En este artículo se presenta una reflexión sobre la forma en que se ha incorporado la noción de sostenibilidad ambiental en el ordenamiento físico urbano en Colombia, una aproximación parcial que ha privilegiado algunos componentes físicos de la estructura ecológica, sin considerar suficientemente las implicaciones de aspectos tales como el suelo urbano, las actuaciones de los servicios públicos, las racionalidades de consumo y el metabolismo de la ciudad, los cuales tienen una mayor incidencia sobre la sostenibilidad urbana. El seguimiento a esta tendencia de incorporar herramientas de planeación ambiental estratégica sirve, en primera instancia, para llevar a cabo una reflexión crítica sobre el ordenamiento físico en nuestro medio, la planeación para el desarrollo urbano sostenible, los modelos de ciudad y la participación ciudadana El artículo se divide en tres partes. En la primera se presentan consideraciones sobre sostenibilidad urbana como el marco de la evaluación estratégica ambiental. En la segunda parte se presenta la Evaluación Estratégica Ambiental (EAE) en la formulación de políticas, programas, planes y proyectos. Finalmente, se hacen algunas consideraciones sobre la necesidad de incorporar la EAE en las agendas de formulación y concertación ambiental de temas estratégicos, políticas y planeamiento urbano en Colombia.---The potential for integrated strategic environmental assessment: food for thought on urban sustainability in ColombiaThis article presents a reflection on how the notion of environmental sustainability in the physical urban system was incorporated in Colombia, a partial approach that has privileged some physical components of the ecological structure, without sufficiently considering the implications of such aspects as urban land, the actions of public services, consumer rationalities and metabolism of the city, which have a greater impact on urban sustainability. Monitoring this trend of incorporating strategic environmental planning tools, served in the first instance to undertake a critical reflection on the physical arrangement in our environment, planning for sustainable urban development, and models of city and citizen participation. The article is divided into three parts. The first presents considerations on urban sustainability as the framework of strategic environmental assessment. In the second part presents the Strategic Environmental Assessment (SEA) in the formulation of policies, programs, plans and projects. En el siguiente trabajo se planteará una investigación de tipo descriptiva en donde se pretende investigar la estructura organizacional en Procafecol Colombia de una de las más recientes áreas de la compañía, se trata del área de Sostenibilidad. La idea principal de esta investigación es tener más conocimiento sobre el área, entendiendo el por qué de su surgimiento hace menos de un año, la división y coordinación que existe, cómo ésta se relaciona con el resto de la compañía haciendo que se logre un cumplimiento de los objetivos y estrategias de la organización. Debido al poco conocimiento sobre la estructura organizacional de la nueva área de Responsabilidad Social o de Sostenibilidad, se plantea una investigación descriptiva, que permita entender cómo se divide y coordina el trabajo en dichas unidades, y como éstas se relacionan con el resto de la organización y cuál es la visión y misión de ésta para poder llegar a ser un área fundamental y exitosa dentro de la organización.

En línea con el artículo de Descripción organizacional de Helm Bank, este artículo es un aporte investigativo adicional al Proyecto general de “Descripción de las estructuras organizacionales de las áreas de Responsabilidad Social Empresarial” del investigador Rafael Piñeros de la Universidad del Rosario. Este artículo permite evaluar y entender la perspectiva desde el ángulo de una empresa multinacional que opera en casi todos los países del mundo en el sector de alimentos y bebidas, y que debe lograr adaptar su modelo de negocio y desarrollo sostenible de acuerdo al ambiente donde se desempeña, manteniendo unos lineamientos globales pero adaptados a las necesidades de las comunidades locales. Resulta muy interesante identificar la importancia que para PepsiCo tiene la Responsabilidad Social y su evolución para asegurar unos rendimientos y una sostenibilidad en el largo plazo que permite a la compañía y a las comunidades donde opera seguir creciendo, crear valor compartido y obtener beneficios a lo largo del tiempo.

Este artículo emerge de la necesidad de documentar la operación, la evolución y los aprendizajes claves desarrollados a lo largo de la construcción, diseño y puesta en marcha de áreas de responsabilidad social y sostenibilidad en empresas Colombianas y extranjeras, bajo un contexto actual y real. El estudio de las variables antes mencionadas y la aplicación de una herramienta en el área de responsabilidad social del Banco Davivienda, permitió desarrollar un comparativo entre la teoría y la práctica, por lo que se logró construir un análisis de las políticas de sostenibilidad propias del banco, así como su ejecución y relación con las demás áreas organizacionales.

El objetivo de este artículo es describir la operación del área de Sostenibilidad de Alpina S.A. en Colombia, como parte de un proyecto de investigación que permita entender el funcionamiento de dicha área. Los métodos de recolección de información utilizados fueron la entrevista semiestructurada y la consulta de fuentes secundarias. Para lograr el objetivo, se definieron indicadores agrupados en cuatro variables así: Evolución del área, Plataforma estratégica, División del trabajo y Coordinación del trabajo. La información recolectada se codificó y clasificó de acuerdo a las variables de análisis. Los resultados exponen que el área de Sostenibilidad actúa de manera transversal en la organización y está integrada a la estrategia del negocio, siendo parte fundamental en las decisiones y los proyectos de las distintas áreas de la compañía.

This paper critically reviews the application of a post-development analysis to sustainable development by employing a defined target for post-development analysis – the Environmental Kuznets Curve (EKC). Data from the 2005 Environmental Sustainability Index (ESI) for 146 countries are used to generate statistically significant EKC models, and the approach is deconstructed by employing post-development theory. While an ESI derived EKC is an easy target for post-development critique, there are foundations upon which both rest, and are not easily dismissed. Neither is the typical post-development 'alternative' of encouraging 'endogenous discourse' and grassroots movements at odds with sustainable development. As a result, this paper argues that sustainable development theory already incorporates much of the critique and alternatives raised by post-developmentalists. Indeed, what is more disconcerting is that sustainable development readily encompasses such apparently divergent ideas represented by the ESI, EKC and post-developmental critique and solutions.

Organic farming aims to create an integrated, humane, environmentally and economically sustainable agricultural system. For organic dairy systems, the fulfilment of these aims requires the understanding and integration of a number of systems components including land use (mixed or dairy only) and stocking rate; grassland and forage production, including quantity and quality; potential milk yield and milk quality; animal nutrition (largely farm based) and health; environmental sustainability such as farm nutrient balance; the financial status of the farm, including enterprise performance, fixed costs and labour use, and farm income and profit; and finally the policy environment in which organic dairy systems operate. This review discusses worldwide research undertaken into each of these key components of organic dairy production systems. As converting organic dairy systems are often considerably different to established organic systems, both the converting and developed organic dairy system are discussed in this paper.

The paper outlines EU policy on bioenergy, including biofuels, in the context of its policy initiatives to promote renewable energy to combat greenhouse gas emissions and climate change. The EU's Member States are responsible for implementing EU policy: thus, the UK's Renewables Obligation on electricity suppliers and its Renewable Transport Fuel Obligation and road-fuel tax rebates are examined. It is unlikely that EU policy is in conflict with the WTO Agreement on Agriculture or that on Subsidies and Countervailing Measures, but its provisions on environmental sustainability criteria could be problematic.

Food is fundamental to human wellbeing and development. Increased food production remains a cornerstone strategy in the effort to alleviate global food insecurity. But despite the fact that global food production over the past half century has kept ahead of demand, today around one billion people do not have enough to eat, and a further billion lack adequate nutrition. Food insecurity is facing mounting supply-side and demand-side pressures; key among these are climate change, urbanisation, globalisation, population increases, disease, as well as a number of other factors that are changing patterns of food consumption. Many of the challenges to equitable food access are concentrated in developing countries where environmental pressures including climate change, population growth and other socio-economic issues are concentrated. Together these factors impede people's access to sufficient, nutritious food; chiefly through affecting livelihoods, income and food prices. Food security and human development go hand in hand, and their outcomes are co-determined to a significant degree. The challenge of food security is multi-scalar and cross-sector in nature. Addressing it will require the work of diverse actors to bring sustained improvements inhuman development and to reduce pressure on the environment. Unless there is investment in future food systems that are similarly cross-level, cross-scale and cross-sector, sustained improvements in human wellbeing together with reduced environmental risks and scarcities will not be achieved. This paper reviews current thinking, and outlines these challenges. It suggests that essential elements in a successfully adaptive and proactive food system include: learning through connectivity between scales to local experience and technologies high levels of interaction between diverse actors and sectors ranging from primary producers to retailers and consumers, and use of frontier technologies.

Over the next few decades, it is expected that increasing fossil fuel prices will lead to a proliferation of energy crop cultivation initiatives. The environmental sustainability of these activities is thus a pressing issue—particularly when they take place in vulnerable regions, such as West Africa. In more general terms, the effect of increased CO2 concentrations and higher temperatures on biomass production and evapotranspiration affects the evolution of the global hydrological and carbon cycles. Investigating these processes for a C4 crop, such as sugarcane, thus provides an opportunity both to extend our understanding of the impact of climate change, and to assess our capacity to model the underpinning processes. This paper applies a process-based crop model to sugarcane in Ghana (where cultivation is planned), and the São Paulo region of Brazil (which has a well-established sugarcane industry). We show that, in the Daka River region of Ghana, provided there is sufficient irrigation, it is possible to generate approximately 75% of the yield achieved in the São Paulo region. In the final part of the study, the production of sugarcane under an idealized temperature increase climate change scenario is explored. It is shown that doubling CO2 mitigates the degree of water stress associated with a 4 °C increase in temperature.

Both the EU’s Renewable Energy Directive (RED) and Article 7a of its Fuel Quality Directive (FQD) seek to reduce greenhouse gas (GHG) emissions from transport fuels. The RED mandates a 10% share of renewable energy in transport fuels by 2020, whilst the FQD requires a 6% reduction in GHG emissions (from a 2010 base) by the same date. In practice, it will mainly be biofuels that economic operators will use to meet these requirements, but the different approaches can lead to either the RED, or the FQD, acting as the binding constraint. A common set of environmental sustainability criteria apply to biofuels under both the RED and the FQD. In particular, biofuels have to demonstrate a 35% (later increasing to 50/60%) saving in life-cycle GHG emissions. This could be problematic in the World Trade Organization (WTO), as a non-compliant biofuel with a 34% emissions saving would probably be judged to be ‘like’ a compliant biofuel. A more economically rational way to reduce GHG emissions, and one that might attract greater public support, would be for the RED to reward emission reductions along the lines of the FQD. Moreover, this modification would probably make the provisions more acceptable in the WTO, as there would be a clearer link between policy measures and the objective of reductions in GHG emissions; and the combination of the revised RED and the FQD would lessen the commercial incentive to import biofuels with modest GHG emission savings, and thus reduce the risk of trade tension.

Approaches to natural resource management emphasise the importance of involving local people and institutions in order to build capacity, limit costs, and achieve environmental sustainability. Governments worldwide, often encouraged by international donors, have formulated devolution policies and legal instruments that provide an enabling environment for devolved natural resource management. However, implementation of these policies reveals serious challenges. This article explores the effects of limited involvement of local people and institutions in policy development and implementation. An in-depth study of the Forest Policy of Malawi and Village Forest Areas in the Lilongwe district provides an example of externally driven policy development which seeks to promote local management of natural resources. The article argues that policy which has weak ownership by national government and does not adequately consider the complexity of local institutions, together with the effects of previous initiatives on them, can create a cumulative legacy through which destructive resource use practices and social conflict may be reinforced. In short, poorly developed and implemented community based natural resource management policies can do considerably more harm than good. Approaches are needed that enable the policy development process to embed an in-depth understanding of local institutions whilst incorporating flexibility to account for their location-specific nature. This demands further research on policy design to enable rigorous identification of positive and negative institutions and ex-ante exploration of the likely effects of different policy interventions.

The rise of food security up international political, societal and academic agendas has led to increasing interest in novel means of improving primary food production and reducing waste. There are however, also many ‘post-farm gate’ activities that are critical to food security, including processing, packaging, distributing, retailing, cooking and consuming. These activities all affect a range of important food security elements, notably availability, affordability and other aspects of access, nutrition and safety. Addressing the challenge of universal food security, in the context of a number of other policy goals (e.g. social, economic and environmental sustainability), is of keen interest to a range of UK stakeholders but requires an up-to-date evidence base and continuous innovation. An exercise was therefore conducted, under the auspices of the UK Global Food Security Programme, to identify priority research questions with a focus on the UK food system (though the outcomes may be broadly applicable to other developed nations). Emphasis was placed on incorporating a wide range of perspectives (‘world views’) from different stakeholder groups: policy, private sector, non-governmental organisations, advocacy groups and academia. A total of 456 individuals submitted 820 questions from which 100 were selected by a process of online voting and a three-stage workshop voting exercise. These 100 final questions were sorted into 10 themes and the ‘top’ question for each theme identified by a further voting exercise. This step also allowed four different stakeholder groups to select the top 7–8 questions from their perspectives. Results of these voting exercises are presented. It is clear from the wide range of questions prioritised in this exercise that the different stakeholder groups identified specific research needs on a range of post-farm gate activities and food security outcomes. Evidence needs related to food affordability, nutrition and food safety (all key elements of food security) featured highly in the exercise. While there were some questions relating to climate impacts on production, other important topics for food security (e.g. trade, transport, preference and cultural needs) were not viewed as strongly by the participants.

The Chiltern commons are typical of those in the south east of England: small and numerous, but with the potential to provide important natural green space whilst contributing to environmental sustainability. In order to keep commons in good heart, they need to be managed. However, as activities such as grazing and coppicing become unviable on the commons, owners need to find sustainable roles beyond traditional agricultural and silvicultural practices. This paper examines ways of making management pay. It begins by exploring the economic, social and environmental challenges of sustainable management within the context of contemporary life. Section 2 identifies the different ways in which revenue contributions might be made towards the management of commons. Section 3 examines the relevant legal and other restrictions and Section 4 offers insights into where management proposals might offer multiple positive benefits, but also where there is the potential to cause conflict with environmental and social interests. Section 5 explores alternative funding streams for commons. Finally, Section 6 concludes with practical tips for the owners and managers of commons in the Chilterns and identifies areas for further research.
