The political response to the complex package of environmental problems which threaten the future of our planet has been to introduce a new agenda of environmental action based on the principles of sustainability and subsidiarity. This has been crystallised in world agreements signed at the Earth Summit in Rio. One of these, Agenda 21, calls for the governments and communities of the world to prepare action plans for their areas which can build consensus between the various stakeholder groups and feed the principles of sustainable development back into their policies and day-to-day practices. This paper explores the experience of Local Agenda 21 type processes at three levels in the South East of England: the regional, county (sub-regional) and local level. In particular it undertakes a critical appraisal of the success of these participatory and consensus-building exercises in developing an integrated and co-ordinated approach to environmental action planning. It concludes that, although much useful work has been done in raising awareness and modifying policy and practice, there are significant cultural and institutional barriers which are hindering progress.

Although there are signs of decline, homicides and traffic-related injuries and deaths in Brazil account for almost two-thirds of all deaths from external causes. In 2007, the homicide rate was 26.8 per 100 000 people and traffic-related mortality was 23.5 per 100 000. Domestic violence might not lead to as many deaths, but its share of violence-related morbidity is large. These are important public health problems that lead to enormous individual and collective costs. Young, black, and poor men are the main victims and perpetrators of community violence, whereas poor black women and children are the main victims of domestic violence. Regional differentials are also substantial. Besides the sociocultural determinants, much of the violence in Brazil has been associated with the misuse of alcohol and illicit drugs, and the wide availability of firearms. The high traffic-related morbidity and mortality in Brazil have been linked to the chosen model for the transport system that has given priority to roads and private-car use without offering adequate infrastructure. The system is often poorly equipped to deal with violations of traffic rules. In response to the major problems of violence and injuries, Brazil has greatly advanced in terms of legislation and action plans. The main challenge is to assess these advances to identify, extend, integrate, and continue the successful ones.

A formulação de estratégias de produção deve estar em consonância com a estratégia de negócios da empresa. Neste trabalho, um estudo de caso simples, formulou-se um conjunto de planos de melhorias para uma fábrica de fertilizantes, com objetivo de realizar as mudanças em capacidades e custos de produção das atividades existentes, melhorando assim sua competitividade. O foco deste trabalho foi na determinação das melhorias das atividades de produção necessárias para que a unidade de análise atinja padrões de competitividade compatíveis com as demais unidades do grupo, através da utilização de indicadores de benchmarking internos da empresa e da comparação dos mesmos aos resultados obtidos na unidade de análise, identificadas as lacunas de desempenho da empresa. A partir da identificação das lacunas, foram propostos os planos de ação de melhorias, para que a unidade de análise mudasse do patamar em que se encontrava para a condição de melhores práticas, dando, assim, suporte à estratégia de negócios da empresa. Os resultados dos planos de melhorias executados, bem como uma nova estratégia de Produção implantada, não prevista, decorrente de um processo de formação de uma nova empresa, mostraram-se efetivos na obtenção dos objetivos perseguidos. Para este estudo, em produção de commodities, a escala de produção mostrou-se como determinante para atingir custos industriais competitivos.

Inicialmente, faz-se um convite para um passeio na história, observando-se as relações sócio-econômicas na sociedade ocidental, a partir do Império Romano até os primórdios do capitalismo, com a finalidade de identificar sob a responsabilidade de quem estava o bem-estar das comunidades, o permite registrar que essa responsabilidade foi conduzida pelas mãos da igreja, reis, confrarias e pelo Estado, e esteve sempre associada às entidades que detinham o poder. Uma vez feito isso, passa-se ao contexto atual, para entender a maneira com que o poder econômico , mais especificamente as companhias produtoras de bens e serviços, participa da responsabilidade social pelo desenvolvimento das comunidades nas quais estão situadas as unidades de produção e as conseqüências dessa participação para a imagem e sobrevivência das empresas. Finalmente, através da pesquisa de campo realizada na Refinaria de Duque de Caxias do Sistema Petrobras ¿ REDUC, examina-se na prática, a relação estabelecida entre a empresa e a comunidade local, ressaltando as motivações que levam a companhia a empreender-se socialmente, através de estratégias e planos de ação compatíveis com os interesses do seu próprio negócio.

As mudanças climáticas se tornam tema cada vez mais presente nos debates envolvendo as grandes potências do mundo. Desde seus efeitos prejudiciais à espécie humana até os planos de ação para combatê-los, o tema é debatido pelos mais importantes atores do cenário geopolítico mundial. O Programa ABC é a linha de crédito associada ao Plano ABC. Através dele os recursos são disponibilizados aos produtores rurais para investimento em tecnologias que reduzam as emissões de gases de efeito estufa. Os empréstimos distribuídos pelo Programa ABC entre os estados brasileiros não são, no entanto, proporcionais à participação de cada estado nas atividades agropecuárias brasileiras. O objetivo do presente trabalho foi identificar os possíveis fatores que determinam a distribuição dos recursos do Programa ABC entre os estados brasileiros. Utilizou-se para tal uma análise exploratória de dados e o cálculo do coefiente de correlação de Spearman, tendo como amostra os estados brasileiros, de 2011 a 2014. Dentre as variáveis associadas à produção agropecuária utilizadas, encontrou-se maiores correlações positivas e significativas entre o crédito do Programa ABC e as produções de soja, milho e pecuária bovina. Também foram verificadas correlações positivas associadas ao número de agências do Banco do Brasil, renda per capita e escolaridade, porém, de menor magnitude. No caso das áreas de pastagens degradadas, há baixa correlação destas com o crédito. Esses resultados indicam que o Programa ABC tem sido mais utilizado nos estados em que a produção de grãos e de bovinos é mais avançada, com baixa adoção, portanto, em regiões com maior potencial de redução de gases de efeito estufa.

The 1988 Constitution was the legal marc to define changes in Brazilian State with major importance to the layout of public politician. In that moment of redefinitions e openness to new ways the redemocratization, participation and decentralization of public school had as their starter the elementary school. This work focus on the manage of FUNDESCOLA, particularly one of its politics called PDE (Educational Development Plan) wich purpose is guarantee a better quality in teaching and spread out democracy throughout its methodology. It was chosen two public schools: Professor Ulisses de Góis and Antonio Campos. The theoretical and methodological orientation is based on the theory of participative democracy developed by authors such as Putnam and Pateman. They says that a cultural background precedes individual participation in society. The collected data (educational legislation, surveys with all sectors of schools and technicians of Natal educational secretary, and relevant documents of de institutions) showed that PDE. Implementation had opposite runnings in the schools studied. In one, as a consequence of bad preparations of its teachers to absorve its methodology, PDE failed. In another way, PDE achieved its goals, especially helping the structure of action plans of the school and the administrative organization making possible several pedagogic activities planned. The work concludes that the main factor the failure or success of PDE relies on the organizational (both political and pedagogical) structure of each school. This discovery implies three important guidelines when comes to formulation of public politicians: a) Constitution of school; b) the local actors who manages the actions; c) the colletive interest in taking part of decisions

This project was based on an implemented investigation of the institutional self-evaluation at Municipal Emmanuel Bezerra school, located at the west zone of Natal capital in Rio Grande do Norte state, where school individuals were analysed in interaction. A qualitative research was taken under the use of several pieces of information and collected out of several sources, such as: managing, docent and administrative staff interviews; present school legislation, political pedagogical project, scholar regiment as well as the 2013 action plans documental analyses; and the literature review focused in books and articles which treats of evaluation, State Evaluator and the public educational politics in order to promote the dialogue between school theory and reality. The institutional evaluation has been the theme debated through several studies. However, with its major focus on the evaluation systems and High Education aiming to raise competition having implying the reaching of educational quality as justification under liberal view. Notwithstanding, over the controlling function of the educational results and competition trigger amongst the educational institutions to the accruement of the received resources, it is believed that this institutional evaluation, however the system, can assist in the educational services improvement offered to the local public, when endeavoured to the purpose of supporting human development. Having the obtained data, the self-evaluation process implemented at the concerned school, the conceptions which permeate the school environment as well as the community joining given in this object lesson, was described and analysed as dialoguing with the political pedagogical project and comprehending the constitution in a democratic management

This article describes the application of an Artificial Intelligence Planner in a robotized assembly cell that can be integrated to a Flexible Manufacturing System. The objective is to allow different products to be automatically assembled in a single production line with no pre-established assembly plans. The planner function is to generate action plans to the robot, in real time, from two input information: the initial state (disposition of parts of the product in line) and the final state (configuration of the assembled product). The main goal of this work is to present a supplier's management method based on evaluation of audits performed at suppliers during products development phase. Audits are prioritized according to the impact of supplied parts on the development and its main goals are identification of risks, to propose and perform action plans and to evaluate periodically the supplier's performance to prevent problems. It is proposed that if the audits in the development phase be efficient, the supplied products will have good maturity to entry into service and stable performance. This issue was evaluated in a aeronautic company and the analyzed results in 2006 were considered good.
