Four librarians from Irish university libraries completed the U.K. Future Leaders Programme (FLP) in 2010. In this article they recount their experience and assess the effect of the programme on their professional practice and the value for their institutions. The programme is explored in the context of the Irish higher education environment, which is facing significant challenges due to the demise of the Celtic Tiger economy. A brief review of the literature relating to structured programmes to prepare librarians for senior positions, is presented. The structure and content of the FLP and the learning methodologies, theories, tools and techniques used throughout are discussed. The article suggests that the programme has real value for both individuals and institutions and that it can play a significant role in succession planning and the leadership development of librarians

As with all Cambridge teaching, the Cambridge Manufacturing Leaders' Programme is based on one-to-one tutorial supervision, comprising guidance throughout a major strategic development project in the programme participant's company, interspersed with reflective study time spent in Cambridge. In this paper a description of the course is set in a wider philosophical context, looking at the role of work in a personal developmental sense, and the responsibility carried by manufacturing leaders for shaping and guiding that process. It is shown that the programme is rooted in and embodies important aspects of our European heritage regarding work as a learning process and the master/apprentice relationship as a way of giving educational guidance.

Partout dans le monde, la formation en gestion des cadres infirmiers est devenue une nécessité. Afin de doter la profession infirmière de chefs de file capables de faire face aux changements, plusieurs pays ont conçu des programmes de formation de deuxième cycle en administration des services de soins infirmiers. Plusieurs programmes sont développés en ce sens dont peu ou prou sont évalués. Plusieurs auteurs croient que l’évaluation de ces programmes permettrait de mieux apprécier l’atteinte des objectifs pédagogiques et ultérieurement, d’améliorer la formation et les pratiques de gestion. Afin de contribuer à ce projet, la présente étude vise à évaluer le programme de formation Administration et enseignement de l'École nationale de développement sanitaire et social (ENDSS) du Sénégal. Cette évaluation prend en compte les points de vue des diplômés, des enseignants, des concepteurs du programme et des directions d’hôpitaux. Il s’agit d’une recherche évaluative de type rétrospectif. Une enquête par questionnaire et par entrevue a été réalisée auprès des diplômés, des enseignants, des concepteurs de programme et des directions d'hôpitaux. Également, des bases de données sur les étudiants finissants entre les années 2003 et 2009 ont été consultées pour recueillir les notes obtenues à l’examen de certification, les effectifs d’admission et d’inscrits et les renseignements sociodémographiques. Cette évaluation porte sur les principales composantes du programme de formation Administration et enseignement de l’ENDSS qui sont examinées à l’aide du modèle systémique d’évaluation de programme éducatif de Stufflebeam (1981) communément appelé modèle CIPP. Les résultats de l’analyse s’appuient sur 70 questionnaires et 37 entrevues. En vue de répondre aux questions de recherche, les données recueillies sont analysées et interprétées à partir d’indicateurs et selon des critères définis. La démarche d’analyse des résultats s’est effectuée en deux étapes. D'abord, les données des questionnaires et des entrevues fournies par les diplômés, les enseignants et les concepteurs ont été analysées ainsi que celles du dossier scolaire des étudiants inscrits au programme. Ensuite, l’examen a porté sur les données des questionnaires recueillies auprès des directions d’hôpitaux. Les avis de tous les répondants sur les améliorations à apporter au programme sont analysés pour rendre compte de leurs recommandations à ce sujet. Tout au long de l’analyse des résultats, les données des questionnaires et des entrevues sont présentées à la fois. Le jugement sur l’efficacité du programme de formation Administration et enseignement de l’ENDSS est établi par l’analyse d’indicateurs reliés aux quatre types d'évaluation proposés par Stufflebeam (1981). Les diplômés et les concepteurs jugent que la formation est adéquate pour l’exercice de la fonction de chef de services des soins infirmiers. Par contre, les enseignants sont très partagés sur cette question, puisque près de la moitié d'entre eux expriment un avis favorable tandis que les autres ont une opinion contraire. Les diplômés apparaissent très partagés par rapport à la cohérence apparente entre les objectifs de stage d’administration hospitalière et les compétences à développer, alors que les enseignants et les concepteurs expriment plus largement une opinion négative. La cohérence entre les notions du module de Management des services de santé et l’exercice de la fonction de chef de services des soins infirmiers est jugée plus forte en ce qui concerne plusieurs notions, par les diplômés, les enseignants et les concepteurs. La majorité des diplômés et des enseignants jugent que la supervision offerte aux étudiants est insatisfaisante. Les diplômés et les enseignants croient que la disponibilité des ressources didactiques à la bibliothèque ne facilite pas les apprentissages. Tandis que les concepteurs, en proportion plus élevée, expriment le même jugement. Les diplômés et les enseignants sont divisés sur la question de l’équilibre entre le nombre d’heures alloué à la théorie et à la formation pratique. Tandis que la majorité des concepteurs croient qu’il n’y a pas d'équilibre entre le nombre d'heures consacré aux cours et à la formation pratique. Les diplômés et les enseignants expriment une opinion très positive sur la qualité des rapports sociaux des étudiants entre eux, avec les enseignants et le personnel administratif. Tandis que les concepteurs ont une opinion plutôt négative à ce sujet. Les diplômés, de même que les enseignants jugent en majorité, que la supervision des stages offerte aux étudiants est insatisfaisante. Ces opinions convergent avec celles de la grande majorité des concepteurs. Selon les diplômés, le travail de groupe, de même que les études de cas sont les méthodes les plus pertinentes dans la formation de chef de service des soins infirmiers. Pour les enseignants et les concepteurs c'est le travail de groupe qui est la méthode la plus pertinente pour faire acquérir des connaissances. Parmi l’ensemble des inscrits, incluant les étudiants sénégalais et étrangers, 104 d’entre eux ont obtenu un diplôme. Subséquemment, seuls 2 étudiants sur les 106 inscrits au programme ont échoué. Les enseignants, les diplômés et les concepteurs sont tous satisfaits du programme de formation Administration et enseignement de l’ENDSS. Les directions d'hôpitaux sont partagées quant à elles, à l’idée selon laquelle les étudiants sont préparés aux fonctions de chef de service des soins infirmiers. En plus, selon la grande majorité des directions le programme de formation ne répond pas à la stratégie de la réforme hospitalière. Elles affirment à l’unanimité qu’elles n’ont pas été associées au processus d’élaboration du programme et sont d’accord que, de manière générale, la formation reçue par le chef de services des soins infirmiers est de qualité. Unanimement, les directions d’hôpitaux jugent que des notions devraient être ajoutées ou améliorées au programme de formation Administration et enseignement de l’ENDSS. L’interprétation des données révèle la complexité qui entoure l’importance de l’équilibre du volume horaire à consacrer à la théorie et à la pratique dans un programme de formation. En plus, les résultats sur les connaissances à acquérir par les diplômés durant la formation montrent un besoin élevé de perfectionnement voire d’enseignement plus poussé du contenu des notions Système d’information sanitaire et Introduction à l’informatique, Introduction au management; Élaboration de programme et Administration hospitalière. Un choix approprié de terrain où l’étudiant pourrait réaliser les objectifs d’apprentissage, une sélection de la période adéquate pour le stage, de même qu’un encadrement signifiant, seraient le gage d’un stage profitable pour l’étudiant. Nous estimons que cette recherche a ouvert des pistes à des perspectives de recherches reliées au développement professionnel des futurs chefs de service des soins infirmiers. The Building Schools for the Future (BSF) programme represents the biggest single UK government investment in school buildings for more than 50 years. A key goal for BSF is to ensure that pupils learn in 21st-century facilities that are designed or redesigned to allow for educational transformation. This represents a major challenge to those involved in the design of schools. The paper explores the conceptualizations of design quality within the BSF programme. It draws on content analysis of influential reports on design published between 2000 and 2007 and interviews with key actors in the provision of schools. The means by which design quality has become defined and given importance within the programme through official documents is described and compared with the multiple understandings of design quality among key stakeholders. The findings portray the many challenges that practitioners face when operationalizing design quality in practice. The paper concludes with reflections on the inconsistencies between how design quality has been appropriated in the BSF programme and how it is interpreted and adopted in practice.

Environmental education is a field which has only come of age since the late nineteen sixties. While its content and practice have been widely debated and researched, its leadership has been minimally studied and, therefore, is only partially understood. The role of mentoring in the development of leaders has been alluded to, but has attracted scant research. Therefore, this study explores the importance of mentoring during the personal and professional development of leaders in environmental education. Four major research questions were investigated. Firstly, have leaders been men to red during their involvement with environmental education? Secondly, when and how has that mentoring taken place? Thirdly, what was the personal and professional effectiveness of the mentoring relationship? Fourthly, is there any continuation of the mentoring process which might be appropriate for professional development within the field of environmental education? Leaders were solicited from a broad field of environmental educators including teachers, administrators, academics, natural resource personnel, business and community persons. They had to be recognized as active leaders across several environmental education networks. The research elicited qualitative and quantitative survey data from fifty seven persons in Queensland, Australia and Colorado, USA. Seventeen semi-structured interviews were subsequently conducted with selected leaders who had nominated their mentors. This led to a further thirteen 'linked interviews' with some of the mentors' mentors and new mentorees. The interview data is presented as four cases reflecting pairs, triads, chains and webs of relationships- a major finding of the research process. The analysis of the data from the interviews and the surveys was conducted according to a grounded theory approach and was facilitated by NUD.IST, a computer program for non-numerical text analysis. The findings of the study revealed many variations on the classical mentoring patterns found in the literature. Gender and age were not seen as mportant factors, as there were examples of contemporaries in age, older men to younger women, older women to younger men, and women to women. Personal compatibility, professional respect and philosophical congruence were critical. Mentoring was initiated from early, mid and late career stages with the average length of the relationship being fourteen years. There was seldom an example of the mentoree using the mentor for hierarchical career climbing, although frequent career changes were made. However, leadership actions were found to increase after the intervention of a mentoring relationship. Three major categories of informal mentoring were revealed - perceived,acknowledged and deliberate. Further analysis led to the evolution of the core concept, a 'cascade of influence'. The major finding of this study was that this sample of leaders, mentors and new mentorees moved from the perception of having been mentored to the acknowledgment of these relationships and an affirmation of their efficacy for both personal and professional growth. Hence, the participants were more likely to continue future mentoring, not as a serendipitous happening, but through a deliberate choice. Heightened awareness and more frequent 'cascading' of mentoring have positive implications for the professional development of future leaders in environmental education in both formal and informal settings. Effective mentoring in environmental education does not seek to create 'clones' of the mentors, but rather to foster the development of autonomous mentorees who share a philosophical grounding. It is a deliberate invitation to 'join the clan'.

This paper discusses exploratory research to identify the reported leadership challenges faced by leaders in the public sector in Australia and what specific leadership practices they engage in to deal with these challenges. Emerging is a sense that leadership in these complex work environments is not about controlling or mandating action but about engaging in conversation, building relationships and empowering staff to engage in innovative ways to solve complex problems. In addition leaders provide a strong sense of purpose and identity to guide behaviour and decisions to overcome being overwhelmed by the sheer volume of demands in a unpredictable and often unsupportive environment. Questions are raised as to the core competencies leaders need to develop to drive and underpin these leadership practices and the implications this has for the focus on future leadership development programmes. The possible direction of a future research programme will be put forward for further discussion.

This research focused on identifying a series of successful practices relating to administrative talent management within the higher education setting. The field study included a thorough examination of seven small to mid-size private colleges and universities that have incorporated employee development strategies. These strategies were aimed at growing future leaders from within the organization in order to achieve continuity and support institutional priorities. Specifically, several focus areas were investigated including presidential vision, leadership commitment, talent management’s place among institutional priorities, program characteristics, and program evaluation. Among the commonalities that were gathered included support at the senior officer level who serve as advocates, mentors, and program facilitators, a strong connection between talent management and the institutions’ strategic plans, and a holistic approach to developing talent at all levels of the organizations. In addition, both coaching and opportunities for growth in the work environment were evident within several of the institutions. Also, academic leadership development was considered to be a part of the talent management strategy within three of the colleges and universities. The key differentiators included the incorporation of organizational and leadership competencies to provide focus toward the performance development process at two institutions, the implementation of a succession planning model at another institution, and the location of human resource generalists in departments across two of the institutions to identify learning opportunities for both individuals and work teams. Based on both the findings from the field study and the literature review, a comprehensive procedural model is introduced that serves to support human resource departments and higher education professionals, in general, who are looking to either begin or broaden their own talent management approach. However, despite the progress that has been made across several institutions noted throughout the research study, much more must be learned in terms of how the time and resources invested in talent management translates to institutional success. Background/purpose – Nurse leaders play a key role in the growth of the nursing profession; hence the development of future leaders is essential. Despite its importance, opportunities for leadership development can be limited. The purpose of the practicum project was to develop a comprehensive, yet concise resource to assist aspiring nurse leaders in their journey towards effective leadership. Methods – The methods used to achieve the practicum objectives were: (a) explore the literature and complete a comprehensive review (b) conduct expert consultations with current nurse leaders, and (c) develop a learning resource for aspiring nurse leaders. Results – The literature review and expert consultations highlighted the importance of effectively developing aspiring nurse leaders. The information obtained allowed for the development of a comprehensive learning resource. A detailed background, leadership theory, leadership framework, leader competencies and learning activities are presented throughout the resource. Conclusion – In order to for the nursing profession to continue to advance, effective nurse leaders are of paramount importance. However, it is essential that aspiring leaders are given appropriate opportunities for development. The learning resource was developed to provide aspiring leaders with a comprehensive tool to enhance their leadership development.

Despite optimistic claims about the research-teaching nexus, Australian academics still face tension between research and teaching. The teaching and research priorities, beliefs and behaviours of 70 Professorial and Associate Professorial academics in Science, Information Technology and Engineering were examined in this study. The academics from 4 faculties in 3 Australian universities, were asked to rank 16 research activities and 16 matched learning and teaching (L&T) activities from each of three perspectives: job satisfaction, leadership behaviour, and perceptions of professional importance. The findings, which were remarkably consistent across the three universities, were unequivocally in favour of Research. The only L&T activity that was ranked consistently well was “Improving student satisfaction ratings for Teaching”. The data demonstrates that Australian government and university initiatives to raise the status of L&T activity are not impacting significantly on Australia’s future leaders of university learning.
