This paper analyzes the consequences of the interaction between two different levels of government (regulators) in the development of housing policy when their decisions determine the level of competition in the housing market. The analysis discusses the implications derived from a lack of coordination between a local regulator who controls the supply of land for housing development and a central regulator who decides on housing subsidies. The results suggest that lack of coordination has significant effects on prices and supply of houses, housing developers’ profits, and buyers’ surplus.

In this paper it is shown that an ad valorem housing subsidy set by a central regulator (or a raise in the ad valorem housing subsidy rate) may reduce the number of houses built in the market and increase the price paid by the buyers of houses. The analysis considers a situation where there is imperfect competition in the housing market and a local regulator that decides on density, or on the number of sites for housing development, and that cares about a combination of the profits of housing developers and the surplus of buyers of houses.

This assessment applies to cobia (Rachycentron canadum) located in the territorial waters of the U.S. Gulf of Mexico. Separation of the Gulf of Mexico and Atlantic Ocean is defined by the seaward extension of the Dade/Monroe county line in south Florida. Mixing of fish between the Atlantic and Gulf of Mexico occurs in the Florida Keys during winter months. Cobia annually migrate north in early spring in the Gulf to spawning grounds in the northern Gulf of Mexico, returning to the Florida Keys by winter. Catches of cobia in the Gulf of Mexico are dominated by recreational landings, accounting for nearly 90% of the total. Since 1980, the landings of cobia in the recreational fishery have remained fairly stable at around 400-600 mt with a slight peak of 1,014 mt in 1997. The recreational fishery was estimated to have landed 471 mt in 2000. The landings from the commercial fishery have shown a steady increase from 45 mt in 1980 to a peak of 120 mt in 1994, followed by a decline to 62 mt in 2000. The previous assessment of cobia occurred in 1996 using a virtual population analysis (VPA) model. For this analysis a surplus-production model (ASPIC) and a forward-projecting, age-structured population model programmed in the AD Model Builder (ADMB) software were applied to cobia data from the Gulf of Mexico. The primary data consisted of four catch-per-unit-effort (CPUE) indices derived from the Marine Recreational Fisheries Statistics Survey (MRFSS) (1981-1999), Southeast region headboat survey (1986-1999), Texas creel survey (1983-1999), and shrimp bycatch estimates (1980-1999). Length samples were available from the commercial (1983-2000) and recreational (1981-2000) fisheries. The ASPIC model applied to the cobia data provided unsatisfactory results. The ADMB model fit described the observed length composition data and fishery landings fairly well based on graphical examination of model residuals. The CPUE indices indicated some disagreement for various years, but the model fit an overall increasing trend from 1992-1997 for the MRFSS, headboat, and Texas creel indices. The shrimp bycatch CPUE was treated as a recruitment index in the model. The fit to these data followed an upward trend in recruitment from 1988-1997, but did not fit the 1994-1997 data points very well. This was likely the result of conflicting information from other data sources. Natural mortality (M) for cobia is unknown. As a result, a range of values for M from 0.2-0.4, based on longevity and growth parameters, were selected for use in the age-structured model. The choice of natural mortality appears to greatly influence the perceived status of the population. Population status as measured by spawning stock biomass in the last year relative to the value at maximum sustainable yield (SSB2000/SSBMSY), spawning stock biomass in the last year relative to virgin spawning stock biomass (SSB2000/S0), and static spawning stock biomass per recruit (SSBR) all indicate the population is either depleted, near MSY, or well above MSY depending on the choice of M. The variance estimates for these benchmarks are very large and in most cases ranges from depleted to very healthy status. The only statement that can be made with any degree of certainty about cobia in the Gulf of Mexico is that the population has increased since the 1980s. (PDF contains 61 pages)

Monthly population size of bait shrimp in the Bay was estimated from December 1984 to July 1985. Growth rates for male and female P. duorarum showed that pink shrimp exhibit a mean residence time in the nursery area (Biscayne Bay) of approximately 21 weeks. Monthly mortality rates were determined for each sex of pink shrimp. It was estimated that 23% and 26% of the male and female monthly population size, respectively, was absorbed by both the fishery and ecosystem monthly. Monthly proportion of the standing stock expected to die exclusively through fishing was 6.5% and 6.0% for males and females respectively. Estimates of emigration rates showed that approximately 4.0% of the population was lost from the Bay system each month. This surplus production was about 50% of the average monthly catch by the fleet. Fishing mortality represents only 8 - 9% of the losses to the shrimp population. The biggest source of loss is emigration, suggesting that most shrimp beyond the size at recruitment (to the fishery) are not utilized for food while in the Bay. Thus, it appears that the direct impact of the fishery on the bait shrimp population is relatively small. (PDF contains 46 pages)

A stock assessment of the Atlantic menhaden, Brevoortia tyrannus, fishery was conducted with purse-seine landings data from 1940 to 1984 and port sampling data from 1955 to 1984. These data were analyzed to determine growth rates, maximum sustainable yield (MSY), spawner-recruit relationships, and yield per recruit. Virtual population analysis was used to estimate stock size, year class size, and fishing mortality rates. Surplus production models produced estimates of MSY from 450 to 490 kmt compared with yields of 416to 436 kmt based roughly on maximum recruitment from a weak spawner-recruit relationship. Recruitment to age-I ranged from 1.2 to 14.8 billion fish for year classes 1955-81. Recent mean recruitment to age-I for the 1975-81 year classes averaged 5.7 billion fish and compared favorably with the mean of 7.7 billion age-I fish recruited during the late 1950's. Mean recruitment from recent years suggests possible coastwide yields of 416 to 481 kmt. Continued dominance of late age-2 spawners among the spawning stock is of concern, since the stock is at greater risk through poor recruitment if recent favorable environmental conditions change. Yield-per-recruit estimates ranged from 46 g to 59 g since 1970. The high dependency of the modern fishery on prespawners has increased concerns about fluctuations in year-to-year availability and catches. To increase yield and enhance the stability of the resource, the number of age classes contributing significantly to the fishery should be increased, creating a butTer against future poor recruitment years and lessening the year-to-year fluctuations in landings. A stock assessment of the gulf menhaden. Brevoortia patronus, fishery was conducted with data on purse-seine landings from 1946 to 1985 and port sampling data from 1964 to 1985. These data were analyzed to determine growth rates, yield-per-recruit, spawner-recruit relationships, and maximum sustainable yield (MSY). Virtual population analysis was used to estimate stock size, year-class size, and fishing mortality rates. During the period studied, an average of 27% of age-l fish and 55% of age-2 and age-3 fish were taken by the fishery, and 54% for age-I and 38% for age-2 and -3 fish were lost annually to natural causes. Annual yield-per-recruit estimates ranged from 6.9 to 19.3 g, with recent mean conditions averaging 12.2 g since 1978. Surplus production models produced estimates of MSY from 620 to 700 kilometric tons. Recruits to age-I ranged from 8.3 to 41.8 billion fish for 1964-82. Although there was substantial scatter about the fitted curves, Ricker·type spawner-recruit relationships were found suitable for use in a population simulation model. Estimates of MSY from population simulation model runs ranged from 705 to 825 kilometric tons with F -multiples of the mean rate of fishing ranging from 1.0 to 1.5. Recent harvests in excess of the historical MSY may not be detrimental to the gulf menhaden stock. However, one should not expect long-term harvesting above the historical MSY because of the short life span of gulf menhaden and possible changes from currently favorable environmental conditions supporting high recruitment.(PDF file contains 24 pages.)

This paper presents new results on the welfare e¤ects of third-degree price discrimination under constant elasticity demand. We show that when both the share of the strong market under uniform pricing and the elasticity di¤erence between markets are high enough,then price discrimination not only can increase social welfare but also consumer surplus.

This paper includes information about the Pribilof Islands since their discovery by Russia in 1786 and the population of northern fur seals, Cailorhinus ursinus, that return there each summer to bear young and to breed. Russia exterminated the native population of sea Oilers, Enhydra lulris, here and nearly subjected the northern fur seal to the same fate before providing proper protection. The northern fur seal was twice more exposed to extinction following the purchase of Alaska and the Pribilof Islands by the United States in 1867. Excessive harvesting was stopped as a result of strict management by the United States of the animals while on land and a treaty between Japan, Russia, Great Britain (for Canada), and the United States that provided needed protection at sea. In 1941, Japan abrogated this treaty which was replaced by a provisional agreement between Canada and the United States that protected the fur seals in the eastern North Pacific Ocean. Japan, the U.S.S.R., Canada, and the United States again insured the survival of these animals with ratification in 1957 of the "Interim Convention on the Conservation of North Pacific Fur Seals," which is still in force. Under the auspices of this Convention, the United States launched an unprecedented manipulation of the resource through controlled removal during 1956-68 of over 300,000 females considered surplus. The biological rationale for the reduction was that production of fewer pups would result in a higher pregnancy rate and increased survival, which would, in turn, produce a sustained annual harvest of 55,000-60,000 males and 10,000-30,000 females. Predicted results did not occur. The herd reduction program instead coincided with the beginning of a decline in the number of males available for harvest. Suspected but unproven causes were changes in the toll normally accounted for by predation, disease, adverse weather, and hookworms. Depletion of the animals' food supply by foreign fishing Heets and the entanglement of fur seals in trawl webbing and other debris discarded at sea became a prime suspect in altering the average annual harvest of males on the Pribilof Islands from 71,500 (1940-56) to 40,000 (1957-59) to 36,000 (1960) to 82,000 (1961) and to 27,347 (1972-81). Thus was born the concept of a research control area for fur seals, which was agreed upon by members of the Convention in 1973 and instituted by the United States on St. George Island beginning in 1974. All commercial harvesting of fur seals was stopped on St. George Island and intensive behavioral studies were begun on the now unharvested population as it responds to the moratorium and attempts to reach its natural ceiling. The results of these and other studies here and on St. Paul Island are expected to eventually permit a comparison between the dynamics of unharvested and harvested populations, which should in turn permit more precise management of fur seals as nations continue to exploit the marine resources of the North Pacific Ocean and Bering Sea. ABSTRACT Recently, people are confused with two opposite variations of elastic modulus with decreasing size of nano scale sample: elastic modulus either decreases or increases with decreas- ing sample size. In this paper, based on intermolecular potentials and a one dimensional model, we provide a unified understanding of the two opposite size effects. Firstly, we analyzed the mi- crostructural variation near the surface of an fcc nanofilm based on the Lennard-Jones potential. It is found that the atomic lattice near the surface becomes looser in comparison with the bulk, indicating that atoms in the bulk are located at the balance of repulsive forces, resulting in the decrease of the elastic moduli with the decreasing thickness of the film accordingly. In addition, the decrease in moduli should be attributed to both the looser surface layer and smaller coor- dination number of surface atoms. Furthermore, it is found that both looser and tighter lattice near the surface can appear for a general pair potential and the governing mechanism should be attributed to the surplus of the nearest force to all other long range interactions in the pair po- tential. Surprisingly, the surplus can be simply expressed by a sum of the long range interactions and the sum being positive or negative determines the looser or tighter lattice near surface re- spectively. To justify this concept, we examined ZnO in terms of Buckingham potential with long range Coulomb interactions. It is found that compared to its bulk lattice, the ZnO lattice near the surface becomes tighter, indicating the atoms in the bulk located at the balance of attractive forces, owing to the long range Coulomb interaction. Correspondingly, the elastic modulus of one- dimensional ZnO chain increases with decreasing size. Finally, a kind of many-body potential for Cu was examined. In this case, the surface layer becomes tighter than the bulk and the modulus increases with deceasing size, owing to the long range repulsive pair interaction, as well as the cohesive many-body interaction caused by the electron redistribution.

The monthly and seasonal water requirements of a small fish pond (0.068ha; maximum capacity of 613.83m super(3)) at the University of Agriculture, Makurdi Fish Farm (Benue, Nigeria) were determined during the period of February to August 1996. The sources of water for the pond were rainfall, (103.4cm), run-off (6.3cm) and regulated inflow (95.0cm). The water loss for the period were Evapotranspiration, (106.74cm), Seepage (71.64cm) and regulated discharge (25.00cm). Evapotranspiration was identified as the main source of water loss while rainfall was the major source of water gain. The mean monthly water deficit was 24.56~c11.43cm while the mean monthly surplus was 9.84~c8.05cm. The quantity of water required to maintain the optimal water level in the pond was 474.00m super(3). Preliminary water budget of the study area showed that rainfed aquaculture can be effectively carried out at Makurdi during the months of June to October with supplementary inflows during the dry season months

Rapid Appraisals of the current fisheries situations of some selected inland water bodies in Nigeria were carried out within the framework of Aquaculture and Inland Fisheries Project (AIFP) Annex II of the National Special Programme for Food Security (NSPFS). This paper presents the results of the fishery assessment of one of the selected inland water bodies (Sabke Lake) in Nigeria with a view to optimizing the fish yield through the adoption of improved culture based fishery techniques and community-based fisheries management. The lake is unmanaged and the fishing pressure was found to be very high. Also a number of fishermen were found using small mesh size nets to crop the juveniles of highly valued fish species for an optimum catch. About 14 fishermen ought to have been engaged in full time fishing activities if the fisheries of this lake is to be managed on a sustainable basis. However, a surplus of over 100 fishermen was recorded actively fishing during the period of the study. The results further revealed that Fisheries Rules and Regulations were not established for the national exploitation and proper management of the fisheries of many inland water bodies including Sabke Lake. All these have a depilatory effect on the abundance and sizes of fish harvested from the nigerian inland water bodies especially Sabke Lake. A community based management system that establishes a participatory involvement of fishermen in the conservation and national exploitation of fisheries resources for their own well being is recommended for Sabke Lake and other inland water bodies in Nigeria

To ascertain the effect of various concentrations of oxygen in water on the fry of rainbow trout experiments were made with aquaria at various concentrations of oxygen. The food supplied was chironomid larvae (Chironomus plumosus). A surplus of food was supplied to the fry. Indices are given of the reaction of the fry to different temperatures.

A number of authors have described the manner in which young salmonids, soon after emergence from the gravel, set up and defend territories. This leads to mortality or downstream displacement of the individuals which are unable to acquire territories and is widely accepted as the main method of population regulation amongst young salmonids. In some field experiments the fish were constrained in screened reaches and the option of downstream dispersal for the surplus fry was thus excluded. In order to explore some aspects of downstream dispersal more closely under conditions which gave more control than is obtained in a natural stream, four experimental channels were set up at Grassholme reservoir in Teesdale. The report describes the results of investigations on the timing and rate of downstream movement of young brown trout (Salmo trutta L.) and Atlantic salmon (Salmo salar L.) out of experimental channels, with special reference to the effect of water velocity on the rate of ”emigration”.

Este trabalho discute a política de emprego implementada no Brasil e na Itália nos últimos 10 anos. A ideia central é de que a política de emprego vem sendo alvo de estratégias por parte do Estado brasileiro e italiano como forma de responder ao problema endêmico do desemprego e se encontra dentro das exigências propostas pelas agências multilaterais para minimizar os impactos das mudanças em curso no âmbito do trabalho. Embora o desemprego sempre tenha sido um elemento fundamental na dinâmica das relações sociais de produção capitalista, tendo em vista que a formação de um excedente de trabalhadores é condição fundamental para a extração da taxa de mais-valia, através do trabalho não pago e expropriado pelo capitalista, ele vem sendo considerado como um processo natural, sem qualquer vinculação com a lógica da acumulação capitalista e, portanto, as políticas de emprego revelam-se como medidas pontuais que tendem a responsabilizar os sujeitos pela sua "incapacidade" de se adequar às mudanças em curso. neste sentido, as ações propostas reforçam o incentivo ao empreendedorismo, a precarização das condições de trabalho, no incremento do trabalho feminino e juvenil e na retirada gradativa de direitos sociais e trabalhistas. As consequências não podem ser percebidas igualmente nos dois países, haja vista as condições sócio-históricas que deram luz ao Estado social permitindo que na Itália as mudanças em curso apontem para uma precarização protegida e no Brasil numa precarização desprotegida.

Esse estudo aborda a perversão, tema de extrema relevância política e clínica no âmbito psicanalítico, que se revela como um dos problemas cruciais da psicanálise. Sua importância política imprime-se quando ressalta, com Lacan, que a política da psicanálise é a política da falta-a-ser correlata à ética do desejo e quando propõe que aceitar a diversidade do gozo, com suas múltiplas modalidades, e levar o sujeito a desvelar e a confrontar-se com o seu mais-de-gozar é uma indicação ética que deve orientar a política e a prática do psicanalista. A pesquisa, elaborada a partir dos fundamentos teórico-clínicos de Freud e Lacan, destaca o movimento lógico que delimita a perversão na obra freudiana e verifica uma convergência nas teses de ambos os autores, no que se refere à diferenciação entre a perversidade e a perversão como estrutura clínica. A construção de uma série de casos clínicos e o estudo da vida e da obra de cinco famosos escritores Marquês de Sade, Sacher-Masoch, André Gide, Jean Genet, Yukio Mishima vêm ilustrar que as práticas de gozo perverso não determinam a estrutura perversa. O matema da fantasia sadiana, forjado por Lacan, é tomado para demonstrar a Verleugnung freudiana, o modo que os sujeitos perversos encontram para lidar com castração da mãe/mulher. As fórmulas quânticas da sexuação, formuladas por Lacan, são utilizadas para evidenciar que a diferença entre a neurose e a perversão se explicita na estratégia de gozo que o sujeito utiliza na relação com o seu parceiro. A pesquisa, que se iniciou bibliográfica e se desenvolveu de cunho teórico-clínico, desvela que a clínica da perversão muito pode ensinar aos psicanalistas sobre os quatro conceitos fundamentais da psicanálise, sobre a relação entre o fetiche, a máscara e o semblante, sobre a sublimação, sobre as estratégias de gozo, em particular, o masoquismo. Esse estudo convoca a comunidade analítica ao debate, uma vez que enuncia, através da apresentação de casos de perversão, os impasses da clínica, além de presentificar o real da clínica na condução do tratamento de um caso de perversão.
