A person is to be regarded as living ‘in fuel poverty’ if he is a member of a household living on a lower income in a home which cannot be kept warm at a reasonable cost. This situation is mainly triggered by three factors: low household income, lack of energy efficiency and high energy invoices. Some European countries have already made some advantages towards officially defining fuel poverty in their countries. Nevertheless, in Spain only some research has been done and an official definition of the term is yet to come. This research explores the relation among households’ income, energy expenditure and housing stock in three autonomous regions in Spain in order to evaluate the housing stock of the fuel poor as well as to identify those households more in need. The results of the research allow establishing energy retrofitting priorities of existing housing stock as well as identifying current retrofitting policies limitations on order to tackle fuel poverty.

A Resolução do Conselho de Ministros n.º 120/2008, de 30 de Julho, definiu como prioridade estratégica para o País, no sector das comunicações electrónicas, a promoção do investimento em redes de nova geração. Com o objectivo de dar execução às orientações estratégicas estabelecidas, o Decreto -Lei n.º 123/2009, de 21 de Maio, veio estabelecer um conjunto de obrigações aplicáveis ao Estado, às Regiões Autónomas, às autarquias locais, empresas públicas, concessionárias e, genericamente, às entidades que detenham infra-estruturas que se integrem em domínio público, de forma a garantir a todas empresas de comunicações electrónicas, o acesso às infra-estruturas aptas ao alojamento de redes de comunicações electrónicas. Em Portugal, o caminho a ser traçado até as redes de nova geração passa pela, abertura eficaz e não discriminatória de todas as condutas e outras infra-estruturas aptas ao alojamento de redes de comunicações electrónicas, elaboração de regras técnicas aplicáveis às infra-estruturas de telecomunicações em loteamentos, urbanizações e conjuntos de edifícios, adopção de soluções que eliminem ou atenuem as barreiras verticais à instalação de fibra óptica e que evitem a monopolização do acesso aos edifícios pelo primeiro operador. Neste âmbito, excluem-se, pela sua especial natureza e fins a que estão afectas, as redes privativas dos órgãos políticos de soberania, do Ministério da Defesa Nacional, das forças e serviços de segurança, de emergência e de protecção civil. Assim, este trabalho visa apresentar procedimentos aplicáveis às infra-estruturas de telecomunicações para elaboração de um cadastro de todas as infra-estruturas, públicas e privadas, aptas ao alojamento de redes de comunicações electrónicas, e propor instruções técnicas para as condições e direitos de acesso, construção e intervenção sobre estas infra-estruturas.

OBJECTIVE: To assess regional and sociodemographic differences in self-perceived health status among older adults. METHODS: A face-to-face quality of life survey was conducted in a representative sample of the Spanish population comprising 1,106 non-institutionalized elderly aged 60 or more in 2008. Logistic regression models were used to explain self-perceived health status according to the EuroQol Group Visual Analogue Scale (EQ-VAS). Independent variables included sociodemographic and health characteristics as well as the nomenclature of territorial units for statistics level 1 (NUTS1: group of autonomous regions) and level 2 (NUTS 2: autonomous regions). RESULTS: Younger and better off respondents were more likely to have a positive self-perceived health status. Having no chronic conditions, independence in performing daily living activities and lower level of depression were also associated with positive self-perceived health status. People living in the south of Spain showed a more negative self-perceived health status than those living in other regions. CONCLUSION: The study results point to health inequality among Spanish older adults of lower socioeconomic condition and living in the south of Spain. The analysis by geographic units allows for international cross-regional comparisons.

The aim of this paper is to discuss the circumstances in which the process of competition between ports takes place in Spain − circumstances arising from the way the port system is currently set up and from the regulations governing it. The importance of this matter lies both in the fact that intensified competition between ports is the way to set about boosting the efficiency of the Spanish port sector and in the relevance of this business to the economies of the regions in which the ports are located. It is precisely for this reason that the reform instituted in 1992 aimed to combine balanced development of the national port system with the defence of the interests of autonomous regions. To this end the current regulatory framework provides for the possibility of port authorities drawing up their own competitive strategies, but makes their implementation conditional upon approval of their business plan by the Spanish state port authority. The latter body coordinates the national port system to ensure the guidelines set by the central government authorities are followed in the field of transport. However, the scale of the differences which exist among both the size of facilities and their relevant markets on the one hand, and the financial and economic circumstances of each of them on the other, suggest that each port authority's needs must be very different. Consequently, their competitive strategies must also be very different. It is therefore valid to ask whether coping with this diversity calls for different guidelines to regulate their freedom of action. Introduction: The ICT progress and development are making the set up of virtual libraries easier, with great advantages for users in terms of immediate access to vast amounts of library information, online resources, and services. Most of the Autonomous Spanish Regions are presently working on the establishment of virtual libraries with the aim of optimising economic resources destined to subscribe bibliographic information sources and offering qualified documentary services to Public Health System Professionals. The Ministry of Health and Social Policy, an institution unifying health matters, issued this Project to study the National Health System Virtual Library creation viability, in order to guarantee relevant scientific information access equity. Objectives: - To study the National Health System (NHS) Virtual Library set up viability. - To elaborate the Spanish territory health information resource map. - To identify the appropriate technological model. - To identify the documentary services to be offered. - To identify the more optimum functional, structural model. - To identify the economic model. Method: - To create a chart organization for the project´s management. - To organize Work groups. - To elaborate a standardised survey model for the libraries of the autonomous regions. Results: - Identification of the different Autonomous Region libraries of health models. - Recommendations for the NHS Virtual Library: - Functional, structural model - Technological model - Financial-economic model Conclusions: The fact that the Virtual Library would be an invaluable space for access to quality scientific information, as well as that the minimum services could be offered to every NHS user regardless of geographical situation, is confirmed. Accordingly, we thought about three different models to develop the Virtual Library, depending on this initial analysis, which will allow us to establish the most suitable model for the Spanish National Health System, considering its economic, functional and technological recommendations. It would be necessary to do a study for the NHS Virtual Library Set Up following the recommendations arising from this Project.

[cat] En aquest treball, es realitza una nova estimació del VAB industrial espanyol a un nivell de desagregació territorial corresponent a les províncies (NUTSIII) i les Comunitats Autònomes (NUTS II). Per assolir aquest objectiu es planteja una nova metodologia d’estimació de les xifres històriques de VAB industrial regional. Front a les aproximacions tradicionals, basades en la utilització de fonts fiscals com a forma d’aproximar la capacitat productiva industrial, en aquest treball s’ofereix una estimació que també es basa en les rendes generades per la producció industrial de les regions. Amb aquest objectiu, es fa servir la metodologia proposada per Geary i Stark (2002) i les millores proposades per Crafts (2005). La utilització d’aquesta metodologia permet elaborar una nova estimació retrospectiva del VAB industrial de les regions espanyoles a diversos talls temporals corresponents al període 1860-1930.

Fundamento: La prevalencia de discapacidad en la población general presenta una gran variabilidad geográfica, de manera que identificar aquellos factores que pudieran explicarla será importante para la planificación de políticas sociales. En este trabajo se analiza la variabilidad de la discapacidad por comunidades autónomas desde una doble vertiente, los factores individuales y del entorno. Métodos: Los datos proceden principalmente de la Encuesta de Discapacidad, Deficiencias y Estado de Salud de 1999 y del Inebase, ambas del Instituto Nacional de Estadística (INE). Se calculó la prevalencia de discapacidad simple y ajustada por edad de las CCAA. Se analizan los factores individuales asociados a la discapacidad mediante una regresión logística y los factores individuales y de la comunidad autónoma conjuntamente con una regresión logística de dos niveles. Resultados: La prevalencia de discapacidad muestra una diferencia máxima de 5,75 puntos entre las comunidades autónomas. En la regresión logística la comunidad de residencia fue estadísticamente significativa (OR: 3,35 en la de mayor prevalencia respecto a la de menor) junto con otras variables individuales: edad (OR de 40-64= 1,78 OR de 65-79= 1,87 y OR de >79= 3,34), sexo (OR mujer= 0,66), situación laboral (OR sin trabajo=2,25 OR amas casa/estudiante=1,39 y OR otros=2,03), estado de salud (OR regular= 1,69 OR malo/muy malo= 2,05) y enfermedades crónicas (OR 1-3=1,56 OR4-6=1,82 OR>6=2,59). En la regresión de dos niveles las variables individuales explican poca varianza (s=0,261) y ninguna de las variables relativas a las CCAA mejora el modelo. Conclusiones: Las características individuales no explican suficientemente la variabilidad de la discapacidad entre CCAA y no se han identificado variables del entorno que sean significativas.

Pasados más de 15 años desde la fundación en 1990 de la Revista Complutense de Educación, este artículo presenta el análisis y evaluación de la trayectoria de la publicación. El objetivo de este trabajo es realizar un estudio de la producción de artículos que nos permita conocer la producción por años, por autor, por tipología de autor (personal y corporativo), producción por género, por la procedencia geográfica de los autores (países y comunidades autónomas), por afiliación institucional de los mismos, número de firmantes de los artículos y, por último, analizar la temática por medio de las palabras clave propuestas por los autores de los trabajos.

Consiste en un estudio desde el ordenamiento constitucional español del marco hacendístico autonómico y local en perspectiva nacional, contrastado con el desarrollo legal vigente en la materia y que propicia, en el contexto de la descentralización fiscal, la revisión del principio de corresponsabilidad fiscal a la hora de examinar las prerrogativas de orden financiero de estos niveles de gobierno.

We offer an analysis of the American Revolution in which actors are modeled as choosing the sovereign organization that maximizes their net expected benefits. Benefits of secession derive from satisfaction of greed and settlement of grievance. Costs derive from the cost of civil war and lost benefit of Empire membership. When expected net benefits are positive for both secessionists and the Empire civil war ensues, otherwise it is settled or never begins in the first place. The novelty of our discussion is to show how diverse economic and non-economic factors (such as pamphleteering by Thomas Paine and the morale of the Revolutionary forces) can be integrated into a single economic model.
