El interés del presente estudio de caso es analizar la estrategia de securitización implementada por el Presidente de la Republica de Uzbekistán Islam Karimov sobre el Movimiento Islámico de Uzbekistán. Se describe y se explica cómo desde las lógicas históricas y étnicas acontecidas en Asia Central, se pueden comprender los alcances internacionales de la confrontación antagónica ejercida entre uzbekos al apoyar ideas de corte secular e islamista. Así, siguiendo los parámetros establecidos por Barry Buzan con respecto a la securitización, se puede llegar a identificar la creación de una agenda de seguridad uzbeka en la región de Asia Central, cuyos logros permitieron disminuir el riesgo de la amenaza insurgente.

The purpose of this master´s thesis is to analyze how NATO Secretary General Anders Fogh Rasmussen is trying to justify the existence of the military alliance through the use of security arguments. I am puzzled by the question: why does NATO still exist – what is NATO’s raison d'être. The New Strategic Concept (2010) forms the base for his argumentation. This thesis focuses on the security argumentation of NATO which is examined by analyzing the speeches the Secretary General. The theoretical framework of this study is based on constructivist approach to international security examining the linguistic process of securitization. Issues become securitized after Anders Fogh Rasmussen names them as threats. This thesis focuses on the securitization process relating to NATO and analyses what issues Rasmussen raises to the security agenda. Research data consists of the speeches by Anders Fogh Rasmussen. They are analyzed through J.L. Austin’s speech act taxonomy and Chaïm Perelman’s argumentation theories. The thesis will concentrate on the formulation and articulation of these threats which are considered and coined as “new threats” in contemporary international relations. I am conducting this research through the use of securitization theory. This study illustrates that the threats are constructed by NATO’s member-states in unison, but the resolutions are sounded through Rasmussen’s official speeches and transcripts. . Based on the analysis it can be concluded that Rasmussen is giving reasons for the existence of NATO. This takes place by making use of speech acts and different rhetorical techniques. The results of the analysis indicate that NATO remains an essential organization for the West and the rest of the world according to the Secretary General.

Fisheries and aquaculture play important roles in providing food and income in many developing countries, either as a stand-alone activity or in association with crop agriculture and livestock rearing. The aim of this paper is to identify how these contributions of fisheries and aquaculture to poverty reduction and food security can be enhanced while also addressing the need for a sustainability transition in over-exploited and over-capitalized capture fisheries, and for improved environmental performance and distributive justice in a rapidly growing aquaculture sector. The focus of the paper is on the poverty and food security concerns of developing countries, with an emphasis on the least developed. The emphasis is on food security rather than poverty reduction policies and strategies, although the two are of course related. The food security agenda is very much to the fore at present; fish prices rose along with other food prices in 2007-8 and as fish provide important nutritional benefits to the poor, food security has become a primary concern for sector policy.

A convergence of factors has made food security one of the most important global issues. It has been the core concept of the Milan Expo 2015, whose title, Feeding the Planet, Energy for Life, embodied the challenge to provide the world’s growing population with a sustainable, secure supply of safe, nutritious, and affordable high-quality food using less land with lower inputs. Meeting the food security agenda using current agricultural production techniques cannot be achieved without serious degradation to the environment, including soil degradation, loss of biodiversity and climate change. Organic farming is seen as a solution to the challenge of sustainable food production, as it provides more nutritious food, with less or no pesticide residues and lower use of inputs. A limit of organic farming is its restricted capability of producing food compared to conventional agriculture, thus being an inefficient approach to food production and to food security. The authors maintain, on the basis of a scientific literature review, that organic soils tend to retain the physical, chemical and biological properties over the long term, while maintaining stable levels of productivity and thereby ensuring long-term food production and safety. Furthermore, the productivity gap of organic crops may be worked out by further investment in research and in particular into diversification techniques. Moreover, strong scientific evidence indicates that organic agricultural systems deliver greater ecosystem services and social benefits.

La presente monografía pretende responder a la pregunta ¿Cuál ha sido la incidencia del proceso de securitización entre México-Estados Unidos frente al crimen organizado en el periodo 2005-2012? Respecto a este cuestionamiento se plantea que el proceso de securitización del crimen organizado entre México y Estados Unidos logró conformar una identidad conjunta y ampliar la agenda de seguridad en relación con la acción del Crimen Organizado. Esto mediante la creación de un Complejo de Seguridad Regional basado en el principio de responsabilidad compartida. Sin embargo, la forma de abordar dicha amenaza se ha visto orientada a esquemas propios de la seguridad tradicional, que no corresponden con la estructura organizativa y actividades delictivas de las organizaciones criminales mexicanas.

Este artículo intenta explorar las razones estratégicas y éticas de la preocupación de Canadá en el proceso de construcción de paz y el mejoramiento de la seguridad en los países del Tercer Mundo, especialmente en Colombia. La investigación sugiere que no solo la relación estratégica con los Estados Unidos sino también la necesidad de consolidar su liderazgo internacional, junto con sus preocupaciones liberales, sustentan la naturaleza de la agenda de seguridad de Canadá en estos países. Al explicar estas razones, el artículo esboza una estructura de análisis para construir una agenda bilateral de seguridad entre Canadá y Colombia.La investigación se enmarca en una perspectiva analítica y teórico-política particular. Aquella reconoce la importancia significativa de las “ideas” en los procesos de toma de decisión, así como la necesidad de paliar el enorme desconocimiento sobre las relaciones entre Colombia y Canadá a través de un sustento teórico. La influencia de las ideas en la construcción de la agenda de seguridad es explorada por medio de tres mapas de ruta, que pueden ayudar a coordinar los propósitos de ambos países en relación con la construcción de paz y de seguridad en Colombia. En primer lugar, los mapas de ruta más emblemáticos para explicar y prescribir la actuación internacional de los países del Primer Mundo, el realismo y el liberalismo, son evocados para entender las preocupaciones centrales de la seguridad nacional canadiense y su posición ética en el ámbito internacional. En segundo lugar, el mapa de ruta, que ha sido articulado por la literatura sobre la seguridad del Tercer Mundo, es planteado como una guía para organizar las principales preocupaciones en materia de seguridad en Colombia. Al reconocer que las amenazas que deben ser enfrentadas por el Estado colombiano, sus instituciones y su sociedad son típicas de un país en construcción, es posible entender la pertinencia de ciertas estrategias canadienses, sustentadas en concepciones amplias de seguridad, tales como la seguridad humana, que ha sido concebida justamente para tratar la naturaleza compleja de la seguridad del Tercer Mundo.-----This article attempts to explore the strategic and ethic reasons of Canada’s concern about the peace-building process and the security improvement in the Third World countries and, especially, in Colombia. Our research suggests that not only the strategic relation with the United States but also the necessity of strengthening its international leadership, along with its liberal concerns, support the nature of the Canada’s security agenda in these countries. By explaining these reasons, this document draws a potential framework for building a bilateral security agenda between Canada and Colombia.Our research is framed on a singular analytical, political and theoretical perspective. It recognizes the significant importance of the “ideas” for the decision-making process, as well as the necessity of reducing the huge ignorance on security relations between Colombia and Canada through a theoretical framework. The influence of the ideas in the building of the security agenda is explored taking into account three road maps, which could help to coordinate both countries’ purposes related to peace-building process and security improvement in Colombia. In the first place, the most emblematic road maps to explain and to prescribe the First World countries’ international behavior, realism and liberalism, are evocated to understand the main concerns of Canadian national security and its ethics stand in the international realm. In the second place, the road map, which has been articulated by the literature on Third World security, is shown as a guide for organizing the main security concerns in Colombia. By recognizing that the threats that must be faced by Colombian state, institutions and society are typical of a Third World country, it is possible to understand the appropriateness of certain Canadian strategies, which are supported on a broader security approach, such as human security, and that has fairly been considered for facing the complex nature of the Third World security.

El nuevo orden internacional derivado de la Guerra Fría se caracterizó por la multiplicación de nuevas amenazas a la seguridad y la construcción de bloques regionales con el propósito de enfrentarlas. Esta investigación plantea que bajo tales circunstancias, en América del Norte, fue adoptada una agenda ampliada y profundizada en materia de seguridad que permitió articular las seguridades económica, militar y la bioseguridad. En este sentido, la configuración de dicha agenda fue posible gracias a la adopción de una retórica neoliberal de seguridad económica desde la puesta en marcha del Tratado de Libre Comercio en 1994, la cual luego del 11 de septiembre de 2001 fue articulada con la agenda de seguridad militar propuesta por el gobierno estadounidense en materia de lucha antiterrorista, que a su turno permitió la adopción de una retórica y unas medidas extraordinarias en materia de bioseguridad, motivada por los ataques bioterroristas con ántrax en EE.UU., el brote de SARS en Canadá y la pandemia de AH1N1 en México.

El objetivo de esta monografía es analizar el abordaje a la trata de personas en Colombia durante el período 2004-2014 desde la teoría de la securitización, para determinar su posición en la agenda de seguridad del país. La hipótesis que se propone es que a través de algunos postulados de esta teoría es posible establecer que la trata de personas es un crimen transnacional que no ha sido percibido como amenaza para la seguridad del país, lo cual ha incidido en que no se hayan tomado medidas eficaces para contenerlo. A través de una investigación descriptiva que analiza las políticas de seguridad, y un ejercicio comparativo del abordaje gubernamental dado al secuestro durante este periodo, se intentará establecer una relación explicativa entre los postulados teóricos escogidos y el fenómeno analizado. Se espera también profundizar en el concepto de securitización y sus implicaciones para los estados y la población.

This paper examines the performance of the European Parliament in EU AFSJ law and policy-making from the entry into force of the Lisbon Treaty until the end of the first half of 2013. The paper situates the EP in the new post-Lisbon institutional setting, documenting its transition to ‘AFSJ decision-maker’, and its new powers to shape and make policy covering the EU’s internal and external security agenda. While the paper finds that the EP has become an active co-owner of the EU AFSJ post-Lisbon, with the Parliament demonstrating a dynamic adjustment to its new post-Lisbon role and powers, the authors identify a set of new developments and challenges that have arisen in the conduct of democratic accountability by the EP in the AFSJ since 2009, which call for critical reflection ahead of the new parliamentary term 2014-2019 and the post-2014 phase of the EU’s AFSJ.

El trabajo explora la emergencia de temas y la constitución de problemas públicos que integran la agenda de la seguridad en Argentina en la etapa democrática a partir de procesos vinculados a la problematización pública de muertes violentas constituidas como casos conmocionantes. Con estos fines, el análisis integra la reconstrucción en el registro de la acción pública de casos conmocionantes con una revisión de trabajos que desde las ciencias sociales abordan dimensiones de la muerte violenta y problemas vinculados a la agenda nacional de la seguridad. Como punto de llegada del análisis destacamos la capacidad que en la actualidad manifiesta la inseguridad para absorber e integrar dimensiones en tanto problema que se constituye como un guion cultural privilegiado para la comprensión de la violencia, que sintetiza sentidos sociales circulantes sobre el riesgo y que sirve de plataforma para la demanda política de amplios sectores de la ciudadanía.

In a post-Cold War, post-9/11 world, the advent of US global supremacy resulted in the installation, perpetuation, and dissemination of an Absolutist Security Agenda (hereinafter, ASA). The US ASA explicitly and aggressively articulates and equates US national security interests with the security of all states in the international system, and replaced the bipolar, Cold War framework that defined international affairs from 1945-1992. Since the collapse of the USSR and the 11 September 2001 terrorist attacks, the US has unilaterally defined, implemented, and managed systemic security policy. The US ASA is indicative of a systemic category of knowledge (security) anchored in variegated conceptual and material components, such as morality, philosophy, and political rubrics. The US ASA is based on a logic that involves the following security components: (1) hyper militarization, (2) intimidation,(3) coercion, (4) criminalization, (5) panoptic surveillance, (6) plenary security measures, and (7) unabashed US interference in the domestic affairs of select states. Such interference has produced destabilizing tensions and conflicts that have, in turn, produced resistance, revolutions, proliferation, cults of personality, and militarization. This is the case because the US ASA rests on the notion that the international system of states is an extension, instrument of US power, rather than a system and/or society of states comprised of functionally sovereign entities. To analyze the US ASA, this study utilizes: (1) official government statements, legal doctrines, treaties, and policies pertaining to US foreign policy; (2) militarization rationales, budgets, and expenditures; and (3) case studies of rogue states. The data used in this study are drawn from information that is publicly available (academic journals, think-tank publications, government publications, and information provided by international organizations). The data supports the contention that global security is effectuated via a discrete set of hegemonic/imperialistic US values and interests, finding empirical expression in legal acts (USA Patriot ACT 2001) and the concept of rogue states. Rogue states, therefore, provide test cases to clarify the breadth, depth, and consequentialness of the US ASA in world affairs vis-à-vis the relationship between US security and global security.

A presente dissertação propõe-se a abordar a agenda securitária da OTAN no século XXI. É através da teoria da securitização que são analisados os atos discursivos desta organização, que são práticas centrais na elaboração da agenda securitária desta aliança militar. São ainda analisados os conceitos estratégicos de 1991, 1999 e 2010, à luz da teoria da securitização, como forma de clarificação das preocupações securitárias da OTAN, permitindo assim contextualizar as medidas extraordinárias adoptadas para combater o risco associado a cada ameaça identificada.
