Além dos elementos que integram a estrutura dos processos de democratização, este trabalho aborda o conjunto de medidas existentes para lidar com os problemas resultantes dos períodos de transição política, a partir da análise crítica dos modelos utilizados no curso da genealogia da justiça de transição. Na parte dedicada à crítica ao modelo de transição negociada, verificamos que, durante a segunda fase da genealogia, os estudos sobre os processos de transição adotaram como parâmetro de avaliação uma noção procedimental e elitista de democracia. Já na crítica aos modelos de primeira e terceira fases, observamos uma ênfase excessiva em um modelo retributivo de justiça de transição, que é encarado como ideal absoluto. Por fim, aplicamos as conclusões teóricas parciais a um estudo de caso, debruçando-nos sobre os mecanismos de justiça de transição manejados no Brasil.

Pedro Bank is about 1,300 square miles in extent and lies at the mouth of the Palk Strait close to the mainland, enabling smaller boats to exploit it. Trawl surveys indicated the presence of substantial demersal varieties on the Pedro Bank, but the results of the early commercial operations indicate that a 135-foot trawler may not be operated continuously on the bank without diminishing returns. Subsequent to the commercial operations extensive surveys with smaller boats and various types of gear were carried out. Of the various types of gear tried out, results from bottom long lining and hand lining operations were promising. Trials were carried out to compare these two types of gear. Though not extensive, these trials indicated that at the initial stages of exploitation of the Bank, hand lining, which is extensively practiced in Ceylon, may be better but as exploitation progresses; with more experience, it should be possible to overcome some of the present disadvantages of bottom long lining and eventually bottom long lining should produce better results. The recently introduced mechanised craft are exploiting only the fringe of the bank and it should be possible to exploit its stocks fully with slightly bigger boats with a 35-40 mile range.

Sri Lanka's interest in trawler fishing dates back to 1902 when a Colombo merchant attempted to operate a trawler off Sri Lanka's waters. The next attempt was made in 1907. These attempts did not proceed any further. Between 1920 and 1923 a very comprehensive survey of the littoral waters around the island was carried out. One of the principal aims of the survey was to investigate the possibility of trawler fishing in the seas around. Malpas (1926) and Pearson and Malpas (1926) reporting the results of the survey indicated that the Wadge and Pedro banks were the only areas available for commercial trawler operations and indicated that the fish resources in the two banks could be profitably exploited. Commercial exploitation of the Wadge bank commenced in 1928 and a fishery is now firmly established in the bank. The Marine Biologist and the Director of fisheries in their administration reports and Sivalingam and Medcof (1957) and the author (1965) have reported on the progress of the Wadge bank fishery. Some of the trends indicated by an analysis of the records of the commercial trawling operations are further discussed in this paper.

Level II reliability theory provides an approximate method whereby the reliability of a complex engineering structure which has multiple strength and loading variables may be estimated. This technique has been applied previously to both civil and offshore structures with considerable success. The aim of the present work is to assess the applicability of the method for aircraft structures, and to this end landing gear design is considered in detail. It is found that the technique yields useful information regarding the structural reliability, and further it enables the critical design parameters to be identified.

The mean-lifetimes, τ, of various medium-spin excited states in Pd103 and Cd106,107 have been deduced using the Recoil Distance Doppler Shift technique and the Differential Decay Curve Method. In Cd106, the mean-lifetimes of the Iπ=12+ state at Ex=5418 keV and the Iπ=11- state at Ex=4324 keV have been deduced as 11.4(17)ps and 8.2(7)ps, respectively. The associated β2 deformation within the axially-symmetric deformed rotor model for these states are 0.14(1) and 0.14(1), respectively. The β2 deformation of 0.14(1) for the Iπ=12+ state in Cd106 compares with a predicted β2 value from total Routhian surface (TRS) calculations of 0.17. In addition, the mean-lifetimes of the yrast Iπ=152- states in Pd103 (at Ex=1262 keV) and Cd107 (at Ex=1360 keV) have been deduced to be 31.2(44)ps and 31.4(17)ps, respectively, corresponding to β2 values of 0.16(1) and 0.12(1) assuming axial symmetry. Agreement with TRS calculations are good for Pd103 but deviate for that predicted for Cd107. © 2007 The American Physical Society.

Two separate experiments using the Differential Decay Curve Method have been performed to extract mean lifetimes of excited states in 106Cd. The medium-spin states of interest were populated by the 98Mo( 12C, 4n) 106Cd reaction performed at the Wright Nuclear Structure Lab., Yale University. From this experiment, two isomeric state mean lifetimes have been deduced. The low-lying states were populated by the 96Mo(13C, 3n)106Cd reaction performed at the Institut für Kernphysik, Universität zu Köln. The mean lifetime of the Iπ = 21 + state was deduced, tentatively, as 16.4(9) ps. This value differs from the previously accepted literature value from Coulomb excitation of 10.43(9) ps.

Preliminary lifetime values have been measured for a number of near-yrast states in the odd-A transitional nuclei 107Cd and 103Pd. The reaction used to populate the nuclei of interest was 98Mo( 12C,3nxα)107Cd, 103Pd, with the beam delivered by the tandem accelerator of the Wright Nuclear Structure Laboratory at an incident beam energy of 60 MeV. Our experiment was aimed at the investigation of collective excitations built on the unnatural parity, ν h11/2 orbital, specifically by measuring the B(E2) values of decays from the excited levels built on this intrinsic structure, using the Doppler Recoil Distance Method. We report lifetimes and associated transition probabilities for decays from the 15/2- and the 19/2- states in 107Cd and the first measurement of the 15/2- state in 103Pd. These results suggest that neither a simple rotational or vibrational interpretation is sufficient to explain the observed structures. © 2006 American Institute of Physics.

Lifetimes for decays linking near-yrast states in 107Cd have been measured using the recoil distance method (RDM). The nucleus of interest was populated via the 98Mo(12C,3n)107Cd fusion-evaporation reaction at an incident beam energy of 60 MeV. From the measured lifetimes, transition probabilities have been deduced and compared with the theoretical B(E2) values for limiting cases of harmonic vibrational and axially deformed rotational systems. Our initial results suggest a rotor-like behaviour for the structure based on the unnatural-parity, h11/2 orbital in 107Cd, providing further evidence for the role of this 'shape-polarizing' orbital in stabilizing the nuclear deformation in the A ∼ 100 transitional region. © 2005 IOP Publishing Ltd.
