O Golpe Militar de 1964 configurou uma ruptura política geral para o país e uma mudança específica para o Poder Legislativo federal. O governo Castelo Branco, contudo, apresenta características próprias, que o diferem das configurações democráticas anteriores e dos governos posteriores de Costa e Silva e Médici. O artigo utiliza metodologia quantitativa e usa fontes primárias e secundárias. Ele analisa e descreve a agenda legislativa do governo Castelo Branco, categoriza as propostas legislativas do Poder Executivo de acordo com temas, resultados e tempo de apreciação pelo Legislativo. Também é analisado o impacto das novas regras legislativas impostas pelos militares e procede-se a uma comparação dos achados com o período democrático imediatamente anterior. Os resultados mostram que o Poder Executivo teve uma agenda reformista, principalmente nas áreas econômica e de administração pública, e que alcançou uma taxa de sucesso significativa para suas propostas. Ademais, contudo, viu-se que o Poder Legislativo conseguiu ainda atuar de forma relevante em diversas proposições, que foram rejeitadas ou alteradas de modo a ensejar vetos do Poder Executivo. Constatou-se também que as novas regras legislativas impostas pelos militares foram muito importantes para aumentar a taxa de sucesso da agenda do Executivo e influenciaram o tempo de apreciação das propostas pelo Legislativo.

Trata do estabelecimento de idade mínima para imputabilidade penal no Brasil, desde o Código Criminal do Império, de 1830, e o primeiro Código dos Menores, em 1927, até a fixação dos dezoito anos no art. 228 da Constituição da República, em 1988. Demonstra a importância da análise comparada sobre Idade Mínima de Responsabilidade Penal - IMRP e Idade de Maioridade Penal - IMP em diversos países. Chega-se à conclusão de que o parâmetro brasileiro de IMRP aos doze anos e IMP aos dezoito anos está em conformidade com os compromissos globais que regulam o direito e o processo em matéria de justiça juvenil, e está equilibrado em relação aos índices aplicados no contexto interamericano e mundial.

ENGLISH: Growth and mortality data for Cetengraulis mysticetus, Anchoa naso, Engraulis mordax, E. ring ens, E. anchoita, E. encraslcbolus, E. japonicus, and E. australis were assembled and compared. Estimates of the coefficients of natural mortality, M, of E. anchoita and Ancboa naso were made from the maximum age of the former and from data for the other species. The relative yields per recruit at different fishing mortality rates and lengths at entry into the fishery were calculated for each species, using what are considered to be the best estimates and other likely values of K, a constant of growth, and M. The maximum yields per recruit are theoretically obtainable at very high fishing mortality rates, except when the length at entry is low relative to the asymptotic length. K and M may be positively related to the temperature and to each other, and if such is the case at higher temperatures greater fishing effort would be needed to attain the maximum yield per recruit. The applicability of the yield-per-recruit approach to the data is discussed, and suggestions for further research are made. SPANISH: Se reunieron y compararon los datos sobre el crecimiento y mortalidad correspondientes a Cetengraulis mysticetus, Anchoa naso, Engraulis mordax, E. ringens, E. anchoíta, E. encrasicbolus, E. japonicus y E. australls. Los estimativos de los coeficientes de la mortalidad natural, M, de E. anchoita y Anchoa naso se obtuvieron según la edad máxima de E. anchoita y según los datos de las otras especies. Se calculó para cada especie el rendimiento relativo por recluta a diferentes tasas de mortalidad por la pesca y a diferentes longitudes de entrada a la pesquería, empleándose lo que se considera que son los mejores estimativos y otros valores probables de K, una constante de crecímíento, y M. El rendimiento máximo por recluta se obtiene teóricamente a tasas muy altas de la mortalidad por la pesca con excepción de cuando la longitud a la entrada es baja en relación a la longitud asintótica. K y M pueden estar relacionadas positivamente a la temperatura y mutuamente, y si este es el caso a temperaturas más altas se necesitará un esfuerzo superior de pesca para obtener el rendimiento máximo por recluta. La aplicabilidad del enfoque a los datos rendimiento-por-recluta es discutido y se hacen sugerencias para otras investigaciones. (PDF contains 66 pages.)

Tympanotonus fuscatus was collected from 23 markets through Rivers State (Nigeria), a few in neighbouring states, and from an unexploited population at Buguma. The size distribution of shells was determined,and information on prices and trade routes was also obtained. The mean shell length of specimens from the unexploited Buguma population was 46.4 mm, compared to 30.4 mm for the Buguma market samples. Mean sizes in other markets showed a geographic pattern: the smallest were from the Adoni-Ogoni-Opobo sector (28.1-30.9); the largest were from the Nembe-Brass sector (37.7-44.2) and Bendel State (35.7-45.6); The results suggest the population structure of Tympanotonus in much of Rivers State has been strongly impacted by overharvesting. They show that local market as well as some in Cross River State, are increasingly being supplied by road with specimens from the Benin River area of Bendel State. Differences between shell types; and relations between shell size, selling price and market distance from source, are also discussed

The management of Lake Victoria is a high priority to the riparian countries that benefit directly from its resources. Management regulations have been formulated and implemented with the aim of maintaining the lake's ecological quality as well as sustaining fisheries exploitation for economic gain. Results indicate, however, that the regulations have not been successful in maintaining the state of the lake's ecosystem nor the fisheries. There has been a continuing decline in fish catches as well as declining biodiversity. Currently, the riparian countries are considering the introduction of a co-management regime as an alternative managerial strategy to address the lake's problems. In this paper it is argued that the failure of the former management regulations was because ownership of the lake was not clearly defined. It is further argued that even if co-management were to be successfully instituted, it will yield very minimal results if the problem of ownership is not properly addressed. This paper explores the ownership status of the lake based on data collected in Tanzania, and examines the relationship between, and significance of, ownership and co-management. The research makes recommendations for how these concepts can contribute to an integrated management of the lake

The findings are presented of an assessment made of the gillnet fishery in Kainji Lake, Nigeria from 1969 to the present, on the basis of data sets from commercial and experimental gillnet fishing, with the purpose to detect trends in some key fishery monitoring indicators. During this period, there has been an increase in the number of small meshed nets in the fishery resulting in a shift in the mode to lower mesh sizes; consequently, the average mesh size declined gradually in the fishery. This trend is found to be directly correlated with the decline in the CPUE and mean weight of the fish species. It is argued that the observed trend in CPUE and mean weight is forcing the fishermen to switch effort to gears such as traps which have very small meshes and can indescriminately take all sizes of the fish. It is shown that the catch composition by weight of Citharinus citharus, Lates niloticus and tilapias declined in the gillnet fishery in the late 70's and early 80's. Recent data, from 1994 to 1996, however indicates that C. citharus is recovering, but with declining mean weight. This suggests that the exploitation pattern is shifting to the smaller fish through the use of small meshed nets. In general, however, there has not been drastic changes in species bio-diversity in the Lake as a result of predatory effect and ecosystem overfishing as has happened in other great African Lakes. The species composition since lake formation continued to be dominated by fewer that 20 species. The potential yield for the lake has been estimated to be 32,166 tonnes (excluding clupeids) and the required optimum fishing effort to be 1,814 fishing canoes. In view of the relative stability of the species diversity in the lake and the current fish production level, it is proposed here that this MSY be adopted for all species. This would be achieved with the current effort level in the lake assuming that the efficiency of the fishermen and their gears do not improve. It should be reviewed after 10 or more years of catch and effort data collection. (PDF contains 65 pages)
