The integration of gender into Public Policies is understood as the recognition of the fact that the population is not homogeneous, but marked by differences. If the intention of Public Policies is to attend the different needs of the population and not to discriminate against any group, these differences have to be apprehended. Depending on how the issues of gender are integrated into policies, there is a danger of them being reduced to a blueprint list that has to be fulfiled which could transform their elaboration into a technical activity distancing it from the needs of the target group. This research intends to discuss the assumption behind low-income women which could jeopardize the elaboration of housing programmes with a gender perspective, and also discuss the concepts which have to be considered in the elaboration of those programmes.

Este trabalho procura analisar um Projeto-piloto de educação de adultos com trabalhadores rurais lumpem-proletarizados pelo violento e acelerado processo de modernização da agro-indústria sucro-alcooleira do município de Campos dos Goytacazes. Expropriados de seus meios de trabalho, 50% destas populações foram expulsas do meio rural durante o período de 1950-91, sendo que 25% delas foram obrigadas a se mudar para a cidade de Campos durante a década de 80, multiplicando o número de favelas de 13 para 30, em áreas insalubres e perigosas. Dados do mGE/IPEA apontam uma população atual de 26.000 famílias vivendo na indigência, o que representa 130.000 pessoas ou 33% do total de residentes do município de Campos que demandam a criação urgente de programas habitacionais, de saúde preventiva, educação, lazer, reciclagem profissional, empregos, etc. Dada a brutalidade e intensidade do processo de lumpem-proletarização destes trabalhadores rurais, a partir da década de 80, toma-se necessário que o Poder Público Municipal defina como prioridade de ação a criação de Programas específicos, e com metodologias adequadas, para o atendimento a estas populações. O Projeto de Geração de Renda através da Metodologia da Educação de Rua, realizado pela Secretaria Municipal de Desenvolvimento e Promoção Social-SMDPS, da Prefeitura Municipal de Campos dos Goytacazes, durante os anos de 1991-92, mostrou-se uma alternativa adequada para estimular a conquista da cidadania por parte das populações com elevado nível de empobrecimento. Realizado no meio-ambiente destas populações e tendo como principal pressuposto pedagógico o resgate de seus saberes e a identificação de seus principais problemas, necessidades, interesses e desejos, este projeto conseguiu mobilizar e envolver as populações atendidas por ele promovendo a elevação de seus níveis de participação, de auto-estima e auto-confiança, assim como a melhoria dos níves de relacionamento entre os participantes do projeto, tanto entre técnicos- educadores e populações, quanto destas populações com suas vizinhanças. Esta melhoria dos níveis de relacionamento entre os participantes do projeto pôde ser observada através do aumento da capacidade de tolerância, diálogo, respeito, reconhecimento e valorização dos aspectos positivos de cada um.

Brazilian Housing policy has always promoted homeownership. In 1999, a new form of housing promotion was set up in the country with the PAR (Programa de Arrendamento Residencial, or residential rental programme). This is a sort of leasing, in which a right to buy is granted at the end of contract. Again, with this, the final objective is homeownership. This dissertation aims at further understanding the role of PAR in the wake of the country s housing policies of the post-BNH period, analysing the case of João Pessoa, capital city of Paraíba state. By focusing in the city, it has been possible to analyse also the impact of the programme in the dynamics of the city s urban development. Accordingly, the analysis of PAR seeks to understand the programme s operational aspects as well as its location, urban and architectural aspects. The operational aspects refer to how the programme is operated, considering the differences to the other housing programmes in the country. The urban and architectural aspects refer to location, typology and construction characteristics of housing estates produced under the scheme. This study gives a general view of the country s recent housing policy and programmes and the specific characteristics of PAR, observing also its impacts in the city development

This dissertation analyses the Brazilian housing policy of today s, focusing on the programmes in the socalled Social Interest Housing Subsystem in order to discuss to what extent the government has been able to grant housing constitutional rights in the country. The discussion is about housing policy and the principles in the country s Constitution regarding the role of housing as a social right, a right that must be granted by the state. This refers to land rent theory to understand the relationship between capital and property and the reasons why, under capitalism, housing becomes a commodity in the market. Then, it discusses the national housing policy, which emphasizes land ownership through financing, that is, via market, a process that excludes all low income population. In the conclusion, it is clear that, although government programmes cover extensively at least potentially the national territory as well as social group, subsidized housing programmes cannot be implemented in the city due to land prices because subsidy is too low. In this way, the law that grants housing rights to all Brazilian citizens is violated

Este artículo presenta evidencias preliminares con el propósito de aportar una visión del problema habitacional, introduciendo variables de análisis que den cuenta del proceso de expansión residencial suburbana de la ciudad de Córdoba, en el período 1983-2000.- Se realiza un análisis de dos casos contrapuestos, el de las nuevas urbanizaciones suburbanas cerradas y el de los programas de vivienda subsidiadas. El análisis de los dos casos contrapuestos posibilita arribar a algunas reflexiones: • el sector privado tiene mayor autonomía para la materialización de determinadas propuestas, probablemente asociadas a las mayores posibilidades de afrontar costos de urbanización, esto se refleja en la regulación urbanística vigente, flexibilizando aspectos y atendiendo a la necesidad de la gestión local de promover inversiones privadas en su territorio. • La regulación urbanística ha contribuido a promover la consolidación de determinadas áreas en los bordes de la ciudad y ha sido parcialmente capaz de controlar el desarrollo de estos procesos fuera de los límites permitidos.

Los censos de población constituyen una herramienta muy valiosa para la formulación, el monitoreo y la evaluación de políticas públicas. En el caso de las políticas de hábitat y vivienda, las marcadas desigualdades socioeconómicas y las amplias dificultades de acceso por parte de los sectores más pobres demandan la generación de datos específicos que permitan dimensionar las necesidades habitacionales y evaluar los alcances y efectos de las políticas y los programas ejecutados. Esto último enfrenta importantes desafíos metodológicos, principalmente por las limitaciones que presenta esta fuente de información para la identificación de la población beneficiaria de los programas habitacionales. En tal sentido, este trabajo tiene por objeto proponer una metodología de evaluación de resultados que, a partir de las potencialidades de los censos y su complementariedad con otras fuentes de información, permite estimar los efectos de una política habitacional concreta, como lo es el programa “Mi Casa, Mi Vida” (Córdoba, Argentina), sobre la población beneficiaria.

El municipio de Sabaneta, Antioquia, es el territorio que presenta el menor índice de déficit cuantitativo de vivienda en el Área Metropolitana del Valle de Aburrá, esto se ha logrado por el desarrollo estratégico de sinergias entre el sector público y privado para incentivar proyectos de vivienda de interés social -- Esta investigación, realizada bajo la metodología de estudio de caso, describe cómo las Asociaciones Público Privadas (APP) implementadas en ese municipio contribuyeron en dicha disminución, en el período 2012-2015 con respecto al período 2008-2011 -- El análisis se logra a partir del estudio de los planes de desarrollo municipales en los periodos mencionados, la revisión de la Ley 1508 de 2012 y la comparación de dichos esquemas de asociación con los planteamientos de la teoría de la Nueva Gobernanza -- Los hallazgos demostraron que las APP son una alternativa efectiva para la solución de necesidades y demandas de vivienda de interés social

This article presents the methodological conceptualization and the main results of a System Dynamics model, which main objective is to support the housing policies in the city of Envigado -- The used methodology developed a scenario-based model to emulate the approximate evolution of the housing demand and supply for the city, using a scenario of the Gross Domestic Product (GDP) and a housing authorization strategy as input -- Diverse results were obtained, for instance it was found that due to the soil availability, the housing supply reaches the saturation point between 2040 and 2046 -- Finally this article could be considered as an example of how academic tools such as System Dynamics can be used by decisions makers in the government
