Brazil is an extremely unequal country and this inequality has been a permanent characteristic of its economic and social structure. Some scholars generally consider that the economic growth has generated extreme conditions of space and social inequalities, which reveal themselves within Brazil¿s regions, states, rural and urban areas, central and peripheral areas and among its ethnic groups. Such conditions negatively affect the quality of life of the population and will be reflected in the reduction of life expectancy, in the increase of the indexes of infant mortality and illiteracy, amongst other aspects. Education is considered one of the ways to promote the development of a country, however, access to education, specially higher education in Brazil, since it was first implemented, had been limited to a small group of privileged people, the elite of society. Thus, it becomes necessary to extend the access of students to higher education and consequently to generate individuals capable of changing the reality of the place where they live in and as a result, to develop the country. The purpose of this research is to analyze two programs destined to the amplify the access to higher education in Brazil, namely, the University for All Program (ProUni) and the System of Quotas, with the objective to verify at which level their drawings and strategies will allow the democratization of the access to higher education and the reduction of regional inequalities. In order to achieve its objective, the study is initiated with the issue of development and inequalities in Brazil, then it goes through the history of higher education in Brazil and it is finished with the analysis of ProUni and the System of Quotas.

This thesis aims to analyze how the performance of the coalitions affected the formulation process of the Programa Universidade para Todos ─ Prouni. This is a program in which students from public high school, or who have been integral stock in private colleges and universities receive scholarships in private institutions, which receive tax incentives in federal taxes. As analytical framework, was used the advocacy coalition framework (ACF) framework developed by Sabatier and Jenkins-Smith (1993) that conceives the process of formulation of policies as a result of competition between groups of actors called coalitions, which are involved or interested in an issue of public policy. The actors coalesce into coalitions from beliefs, values, technical postures and positions on operational matters of public policy and act coordinately to defend their interests, interfering in the formulation of policies. With regard to methodological aspects, it is a qualitative study that used a narrative structure to present the development of Brazilian higher education and Prouni, analyzing official documents, shorthand notes of public congressional hearings and interviews with servers who worked in Ministry of Education (Brazil) time of program formulation, legislative counsel of the brazilian congress, plus the former deputy rapporteur of the Bill 3.582 / 2004, which led to Prouni. Two coalitions were identified: statist, which stood contrary to the program, and privatized, which defended its formulation. The clashes, which occurred mainly in Congress, highlight the strategies to operationalize beliefs. The two coalitions heavily used technical information and mobilization, through militancy (mobilizate troops). However, privatizing coalition acted more strongly in this case and was able to turn their beliefs into more effective action strategies. The final configuration of the Prouni was beneficial for private institutions, and showed a change in public policies related to higher education, since government support through tax breaks, before granted only to non-profit IES, became extensive also the IES with lucrative purpose.

From the end of the 80s, the Brazilian higher education experience strong growth, coming from the private sector, which would intensify further in the late 90th Higher education has become a lucrative business. With a drop in the number of students entering and strong competition, the number of idle places in private institutions of higher education reached 49.5% in 2004. That same year, by Measure, was the University for All Program (PROUNI) program, to include high school students from public higher education, offering scholarships to those students in private HEIs. In exchange, the IES gain tax exemption. The objective of this research is to investigate the game of interest occurred in the formulation of this program and identify the model and the political game and has led to the creation of PROUNI, analyzing the process occurred since the wording of a bill, the issue of Measure Law and that the legitimacy PROUNI, with the most important changes made initial model. Since the first draft of the Law to the final Act, the PROUNI was disfigured in its main points, as the percentage of stock for paying students, the process of selection of stock and bond of the IES program. Throughout the process of creating the program, it is quite clear the performance of the institutions representing the private higher education. As reference for the analysis was based on Rational Choice Theory of Political Science. The basic argument of the methods based on rational choice is the maximization of the benefit will be the main motivation of individuals, but they can give that your goals can be achieved more effectively through institutional action and thereby discover that their conduct is shaped by institutions. Thus, individuals rationally choose to get to a certain extent constrained to join in certain institutions, whether voluntarily or not. The PROUNI was submitted by government and public policy covered by the mystical aura of the discourse of social justice and economic development, as in higher education includes a stratum of people who would not have access to the university, due to restrictions in the supply network public higher education. However, the greatest benefit from the program are the private HEIs, which through a difficult time in a scenario marked by high competition and idleness of nearly half of the vacancies offered. The PROUNI became a program that prioritizes access and not the residence of the student to higher education. More serious than a supporting program for students Fellows is a program supporting the institutions of private education

Esta pesquisa consistiu em analisar a importância assumida pela formação dos jovens pesquisadores em face da polÃtica de Pós-Graduação no Brasil, verificando-se os impactos dos investimentos financeiros provenientes das agências de fomento CAPES e CNPq na formação desses sujeitos, e a configuração de tal polÃtica no contexto institucional da Universidade Federal do Pará. Que importância assume a formação dos jovens pesquisadores em face da polÃtica de Pós-Graduação no Brasil? Em que medida os investimentos financeiros provenientes das agências de fomento CAPES e CNPq impactam na formação desses sujeitos? Como se configura tal polÃtica no contexto institucional da Universidade Federal do Pará? De que maneira se efetiva o preparo dos jovens pesquisadores no Programa de Pós-Graduação em Educação do Instituto de Ciências da Educação da UFPA? Trata-se de um estudo histórico com apoio na pesquisa bibliográfica e fontes documentais envolvendo a formação dos jovens pesquisadores na educação superior, com destaque à s ações implantadas na Universidade Federal do Pará e no Programa de Pós-Graduação em Educação do Instituto de Ciências da Educação dessa instituição, no perÃodo de (1960 a 2009). A formação de pesquisadores implica muito mais do que a concessão de credenciais e/ou treinamento de habilidades passÃveis de serem ou não aproveitadas, pois deve se inscrever social e institucionalmente e, para tanto, necessita estar organicamente atrelada a instâncias sociais e institucionais demandatárias de pesquisadores. As agências de fomento assumem uma postura relevante diante da polÃtica cientÃfica do PaÃs, com repercussões significativas sobre a pesquisa educacional desenvolvida no interior das universidades por meio dos Programas de Pós-Graduação.

In this work we make a study of the dissertations of Master of Education, at the State University of Londrina, in the period 1995 to 2006. It aims to provide support to other researchers who may be interested in the topic and find material available for further studies, examining the organization of the program to detect their social involvement with the city of Londrina and its regional environment, specifically north of Paraná. His character is descriptive census. The mapping these productions show significant contributions to the construction of educational policies at the local level, but mainly in education and training of teachers for higher education in the region and also meet the teacher network municipal and state. It also provides a critique of their training students to act in society and in the production and transmission of knowledge but also for the collective construction of the university.

In today's educational context of Brazil the theme of integral education has deserved having to induce policy, nowadays, the More Education Program. In this sense, this thesis focuses on the aspects of integral education that emerged in the country's history to reach the More Education Program (MEP) and offers some thoughts on how physical education is presented within the institutionalization of intent of Integral Education in Brazil. Thus we have as main objective to discuss the pedagogical setting of Second Half Program (PST) in the MEP, and to identify possibilities to integrate their actions with the School Physical Education. In the case study methodology was adopted, with the appropriate schools accompanied by Team Collaborator 3 of the Ministry of Sport, using as a source of evidence the first assessment protocol carried out by the Cooperating Teams of Educational Monitoring and Administration of the Second Time in Brazil specifically evaluations carried out by Team Collaborator 3 (EC3), under the Department of Physical Education, Federal University of Rio Grande do Norte, which followed the covenants of the More xi Education Program in the municipalities of Bayeux / PB, Araruna / PB, Natal / RN and Parnamirim / RN, in the year 2012. in our case it is noticed that the activities developed by PST, accompanied in schools, have an organization and pedagogical practices that converge with each other, but are configured with disjointed practices of Education classes physical, aspect that differs in what would be thinking pedagogical actions to comprehensive education schools.

A correção do fluxo escolar consiste no desafio inicial a ser superado para que o Brasil possa oferecer educação de qualidade para todos. Dos 35,7 milhões de alunos matriculados no ensino fundamental, no inÃcio do ano 2000, quase 20 milhões estavam com dois ou mais anos de atraso escolar, e, dentre esses, 9 milhões já tinham mais de 15 anos de idade. Este artigo apresenta, descreve e analisa resultados do Programa Acelera Brasil, desenvolvido em 24 municÃpios durante os anos 1997 a 2000. O programa envolveu quase 60 mil alunos em mais de 2.400 classes e teve como objetivo regularizar o fluxo escolar através da implementação de programas de alfabetização, programas de aceleração de aprendizagem e outras estratégias que visam assegurar os avanços obtidos. Embora as metas iniciais do programa de aprovar os alunos para a 5ª série e regularizar o fluxo escolar num prazo de quatro anos não tenham sido plenamente atingidas, os resultados obtidos sugerem uma taxa de sucesso que varia entre 70% e 90%, nos diferentes municÃpios. Do ponto de vista econômico, foram economizados mais de 50 milhões de reais, o que significa uma taxa de retorno superior a 300% do investimento. Os resultados obtidos permitiram a implementação maciça do programa em outros estados e municÃpios do paÃs, com resultados semelhantes. O artigo conclui com uma discussão a respeito das contribuições desse programa para a formulação de polÃticas públicas consistentes para a correção do fluxo escolar.

Describir los diferentes pasos del trabajo comunitario realizado por el equipo de UFSCar en Ouricangas-BA, dentro del Programa Universidad Solidaria (1997-1998). Analizar crÃticamente la diferencias metodológicas utilizadas durante la intervención y validar, de acuerdo con los resultado obtenidos, de forma que los procesos metodológicos auxiliarán en la búsqueda de cambios concretos en la realidad social en la que los participantes estaban involucrados.. Población interesada en el programa de Universidad solidaria de Ouricangas-Bahia.. Investigación- acción.. Documentos recogidos y elaborados por los propios estudiantes de las distintas áreas: relatos, diarios de campo, grabaciones en vÃdeo cintas de audio, entrevistas.. Análisis de contenido.. El promover actividades de socialización, dinámicas o grupos proporciona una vivencia educacional diferenciada par los miembros de la comunidad que una vez las hayan experimentado de forma contextualizada, podrán ser agentes de un proceso educacional transformador. Procuran formas de actuación frente a los problemas de la comunidad teniendo la oportunidad de reflejar mejor su propia realidad y pudiendo, a partir de esa práctica, tomar una posición más consciente frente a su papel en la sociedad y en el mundo. Los procesos de enseñanza-aprendizaje se basan en el intercambio de información y la percepción del valor del conocimiento de cada uno. Facilitando el cambio de su práctica y fortaleciendo la autoestima personal. Con las actividades realizadas se produce el conocimiento de otras formas de socialización. Mayor posibilidad de continuidad al hacerse las propuestas para la resolución de problemas por personas de la propia comunidad.. La experiencia vivida en Ouricangas fue muy enriquecedora. Siendo posible en función de la receptividad de la población y de la administración municipal, asà como de la integración del equipo de trabajo. Los componentes del grupo, sin excepción, incorporaron en su práctica los objetivos de un aprendizaje participativo e indisciplinar. La metodologÃa utilizada describe una forma comprometida, moldeable y factible dentro de la comunidad, como punto de partida en el tratamiento de la educación y las prácticas sociales como un todo. El programa de Universidad Solidaria cumple un papel social meritorio. Debiendo ser considerado como un proyecto eficiente en el combate de las desigualdades sociales y encaminado a una verdadera transformación social.

Demand for access to higher education to put in test the education Brazilian system in view of the surplus of selective processes of public universities, people without option to pay their studies at this education level. In this context, it has arisen the University for All(Universidade para Todos)Program, the ProUni, from Ministry of Education - MEC, created by the Federal Government in 2004, and that it aims the granting of full and partial scholarships in private higher education institutions, graduate courses in sequential specific training, low-income Brazilians students who do not have higher-level degree. Created by the Provisional Measure No 213/2004 and institutionalized by Law No. 11096 of January 13, 2005, the ProUni offers, however, the exemption of some taxes to those institutions that join the program. This is one of the privileged time for the study of Social Representations by offering the researcher, a living laboratory, natural environment, the confrontation between the established and new. In time like this people are challenged to incorporate the new system to the pre-existing one, aiming it through a strangeness of what was so familiar. It is through this game of social forces that we developed the present study with 196 entering higher education, of these are 116 of selective vestibular system and 80 of the ProUni selective system. We opt by the procedures for data collection in order to have access to the circulating senses, in addition to the streamlined responses. With foundation in Abric, we perform the test the Free Association of Words, then analysed by the software and by EVOC Content of the type theme as Bardin. Besides, we require of the subjects, a writing on the study object university later analysed by the software ALCESTE. The results point out to a representation strongly rooted in social factors such as more traditional socio-cultural elements: the beliefs, values, the symbols. It is unique in both groups of subjects: among those entering by the selective ProUni system, there was a stronger anchor in that it does not make inquiries about the program. At the same time, there is a stronger presence of objectivation, entering the selective vestibular system in order that they explained with a value judgement on the programme. It is suggested further studies considering the embryonic state of social representation, as recent as the social purpose that triggered. It would be relevant even the replication of the same research with other people in order to strengthen the power of the theorising of empiria available
