This study provides an innovative perspective on empirically assessing HR by focusing on the duality of HR professionals’ experiences as both implementers and recipients or internal customers of HR practices given that they are also employees of the organization. We hypothesize that HR professionals experience HR practices more favorably from an implementer perspective as compared to an internal customer perspective. These differences in experiences are likely to be influenced by HR professionals’ hierarchical position in the HR department. Our analyses of 1,271 HR professionals employed by Indian Railways revealed a number of differences between the two types of experience. Some practices (recruitment and selection, training, and employee welfare) were viewed more negatively from the implementer perspective, whereas others (compensation, benefits, and employment relations) were rated more negatively from the internal customer perspective. Those holding more senior HR positions reported more positive experiences of training and employment relations from an internal customer perspective. Overall our contributions draw on the attribution theory and concepts of intraorganizational power and voice, and have implications concerning the effectiveness of HR practices. © 2015 Wiley Periodicals, Inc.

This paper considers the role of HR in ethics and social responsibility and questions why, despite an acceptance of a role in ethical stewardship, the HR profession appears to be reluctant to embrace its responsibilities in this area. The study explores how HR professionals see their role in relation to ethical stewardship of the organisation, and the factors that inhibit its execution. A survey of 113 UK-based HR professionals, working in both domestic and multinational corporations, was conducted to explore their perceptions of the role of HR in maintaining ethical and socially responsible action in their organisations, and to identify features of the organisational environment which might help or hinder this role being effectively carried out. The findings indicate that although there is a clear understanding of the expectations of ethical stewardship, HR professionals often face difficulties in fulfilling this role because of competing tensions and perceptions of their role within their organisations. A way forward is proposed, which draws on the positive individual factors highlighted in this research to explore how approaches to organisational development (through positive deviance) may reduce these tensions to enable the better fulfilment of ethical responsibilities within organisations. The involvement and active modelling of ethical behaviour by senior management, coupled with an open approach to surfacing organisational values and building HR procedures, which support socially responsible action, are crucial to achieving socially responsible organisations. Finally, this paper challenges the HR profession, through professional and academic institutions internationally, to embrace their role in achieving this. © 2013 Taylor & Francis.

Tutkielma on kvalitatiivinen haastattelututkimus, jonka tavoitteena on tarkastella HR-asiantuntijapalveluiden;konsultoinnin, ulkoistamisen ja vuokrajohtajuuden käyttöä sekä mahdollisuuksia PK-sektorilla. Tutkimuksessa perehdytään myös työn toimeksiantajan, case-yritys Virvon liiketoimintaan HR-asiantuntijapalveluiden markkinoilla ja siihen, miten Virvo pystyy vastaamaan näihin haasteisiin. HR-asiantuntijapalveluiden markkinoiden selvittämiseksi on haastateltu neljää HR-asiantuntijaa. Tämän pohjalta on tehty 15 PK-yrityksen toimitusjohtajan haastattelua HR-asiantuntijapalveluiden käytön selvittämiseksi. Tehdyt haastattelut ovat olleet puolistrukturoituja, jolloin on käytetty valmiita kysymyspohjia. Tutkimuksessa on selvinnyt, että HR-asiantuntijamarkkinat ovat vasta muotoutumassa ja että ala on varsin uusi. PK-yritysten HR-toimintojen haasteisiin pystytään parhaiten vastaamaan HR-asiantuntijapalveluilla, jotka ovat selkeitä kokonaisuuksia ja järkevästi hinnoiteltuja. Tärkeinä asioina on nähty esimerkiksi käytännön toteutus sekä lisäajan saaminen varsinaisen liiketoiminnan hoitamiseen. Palveluiden käyttö korostuu erityisesti erilaisissa muutostilanteissa kuten esimerkiksi yrityksen kasvuvaiheessa. Voidaan todeta myös, että liiketoiminnan tila vaikuttaa HR-asiantuntijapalveluiden käyttöön.

The objective of this study was to increase understanding of the link between the identification of required HR competences and competence management alignment with business strategy in a Finnish, global company employing over 8,000 people and about 100 HR professionals. This aim was approached by analyzing the data collected in focus group interviews using a grounded theory method and in parallel reviewing the literature of strategic human resource management, competence-based strategic management, strategy and foresight. The literature on competence management in different contexts dismisses in-depth discussions on the foresight process and individuals are often forgotten in strategic frameworks. However, corporate foresight helps in the detection of emerging opportunities for innovations and in the implementation of strategy. The empirical findings indicate a lack of strategic leadership and an alignment with HR and business. Accordingly, the most important HR competence areas identified were the need for increasing business understanding and enabling change. As a result, the study provided a holistic model for competence foresight, which introduces HR professionals as strategic change agents in the role of organizational futurists at the heart of the company: facilitating competence foresight and competence development on individual as well as organizational levels, resulting in an agile organization with increased business understanding, sensitive sensors and adaptive actions to enable change.

The business benefits of an outsourcing strategy are well documented, and HR is encouraged to outsource in order to add value. Yet little is known about how HR outsourcing affects the HR role, competencies and relationships with senior management. These issues are examined through 27 semi-structured interviews with senior HR professionals, comparing HR departments engaged in HR outsourcing with those maintaining full in-house HR provision. The findings indicate that HR outsourcing stymies HR role transformation. HR outsourcers experienced limited skill development and an increased focus on cost reduction at the expense of their strategic position. In contrast, non-HR outsourcers actively engaged in other parts of the business, developing competencies that garnered trust and support of senior managers. The benefits of an external HR community appear limited. The study suggests that an 'internal' HR community is better placed to enhance HR departmental roles. © 2013 John Wiley & Sons Ltd.

This phenomenological study explored how HR professionals who identified themselves as facilitators of strategic HRD (SHRD) perceived the experience of being an organizational agent-downsizing survivor. Criterion and snowball sampling were used to recruit 15 participants for this study. A semi-structured interview guide was used to interview participants. Creswell's (2007) simplified version of Moustakas's (1994) Modification of the Stevick-Colaizzi-Keen Method of Analysis of Phenomenological Data was used to analyze the data. Four main themes and corresponding sub-themes emerged from an inductive data analysis. The four main themes were a) the emotionality of downsizing, b) feeling responsible, c) choice and control, and d) possibilities for growth. Participants perceived downsizing as an emotional organizational change event that required them to manage their own emotions while helping others do the same. They performed their roles within an organizational atmosphere that was perceived as chaotic and filled with apprehension, shock, and a sense of ongoing loss, sadness and grieving. They sometimes experienced guilt and doubt and felt deceptive for having to keep secrets from others when planning for downsizing. Participants felt a strong sense of responsibility to protect employees emotionally, balance employee and organizational interests, and try to ensure the best outcomes for both. Often being there for others meant that they put on their games faces and took care of themselves last. Participants spoke of the importance of choosing one's attitude, being proactive rather than reactive, and finding ways to regain control in the midst of organizational crisis. They also perceived that although downsizing was emotionally difficult to go through that it provided possibilities for self, employee, and organizational growth.

This study investigated reasons for the outsourcing of a core HRM function, recruitment. Drawing from transaction costs and institutional theories, it was hypothesised that the pressure to minimise transaction costs and the presence of industry trends towards outsourcing would be positively associated with the outsourcing of recruitment. Survey data were gathered from 1I 7 HR professionals in Australia. Both hypotheses were partially supported. Specifically, the outsourcing of recruitment activities was positively associated with trust in the agency supplying the recruitment service and with the need to reduce internal labour but not fixed costs. With regard to institutional theory, the outsourcing of recruitment was positively associated with mimetic but not coercive forces. The study concludes that although most assumptions about recruitment agency use are expressed in economic terms, in reality, HRM practices are also influenced by forces exerted by the institutional environment in which organisations are located.

The purpose of this research was to provide a deeper insight into the consequences of electronic human resource management (e-HRM) for line managers. The consequences are viewed as used information system (IS) potentials pertaining to the moderate voluntaristic category of consequences. Due to the need to contextualize the research and draw on line managers’ personal experiences, a qualitative approach in a case study setting was selected. The empirical part of the research is loosely based on literature on HRM and e-HRM and it was conducted in an industrial private sector company. In this thesis, method triangulation was utilized, as nine semi-structured interviews, conducted in a European setting, created the main method for data collection and analysis. Other complementary data such as HRM documentation and statistics of e-HRM system usage were utilized as background information to help to put the results into context. E-HRM has partly been taken into use in the case study company. Line managers tend to use e-HRM when a particular task requires it, but they are not familiar with all the features and possibilities which e-HRM has to offer. The advantages of e-HRM are in line with the company’s goals. The advantages are e.g. an transparency of data, process consistency, and having an efficient and easy-to-use tool at one’s disposal. However, several unintended, even contradictory, and mainly negative outcomes can also be identified, such as over-complicated processes, in-security in use of the tool, and the lack of co-operation with HR professionals. The use of e-HRM and managers’ perceptions regarding e-HRM affect the way in which managers perceive the consequences of e-HRM on their work. Overall, the consequences of e-HRM are divergent, even contradictory. The managers who considered e-HRM mostly beneficial to their work found that e-HRM affects their work by providing information and increasing efficiency. Those managers who mostly perceived challenges in e-HRM did not think that e-HRM had affected their role or their work. Even though the perceptions regarding e-HRM and its consequences might reflect the strategies, the distribution of work, and the ways of working in all HRM in general and can’t be generalized as such, this research contributed to the field of e-HRM and it provides new perspectives to e-HRM in the case study organization and in the academic field in general.

Notre étude s’intéresse à la façon dont les entreprises multinationales utilisent et gèrent la mobilité internationale de leurs employés. Plus précisément, nous cherchions à déterminer l’importance que les entreprises multinationales accordent à leur stratégie internationale au moment de décider de la façon d’utiliser l’expatriation et de la gérer au moyen des programmes de mobilité internationale. Bien que l’objet principal de notre recherche soit d’observer l’influence de la stratégie internationale sur ces programmes, nous avons cherché également à identifier d’autres caractéristiques de chaque entreprise et de son environnement susceptibles de les influencer. Cette démarche nous a permis de déterminer si les entreprises multinationales qui adoptent des programmes de mobilité internationale similaires partagent une même orientation stratégique au niveau international ou plutôt d’autres caractéristiques. Notre étude, effectuée auprès de professionnels de la GRH responsables de la gestion de la mobilité internationale, visait, dans un premier temps, à identifier le type de stratégie internationale privilégiée par les entreprises, ainsi que l’approche de la gestion internationale des ressources humaines qu’elles favorisent. Dans un deuxième temps, nous avons cherché à identifier le type de programme de mobilité internationale en place dans chaque entreprise à partir de l’analyse de leurs composantes (politiques et pratiques RH). Nous avons tiré deux conclusions principales de notre étude. Premièrement, la mobilité internationale, plus particulièrement l’expatriation, constitue toujours un important outil d’expansion et de survie des entreprises multinationales. Deuxièmement, les entreprises multinationales l’utilisent différemment en fonction de leurs objectifs stratégiques et la gèrent de façon très pragmatique, en tenant compte d’une panoplie de facteurs tels le nombre d’expatriés, la culture managériale de l’entreprise, les caractéristiques de leur secteur d’activité, leur expérience et les difficultés rencontrées en cours de route.

Cette étude empirique que nous avons appliquée à l’ingénierie-conseil, vise principalement deux objectifs ; (1) la validation des relations entre certaines caractéristiques des clients des services de ressources humaines et leur niveau de satisfaction face à ces services et (2) l’étude des relations entre les compétences des professionnels RH et le niveau de satisfaction des clients. Nous avons retenu un cadre théorique qui est constitué principalement de l’approche des constituantes multiples. Notre modèle d’analyse suppose que la satisfaction des groupes-clients d’un SRH est influencée par onze facteurs. De ces facteurs, cinq reflètent les caractéristiques des clients ; 1-l’engagement, 2-le sexe, 3-l’âge, 4-l’ancienneté et 5-la fréquence des contacts. Les six autres facteurs représentent les compétences des professionnels en ressources humaines ; 1-expert en ressources humaines, 2-allié de l’organisation, 3-gestion de la culture et du changement, 4-architecte stratégique, 5-gestion de talent et 6-activiste crédible. Pour les fins de notre recherche, nous retenons une approche quantitative et qualitative. Les résultats des analyses bivariées ne confirment pas nos hypothèses. Par contre, l’ancienneté et l’âge des clients semblent avoir une relation négative avec la satisfaction des clients. Quant à l’analyse de contenu des entrevues effectuées auprès des professionnels ressources humaines d’une organisation, elle permet de faire ressortir les liens entre la satisfaction et cinq compétences. Celles-ci sont l’expert en ressources humaines, l’allié de l’organisation, la gestion de la culture et du changement, la gestion du talent et l’activiste crédible. Ainsi, cinq propositions sont supportées.

Les dirigeants-propriétaires des petites et moyennes entreprises (PME) sont de plus en plus intéressés par la gestion des ressources humaines (GRH); certains y voient un avantage concurrentiel face à la pénurie de main-d’œuvre actuelle. Considérant que la compatibilité entre les caractéristiques des travailleurs et celles de l’organisation peut générer des résultats positifs (Kristof-Brown et Guay, 2011), notre étude s’intéresse aux pratiques de GRH associées aux valeurs au travail de la génération Y ainsi que leur effet sur la capacité des PME à attirer et retenir cette cohorte. Cette étude qualitative s’est réalisée grâce à des données primaires colligées à la suite d’entrevues avec des dirigeants de quatre PME du secteur de la construction et seize employés appartenant à la génération Y œuvrant au sein de ces entreprises. Par nos résultats, nous avons relevé que la qualité des relations, autant avec les collègues que les superviseurs, demeure généralement la principale source d’attraction et de rétention des Y dans les PME. Nos résultats soutiennent aussi que leur attraction et rétention peut être très fortement favorisée grâce à des pratiques de communication bidirectionnelle et illimitée, une communication stratégique et une liberté dans la gestion du temps et des méthodes de travail. La conciliation travail et vie personnelle, les défis variés, les possibilités d’avancement, la gestion des ressources humaines socialement responsable, la reconnaissance des compétences ainsi que la gestion participative sont aussi des pratiques pouvant être fortement liées à l’attraction et la rétention de cette génération. Nos résultats montrent aussi que l’attraction et la rétention des Y dans les PME sont modérément favorisées par le travail d’équipe, les conditions de travail équitables et objectives et la rémunération globale concurrentielle. À l’inverse, la présence de technologies de l’information et des communications et la formation continue sont des sources plus faibles d’attraction et de rétention en comparaison aux autres pratiques abordées dans cette étude. En somme, cette étude contribue à la littérature sur la GRH dans les PME, puisque les spécificités relatives à ces entreprises ont été peu considérées jusqu’à aujourd’hui. Elle permet aussi la recommandation de pratiques utiles aux dirigeants-propriétaires et professionnels en ressources humaines œuvrant avec le défi d’attraction et de rétention de la génération Y au sein de leur entreprise.

As transformações ocorridas a partir da década de 80 na economia, na maneira de administrar as empresas e nas relações de trabalho levaram à perda de emprego de milhares de pessoas. Downsizing e demissão passaram a ser comum tanto no Brasil como em outros lugares do mundo. Chama a atenção, entretanto, que a literatura na área de recursos humanos não contemple as atividades de gerenciamento das demissões. Fala-se dos quatro pilares da área de recursos humanos: recrutamento, seleção, avaliação de desempenho, desenvolvimento e remuneração, mas o tema da demissão parece estar discretamente omitido. O objetivo deste trabalho foi: a) apresentar uma revisão da literatura nacional e internacional com artigos sobre o tema e b) buscar como profissionais de recursos humanos e demissores descrevem as práticas de demissão, de modo a evidenciar o papel da área de recursos humanos (e de gestores) nestes processos. A retórica em Recursos Humanos, já descrita por Legge (1995), de que precisamos ser cruéis para amar, apresenta-se como uma ação fundamental na construção das práticas organizativas em demissão e downsizing.

Este trabalho investiga a visão que os gestores da área de Recursos Humanos em organizações que atuam no Brasil têm sobre a Gestão de Recursos Humanos (GRH) e sobre quais as funções e as responsabilidades da área e do profissional de Recursos Humanos (RH) na organização. Mais especificamente discute-se como esses profissionais lidam com os aspectos mais controversos da GRH discutidos no campo acadêmico como sua falta de clareza, suas ambiguidades e a dificuldade de associar suas ações aos resultados da organização. Para realizamos uma pesquisa qualitativa com 25 profissionais em posições de liderança na gestão de Recursos Humanos que participam de grupos de estudo de RH em São Paulo. Serão entrevistas semi estruturadas. Espera-se poder contribuir para uma reflexão sobre (i) como os profissionais de RH lidam com os conceitos e teorias do campo, (ii) como isto afeta as funções e responsabilidades da área e do profissional (iii) como melhorar o preparo e o desenvolvimento do profissional de RH (iv) a realidade da GRH nas organizações que atuam no Brasil.

The idea that the career consists in a linear path throughout the individual s professional life structured by the company where he or she works has been changing to a new reality in which the career is seen as a journey, open to possibilities and uncertainties. Several models have come up as an attempt to comprehend and analyze this journey. Among them, there is the model of career narrative, which assumes that, while narrating, individuals give meaning to their own path, and at the same time they consider personal factors and the environment that act on their professional biography. This paper aimed to explore and articulate issues related to the environment and career paths of the human resource professionals working in the Greater Natal. For this purpose, the model of career narrative was used. From the methodological viewpoint, the project was divided in two stages. The first was characterized by conducting a survey with the intention of mapping professionals socio-occupational characteristics, through the application of a semi-structured questionnaire. The data was analyzed by descriptive statistical techniques and cluster analysis. The descriptive statistical analyses included 117 participants. The results indicated that HR professionals of Greater Natal have different functions, develop activities focused on different subsystems, have an increasing career path, and focus their professional formation in Business Administration and Psychology. The second stage of the study was characterized by the use of 17 narrative interviews, whose participants, in the process of nonprobabilistic sampling, were identified based on their belonging to the three clusters: Group 1, HR and public administration; Group 2, HR experts; and Group 3, HR beginners. Analyzing the results of the qualitative phase, it was found that the identification with the activity practiced is a deciding factor for choosing and remaining in the HR field. The lack of professional recognition appears as the main difficulty faced by professionals, as well as the lack of employment opportunity in the Greater Natal. The results analysis leads to a series of discussions on the career path in HR and reflections for this professional category, its representative bodies and educational institutions
