This paper provides a description of the features and mechanisms of facetted short crack growth in Ni-base superalloys, and briefly reviews existing short crack growth models in terms of their application to Ni-base alloys. The concept of “soft barriers” is introduced to produce a new two-phase model for local microstructural effects on short crack growth in Waspaloy. This is derived from detailed observations of crack growth through individual grains. The model differs from all previous approaches in highlighting the importance of crack path perturbations within grains. Potential applications of the model in alloy development are discussed.

Housing Partnerships (HPs) are collaborative arrangements that assist communities in the delivery of affordable housing by combining the strengths of the public and private sectors. They emerged in several states, counties, and cities in the eighties as innovative solutions to the challenges in affordable housing resulting from changing dynamics of delivery and production. ^ My study examines HPs with particular emphasis upon the identification of those factors associated with the successful performance of their mission of affordable housing. I will use the Balanced Scorecard (BSC) framework in this study. The identification of performance factors facilitates a better understanding of how HPs can be successful in achieving their mission. The identification of performance factors is significant in the context of the current economic environment because HPs can be viewed as innovative institutional mechanisms in the provision of affordable housing. ^ The present study uses a mixed methods research approach, drawing on data from the IRS Form 990 tax returns, a survey of the chief executives of HPs, and other secondary sources. The data analysis is framed according to the four perspectives of BSC: the financial, customer, internal business, and learning and growth. Financially, revenue diversification affects the financial health of HPs and overall performance. Although HPs depend on private and government funding, they also depend on service fees to carry out their mission. From a customer perspective, the HPs mainly serve low and moderate income households, although some serve specific groups such as seniors, homeless, veterans, and victims of domestic violence. From an internal business perspective, HPs’ programs are oriented toward affordable housing needs, undertaking not only traditional activities such as construction, loan provision, etc., but also advocacy and educational programs. From an employee and learning growth perspective, the HPs are small in staff size, but undertake a range of activities with the help of volunteers. Every part of the HP is developed to maximize resources, knowledge, and skills in order to assist communities in the delivery of affordable housing and related needs. Overall, housing partnerships have played a key role in affordable housing despite the housing market downturn since 2006. Their expenses on affordable housing activities increased despite the decrease in their revenues.^

Low and high water periods create contrasting challenges for trees inhabiting periodically flooded wetlands. Low to moderate flood durations and frequencies may bring nutrient subsidies, while greater hydroperiods can be energetically stressful because of oxygen deficiency. We tested the hypothesis that hydroperiod affects the growth of mangrove seedlings and saplings in a greenhouse experiment by varying flood duration while keeping salinity and soil fertility constant. We measured the growth of mangrove trees along a hydroperiod gradient over a two-year period by tracking fine-scale diameter increment. Greenhouse growth studies indicated that under a full range of annual flood durations (0–8760 h/year), hydroperiod alone exerted a significant influence on growth for one species, Laguncularia racemosa, when flooding was imposed for two growing seasons. Field evaluations, on the other hand, indicated that increased flood duration may provide nutrient subsidies for tree growth. Diameter growth was related curvilinearly to site hydroperiod, including flood duration and frequency, as well as to salinity and soil fertility. An analysis of soil physico-chemical parameters suggests that phosphorus fertility, which was also linked directly to hydroperiod, is likely to influence growth on south Florida mangrove sites. The physical removal of phosphorus by greater flood frequencies from upland sources and/or addition of phosphorus from tidal flooding balanced against increased soil aeration and reduced water deficits may be an extremely important growth determinant for south Florida mangroves.

The Central American Free Trade Agreement (CAFTA) has been a mixed blessing for economic development. While exports to the US economy have increased, dependency may hinder economic growth if countries do not diversify or upgrade before temporary provisions expire. This article evaluates the impact of the temporary Tariff Preference Levels (TPLs) granted to Nicaragua under CAFTA and the consequences of TPL expiration. Using trade statistics, country- and firm-level data from Nicaragua’s National Free Zones Commission (CNZF) and data from field research, we estimate Nicaragua’s apparel sector will contract as much as 30–40% after TPLs expire. Our analysis underscores how rules of origin and firm nationality affect where and how companies do business, and in so doing, often constrain sustainable export growth.

Normal grain growth of calcite was investigated by combining grain size analysis of calcite across the contact aureole of the Adamello pluton, and grain growth modeling based on a thermal model of the surroundings of the pluton. In an unbiased model system, i.e., location dependent variations in temperature-time path, 2/3 and 1/3 of grain growth occurs during pro- and retrograde metamorphism at all locations, respectively. In contrast to this idealized situation, in the field example three groups can be distinguished, which are characterized by variations in their grain size versus temperature relationships: Group I occurs at low temperatures and the grain size remains constant because nano-scale second phase particles of organic origin inhibit grain growth in the calcite aggregates under these conditions. In the presence of an aqueous fluid, these second phases decay at a temperature of about 350 °C enabling the onset of grain growth in calcite. In the following growth period, fluid-enhanced group II and slower group III growth occurs. For group II a continuous and intense grain size increase with T is typical while the grain growth decreases with T for group III. None of the observed trends correlate with experimentally based grain growth kinetics, probably due to differences between nature and experiment which have not yet been investigated (e.g., porosity, second phases). Therefore, grain growth modeling was used to iteratively improve the correlation between measured and modeled grain sizes by optimizing activation energy (Q), pre-exponential factor (k0) and grain size exponent (n). For n=2, Q of 350 kJ/mol, k0 of 1.7×1021 μmns−1 and Q of 35 kJ/mol, k0 of 2.5×10-5 μmns−1 were obtained for group II and III, respectively. With respect to future work, field-data based grain growth modeling might be a promising tool for investigating the influences of secondary effects like porosity and second phases on grain growth in nature, and to unravel differences between nature and experiment.

Neste artigo os modelos de crescimento e alocação de investimento a la Feldman-Mahalanobis são estendidos para considerar a análise de decisões de alocação de investimento no contexto do modelo de crescimento pós-Keynesiano. Ao adotar essa abordagem é possível introduzir características distributivas no modelo de Feldman-Mahalanobis que nos permitem determinar a taxa de alocação de investimentos de acordo com as decisões de equilíbrio entre investimento e poupança. Finalmente, uma condição adicional é adicionada ao modelo de crescimento pós-keynesiano, a fim de caracterizar plenamente o caminho de equilíbrio em uma versão estendida deste, onde bens de capital também são necessários para produzir bens de capital. _________________________________________________________________________________ ABSTRACT

No contexto actual, de exigência de serviços de qualidade por parte da sociedade, os sistemas de avaliação do desempenho são essenciais para as organizações trilharem o caminho do sucesso. Assim sendo, a metodologia Balanced Scorecard, é a ideal para dar resposta a um combinado de problemas comuns a várias organizações, sendo um deles a gestão exclusivamente assente em indicadores financeiros. A metodologia empregue neste trabalho é uma investigação descritiva, representativa de um estudo de caso. Os instrumentos de pesquisa utilizados para a recolha de dados, foram as entrevistas não estruturadas, inquéritos de satisfação a utentes e colaboradores da escola e a análise documental. A principal conclusão deste estudo é que a metodologia Balanced Scorecard pode melhorar em vários aspectos, as perspectivas de aprendizagem e desenvolvimento, processo, financeira e clientes, possibilitando uma forma mais clara e precisa do caminho que deve ser percorrido pelo gestor, de forma a atingir todos os seus objectivos, nunca se desviando da sua missão.

Atividade física, saúde e bem-estar são temas presentes no dia-a-dia das pessoas. O mercado do Fitness está dinâmico e ativo, quer na comunicação, através das novas tecnologias de informação, quer na especialização da oferta de produtos ou serviços. O Personal training surge como um produto feito á medida do cliente, importante numa sociedade onde a individualidade sobressai, as preferências e necessidades divergem de cliente para cliente. É solicitada uma boa performance constantemente ao profissional, que se pretende traduzida em altas taxas de angariação e retenção. O Balanced Scorecard (BSC), apresenta soluções válidas neste contexto de mercado, já que é uma ferramenta de apoio á gestão estratégica e simultaneamente um sistema de monitorização em tempo real dos indicadores de performance dos profissionais (Personal Trainer) e dos restantes níveis hierárquicos da Organização. Num mercado concorrencial, a valorização do recurso humano tem-se revelado crucial nos resultados alcançados e principal fator de criação de valor e vantagem competitiva, quando bem monitorizada e orientada pela Gestão da Organização. Surge como desafio maior, elaborar, posicionar, implementar, avaliar e medir através deste instrumento (BSC), num contexto laboral diferente (prestadores de serviços) onde já foi aplicado e apurar o nível de desempenho alcançado pela organização orientado nas respetivas visões: financeira, clientes, aprendizagem – crescimento e processos internos.
