Diluição estruturante

Dissertação de Mestrado para obtenção do grau de Mestre em Arquitectura - Especialização em Urbanismo Especialização em Planeamento Urbano e Territorial, apresentada na Faculdade de Arquitectura da Universidade Técnica de Lisboa.

O presente trabalho tem como principal objetivo responder à necessidade de conferir um novo caráter à Segunda Circular, no qual a infraestrutura coexista com o peão e com o espaço público. A Segunda Circular é uma via estruturante que cobre todo um eixo longitudinal, onde predomina a circulação automóvel. Este originou uma rutura nos tecidos envolventes, provocando descontinuidades entre as duas margens, traduzindo-se em territórios desarticulados. A desconexão entre margens e a inexistência, ou falta de qualidade na transversalidade da via, levaram a que a investigação deste trabalho recaia sobre “A Transversalidade nas infraestruturas viárias”. A reflexão que resulta desta investigação pretende estudar os eixos transversais que a atravessam e o modo como a sua transformação pode contribuir para a alteração e criação de uma nova imagem da Segunda Circular. Contudo, esta transformação, que incide na transversalidade da via, pretende ainda adequar e integrar os diferentes tipos de circulação (com destaque à circulação pedonal), a exploração do espaço público nesta realidade, a promoção da transversalidade e novos programas que respondam às necessidades da zona. Procura-se associar a temática de espaço público ao conceito de transversalidade e avaliar de que modo estes espaços podem participar num território mais coeso. Prevê-se avaliar de que forma podem influenciar o desenho urbano e interferir na área em estudo, alterando as dinâmicas de acessibilidade e mobilidade. Estes espaços transversais irão incidir em zonas de conflito, onde se encontram espaços residuais, cuja potencialidade se prevê estudar de forma a estabelecer e articular espaços com características díspares. O intuito final é promover um caráter diferente à via, que promova a articulação e integração da envolvente e do espaço urbano e potencie o desenvolvimento da cidade.

ABSTRACT: This work has as main purpose answer the need to give a new character to Segunda Circular, where the infrastructure coexists with pedestrian and public space. Segunda Circular is a structuring route that covers a whole longitudinal axis, on which predominates motor traffic. This fact led to a disruption in the surrounding tissue, causing discontinuities between its two margins, resulting in disjointed territories.The disconnection between the margins and the absence or lack of quality in the transversality of the road, based the investigation of this work on the "transversality on the road infrastructure". The reflection resulting from this research aims to study the transversal axes that cross the route and how its transformation can contribute to change and create a new image of Secunda Circular.However, this transformation, which focuses on the transversality of the road, also plans to adapt and integrate the different types of circulation (with emphasis on the pedestrian circulation), the exploitation of public space in this reality, the promotion of transversality and new programs that meet the needs of the zone. There's a demand to associate the theme of public space to the concept of transversality and evaluate the way these spaces can participate in a more cohesive territory.There's an intent to evaluate how urban design can influence and interfere in the studied area, changing the accessibility and mobility dynamics.These transversal spaces will focus on areas of conflict, where there are residual spaces, whose potential is intended to study in order to establish and articulate spaces with distinct features. The ultimate intention is to promote a different character to the route, which promotes the coordination and integration of the environment and urban space and potentiates the city's development.
