For the past decades, educational large-scale reforms have been elaborated and implemented in many countries and often resulted in partial or complete failure. These results brought researchers to study policy processes in order to address this particular challenge. Studies on implementation processes brought to light an existing causal relationship between the implementation process and the effectiveness of a reform. This study aims to describe the implementation process of educational change in Finland, who produced efficient educational reforms over the last 50 years. The case study used for the purpose of this study is the national reform of undivided basic education (yhtenäinen peruskoulu) implemented in the end of the 1990s. Therefore, this research aims to describe how the Finnish undivided basic education reform was implemented. This research was carried out using a pluralist and structuralist approach of policy process and was analyzed according to the hybrid model of implementation process. The data were collected using a triangulation of methods, i.e. documentary research, interviews and questionnaires. The data were qualitative and were analyzed using content analysis methods. This study concludes that the undivided basic education reform was applied in a very decentralized manner, which is a reflection of the decentralized system present in Finland. Central authorities provided a clear vision of the purpose of the reform, but did not control the implementation process. They rather provided extensive support in the form of transmission of information and development of collaborative networks. Local authorities had complete autonomy in terms of decision-making and implementation process. Discussions, debates and decisions regarding implementation processes took place at the local level and included the participation of all actors present on the field. Implementation methods differ from a region to another, with is the consequence of the variation of the level of commitment of local actors but also the diversity of local realities. The reform was implemented according to existing structures and values, which means that it was in cohesion with the context in which it was implemented. These results cannot be generalized to all implementation processes of educational change in Finland but give a great insight of what could be the model used in Finland. Future studies could intent to confirm the model described here by studying other reforms that took place in Finland.

Teachers at local elementary and secondary schools were invited to participate in a survey research study by completing a questionnaire containing 26 statements regarding educational issues (e.g., "I am satisfied with the quality of my interactions with students."). Teachers were asked to indicate whether they agreed, were neutral, or disagreed with each statement; and further, to make a suggestions for appropriate change; to indicate a level at which the change could be implemented (classroom, school, board, ministry, society); and to indicate to what extent they perceive they have influence on change in the area represented in the statement. The responses of 50 elementary and 50 secondary teachers were randomly chosen from among the completed questionnaires and the information was recorded for analysis. Results of frequency counts of responses showed teachers were generally satisfied with their experiences of the areas referred to in the statements. Seventy-two percent of the responses agreed with the statements; 15% of the responses indicated disagreement, and 13% of the responses were neutral. Cross-tabulations of the survey data with demographic information showed differences among the responses of female and male teachers; elementary and secondary teachers; and teachers grouped according to their total years of teaching experience.

This article argues for a new theoretical paradigm for the analysis of change in educational institutions that is able to deal with such issues as readiness for change, transformational change and the failure of change strategies. Punctuated equilibrium (Tushman and Romanelli, 1985) is a theory which has wide application. It envisages long-term change as being made up of a succession of long periods of relative stability interspersed by brief periods of rapid profound change. In the periods of stability only relatively small incremental changes are possible. The periods of transformational change may be triggered by external or internal influences. A recent study of the long-term process of internationalisation in higher education institutions shows evidence to support the theory: long periods of incremental change, events precipitating profound change and the failure of externally imposed attempts to change. Also, as the theory predicts, changes in collegial organisations are slower and more uncertain than changes in managed organisations.

This study identifies and compares competing policy stories of key actors involved in the Ecuadorian education reform under President Rafael Correa from 2007-2015. By revealing these competing policy stories the study generates insights into the political and technical aspects of education reform in a context where state capacity has been eroded by decades of neoliberal policies. Since the elections in 2007, President Correa has focused much of his political effort and capital on reconstituting the state’s authority and capacity to not only formulate but also implement public policies. The concentration of power combined with a capacity building agenda allowed the Correa government to advance an ambitious comprehensive education reform with substantive results in equity and quality. At the same time the concentration of power has undermined a more inclusive and participatory approach which are essential for deepening and sustaining the reform. This study underscores both the limits and importance of state control over education; the inevitable conflicts and complexities associated with education reforms that focus on quality; and the limits and importance of participation in reform. Finally, it examines the analytical benefits of understanding governance, participation and quality as socially constructed concepts that are tied to normative and ideological interests.

Die Dissertation geht von der Überlegung aus, dass ein Wandel im deutschen Bildungssystem aufgrund kinderrechtlicher und demokratischer Überlegungen eine essenzielle Zukunftsaufgabe ist. Dies geschieht im Besonderen vor dem Hintergrund kinderrechtlicher Forderungen, wie sie beispielsweise aus dem Status Deutschlands als Mitgliedsland der UN-Kinderrechtskonvention und des UN-Übereinkommens über die Rechte von Menschen mit Behinderung entstehen: Die Korrelation zwischen Herkunft und Bildungserfolg sowie die noch konzeptionell ungenügend entwickelten Ansätze zur Inklusion werden als bestimmend für die Diskussion erkannt. Die Arbeit vertritt die These, dass Lehrende eine zentrale Rolle in einem notwendigen Prozess der Umwandlung des deutschen Bildungssystems spielen können und nimmt in emanzipatorischer Absicht die Lehrenden als Zielgruppe in den Blick. Aufgrund der Struktur der Lehrendenausbildung wird zudem dafür argumentiert, entsprechende Veränderungen im Sinne ihrer Nachhaltigkeit und flächendeckenden Relevanz in der Lehrendenausbildung des ersten universitären Ausbildungsabschnittes zu verankern. Als Instrument, welches die Kriterien von Nachhaltigkeit und umfassender Relevanz erfüllt, werden die Standards für die Lehrerbildung im Bereich Bildungswissenschaften benannt und theoretisch unterfüttert. Grundsätzlich spannt sich der Blickwinkel der Arbeit zwischen der Betrachtung der Struktur des Bildungssystems, des Wissens und Könnens von Lehrenden und Lernenden im Sinne der Kompetenzorientierung sowie der Haltung auf, welche Lehrende einnehmen. Dabei wird aufgezeigt, dass sich diese Faktoren wechselseitig auf vielfache Art und Weise beeinflussen. Auf der Basis dieser Überlegungen wird zunächst das deutsche Bildungssystem in seinen Strukturen beschrieben und die Lehrenden und Lernenden als Teilnehmende am Bildungsgeschehen skizziert. Ein exkursiver Vergleich dreier aufgrund kinderrechtlicher Parameter ausgewählter europäischer Bildungssysteme eruiert zudem, inwiefern die aufgezeigten Bestimmungsgrößen Struktur, Wissen/Können und Haltung Einfluss auf kinderrechtliche Verfasstheit des Bildungssystems nehmen, wobei die Grundprinzipien der UN-Kinderrechtskonvention hier als Messinstrument dienen. Davon ausgehend, erscheint pädagogische Haltung als eine wesentliche Einflussgröße, die im weiteren Verlauf der Arbeit im Sinne der kritischen Pädagogik zu einer Konzeption Pädagogischer Verantwortung verdichtet wird. Vor diesem Hintergrund erfolgt eine Betrachtung aktueller Problematiken im deutschen Bildungssystem, die sich an den in den Standards für die Lehrerbildung identifizierten Ausbildungsschwerpunkten orientiert und erneut die Prinzipien und rechtlichen Vorgaben der UN-Kinderrechtskonvention als Maßstab wählt. Auf der Grundlage dieser umfassenden Diskussion werden in einem sich anschließenden Analyseschritt Annotationen vorgenommen, die die Formulierungen der 11 Standards für die Lehrerbildung inhaltlich erweitern und ergänzen. In Verbindung mit einer Pädagogischen Verantwortung, die sich der Ausbildung kritischer Mündigkeit verpflichtet, werden die annotierten Standards als eine Möglichkeit der kinderrechtlichen (Selbst-)Evaluation von Lehrenden sowie als Instrument einer kinderrechtliche Gesichtspunkte fokussierenden Lehrendenbildung verstanden und dargestellt.

Higher Education Institutes (HEIs) of any country could be a source of providing professionals to the country in many fields. By doing so, HEIs could play a pivotal role in the economic growth of the country. In Pakistan, it seems that, in the wake of this realization, steps have been taken to reform Higher Education. Drawing on the Triple I model of educational change covering Initiation, Implementation and Institutionalization (Fullan, 2007) this study focuses on the planning and implementation of reforms in the Education system of Pakistan at higher education level that have been introduced by the Higher Education Commission (HEC) since its inception in 2002. Kennedy’s model of hierarchical subsystems affecting innovation and Chin and Benne’s (1985) description of strategies for implementing change also provided guidelines for analyzing the changes in education in the country to highlight the role that the authorities expect the language teacher to play in the process of implementing these changes. A qualitative method is followed in this study to gather data from English language teachers at three universities of the Khyber Pakhtunkhwa province of Pakistan. A questionnaire was developed to look into the perceptions of English language teachers regarding the impact of these reforms. This was followed up by interviews. Responses from 28 teachers were received through questionnaire out of which 9 teachers were interviewed for detailed analysis of their perceptions. Thematic Content analysis was used to analyze and interpret the data. Some of the most significant changes that the respondents reported knowledge of included the introduction of Semester System, extending the Bachelors degree to four years from two years, promotion of research culture, and increased teachers’ autonomy in classroom practices. Implications of these reforms for English teachers’ professional development were also explored. The data indicate that the teachers generally have a positive attitude towards the changes. However, the data also show concerns that teachers have about the practical effectiveness of these changes in improving English language teaching and learning in Pakistani Universities. Some of the areas of concern are worries regarding resources, the assessment system, the number of qualified teachers, and instability in the educational policy. They are concerned about the training facilities and quality of the professional training available to them. Moreover, they report that training opportunities for their professional development are not available to all the teachers equally. Despite the HEC claims of providing regular training opportunities, the majority of the teachers did not receive any formal training in the last three years, while some teachers were able to access these opportunities multiple times. Through the recent reforms HEC has empowered the teachers in conducting the learning/teacher processes but this extra power has reduced their accountability and they can exercise these powers without any check on them. This empowerment is limited to the classroom and there appears to be no or minimal involvement in decision making at the top level of policy making. Such lack of involvement in the policy decisions seems to be generating a lack of sense of ownership among the teachers (Fullan 2003a:6). Although Quality Enhancement Cells have been developed in the universities to assure the desired quality of education, they might need a more active role to contribute in achieving the level of enhancement in education expected from them. Based on the perceptions of the respondents of this study and the review of the relevant literature, it is argued that it is unlikely for the reforms to be institutionalized if teachers are not given the right kind of awareness at the initiation stage and are not prepared at the implementation stage to cope with the challenge of a complex process. The teachers participating in this study, in general, have positive and enthusiastic attitudes towards most of the changes, in spite of some reservations. It could also be interesting to see if the power centers of the Pakistani Higher Education appreciate this enthusiasm and channel it for a strong Higher Education system in the country.

Davant dels nous reptes educatius que planteja l’augment de la diversitat lingüística i cultural al conjunt del Sistema Educatiu Català, el present treball descriu els resultats i experiències obtinguts en les tres primeres fases d’un projecte de recerca centrat en la identificació d’indicadors vàlids que permetin dissenyar i implementar estratègies educatives inclusives adequades per atendre la diversitat lingüística i cultural present als nostres centres. La part central de la memòria descriu les primeres dades d’un estudi quantitatiu , realitzat en diferents moments del període d’escolarització (Pàrvuls 5 anys , segon i sisè de Primària i segon d’ESO) a quatre centres públics de Vilafranca del Penedès a finals del curs 2009-2010 , sobre el coneixement de català i de castellà i les possibles influències que en aquest hi juguen els factors de diversitat lingüística i cultural. El segon bloc d’aquest projecte presenta un seguit d’experiències i propostes d’assessorament centrades en el procés de sensibilització inicial sobre les implicacions educatives a nivell d’aula i de centre de la diversitat lingüística i cultural. També es presenta, com a annex final, un recull dels principals materials emprats en aquest procés d’intervenció en centre. A la part final del treball, s’hi desenvolupa una reflexió sobre les condicions que poden afavorir la implementació d’aquestes estratègies a nivell de centre i de sistema educatiu; i sobre el paper que , en aquests processos de canvi i millora educativa , hi podrien jugar els Serveis Educatius de Zona del Departament d’Ensenyament de la Generalitat de Catalunya.

El objetivo de este artículo es poner en relación los «factores de éxito» de la implementación de la reforma europea de la educación superior, que se mencionan en el informe de la European University Association (EUA) (2005), con los resultados de un estudio de caso llevado a término en una universidad catalana (Masjuan y otros, 2006). Se pretende analizar a un nivel más próximo los particularismos de una institución concreta y aproximarnos a los mecanismos que pueden hacer avanzar la reforma u obstacularizarla. Por razones de espacio, se tienen en cuenta en este artículo solamente tres factores de éxito: la relación con otras reformas de enseñanza superior; el equilibrio correcto entre regulación y coordinación de ámbito estatal y autonomía institucional, y el soporte financiero estatal.

Se escenifica el estudio del cambio en tres actos: pasado, presente y futuro. Se lleva a cabo una mirada retrospectiva, presente y prospectiva de la innovación educativa con el propósito de obtener algunos indicadores útiles para la puesta en práctica de la actual reforma. Con ello se quiere poner de manifiesto que el tiempo es una de las coordenadas básicas de todo cambio y, por consiguiente, de las innovaciones y las reformas. Olvidar este parámetro es perder la orientación y viabilidad de los demás, pues todo cambio requiere tiempo, siendo este mayor cuanto más complejo es el cambio perseguido. El aprendizaje de conocimientos se adquiere con facilidad, el de actitudes precisa de períodos más largos, el cambio de los hábitos de enseñanza de todo el colectivo de docentes, requiere una generación. Tres ideas se resaltan de la mirada retrospectiva: el carácter universal y humano de la innovación, su tendencia pendular o cíclica y la permanencia de estructuras o sistemas de base que posibilitan los pequeños cambios sin impedir su funcionamiento. Por lo que respecta a la Reforma en si, la defino como un "anidamiento de innovaciones" puesto que comporta múltiples cambios estructurales, organizativos y cuniculares. El profesor pasa de ser mero transmisor de contenidos culturales a profesional innovador y creativo. Si se me pennite resumir con una frase impactante el carácter prospectivo, diré que lo más valioso y sugerente de toda reforma es aquello que tiene de irrealizable. La utopia genera la tensión diferencial entre lo que tenemos y lo que queremos y hace posible el cambio. Una innovación es un proyecto que mira hacia adelante.

En primer terme, voldria fer pa les, abans d'abordar el tema de la formació del professorat i la Reforma Educativa, que en aquest país qualsevol Reforma del Sistema Educatiu té en els darrers temps una durada aproximada de dos decennis. Aixo ás valid al marge de la magnitud de la reforma que proposa. Aquesta constatació ás únicament indicativa de la necessitat d'implicar els diversos sectors en una proposta que assentara les línies educatives del país durant molts anys i que -com abans ho han fet altres estructures del Sistema Educatiu- ens definira un ti pus de professor tant pedagogicament com socialment.

Nuestra intención y objetivo ha sido establecer un diálogo con profesores de la enseñanza secundaria Obligatoria (ESO) con la finalidad de comprender, analizar e interpretar sus pensamientos, ideas, acciones y opiniones en relación a los supuestos básicos de las reformas educativas y el fracaso escolar. Hemos realizado dicho diálogo desde una perspectiva tanto sincrónica como diacrónica y, a este efecto, el profesorado participante cumple el requisito de llevar más de 30 años en activo. Esta perspectiva sincrónica/diacrónica nos ha permitido rastrear el pensamiento y la experiencia vivida, de modo transversal, a través de las reformas educativas desde la postura profesional del ¿hoy¿. En este contexto, hemos valorado el conocimiento y experiencia acumulada de aquellos profesionales que iniciaron sus carreras en plena etapa predemocrática y que han vivido todos los cambios como un valor añadido.
