O Senador Afonso Arinos (PFL-RJ), Presidente da Comissão de Sistematização da Assembleia Nacinal Constituinte (ANC), debate diversos assuntos polêmicos com o Presidente da ANC, Deputado Ulysses Guimarães (PMDB-SP) e lideranças partidárias. Ele é favorável ao adiamento da decisão dos temas polêmicos, para evitar um número exagerado de artigos na nova Constituição. O ator José Dumond pede a população que ocupe seu espaço na discussão da Constituinte. O Deputado Eduardo Moreira (PMDB-SC) defende emenda do Deputado Eduardo Jorge (PT-SP) que beneficia aposentados. No Plenário, o Senador Francisco Rollemberg (PMDB-SE) pede a transferência, para o Estado de Sergipe, de uma grande área pertencente ao Estado da Bahia. O Deputado João Machado Rollemberg (PFL-SE) apoia essa ideia, porque a região não está sendo assistida pelo Estado da Bahia. O Deputado Gil César (PMDB-MG) almeja a negociação da dívida externa, para que o Brasil continue tendo acesso aos capitais externos.

Montagem de câmaras de vigilância: o problema do balanceamento

Este relatório apresenta o estudo de duas linhas de montagem de câmaras de vigilância da empresa Bosch Security Systems, S.A. de Ovar. Numa primeira fase procedeu-se à elaboração das listas de tarefas e respectivas precedências, seguindo-se a medição de trabalho, com o intuito de se actualizarem os tempos padrão existentes. Procedeu-se à comparação dos tempos obtidos com os que se encontravam em vigor de modo a perceber as diferenças e motivos das mesmas. Numa segunda fase, realizaram-se balanceamentos para as duas linhas tendo como cenários a manutenção das duas linhas e a possibilidade da sua junção numa linha única. Analisaram-se todos os resultados e efectuou-se um levantamento do investimento necessário associado a cada um dos cenários. Realizou-se deste modo uma análise de viabilidade com vista ao apoio à decisão. Por fim, realizou-se o workshop Lean Line Design que teve como resultado a configuração física da linha final. Este projecto permitiu chegar a resultados aliciantes, com ganhos a vários níveis. Constituiu mais uma acção de melhoria da empresa, levando-a a rectificar lacunas existentes e ao cumprimento de procedimentos ergonómicos que já se encontravam definidos.

Exoneração do Passivo Restante

A atual crise económica determinou um aumento significativo de casos de insolvência de pessoas singulares, uma vez que as famílias, para verem satisfeitas as suas necessidades, recorrem, por vezes em demasia, a instituições de crédito, o que leva ao seu sobreendividamento. Deste modo, o processo de insolvência pode ser o último recurso para as pessoas singulares resolverem a sua situação de incumprimento. Entre as medidas aplicáveis às pessoas singulares destaca-se a exoneração do passivo restante, prevista nos artigos 235.º a 248.º do CIRE. Esta solução dá aos devedores a possibilidade de se libertarem de algumas das suas dívidas com vista à sua reabilitação económica. É nisto que se traduz o princípio do fresh start. Este trabalho tem por objeto a insolvência de pessoas singulares, em especial a exoneração do passivo restante e o fundamento de indeferimento liminar do pedido de exoneração baseado na culpa do devedor na criação ou agravamento da sua situação de insolvência, constante do artigo 238º nº 1 al. e) do CIRE.

Diálogos da Alma: uma outra história da loucura

The tesis intends to awake a new way of looking at madness. It presents as reference the Psychiatric Hospital Doctor João Machado (Natal/RN) and histories of life and narratives of four intern residents. The research in an ethical horizon, intends to give back to the subjects the voices long silented behind the institutions walls by their families and society in general. As well as to open the interpretations of science to receive and to dialogue with other itineraries of thought that, if on one hand does not restitute the explanation of the Real, on the other hand expresses other forms to see the world. Dislocated of the bigger social environment, the people identified as insane, construct their histories endowed with autonomy and displacements in relation to the social rules and structures that characterize our society, as much as in relation to the logical principles of thought that assume an objective and rational reality. As well as a remnants bedspread configured in a complex and unfinished object, the break up of histories of life of the interns, interviews with medical on psychiatrists to the Doctor João Machado Hospital, documents of the institution and depositions of that house, were the raw material to construct, with this tesis, another chapter of the 'history of madness'. In elapsing of the work innumerable voices have been heard. Some that study the phenomenon of madness, others that live this 'state of the being' in the world. We opt to detaching the first of an open conception on the theme through intellectuals as: João da Costa Machado, Ulysses Pernambucano, Nise da Silveira and Boris Cyrulnik. They express ethics compromised to the humanity of the being

Reinternações psiquiátricas no Rio Grande do Norte: implicações e impacto das novas estratégias de atenção à saúde mental

The Brazilian Psychiatric Reform based on the desinstitucionalization of the assistance, translated to the emphasis on community/territorial treatment and in the social inclusion of the mental suffering, promoted advances in the psychiatric restructuring. In the Rio Grande do Norte (RN), we can enumerate as advances of the Brazilian Psychiatric Reform the expansion of the mental health care chain and the implementation of some strategies that, together, aims to further the psychosocial attention of the individual with psych suffering and to reduce the indices of psychiatrics readmissions in the state. In the current Brazilian‟s mental health situation we were interesting in answered the following question: what the impact of the substitutes services‟ extension in the revolving door phenomenon? This search aims to analyze the revolving door phenomenon occurrences based on the news strategies of mental health care in the Rio Grande do Norte. This is a descriptive-exploratory study with a qualitative approach, oriented by the theoretical framework of critical-dialectical approach about the Brazilian Psychiatric Reform and using the thematic oral history as method of information collects. The search was realized on the Hospital João Machado (HJM), estate reference in psychiatric treatment, and the participants was 20 professionals that work on it. The collection of information had started after the approval of the UFRN Research Ethics Committee with the opinion number 216/2011 and CAAE number 0021.0.051.000-11 and was realized using the direct observation and semi-structured interview. The study‟s results were categorized in two categories and five subcategories of analysis. CATEGORY 1) Current situation of the mental health care chain in the RN, with the subcategories: 1.1 Impact of the new services of mental health care in the revolving door phenomenon in the RN; 1.2 Implications of the new services of mental health care in assisting user to the HJM; 1.3 Issues the permeate the mental health care chain in the RN. CATEORY 2) Main causes of the revolving door phenomenon in HJM, with the categories: 2.1 Family problems; 2.2 Lack of assistance after discharge from psychiatric hospital. In summary, we conclude that the extension of the mental health care chain contributed for the reduction of the psychiatrics re-hospitalization‟s indices in RN. However, we realized that territorial services of mental health care are not the only responsible for the revolving door phenomenon. Factors as family problems and the disarticulation of the assistance after the discharge from hospital influence on the perpetuation of hospitalizations and re-hospitalizations in the local scenario. To study the revolving door phenomenon that occur in the psychiatrics‟ assistance considering the news strategies of mental health care allowed us to approach the advances and challenges brought by the RPb and by the desinstitucionatization in the state, indicating the need for further discussions and problem-solving strategies of psychosocial care.

Teste de envelhecimento acelerado em sementes de aveia preta

Objetivou-se com este trabalho, estudar o teste de envelhecimento acelerado tradicional (com água), em sementes de aveia preta com e sem tratamento fungicida, e o envelhecimento acelerado com solução saturada de cloreto de sódio (NaCl), visando identificar o período de exposição e a temperatura para a classificação dos níveis de vigor de lotes dessas sementes. Foram utilizados cinco lotes de sementes, nos quais foram realizados testes para a caracterização da qualidade inicial de lotes (germinação, emergência de plântulas, condutividade elétrica, o comprimento de plântulas normais e massa de 1000 sementes), e estudado o envelhecimento acelerado tradicional (com água), com e sem tratamento fungicida, e o envelhecimento acelerado com solução saturada de sal (NaCl) por períodos de 24, 48, 72, 96 e 120 horas de condicionamento às temperaturas de 40, 43 e 45ºC. O teste de envelhecimento acelerado é adequado para estimar o vigor de sementes de aveia preta pelo procedimento tradicional (com e sem tratamento fungicida) ou com solução saturada de sal, ambos a temperatura de 40ºC por 24 horas.

Moradores crônicos de hospital psiquiátrico: um desafio à desinstitucionalização

The existence of chronic inhabitants in the psychiatric hospitals imposes a challenge to the Psychiatric Reform, that proposes things such as the gradual and progressive way to extinct mental institutions, once the permanence of the hospital in the system is only necessary because there is not a net of well structured substitute services capable of receiving that demand. This work considered relevant to deepen the knowledge about those people who passes their lives jailed by the walls of psychiatric hospitals and compose significant part of the world population. It also aimed to investigate the problem relative to the condition of being an inhabitant of a psychiatric hospital the Dr. João Machado Hospital (HJM), in the city of Natal/RN. The paper used different points of view (patients , families and professionals ) to define the profile of the inhabitants, to identify the possibility of insertion in substituting social equipment, to know the expectations of the inhabitants and their relatives regarding to the exit of the life shelter, to investigate the demands related to the net of cares social support for making feasible the discharge and to identify the difficulties that are involved in the exit of the chronic inhabitant of the hospital. There were defined three methodological phases: delineation of the identification, socio-economic and clinical profile of the inhabitants of the HJM; semi-structured interviews with professionals; and open interviews with inhabitants and family. It concluded that the psychiatric institutionalization contributes to the generation of chronic inhabitants in the psychiatric hospitals. Among the professionals, it was detached the defense of desospitalization, but an existence of devices of the asylum model. The relatives showed a resistance to participate in the care and the inhabitants exposed their desire to leave the hospital, as well like the wish of permanence. It was considered important: the construction of an extra-hospital net that enables to desinstitutionalization; the qualification of the technical; orientation to the family, stimulating its participation in the process of caring; give freedom to the individuals in mental suffering, enabling them to be ahead of their lives and express their desires and opinions; the implementation of an extended clinic that is capable of building new possibilities; and a subjectivity guided by the social enclosure

As Mulheres e as Muralhas do Patriarcado e do Capitalismo: Terceirização e Precarização do Trabalho no Sistema do Capital

Our dissertation deals with the material living conditions of women workers and the relations of the wage who undergo in the hospital scope, taking as the locus of empirical research the Hospital Dr. João Machado, located in Natal / RN. Its purpose is to analyze the main implications of precarious work contracts in the economic and social dimensions from life of workers, explaining the main conditionings. The majority presence of women in wage relations not only in the hospital service, as well as in the service sector in general has motivated us to appreciation of the form of participation of women in health services and, in particular, at the hospital space. From the critical dialectical method, through processes of successive approximations to the reality, we analyze the patriarchal system of social relations and their repercussions for the Social and Sexual Division of Labor in the context of contemporary capitalist society, explaining the determinants of inequality, founded in social relations of sex, to the predominance of women in the hospital service and unveiling these participation trends in the labor market. The analyzes are based on bibliographic research - theoretical and methodological basis of research - combined with reflections that emerged from the field. The systematized and analyzed information reveal the uniqueness of the current social and economic situation of workers women with ties outsourced, paradoxically expresses on the expansion of the insertion in universe of labor, in overexploitation, in the precariousness of work and living conditions and persistent inequality in and in the social relations and in relations between the sexes

Nutritional status, biological maturation and cardiorespiratory fitness in Azorean youth aged 11-15 years

Background: Sex and individual differences in biological maturity status can influence height, weight, and body fat. Thus, the rigorous control of these variables seems necessary for estimating overweight and obesity in adolescents. The aims of this study were to estimate the prevalence of overweight and obesity and over-fatness in Azorean adolescents and to examine the contributions of chronological age, sex, estimated maturity status, and cardiorespiratory fitness (CRF) to the risk of overweight and obesity and over-fatness. Methods. The sample comprised 1,206 youth aged 11-15 years (626 boys and 580 girls) from the Azores Islands, Portugal. Body mass, stature, and skinfolds (triceps and subscapular) were measured. Body mass index (BMI) was calculated and percent fat was predicted from skinfolds. Age- and sex-specific IOTF cut-off values of the BMI defined nutritional status. Biological maturation was estimated as present height expressed as a percentage of predicted adult (mature) stature. The CRF was analyzed from the 20-m shuttle run test. Results: The total prevalence rates of overweight/obesity and over-fatness were of 31% and 27%, respectively. Low CRF (unfit) and being average and advanced in maturity status were positively and significantly associated with overweight/obesity and with risk of being over-fatness in both sexes. Conclusions: High prevalence rates of overweight/obesity and over-fatness were identified in Azorean youth, and low CRF and advanced biological maturation were positively associated with overweight/obesity and over-fatness in our sample of adolescents. © 2013 Coelho-e-Silva et al.; licensee BioMed Central Ltd.

Fitness and novelty in evolutionary art

In this paper the effects of introducing novelty search in evolutionary art are explored. Our algorithm combines fitness and novelty metrics to frame image evolution as a multi-objective optimisation problem, promoting the creation of images that are both suitable and diverse. The method is illustrated by using two evolutionary art engines for the evolution of figurative objects and context free design grammars. The results demonstrate the ability of the algorithm to obtain a larger set of fit images compared to traditional fitness-based evolution, regardless of the engine used.
