It examine the aspects of Madhya Pradesh’s industrial structure which throw light on the development, viability and the efficiency of not only the over all industrial sector but also some of the selected industries of the state. The major objectives of are to examine the nature and characteristics of economic backwardness in Madhya Pradesh in an inter-state comparative framework and to analyse the pace and pattern of industrial growth in Madhya Pradesh against the backdrop of liberalization. To explore the industrial structure of Madhya Pradesh using the major structural ratios and industry mix. This study has underlined some structural as well as region specific constraints to the accelerated growth of the manufacturing industry in Madhya Pradesh. The industrial structure of Madhya Pradesh is concentrated and lop-sided. This is evidenced by the dominancy of single industry, basic metal and alloys. A diversified industrial structure is essential for promoting interdependent growth of the manufacturing industry based on the inter-industry linkages and agglomeration. The thesis gives a broad spectrum of regional disparities in development and evidence for Madhya Pradesh’s backwardness also portrayed and reflects the changing industrial structure of the state.

This thesis is a study of -Equality of Opportunity in Public Employment : Judicial Perspectives on Backwardness. This study is an attempt to evaluate the concept of backwardness and equality of opportunity in employment and to assess the judicial perspectives in relation to them. The study reveals that the recent review petition of the Constitution Bench did not assess the decision of Chakradhar and its import. The study reveals that the Indian judiciary could successfully locate and apply the above principles. It was-Justice Subba Rao's nascent attempt in Devadasan which marked the starting point of such a jurisprudential enquiry. Later Thomas developed the thoughts by a reading new meaning and content to equality provisions of the Constitution which included the elimination of inequalities as the positive content of Articles 14 and 16(1) and elevated reservation provision to the same status of equality principles under the Constitution. Soshit, Vasanth Kumar and Mandal supplemented further to the jurisprudential contents. In this process, the courts were guided by the theories of John Rawls, David Miller, Ronald Dworkin, Max Weber and Roscoe Pound. Thus there was a slow and steady process of transformation of the reservation provision. From an anti-meritarian, unenforceable and enabling provision, it reached a stage of equally relevant and explanatory part of fundamental right to equality. Mandal viewed it as a part of sharing of State power. Though this can be seen by rereading and re-joining thoughts of judges in this regard, the judicial approach lacks coherence and concerted efforts in evolving a jurisprudential basis for protective discrimination. The deliberations of the framers of the Constitution reveals that there was much confusion and indeterminacy with regard to the concept of Backwardness. The study shows that the judiciary has been keeping intact the framers’ expectation of having a reasonable quantum of reservation, preventing the undeserved sections from enjoying the benefit, avoiding its abuse and evolving a new criteria and rejecting the old ones.

Economic backwardness often influences the growth of firms in developing countries. In this paper, we investigate the growth conditions and paths available for latecomers competing with first movers. Employing the concepts of boundaries of the firm and the disadvantage of backwardness, we present a case study of China's mobile handset industry and proceed to develop a simple model. We find that although significant disadvantage does not allow latecomers to grow, there are possibilities for changing the conditions of growth if latecomers can utilize outside resources and/or indigenous advantages.

South Asia, a source of great literary and literacy traditions and a generator of great philosophies, also contains a large percentage of illiterate people, the majority of them women. South Asia includes India, Pakistan, Bhutan, Nepal, Sri Lanka, Bangladesh, Burma and Afghanistan. The progress of these countries is dependent on female literacy because health, hygiene, and nutrition problems can be partly overcome through educating women. “Illiteracy is closely related to underdevelopment and poverty, and the elimination of illiteracy represents an essential condition for the development and well-being of peoples and nations" (UNESCO PROAP, 1989: II ). In South Asia, women constitute nearly two- thirds of illiterate adults. There is an inherent contradiction in the region between modern amenities, modern educational systems, and advanced communication systems, on the one hand, and the high level of illiteracy and significant backwardness, on the other.

It’s hard not to be somewhat cynical about the self-congratulatory ‘diversity’ at the centre of the growing calendar of art bi/tri-ennials. The –ennial has proven expedient to the global tourism circuit, keeping regional economies and a relatively moderate pool of transnational artists afloat and the Asia Pacific Triennial is no exception. The mediation of representation that is imperative to the ‘best of’ formats of these transnational art shows hinges on a categorical backwardness that can feel more than a little like a Miss World competition than a progressive art show because the little tag in parenthesis after each artist’s name seems just as politically precarious now as it did forty years ago. Despite a weighty corpus of practical and critical work to the contrary, identity politics are so intrinsic to art capitalization, for both artists and institutions, that extricating ourselves from the particular and strategic politics of identification is seemingly impossible. Not that everyone wants to of course.

As an academic who has spent a quarter of a century living, lecturing and researching in a rural community, I am often impressed by the discrepancies between the reality of rural life and its image in the public consciousness. At least two aspects of this are the most striking. First, there is often - especially, but not exclusively in English-speaking societies - the idea that rural communities represent the "real" or "true" aspects of a society's culture. For example, judging by the representations of rural Australia in the media, rural life is where we find the true Australian, the laconic, taciturn, but decent everyday man and woman, the "battlers", who are not corrupted by urban life. Such an attribution of genuineness to rurality is especially interesting given that the vast majority of contemporary Australians live in cities and that Australia is one of the most urbanised countries in the world. Second, and following from the first point, is the idea that rural areas remain somewhat behind the times, that somehow they are not quite part of the contemporary world. This is a mixed image as it combines both the negative idea of backwardness with the more positive one of a society that has not lost the virtues of stability and civility that we often feel is missing in the city. Both of these ideas combine in the popular image of rural communities as safe places in an increasingly dangerous world. In the popular mind it seems that there is an idea that whatever rural communities may lack in conveniences and sophistication, they remain places where you might walk down the street safely, leave your doors unlocked at night and raise your children confident that they will not be exposed to drugs, gangs and violence. Unfortunately, all of these ideas are fantasies. There is no reason to believe that the residents of rural communities are anymore the truer representations of Australian culture than the average suburbanite.

Resumen: La democracia en América de Alexis de Tocqueville contiene una teoría de las causas de la república democrática anglosajona en el norte del continente que se entremezcla con la explicación de los factores de la prosperidad norteamericana. A lo largo del libro el autor francés formula una serie de observaciones dispersas sobre los países del Nuevo Mundo colonizados por España y Portugal. El artículo analiza sistemáticamente estas observaciones, de manera de reconstruir la teoría comparativa del desarrollo económico de ambas regiones culturales, en parte esbozada y en parte implícita en este libro de Tocqueville. La revisión del peso relativo de a) las leyes, b) las costumbres y c) lo que Tocqueville llama circunstancias o causas accidentales en el desarrollo de la república democrática y su prosperidad, descubre inconsistencias de interés para quienes desean comprender las causas del atraso material de Iberoamérica respecto de Angloamérica.

[ES]Durante décadas la historiografía ha considerado que la siderurgia vasca, y dentro de ella la guipuzcoana, sufrió un claro «atraso tecnológico», anclada en los métodos directos, en un momento de expansión mundial de los sistemas indirectos. El presente artículo hace un análisis diacrónico de la evolución tecnológica de la mencionada actividad entre los siglos XIII y XIX, centrando su discurso, tanto en los intentos e iniciativas innovadoras, tratando de desentrañar las verdaderas razones que llevaron dichos proyectos innovadores al éxito o al fracaso, como en las continuidades. En definitiva, se trata de matizar y relativizar el mencionado concepto.

基于1938—2007年黄土丘陵区纸坊沟流域的调查资料,利用生态系统服务价值评估方法和生态足迹理论对该流域生态系统服务价值与生态足迹进行了测算,并分析了研究区农业生态系统与经济系统的互动关系.结果表明:1938—2007年,纸坊沟流域经历了3个阶段,即生态环境破坏-经济发展落后阶段(1938—1975年)、生态环境恢复-经济迅速发展阶段(1975—2000年)和生态环境保持良好-经济稳定增长阶段(2000—2007年);该区生态经济系统的互动关系表现为"生态恶化-生态、经济相互调节、适应-生态、经济良性互动"的过程.

In this paper, the regularity and changes of the forest landscape along the major rivers, namely, Nuomin River,Bila River and Zhawen River in Daxing'an Mountains, Bilahe Forestry Bureau based on the interpretation of TM data were studied. The results showed that the regularity has changed a lot due to the gradually stronger human intervention on forest landscape. The most obvious change was the cultivated lands had been expanding alongside the major rivers. With the increasing of population, the only way to satisfy the increasing needs of the local people for subsistence is by expanding cultivated lands because of the backwardness of agriculture productivity. The regularity of conifer distribution along rivers of 1997 has changed in the diverse direction of that of 1988. The proportion of conifer gradually increases with 1 000 m further away from the major rivers. That is due to the favorable availability of conifer alongside river bank, the most populated area in the forest region.
