail a permis d’identifier plusieurs facteurs critiques qui permettraient d’améliorer le fonctionnement et la performance du PEV du Burkina Faso et également de pays comparables. Le PEV dispose de ressources adéquates, ses dimensions techniques et programmatiques sont bien maîtrisées et les différentes initiatives internationales soutenues par les bailleurs de fonds lui ont apporté un support effectif. Le facteur humain est crucial : lors du recrutement du personnel de santé, une attention particulière devrait être accordée à l’adoption d’attitudes d’ouverture et d’empathie vis-à-vis de la population. Ce personnel devrait être en nombre suffisant au niveau périphérique et surtout sa présence et sa disponibilité devraient être effectives. Les liens avec la population sont à renforcer par une plus grande implication du comité de gestion dans l’organisation de la vaccination et en définissant plus clairement le rôle des agents de santé villageois. Ces différents points devraient constituer des objectifs du PEV et à ce titre faire l’objet d’un suivi et d’une évaluation adéquats. Finalement, bien que la gratuité officielle de la vaccination ait réduit les barrières financières, certaines entraves demeurent et elles devraient être levées pour améliorer l’accès aux services de vaccination.

Purpose – Commercial real estate is a highly specific asset: heterogeneous, indivisible and with less information transparency than most other commonly held investment assets. These attributes encourage the use of intermediaries during asset acquisition and disposal. However, there are few attempts to explain the use of different brokerage models (with differing costs) in different markets. This study aims to address this gap. Design/methodology/approach – The study analyses 9,338 real estate transactions in London and New York City from 2001 to 2011. Data are provided by Real Capital Analytics and cover over $450 billion of investments in this period. Brokerage trends in the two cities are compared and probit regressions are used to test whether the decision to transact with broker representation varies with investor or asset characteristics. Findings – Results indicate greater use of brokerage in London, especially by purchasers. This persists when data are disaggregated by sector, time or investor type, pointing to the role of local market culture and institutions in shaping brokerage models and transaction costs. Within each city, the nature of the investors involved seems to be a more significant influence on broker use than the characteristics of the assets being traded. Originality/value – Brokerage costs are the single largest non-tax charge to an investor when trading commercial real estate, yet there is little research in this area. This study examines the role of brokers and provides empirical evidence on factors that influence the use and mode of brokerage in two major investment destinations.
