In contemporary dynamics, a change is observed in the institutional structure of the state, culminating in several policies for the tourist sector which promote a new management format. The from this view, the Tourism Regionalization Macro Program (TRP), considered a significant program to Ministry of Tourism, arose as an answer to this new reality, having as strategy a joint working of structuring and promotion turned at decentralization of actions, valuing the residents participation in the search of the permanent dialogue between peers and revaluation of places and territories, based in the regionalization process. Based on this bias, this study aims to examine the role of the Tourism State Council of Rio Grande do Norte, with regard to the tourism planning, trying to understand it and solve it as governance Instance, through the Tourism Regionalization Program interventions, given the participation context of its actors and agents. For purposes of this study is delimited as time frame the year 2007 at 2014, understanding that it was this time, there was greater council members accession, as well as different types of sectors representation of civil society, as a result of a tourism public policy based on principles of innovation and participation. In relation to the research problem, this study is conceptualized as a qualitative and the chosen method is the materialist dialectic. Still on the methodological options, utilize the Content Analysis. The results show that the institutionalization of governance instance as the Conetur does not contributes, ideally, in the planning and management process of participatory and integrated tourist activity, facing a fair direction of your space production. The research indicates that there are debates, discussions and guidelines (still in a timely and targeted form), but not reverberates practical effects, by act in a conjuncture that Is strategically designed for political and economic power game, setting the hegemonic actors performance, which uses this arena to instill personal desires and wishes, that are decided in absentia to the council.

Quando falamos em marketing turístico surgem imensos conceitos que o podemos adequar, mas o mais importante a destacar é que, sem ele, um produto ou serviço turístico fica longe de se tornar conhecido no mercado, para que o consumidor o possa adquirir e escolher o que mais de adequa às suas necessidades. A informação, cada vez mais disponível ao consumidor, permitiu que houvesse alterações no perfil do consumidor, tornando-o mais exigente, mais dinâmico, informado e com motivações mais dispersas, obrigando as atividades turísticas a lutar pela diferenciação para sobreviver neste mercado tão competitivo que é o turismo. Por isso, é importante criar diferentes segmentos de mercado, de forma a corresponder, de forma mais acessível, a essas mesmas necessidades. Sendo assim, e por essa atenção redobrada com o consumidor, a promoção turística tem vindo a ganhar um papel cada vez mais importante com as entidades de turismo, de forma a diferenciar um determinado produto ou serviço. Toda a atividade turística não teria o desenvolvimento que apresenta ao longo dos anos se não desse essa importância à promoção e divulgação dos seus produtos e destinos turísticos de uma forma estruturada, com a finalidade de criar uma imagem atrativa aos olhos dos consumidores. O marketing e a promoção turística estão interligados no que toca à preocupação em distinguir um destino turístico dos demais, porque é assim que se destacam os produtos diferenciadores de cada local. Quando estes métodos são bem implementados e estudados, estes critérios são fundamentais para o desenvolvimento e o sucesso de uma determinada organização. Assim, o objetivo deste estágio será a realização de um “Roteiro Turístico na cidade de Angra do Heroísmo”, tendo como principal objetivo promover o turismo cultural da cidade, com a finalidade de desenvolver algo diferenciador para esta mesma região, que, neste caso, será um roteiro turístico inspirado na história e nos acontecimentos mais importantes dos descobrimentos açorianos.

Aquilo que outrora era um lugar distante está hoje mais próximo. O turismo e o seu desenvolvimento deram-nos uma nova perspetiva do mundo e das suas distâncias. Na aldeia global em que vivemos atualmente, a competitividade é feroz e quem quer vencer deverá estar preparado, com estratégias bem delineadas, fazendo a diferença. A diferença pode estar nas coisas mais simples ou mais complexas, pode existir ou pode ser criada, mas tem sempre um recurso, um ponto de partida. Assim, por forma a identificar possíveis caminhos futuros para o turismo de Monte Real, uma pequena Vila do concelho e distrito de Leiria, e reconhecendo a importância do planeamento turístico, da definição de estratégias a curto, médio e longo prazo, que promovam o destino convenientemente, de forma eficiente e eficaz, e que assegurem a sua sustentabilidade, o presente trabalho tem dois objetivos muito claros, que pretendem analisar Monte Real na perspetiva da oferta e da procura: pelo lado da oferta, pretende-se identificar e hierarquizar os recursos turísticos de Monte Real e, pelo lado da procura, compreender qual a sua Imagem, através da realização de um inquérito. O desenvolvimento do trabalho inicia com um enquadramento teórico sobre a importância do turismo como fator de desenvolvimento, sobre os destinos turísticos e as suas atrações, a importância do seu planeamento e a imagem dos destinos turísticos e a sua formação. Após a teorização de toda a temática envolvente, damos a conhecer Monte Real, factos históricos e aquilo que tem sido a atividade turística da Vila, para, posteriormente, identificarmos e hierarquizarmos os seus recursos turísticos. Na fase seguinte, descrevemos a metodologia do inquérito a ser aplicado e, por fim, apresentamos os resultados e as respetivas conclusões.

Enquadramento: O presente projeto de investigação surge num contexto onde as tecnologias estão cada vez mais enraizadas nas sociedades e onde a web se tornou no canal preferido de distribuição para uma boa parte das Organizações de Gestão de Destinos (OGDs) e dos consumidores finais (Butler, 2002; Gretzel, Yuan, & Fesenmaier, 2000; Kramer, Modsching, ten Hagen, & Gretzel, 2007). As novas Tecnologias da Informação e Comunicação (TICs) afiguram-se, assim, como uma das áreas mais críticas para o sucesso do turismo, no presente e no futuro, sendo vitais para a forma como se promovem os destinos turísticos (Machado & Almeida, 2010). Descrição: Pretende-se apresentar uma proposta extensiva de desenvolvimento de um Sistema de Gestão de Destinos (SGD), de âmbito regional, devidamente orçada e economicamente viável, para ajudar as OGDs na gestão, promoção e distribuição holística do destino turístico Portugal. Objetivos: Desenvolvimento sustentável e integrado dos destinos turísticos portugueses, a nível regional; aposta nos canais digitais como forma de adaptação às novas tendências de mercado no setor do turismo; envolvimento de todos os stakeholders no projeto (entidades públicas e privadas), por forma a aumentar os índices de coesão nos destinos turísticos; satisfação das necessidades de planeamento e de reserva dos potenciais turistas/visitantes; e incremento da qualidade geral da experiência turística no destino Portugal. Investigação Empírica: Parte 1 – Realização de um estudo Delphi, com a participação de um painel de 12 especialistas nas áreas do turismo e das TICs, para aferição e hierarquização das principais barreiras à adoção de SGDs; Parte 2 – Estudo avaliativo da eficácia dos websites oficiais das 5 Entidades Regionais de Turismo (ERTs) portuguesas, por intermédio do modelo adaptado de ICTRT (na versão de Charoula et al., 2014), aplicado por um avaliador externo recrutado para o efeito. Resultados e Conclusões: Identificaram-se e hierarquizaram-se 55 barreiras à adoção de SGDs, para a realidade portuguesa; apresentaram-se e escrutinaram-se os índices de eficácia dos websites oficiais das 5 ERTs em Portugal; e apresentou-se uma proposta de desenvolvimento de um SGD devidamente orçada e economicamente viável. No final, discutiram-se os principais resultados, teceram-se considerações gerais sobre o projeto e enunciaram-se as principais limitações e possíveis futuras linhas de investigação.

The central interest of this thesis is to comprehend how the public action impels the formation and transformation of the tourist destinies. The research was based on the premise that the public actions are the result of the mediation process of state and non-state actors considered important in a section, which interact aiming for prevailing their interests and world visions above the others. The case of Porto de Galinhas beach, in Pernambuco, locus of the investigation of this thesis, allowed the analysis of a multiplicity of actors on the formation and implementation of local actions toward the development of the tourism between the years 1970 and 2010, as well as permitted the comprehension of the construction of the referential on the interventions made. This thesis, of a qualitative nature, has as theoretical support the cognitive approach of analysis of the public policies developed in France, and it has as main exponents the authors Bruno Jobert and Pierre Muller. This choice was made by the emphasis on the cognitive and normative factors of the politics, which aspects are not very explored in the studies of public policies in Brazil. As the source of the data collection, documental, bibliographic and field researches were utilized to the (re)constitution of the formation and transformation in the site concerned. The analysis techniques applied were the content and the documental analysis. To trace the public action referential, it started by the characterization of the touristic section frontiers and the creation of images by the main international body: the World Tourism Organization, of which analysis of the minutes of the meetings underscored guidelines to the member countries, including Brazil, which compounds the global-sectorial reference of the section. As from the analysis of the evolution of the tourism in the country, was identified that public policies in Brazil passed by transformations in their organization over the years, indicating changes in the referential that guided the interventions. These guidelines and transformations were identified in the construction of the tourist destination of Porto de Galinhas, of which data was systematized and presented in four historical periods, in which were discussed the values, the standard, the algorithms, the images and the important mediators. It has been revealed that the State worked in different roles in the decades analyzed in local tourism. From the 1990s, however, new actors were inserted in the formulation and implementation of policies developed, especially for local hotelkeepers. These, through their association, establishes a leadership relation in the local touristic section, thereby, they could set their hegemony and spread their own interest. The leadership acquired by a group of actors, in the case of Porto de Galinhas, does not mean that trade within the industry were neutralized, but that there is a cognitive framework that confronts the actors involved. In spite of the advances achieved by the work of the mediators in the last decades, that resulted in an amplification and diversification of the activity in the area, as well as the consolidation at the beach, as a tourist destiny of national standout, the position of the place is instable, concerned to the competitiveness, once that there is an situation of social and environmental unsustainability

The managing Conselho of public politics constitute one of the main experiences of democracy in Brazil contemporary representing a conquest for construction of a democratic institutionalism. The historical newness consists of the intensification and the institutionalization of the dialogue between government and society - in public and plural canals - as condition for an allocation more efficient joust and of the public resources. In this context the present study it objectified to understand from readings of the performance of represented group of bencheses the dynamics of functioning of the Tourist Conselho Pólo Costa das Dunas while space of participation and social control. The bibliographical research contemplated diverse sources in order to compile knowledge of credential authors in the quarrel of inherent subjects to the civil society and the public sphere to the construction of the citizenship to the conception formation and dynamics of the social control through Conselho of public politics. A qualitative perspective the case study was adopted as research method and for attainment of the data interviews with the members of the Conselho had been carried through beyond consultation the referring documents the dynamics of functioning of the Conselho. The profiles capacities and limitations of the members of the Conselho had been identified constitution social and dynamic organization of functioning of the Conselho and the readings of the members of the Conselho concerning the power to decide instances and participation. The results had shown that the allotment of being able in the Conselho does not occur of equal form. The functions of coordination of the activities of the Conselho are assumed by the representatives of the public agencies. Level of qualification of council members also if presents as difficulty to development of activities of Conselho since the majority of the interviewed ones disclosed unreliability and unfamiliarity when thematic specific that runs away from its organizacional reality they are boarded in the assemblies. Of this form the Conselho if presents more as half of institutional legitimation of what half of characterization of the creation of a public sphere properly said. Finally he could himself be concluded that a democratic culture inexists that inside crosses practical the institutional ones of the Conselho thus limiting the possibility to reach the effective social control of the public politics of tourism in the Rio Grande do Norte

Atualmente, a rotina sedentária leva a que as pessoas procurem cada vez mais a prática da atividades diferentes, tais como a atividade desportiva, que se torna essencial como fuga a este estilo de vida. O turismo desportivo tem assim crescido nos últimos anos e, por isso, a oferta existente hoje em dia é bastante variada. No entanto, é necessário ter em atenção que o uso dos recursos naturais, muitas vezes na base destas atividades, não deve ser excessivo. Igualmente, a busca pelo desenvolvimento sustentável deve fazer parte dos planos de todos os intervenientes no desenvolvimento dos destinos turísticos. A presente dissertação foca-se num estudo exploratório, com análise qualitativa, com o objetivo de analisar a importância do turismo desportivo na região de Aveiro. Assim, pretende-se compreender se esta atividade pode contribuir para o desenvolvimento da região de Aveiro enquanto destino turístico, garantindo simultaneamente a sustentabilidade das áreas costeiras. Em concreto, esta investigação realizou-se através de um inquérito por entrevista a agentes de oferta de animação turística que oferecem atividades de turismo desportivo. A necessidade de colaboração com a comunidade local e de integração nesta, bem como a urgência de criar parcerias com empresas do mesmo sector, ou até de sectores diferentes, são dois dos pontos essenciais nesta área, que podem conduzir a um desenvolvimento do turismo desportivo nas áreas costeiras, em concreto na região de Aveiro, sem comprometimento da sustentabilidade local.

O turismo é um fenómeno que ganhou terreno nas últimas décadas. A sua transversalidade fez com que se alastrasse a diversas áreas, contribuindo para o desenvolvimento de muitos países. Depois da Europa e América exploradas, voltou-se para Ásia e África, à descoberta do diferente. No início dos anos 90 deu-se uma viragem na política, muitos países em África abriram-se às eleições partidárias, pondo o fim ao partido único. Cabo Verde, a partir de 1990, conjuntamente com a abertura política abriu-se às cooperações, às privatizações e aos investimentos estrangeiros, e oportunamente, o sector turístico. Foi ganhando importância, ao ponto de os governos assumirem o fenómeno como um dos motores do desenvolvimento e de combate à pobreza. A presente dissertação pretende descrever o desenvolvimento do sector a partir de 1990 à actualidade, verificar a adequação das estratégias à realidade do país. Percebe-se a necessidade de planear o turismo, envolver mais a comunidade, desenvolver um turismo competitivo e sustentável, apostando na formação dos profissionais e na segurança. Fica explícito que a articulação dos sectores públicos e privados constitui a chave para o sucesso do turismo no arquipélago. ABSTRACT; Tourism is a phenomenon that won the ground in the last century. Its transversally makes it spread in several areas, helping to the development of many countries. After explorations of Europe and America, it returns to Asia and Africa to discover the different. In the beginning of years 90 gave a political change, many countries in Africa opened supporter elections, putting stop to unique party from 1990, Cape Verde, together with opening party opened to cooperation, privatizations and foreign investments and later on touristic sector. It won the importance that mode the government assume the phenomenon as one of the motor of development and fight against poverty. The present dissertation pretends to describe the sector development from 1990 till now, check suitable strategies to the reality of the country. We can see the need to plan tourism, develop our community, and develop a competitive and sustainable tourism by investing in staff training and safety. It is explicit that the articulation of public and private sectors is the key to the success of tourism in the archipelago.
