Economic theory deals with a complex reality, which may be seen through various perspectives, using different methods. Economics’ three major branches – development economics, macroeconomics, and microeconomics – cannot be unified because the former two use preferentially a historical-deductive, while the later, an essentially hypothetical-deductive or aprioristic method. Smith, Marx and Keynes used an essentially the method of the new historical facts, while Walras, an aprioristic one to devise the neoclassical general equilibrium model. The historical-deductive method looks for the new historical facts that condition the economic reality. Economic theory remains central, but it is more modest, or less general, as the economist that adopt principally this method is content to analyze stabilization and growth in the framework of a given historical phase or moment of the economic process. As a trade off, his models are more realistic and conducive to more effective economic policies, as long as he is not required to previously abandon, one by one, the unrealistic assumptions required by a excessively general theory, but already starts from more realistic ones

A kameralizmus a 16-18. századi német gyakorlati államtudomány és egyetemi tantárgy volt, amely összefoglalta a hivatalnokok képzéséhez szükséges elméleti és gyakorlati gazdasági ismereteket. Felfogása szerint az alattvalók jóléte és boldogsága feltétele az uralkodó gazdagságának, de az alattvalók önmaguktól nem képesek utat találni ehhez a boldogsághoz, szükség van az állandó külső irányításra. Igazgatásközpontúsága és egyetemi intézményesülése miatt nem tekinthető a merkantilizmus helyi változatának. Az 1840 és 1945 közötti német történeti iskola hagyományos ábrázolása több mint egy évszázadon át a német és a neoklasszikus tradíció szembenállását hangsúlyozta, kiemelve az organicizmus, a fejlődésgondolat és az egyediség jelentőségét, a szociális kérdés fontosságát, illetve a deduktív módszer és a gazdaság változatlan törvényeinek tagadását. A modern rekonstrukciók a történeti iskolát a posztklasszikus válságra adott egyik európai válaszként fogják fel, amely a történelemből levont, empirikusan megalapozott induktív alternatívát kínált. Az 1871-től kialakult osztrák iskola a neoklasszikus paradigmának egyszerre volt alkotórésze és versenytársa. A módszertani individualizmus, a szubjektivizmus, az idő fontossága, a tudás szerepe, az alternatív költségek elmélete stb. ugyan beépültek a mainstream közgazdaságtanba, de hangsúlyos kiemelésük lehetővé tette, hogy a társadalomelméleti magyarázat igényét őrző osztrák iskola megtartson valamit önálló beszédmódjából. / === / Cameralism was a practical political science and university subject in 16th–18th century Germany, summarizing the theoretical and practical economic knowledge required in the training of officials. The assumption was that the prosperity of the ruler depended on the welfare and happiness of the subjects, but the subjects themselves were not capable of achieving this happiness without permanent directions from above. Cameralism’s emphasis on administration and university institutionalization means that this approach cannot be seen as a local variant of mercantilism. The traditional account of the German historical school from 1840 to 1945 emphasized for over a century the contrast between the German and the Neoclassical traditions. It underlined the significance of the organic approach, the concept of development and individuality, the importance of the social question, and the denial of the deductive method and unalterable laws of the economy. Modern reconstructions see the historical school as one European response to the post-Classical crisis, offering an inductive alternative grounded empirically on history. The Austrian school formed in 1871 was at once a constituent of the Neoclassical paradigm and a rival to it. Methodological individualism, subjectivism, the importance of time, the role of knowledge, the theory of alternative costs etc. were absorbed into mainstream economics, but the focusing on these issues allowed the Austrian school, in keeping alive its demand for a social-theoretical explanation, to preserve something of an alternative discourse.

In this paper we identify elements in Marx´s economic and political writings that are relevant to contemporary critical discourse analysis (CDA). We argue that Marx can be seen to be engaging in a form of discourse analysis. We identify the elements in Marx´s historical materialist method that support such a perspective, and exemplify these in a longitudinal comparison of Marx´s texts.

The audiovisual media is an instrument of communication that plays an important role in the cultural, social and political understanding of society. This survey was done intenting to identify the contribution of the audiovisual media to the culture in the Rio Grande do Norte and trying to understand the process of producing audiovisual in this state. To reach the aim, a case report was done regard the activities of Caminhos, Comunicação & Cultura – CC&C – a group that conducts cultural activities in the state since 2006 and has 76% of its activities related to audiovisual production, in which 47% of them, are video workshops. The video workshop project "Sowing Culture", held by the group in the city of Venha Ver/RN in January 2013, was observed and analised from its conception to its realization. The research pursued to reveal how the initiatives of independent producers, such as the CC&C group, can promote the access to audiovisual culture in regions where such knowledge is limited or nonexistent, due to the poor state policies related to the culture. Methodologically, the research was structured by performing a historical and descriptive analysis of hypothetical-deductive method through participant observation. For the conceptual and theoretical development, it was addressed the Sociability, Ethnography and media activism. The research proved that the independent audiovisual producers are promoting changes in the RN audiovisual practices. Before the background featured in the research, it is proposed a prognostic from researching to opening the RN Audiovisual Observatory, a communicational tool projected as space of sharing information, thinking, speaking, contacting and promoting the audiovisual productions of the state.

Este trabalho aborda a questão dos atos preparatórios no local do crime, isto é, as medidas cautelares e de polícia que o primeiro interveniente policial que chega ao local deve aplicar. As diligências efetuadas pelo primeiro militar que assume uma ocorrência e que, normalmente, não é especialista na área da Investigação Criminal ou forense, revelam-se de elevada importância para o sucesso da investigação pois repercutem-se ao longo de toda a investigação. Essa abordagem caracteriza-se por não visar uma intervenção investigatória e inspetiva, mas sim de prevenção e proteção do local. O objetivo geral do trabalho consiste numa contribuição para uma exploração mais determinada do local onde foi cometido um crime, através do melhor desempenho possível do primeiro interveniente policial. Os objetivos específicos passam por definir os procedimentos a tomar pelo primeiro interveniente (tendo em conta a sua especialidade, materiais e particularidades da fase da investigação) e definir o que é, para ele, um crime de cenário, identificando as possíveis repercussões de uma má gestão do local do crime para o sucesso da investigação. Utilizamos o método comparativo, estudando os diferentes Manuais de procedimentos (nacionais e internacionais). O quadro de referência é o materialismo histórico pois enfatizamos a dimensão histórica dos processos sociais, a legislação vigente e os problemas atuais para interpretar o nosso estudo. Este trabalho assume contornos exploratório-explicativos. Seguimos um método dedutivo, pois pretende-se chegar a um caso particular da lei geral, ou seja, aos procedimentos específicos do primeiro interveniente policial entre toda a gestão do local do crime. Os resultados mais significativos são a justificação da importância do local do crime para a Investigação Criminal e da complexidade que pode advir para o trabalho do primeiro interveniente. É possível concluir um conjunto padrão de ações que devem ser tomadas (guia prático) e como se pode melhorar a intervenção através de formação e cooperação entre os elementos.

Design Science Research (DSR) has emerged as an important approach in Information Systems (IS) research. However, DSR is still in its genesis and has yet to achieve consensus on even the fundamentals, such as what methodology / approach to use for DSR. While there has been much effort to establish DSR methodologies, a complete, holistic and validated approach for the conduct of DSR to guide IS researcher (especially novice researchers) is yet to be established. Alturki et al. (2011) present a DSR ‘Roadmap’, making the claim that it is a complete and comprehensive guide for conducting DSR. This paper aims to further assess this Roadmap, by positioning it against the ‘Idealized Model for Theory Development’ (IM4TD) (Fischer & Gregor 2011). The IM4TD highlights the role of discovery and justification and forms of reasoning to progress in theory development. Fischer and Gregor (2011) have applied IM4TD’s hypothetico-deductive method to analyze DSR methodologies, which is adopted in this study to deductively validate the Alturki et al. (2011) Roadmap. The results suggest that the Roadmap adheres to the IM4TD, is reasonably complete, overcomes most shortcomings identified in other DSR methodologies and also highlights valuable refinements that should be considered within the IM4TD.

Background Detection of outbreaks is an important part of disease surveillance. Although many algorithms have been designed for detecting outbreaks, few have been specifically assessed against diseases that have distinct seasonal incidence patterns, such as those caused by vector-borne pathogens. Methods We applied five previously reported outbreak detection algorithms to Ross River virus (RRV) disease data (1991-2007) for the four local government areas (LGAs) of Brisbane, Emerald, Redland and Townsville in Queensland, Australia. The methods used were the Early Aberration Reporting System (EARS) C1, C2 and C3 methods, negative binomial cusum (NBC), historical limits method (HLM), Poisson outbreak detection (POD) method and the purely temporal SaTScan analysis. Seasonally-adjusted variants of the NBC and SaTScan methods were developed. Some of the algorithms were applied using a range of parameter values, resulting in 17 variants of the five algorithms. Results The 9,188 RRV disease notifications that occurred in the four selected regions over the study period showed marked seasonality, which adversely affected the performance of some of the outbreak detection algorithms. Most of the methods examined were able to detect the same major events. The exception was the seasonally-adjusted NBC methods that detected an excess of short signals. The NBC, POD and temporal SaTScan algorithms were the only methods that consistently had high true positive rates and low false positive and false negative rates across the four study areas. The timeliness of outbreak signals generated by each method was also compared but there was no consistency across outbreaks and LGAs. Conclusions This study has highlighted several issues associated with applying outbreak detection algorithms to seasonal disease data. In lieu of a true gold standard, a quantitative comparison is difficult and caution should be taken when interpreting the true positives, false positives, sensitivity and specificity.

Modern Christian theology has been at pain with the schism between the Bible and theology, and between biblical studies and systematic theology. Brevard Springs Childs is one of biblical scholars who attempt to dismiss this “iron curtain” separating the two disciplines. The present thesis aims at analyzing Childs’ concept of theological exegesis in the canonical context. In the present study I employ the method of systematic analysis. The thesis consists of seven chapters. Introduction is the first chapter. The second chapter attempts to find out the most important elements which exercise influence on Childs’ methodology of biblical theology by sketching his academic development during his career. The third chapter attempts to deal with the crucial question why and how the concept of the canon is so important for Childs’ methodology of biblical theology. In chapter four I analyze why and how Childs is dissatisfied with historical-critical scholarship and I point out the differences and similarities between his canonical approach and historical criticism. The fifth chapter attempts at discussing Childs’ central concepts of theological exegesis by investigating whether a Christocentric approach is an appropriate way of creating a unified biblical theology. In the sixth chapter I present a critical evaluation and methodological reflection of Childs’ theological exegesis in the canonical context. The final chapter sums up the key points of Childs’ methodology of biblical theology. The basic results of this thesis are as follows: First, the fundamental elements of Childs’ theological thinking are rooted in Reformed theological tradition and in modern theological neo-orthodoxy and in its most prominent theologian, Karl Barth. The American Biblical Theological Movement and the controversy between Protestant liberalism and conservatism in the modern American context cultivate his theological sensitivity and position. Second, Childs attempts to dismiss negative influences of the historical-critical method by establishing canon-based theological exegesis leading into confessional biblical theology. Childs employs terminology such as canonical intentionality, the wholeness of the canon, the canon as the most appropriate context for doing a biblical theology, and the continuity of the two Testaments, in order to put into effect his canonical program. Childs demonstrates forcefully the inadequacies of the historical-critical method in creating biblical theology in biblical hermeneutics, doctrinal theology, and pastoral practice. His canonical approach endeavors to establish and create post-critical Christian biblical theology, and works within the traditional framework of faith seeking understanding. Third, Childs’ biblical theology has a double task: descriptive and constructive, the former connects biblical theology with exegesis, the later with dogmatic theology. He attempts to use a comprehensive model, which combines a thematic investigation of the essential theological contents of the Bible with a systematic analysis of the contents of the Christian faith. Childs also attempts to unite Old Testament theology and New Testament theology into one unified biblical theology. Fourth, some problematic points of Childs’ thinking need to be mentioned. For instance, his emphasis on the final form of the text of the biblical canon is highly controversial, yet Childs firmly believes in it, he even regards it as the corner stone of his biblical theology. The relationship between the canon and the doctrine of biblical inspiration is weak. He does not clearly define whether Scripture is God’s word or whether it only “witnesses” to it. Childs’ concepts of “the word of God” and “divine revelation” remain unclear, and their ontological status is ambiguous. Childs’ theological exegesis in the canonical context is a new attempt in the modern history of Christian theology. It expresses his sincere effort to create a path for doing biblical theology. Certainly, it was just a modest beginning of a long process.

The main purpose of this research is to shed light on the factors that gave rise to the office of Field Bishop in the years 1939-1944. How did military bishophood affect the status of the head of military pastoral care and military clergy during these years? The main sources of my research are the collections in the Finnish National Archives, and I use a historical-qualitative method. The position of the military clergy was debated within both the Church and the Defence Forces before 1939. At that stage, Church law did not yet recognize the office of the leading military priest, the Field Dean. There had been a motion in 1932 to introduce the office of a military bishop, but the bishops' synod blocked it. The concept of Field Bishop appeared for the first time in 1927 in a Finnish military document, which dealt with pastoral care in the Polish military. The Field Dean in Finland had regularly proposed improvements to the salary of the military clergy before the Winter War. After the Winter War, arguments were made for strengthening the position of the military clergy: these arguments were based on the increased respect shown towards this clergy, especially due to their role in the care of the fallen, which had become their task during the war. Younger members of the military clergy in particular supported the demands to improve their position within the Church and the army. The creation of a Field Bishop was perceived as strengthening the whole military clergy, as the Field Bishop was envisioned as a bishop within the Church and a general within the Defence Forces. During that time the Field Dean was still without any military rank. The idea of a Field Bishop was recommended to Mannerheim in June 1940, after which the Defence Forces lent their support to the cause. The status of the military clergy, in Church law, made it to the agenda of the Church council in January 1941, thanks largely to the younger priests' group influence and Mannerheim's leverage. The bishops opposed the notion of a Field Bishop mostly on theological grounds but were ready to concede that the position the Field Dean in Church law required further defining. The creation of the office of Field Bishop was blocked in the Church law committee report issued close to the beginning of the Continuation War. The onset of that war, however, changed the course of events, as the President of the Republic appointed Field Dean Johannes Björklund as Field Bishop. Speculation has abounded about Mannerheim's role in the appointment, but the truth of the matter is not clear. The title of Field Bishop was used to put pressure on the Church, and, at the same time, Mannerheim could remain detached from the matter. Later, in September 1941, the Church council approved the use of the Field Bishop title to denote the head of military pastoral care in Church law, and Field Bishops were assigned some of the duties formerly pertaining to bishops. Despite all expectations and hopes, the new office of Field Bishop did not affect the status of the military clergy within the Defence Forces, as no ranks were established for them, and their salary did not improve. However the office of the Field Bishop within Army HQ was transformed from a bureau into a department in the summer of 1942. At the beginning of the Continuation War, the Field Bishop was criticized by certain military and Church clergy for favouring Russian Orthodox Christians in Eastern Karelia. Björklund agreed in principle with most of the Lutheran clergy on the necessity of Lutheranizing East Karelia but had to take into account the realities at Army HQ. As well, at the same time the majority of the younger clergy were serving in the army, and there was a lack of parish priests on the home front. Bishop Lehtonen had actually expressed the wish that more priests could have been released from the front to serve in local parishes. In his notes Lehtonen accused Björklund of trying to achieve the position of Field Bishop by all possible means. However, research has revealed a varied group of people behind the creation of the office of Field Bishop, including in particular younger clergy and the Defence Forces.

[ES] En el presente artículo se aborda el problema de la causalidad en las Ciencias Económicas. Partiendo de la diferenciación entre ciencias duras y blandas, y de la supuesta clasificicación de la economía en este segundo grupo, se realiza un análisis de los diferentes paradigmas ontológicos que soportan la investigación científica, para a continuación trasladar la causalidad desde el ámbito ontológico al gnoseológico. Posteriormente se profundiza en la conjunción de la metodología hipotético-deductiva con el método correlacional, generando una causalidad probabilística. Dicha causalidad, contextualizada de forma científica, permite la realización y contrastación de inferencias predictivas, a través de las cuales las Ciencias Ecnómicas pueden encontrar su ubicación en los niveles mas extrictos de la investigación científica.

Consensos doutrinários acerca da novidade da proteção do ser humano por declarações de direito internas e internacionais e por constituições especificamente pela constituição Brasileira de 1988 - conformaram o ponto de partida desta pesquisa. Estabeleceu-se, inicialmente, um problema teórico que buscava sistematizar no direito internacional privado o impacto da suposta revolução teórica vivenciada pelo direito nos últimos séculos entendendo-se que a doutrina conflitual brasileira não havia desenvolvido parâmetros claros aos contornos da proteção do homem em sua esfera. Cumpridos os requisitos metodológicos relacionados à apresentação de hipótese a problema específico, o aprofundamento das pesquisas mostrou-se surpreendente: a hipótese mostrava-se inconsistente. Adotou-se, assim, o prisma de sua negação. Percebeu-se que, de fato, o ser humano se encontra hoje no centro do direito, mas que no direito internacional privado a novidade anunciada não se mostrava recente e que o deslumbramento com a dignidade humana falseava na técnica conflitual sua razão de ser originária. O trabalho foi realizado levando-se em conta o método dedutivo-indutivo de pesquisa a partir da utilização das doutrinas do direito internacional privado, do discurso da proteção do homem e das teorias constitucionais como instrumento de verificação da hipótese proposta ao problema inicialmente apresentado. A inovação do estudo realizado não se encontra, assim, necessariamente em seu conteúdo, mas na sistematização teórica da relação existente entre a doutrina da proteção do indivíduo, incorporada definitivamente ao direito constitucional brasileiro atual, e o direito internacional privado. Buscou-se demonstrar que o impacto da proteção do homem na disciplina deve ser entendido como um diálogo e que a técnica conflitual não seria meramente induzida pelos direitos humanos fundamentais, mas também indutora de seu reconhecimento e consagração. O trabalho foi dividido em três partes distintas, mas interdependentes. Na primeira delas, apresentaram-se as bases teóricas da pesquisa. Foram organizadas, nesse ponto, as premissas consideradas essenciais ao avanço da investigação. A segunda seção adota a classificação predominante na doutrina brasileira para o objeto do direito internacional privado para sistematizar a análise do tema em seu viés prático. Na terceira seção, demonstra-se de que forma os resultados parciais obtidos acabaram por negar paulatinamente a hipótese inicial fixada. Observou-se que, caso se admitisse que o discurso dos direitos humanos se estabeleceu como axioma informador do direito como um todo há poucas centenas de anos e que a ordem jurídica brasileira apenas protegeu o indivíduo a partir de 1988, o direito internacional privado deveria ser entendido como predecessor, como técnica que antecipou toda essa dinâmica. Mais que isso, concluiu-se que o sobredireito internacional tem sua origem e finalidade maior na proteção dos seres humanos e que não foi apenas induzido pelo discurso da defesa do homem. Conclui-se, por fim, que tratar a proteção do ser humano pelo direito internacional privado como dado contemporâneo ou moderno constituiria, de todo o investigado, grave equívoco que desconsideraria as origens, os fundamentos e as funções da técnica conflitual.

A pesquisa analisa a validade da cláusula de raio no aspecto do direito civil-empresarial (privado) e da concorrência (público). No âmbito do direito civil-empresarial analisa-se a cláusula de raio em conjunto com a cláusula de aluguel percentual e possível lesão à boa-fé objetiva. No aspecto do direito da concorrência é analisado o mercado relevante na dimensão produto e geográfica, bem como as externalidades positivas e negativas produzidas pela cláusula de raio. Para a realização da pesquisa adota-se o método dedutivo, realizado a partir de pesquisa bibliográfica e jurisprudencial sobre o tema. Traz como resultado os parâmetros que devem ser utilizados para a análise da cláusula de raio e a hipótese em que ela pode ser prevista.

Este estudo tem como objeto e análise a compreensão da Política Pública de Formação Continuada dos Professores da rede estadual de ensino do Paraná, materializada no Programa de Desenvolvimento Educacional entre os anos de 2003-2010. A pesquisa se constitui em uma investigação de natureza bibliográfica, documental e de campo, a partir do método materialista histórico dialético, no entendimento que os dados levantados nesses três processos investigativos se articulam para uma análise qualitativa de compreensão da realidade. Os objetivos foram compreender a partir da formação do professor PDE em que medida os pressupostos, a concepção e os objetivos anunciados no referido Programa foram objetivados nas relações sociais, no trabalho docente, na socialização do conhecimento e no redimensionamento das práticas coletivas. Da mesma forma, entender o processo de implantação e articulação entre os dois níveis de ensino (educação básica e o ensino superior) uma vez que o Programa foi desenvolvido em parceria entre os dois níveis de ensino. Ainda, explicita de que forma e em que medida foram incorporadas as proposições históricas dos trabalhadores da educação por formação continuada. O trabalho conclui que: ao considerar o espectro mais amplo do contexto social, político, econômico e educacional, no bojo da sociedade capitalista neoliberal, a Política Pública de Formação Continuada, materializada no Programa de Desenvolvimento Educacional entre os anos de 2007-2010, cuja concepção político-metodológica é orientada pelo princípio ontológico do trabalho, apresenta-se como uma proposta inovadora de qualificação, que contribui para o aperfeiçoamento e para o avanço na carreira e na valorização dos professores; se contrapõe à visão da educação, da formação e do trabalho docente estritamente vinculada ao mundo do trabalho e que, em certa medida, acolhe as reivindicações e proposições dos trabalhadores da educação; esse Programa produziu importantes contribuições no campo da formação continuada dos professores da rede estadual de ensino paranaense quanto aos fundamentos políticos e disciplinares de caráter teórico-prático com impactos significativos na melhoria no processo ensino-aprendizagem, mesmo que não diretamente por meio da implementação dos projetos de intervenção, mas pela própria condição de aprofundamento no conhecimento do professor participante no Programa e, com isso, a incidência na sua prática pedagógica, na preparação das aulas, na organização dos conteúdos, na metodologia de trabalho e no processo avaliativo; que mesmo considerando os problemas, as dificuldades encontradas durante o Programa não anulam os esforços empreendidos até aqui, ao contrário, indicam possibilidades sempre de superação
