La presente investigación pretende demostrar que la principal estrategia estadounidense para justificar su intervención y permanencia en territorio afgano ha sido el discurso. Donde se pueden identificar dos etapas a lo largo de esta última década. Inicialmente para explicar su incursión en Afganistán se utilizó el discurso de la seguridad y la guerra contra el terrorismo, años después frente al agotamiento y la critica tanto interna como internacional, el tema de la situación de la mujer en Afganistán cobra mayor importancia y con ello a través de los diferentes pronunciamientos y la exposición de casos específicos los diferentes gobiernos intentan cohesionar la opinión internacional y nacional frente a la necesidad de permanecer con sus tropas en el territorio.

El nuevo orden internacional derivado de la Guerra Fría se caracterizó por la multiplicación de nuevas amenazas a la seguridad y la construcción de bloques regionales con el propósito de enfrentarlas. Esta investigación plantea que bajo tales circunstancias, en América del Norte, fue adoptada una agenda ampliada y profundizada en materia de seguridad que permitió articular las seguridades económica, militar y la bioseguridad. En este sentido, la configuración de dicha agenda fue posible gracias a la adopción de una retórica neoliberal de seguridad económica desde la puesta en marcha del Tratado de Libre Comercio en 1994, la cual luego del 11 de septiembre de 2001 fue articulada con la agenda de seguridad militar propuesta por el gobierno estadounidense en materia de lucha antiterrorista, que a su turno permitió la adopción de una retórica y unas medidas extraordinarias en materia de bioseguridad, motivada por los ataques bioterroristas con ántrax en EE.UU., el brote de SARS en Canadá y la pandemia de AH1N1 en México.

La presente obra expone, de forma crítica, el problema del secuestro, teniendo como modelo el caso colombiano. Sigue el método propuesto por el reconocido investigador para la paz, el noruego Johan Galtung, según el cual, para la resolución de un conflicto puede acudirse al sistema de análisis que tiene la ciencia médica para tratar una enfermedad. En este sentido, frente a lo que corresponde al diagnóstico del secuestro, se presenta su historia, las cifras, los datos oficiales, la realidad del cautiverio y los riesgos que implica un rescate militar. En lo que respecta a la prognosis del secuestro, se da una mirada a los antecedentes de negociación y rescate militar, tanto en Colombia como en el mundo: la pragmática política de intercambio de Israel, la posición del gobierno español en los secuestros de barcos pesqueros por Piratas somalíes, la masacre de Munich, el rescate con gases asfixiantes del Teatro de Moscú, el de la Escuela de Beslán, las tomas de las Embajadas de Japón en el Perú, de República Dominicana en Colombia, del Palacio de Justicia, la Operación Jaque, entre otros.

Introducción: El trauma vascular en nuestro país es común, causando mortalidad en la población entre 15-44 años; como causa principal, las heridas por arma corto punzante en los miembros superiores lideran sobre las de arma de fuego y los miembros inferiores. En Colombia se cuenta con algunos registros de trauma vascular secundario a la guerra, por lo que con este trabajo buscamos describir la población afectada de la localidad octava como punto inicial para estudios analíticos. Metodología: revisión de la base de datos de los pacientes llevados a cirugía en el hospital de Kennedy, de los cuales se extrajeron aquellos con trauma vascular, recolección de las variables a estudiar y análisis de las mismas. Resultados: encontramos 1267 pacientes que consultaron por trauma, de ellos 32 cursaron con trauma vascular, llevados a cirugía(0,3%), el promedio de edad fue de 24 años, la mayoría de sexo masculino (84%); el 72% fueron heridas por arma blanca, 56% fueron heridas múltiples, afectando en el 41% a las extremidades superiores; las lesiones en cuello casi igualan a las heridas en miembros inferiores con un 28%, solo se presentó un caso de amputación y no se presentaron mortalidades. Discusión: en Colombia hacen falta estudios acerca de esta patología que aunque común esta subpublicada, este estudio es tan solo un paso que nos introduce en las características demográficas, y algunas característica clínicas interesantes en comparación a la literatura mundial consultada

This book is highly topical considering the recent resurgence of violence by the PKK, the incursions into Northern Iraq by the Turkish army and security forces and Turkey’s EU accession negotiations. Turkey has become an increasingly important player in Middle Eastern geopolitics. More than two decades of serious conflict in Turkey are proving to be a barrier to improved relations between Turkey and the EU. This book is the first study to address fully the legal and political dimensions of the conflict, and their impact on mechanisms for conflict resolution in the region, offering a scholarly exploration of a debate that is often politically and emotionally highly charged. Kerim Yildiz and Susan Breau look at the practical application of the law of armed conflicts to the ongoing situation in Turkey and Northern Iraq. Can 'constructive engagement' provide a bridge between the pursuit of national interest and concern for human rights? This book explores the experience of Chester Crocker, Reagan's Assistant Secretary of State for African Affairs, and his policy of 'constructive engagement' with Pretoria during apartheid. It is argued that the policy was, in part, a Cold War-driven attempt to maintain strategically important ties with the South African government, and it explores the repercussions of this. The book also explores the linkage of Namibian independence and Cuban troop withdrawal from Angola. The analysis of this policy has important relevance to the foreign policy dilemmas of today. Abuse of human rights can render some disenfranchised groups vulnerable to terrorist recruitment, and it is argued that Reagan's myopic globalism is being repeated in America's 'War on Terror'. The policy of 'constructive engagement' is once again being used as a diplomatic fig leaf for realpolitik, rather than as a vital tool of diplomacy.

Summary: "In the wake of the September 11 and subsequent terrorist attacks, the academic and media commentaries on Islam the religion and Islam the basis for political ideology haves received an unprecedented high level of exposure and attention. The acts of political violence by extremist groups and the omnipresent war on terror have added fresh uncertainties to an already complex global order. Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The pervasive sense of being under attack physically and culturally by the United States and its allies has contributed to a growing unease among Muslims and re-enforced deep-seated mistrust of the ʻWestʼ. Public articulation of such misgivings has in turn, lent credence to Western observers who posit an inherent antipathy between the West and the Muslim world. The subsequent policies that have emerged in this context of fear and mutual distrust have contributed to the vicious cycle of insecurity. The present volume is anchored in the current debates on the uneasy and potentially mutually destructive relationship between the Muslim world and certain West countries. It brings together leading international scholars in this interdisciplinary field to deal with such inter-related questions as the nature of Islamism, the impact of the ʻwar on terrorʼ on the spread of militancy, the growing sense of being under siege by Muslim Diasporas and the many unintended ramifications of a security-minded world order. In recent years, and particularly since the events of September 11 2001 and the subsequent “War on Terror”, much scholarly attention has been paid to the Australian news media’s role in stereotyping, homogenising, victimising and demonising people of Middle Eastern descent or of the Islamic faith. However, contemporary Australian journalists have not so much invented the tropes and stereotypes that they have used to construct this negative image and limited discursive field, as they have invoked a rich tapestry of pre-existing notions about the non-Western world. This paper therefore seeks to investigate the relationship between Edward Said’s notion of Orientalism and the Australian press of the late 19th and early 20th centuries. Beginning with its deplorable coverage of Australia’s Indigenous people and the paranoia surrounding the “Asian Invasion” this paper sheds new light on the coverage of Islam and the Middle East in the early Australian press and the emergence of the “Muslim Menace”. Finally, this chapter concludes by noting that such a racialist history raises a host of questions and challenges for the contemporary Australian news media.
