Over the last decade, joined-up government has assumed a prominent place in the study and practice of public management. In this article, drawing on the Irish case we adopt an institutionalist approach to the issue of joining-up government and bureaucratic reform. We explore how the period of sustained and rapid economic growth in Ireland during the 1990s was also characterised by a fragmentation of the public service and proliferation of agencies. Subsequently, as a consequence of the sharp contraction in public spending brought about by the global financial crisis, we find an accelerated process of public sector recentralisation, retrenchment and de-agencification. Much of this is occurring in an unplanned manner but under the generic banner of 'joining up' government. We identify the drivers behind these dynamics and how they have manifested themselves, as well as the changes to politicaladministrative relationships brought about by new initiatives, the power imbalances they expose, and ultimately their consequences on public service delivery. © Taylor & Francis Group, LLC.

There is renewed interest in the state's role in the economic sphere but a lack of research on the viability and employment effects of alternative economic models, in particular from a ‘liberal market economy’ perspective. This article addresses this gap in the human resource management literature by undertaking a detailed case study of industrial policy in the Irish pharmaceutical sector. The proactive and resource-intensive industrial policy adopted by the Irish government and development agencies is found to have underpinned a significant strategic upgrading in this sector of the Irish economy. In turn this has facilitated the growth of high-wage, high-skill jobs. The findings highlight the potential for an active industrial policy to promote employment upgrading in liberal market economies.

The management of public sector risk is increasingly seen as a priority area of UK government policy. This has been highlighted recently by the Prime Minister Gordon Brown who stated that “the issue of public risk is one of the most challenging areas of policy-making for any government” (Strategic Risk, 2008). In response to these challenges, the UK Prime Minister has appointed a new body - the Risk and Regulation Advisory Council (RRAC) which is tasked with improving the way risk to the public is understood and managed. One area of particular concern with regard to the governance of public sector risks involves projects procured via the Private Finance Initiative (PFI). These projects involve long-term contracts, complex multi-party interactions and thus create various risks to public sector clients. Today, most PFI actors acknowledge the potentially adverse effects of these risks and make an effort to prevent or mitigate undesirable results. As a consequence, issues of risk allocation, risk transfer and risk management have become central to the PFI procurement process. This paper provides an overview of the risk categories and risk types which are relevant to the public sector in PFI projects. It analyses risk as a feature of uncertain future project-related events and examines potential pitfalls which can be associated with PFI risk management on the basis of a case study of a high-profile PFI hospital in Scotland. The paper concludes that, despite the trend towards diminished risk profiles during the operational phase, the public sector continues to be exposed to significant risks when engaging in PFI-based procurement.

The restructuring of electricity markets, conducted to increase the competition in this sector, and decrease the electricity prices, brought with it an enormous increase in the complexity of the considered mechanisms. The electricity market became a complex and unpredictable environment, involving a large number of different entities, playing in a dynamic scene to obtain the best advantages and profits. Software tools became, therefore, essential to provide simulation and decision support capabilities, in order to potentiate the involved players’ actions. This paper presents the development of a metalearner, applied to the decision support of electricity markets’ negotiation entities. The proposed metalearner executes a dynamic artificial neural network to create its own output, taking advantage on several learning algorithms implemented in ALBidS, an adaptive learning system that provides decision support to electricity markets’ players. The proposed metalearner considers different weights for each strategy, depending on its individual quality of performance. The results of the proposed method are studied and analyzed in scenarios based on real electricity markets’ data, using MASCEM - a multi-agent electricity market simulator that simulates market players’ operation in the market.

As the financial crisis hit the Portuguese banks, the profitability of the whole sector squeezed to historical minimums. Reinventing the banking business model in the post-crisis context is an overriding issue to achieve sustainable profits and a low cost-to-income ratio. We propose banks to adopt a true multichannel approach, proceeding to a branch network reformatting and a relocation of services to online channels; adopt a true customer-centric approach and reduce the product and services portfolio complexity; finally, industrialize operations and rationalize the structure. With these measures in place, Portuguese banks will become leaner and more efficient, aspiring to a cost-to-income ratio below 45%.

Many Nonprofit Organizations are pursuing mergers and alliances with the purpose of become more sustainable, better use their resources, and generate a higher impact. This report wants to bring further concrete evidences to the contents highlighted by the researchers. Firstly, a theoretical framework is derived from the literature analysis. Based on that a case study is developed, which see the NOVA SBE and the IES – SBS planning a strategic alliance to constitute a new Social Entrepreneurship Center. A first analysis of the strategic alliance plan showed a wide potential in terms of impact generated and sustainability, only the future steps will be able to demonstrate the successful implementation.

The present dissertation aims at contributing to a strategic view over the use of innovative medicines in the portuguese private health sector, as a way of being complementary to public system that nowadays finances most of the innovative medicines. With the rationalization of expenses in the public health sector, pharmaceutical companies tend to look for opportunities of expansion to the private sector. The creation of innovative financial models for the private sector to cover innovative treatments is the proposed way of surpassing the restriction on the NHS sales of innovative medicines. This can be both for differentiating private health providers from the NHS or for the creation of premium services that can be differentiated from other private providers of the portuguese market.

The information and communication technologies (ICT) sectors are in a process of technological convergence. Determinant factors in this process are the liberalisation of the telecommunications markets and technological change. Many firms are engaged in a process of mergers and alliances to position themselves in this new framework. Technological and demand uncertainties are very important. Our objective in this paper is to study the economic determinants of the strategies of the firms. With this aim, we review some key technological and demand aspects. This paper presents a theoretical and empirical analysis of strategic competition in retail banking when some of the financial firms are non-profit organisations that invest in social activities. Banking literature about competition is fairly large, but the strategic interaction between profit maximizing and non profit maximizers has not been extensively analysed except for Purroy and Salas (1999). In this paper, a completely different approach is taken. An adaptation of Hotelling’s two stage model of spatial competition is developed to take into account consumer perceptions respect to the two different types of financial institutions. The empirical analysis confirms that consumers take into account other features different from the price, such as social contribution or closer service to make a deposit or mortgage decision. Se hizo un estudio exploratorio de carácter prospectivo, para identificar las opciones y alternativas que pueden encontrarse en el mercado del sector automotor para el ingreso de una gama de vehículos híbridos o ecológicos, de tal manera que se puedan entregar elementos de juicio a los interesados en invertir en este ramo, que les permitan tomar decisiones estratégicas en este sentido. El estudio contemplo los aspectos de mercadeo, estudio estratégico sectorial y un estudio de escenarios de futuro. El estudio de escenarios de futuro se llevo a cabo mediante la metodología prospectiva de Michael Godet, en la cual, a partir del abordaje del problema como un sistema, se identifican preliminarmente las variables que lo integran y las relaciones que existen entre ellas desde los conceptos de influencia y dependencia que pueden generar variaciones del mismo en el tiempo. Dentro de la misma metodología se hace además una identificación de los actores más importantes del sistema, y a partir de las consultas de expertos y bibliografía, se establecen sus comportamientos característicos y la forma como estos pueden influenciar a las variables claves y por lo tanto a la estabilidad del sistema en el tiempo. A partir de la información anterior, es decir una vez identificadas las variables claves, se definen los objetivos estratégicos, y se exponen los posibles escenarios de futuro de acuerdo con las graficas de probabilidades que arroja el sistema, de estos escenarios de futuro se identifica el escenario ideal o el escenario apuesta.

Durante la última década hemos presenciado una revolución tecnológica que nos ha llevado a interconectarnos globalmente, desde las redes sociales como mecanismo de unión entre las personas hasta los servicios mercerizados prestados a través de la web que cada día van logrando un tejido empresarial mas informado y en contacto, en donde la información es en tiempo real y de gran ayuda para la toma de decisiones diarias. En el siguiente texto podremos observar de forma más detenida y detallada la forma en que se están generando unidades de negocio estratégicas que surgen a medida que la conectividad comienza a ser prioridad en muchas organizaciones, en donde buscan generar ventajas competitivas por medio de la tercerización de procesos, lo que ha llevado que Colombia quiera ser pionera en dicha materia. Pero para lograr consolidar un aparato productivo que incursione en el mundo digital y preparar la fuerza laboral para que pueda prestar dichos servicios tercer izados el gobierno ha ubicado los puntos críticos en donde se deben focalizar los recursos y los esfuerzos, de esta forma este texto busca aclarar y generar nuevas ideas en torno a la tercerización de los servicios, pasando por los modelos de negocios en la tercerización, los medios y la realidad actual de Colombia en este mercado.

Durante el desarrollo de este trabajo de grado, se describe la posibilidad de incrementar estratégicamente el potencial de atraer visitantes extranjeros al país. Colombia es un lugar lleno de biodiversidad, cultura y belleza; pero algunas circunstancias como la guerra, la mala imagen a nivel internacional y la pobre infraestructura turística, han detenido el crecimiento de los indicadores turísticos. La implementación de diferentes estrategias distintivas para posicionar la industria turística y para lograr el mejoramiento continuo, como la definición de planes de contingencia para luchar en contra de la violencia y la inseguridad, el mejoramiento de las condiciones de infraestructura, la mejor capacitación y entrenamiento de todas las personas relacionadas con este segmento de mercado y también los esfuerzos por difundir en mayor proporción información clara y eficiente sobre Colombia; son algunos de los principales objetivos que deben ser alcanzados para incrementar el nivel de atractividad del sector para visitantes internacionales, y también, estas estrategias contribuirán al mejoramiento de los indicadores de desempeño del sector y del país en general.
