O presente trabalho faz uma abordagem aos Sistemas de Informação Geográfica (SIG) e a análise multicritério (AMC) para o estudo da acessibilidade da rede escolar do município de Humpata, província da Huíla, situada em Angola. Neste trabalho pretende-se demonstrar as dificuldades de acessibilidade e mobilidade tendo em conta aos principais factores que condicionam a rede escolar e também a acessibilidade em termos de oferta e recursos, analisando com algum pormenor as condições de ensino que as escolas oferecem. Por outro lado foram também elaborados modelos de velocidade com o objectivo de verificar a distância-tempo percorrida pelos usuários considerando o declive do terreno. Ficou demonstrado que, para o estudo da acessibilidade da rede escolar, o uso dos SIG e a AMC fornecem resultados com relevância na tomada de decisão. A AMC conjugada com a álgebra de mapas, permitiu registar as disparidades de acessibilidade entre diferentes povoações que compõem o município. Aconselha-se por isso a utilização de ferramentas de análise espacial como os SIG, em contextos como o do município de Humpata onde os recursos escassos devem ser bem geridos, de forma a levar os serviços públicos e privados à maior parte da população e às povoações que mais necessitam através da localização óptima dos futuros serviços, que no caso das instituições escolares concorrera para garantia do sucesso escolar.

A fruição do espaço público e a livre circulação nos espaços urbanos enquanto direito universal dos cidadãos tem constituído preocupação de entidades públicas e particulares que têm diligenciado, por um lado, pela identificação e eliminação das barreiras e constrangimentos que se apresentam e, por outro, pela criação de condições que facilitem a mobilidade de todos os cidadãos, neles incluídos aqueles que, em razão de factores ocasionais ou permanentes, sejam portadores de necessidades específicas ou especiais.Nos domínios da actividade urbanística, dois momentos relevam para assegurar a cidade de todos e para todos: a) no quadro da elaboração, alteração ou revisão dos planos municipais de ordenamento do território, em que devem ser consideradas a acessibilidade e mobilidade e definidas as correspondentes políticas urbanas municipais, tendo em vista assegurar a adequação dos espaços e dos transportes públicos, dos equipamentos de utilização colectiva e dos serviços públicos, às necessidades de todos; b) na execução dos planos e demais operações urbanísticas

Mobility and accessibility are terms that are related to each other. Large urban centers now face problems arising from rapid population growth and among them are problems inherent to mobility and accessibility. The aim of this paper was to conduct a literature review, from a review in journals and books on the issue of mobility in urban centers, showing how mobility is associated with accessibility. A key finding was that the new social reality is the challenge for the future planning of cities and in these cases should be used the knowledge of design, architecture, urbanism and urban planning to address these problems.

In this present work, the conditions of displacements and the behaviors of the users are evaluated, face to the physical adequacies in accessibility in the inserted area in the central quadrilateral of the Quarter of Cidade Alta, in the City of Natal/RN, space clipping established by its great meaning historical and cultural. For this reason such area was a target of an integrated actions plan during the years of 1993 and 1998, with the implantation of part of the Project CIDADE SEM BARREIRAS (City without Barriers) and, later, the implementation of the Project CIDADE PARA TODOS's proposals (City for All), having as supports the constant Brazilian norms inserted into the NB9050/1994 and in the Municipal law number 4.090/92, effective ones in the period of the interventions. Considering that the carried through actions at the time were directed to the elimination of the architectural barriers to guarantee the right to go and to come, the research received a human universe formed by all the people in situation of displacement in the central area of the interventions in the quarter of the Cidade Alta, independently of their locomotive or sensorial conditions, emphasizing the aspects most excellent how much to the accessibility of the sidewalk, as promotional of mobility, integration and urban organization, as well as of the public squares of that one quadrilateral, conceived, originally, as spaces of aggregation and social inclusion. The work appealed to the direct comment and the gotten results had been collated with the ex port facto law and technique norms, of the year of 2004, and with the legal devices contained in the Federal Decree number 5.296/2004, as way to certify the levels of efficiency of these adaptations in that it says respect to the current conditions of demanded accessibility and urban mobility

Transport systems involved the use of territory in different Brazilian cities with regard to the occupation of road systems in urban areas. The implementation of systems engineering and transport infrastructure such as roads (roads), signs, stops, stations and complex road (bridges, viaducts and tunnels) are not used in the same way in the area. The subway is not even use the bus and vice versa. The time spent in travel, the time to access and the number of trips made by passengers in each way of transport is not the same. The use of transport systems in the territory, therefore, takes place through a whole in the current period we are in the technicalscientific and informational. This work addresses, however, the area used as a synonym of geographical area, analyzed by two categories of analysis, systems of objects formed by the fixed and the systems formed by the action flows. The system analyzed is the public transport by bus and population displacement that makes using this medium with source destination from home to work and has as empirical cut the Lagoa Azul located in the district administrative area north of Natal / RN. The general objective of this research is to understand the extent to which public transport has contributed to the socio-spatial accessibility of the residents of Barrio Blue Lagoon, located in Natal-RN, emphasizing the way home and the workplace. To reach the general objective of this dissertation, a study was made in light of the line which the methodological empirical facts, statistical data and theoretical knowledge of the events that occur in the quarter related to the Lagoa Azul economic aspects.
