Given the uncertainties of the environment in today's world, strategic planning is again discussed as an important tool to position the organization in future likely. To address this a more dynamic and less linear, trying to adapt the multiple realities, the method of scenarios can be one of the strategies to anticipate future designs. In the public sphere, an efficient implementation of human resources and financial managers require a new approach to the formulation of strategies. Tourism, in turn, presents itself as an important segment of the national economy shaped up as a major source of funds for the formation of the Gross Domestic Product - GDP - of states and municipalities. This study aims to know the guidelines and perspectives of municipal planning of tourism in the city of Natal/RN from the case by the representatives of the sector. The survey was developed based on a qualitative, exploratory, based on the case in the Secretaria Municipal de Turismo e Desenvolvimento Econômico - SETURDE. The results express that the body goes through a time of changes in its organizational structure and in defining its role with the local tourism. The national plan for tourism and the choice of Christmas as the host city for the World Cup in 2014 have stimulated interest in developing a formal strategic planning in the organization. However, when it comes to more complex tools, such as the method of future scenarios, the technical know its definition and importance for future actions. The results presented support the conclusion that the actions are designed intuitively and without complying with the scientific methods developed for this purpose, as the method of strategic scenarios. However, the evidence beginning to emerge from the plans and documents issued by the federal government, as well as the Secretary's own initiative, direct the actions of the body to coordinate and act as a fulcrum for local action to the increase in tourism

Existing planning theories tend to be limited in their analytical scope and often fail to account for the impact of many interactions between the multitudes of stakeholders involved in strategic planning processes. Although many theorists rejected structural–functional approaches from the 1970s, this article argues that many of structural–functional concepts remain relevant and useful to planning practitioners. In fact, structural–functional approaches are highly useful and practical when used as a foundation for systemic analysis of real-world, multi-layered, complex planning systems to support evidence-based governance reform. Such approaches provide a logical and systematic approach to the analysis of the wider governance of strategic planning systems that is grounded in systems theory and complementary to existing theories of complexity and planning. While we do not propose its use as a grand theory of planning, this article discusses how structural–functional concepts and approaches might be applied to underpin a practical analysis of the complex decision-making arrangements that drive planning practice, and to provide the evidence needed to target reform of poorly performing arrangements.

Every university in Australia has a set of policies that guide the institution in its educational practices, however, the policies are often developed in isolation to each other. Now imagine a space where policies are evidence-based, refined annually, cohesively interrelated, and meet stakeholders’ needs. Is this happenstance or the result of good planning? Culturally, Queensland University of Technology (QUT) is a risk-averse institution that takes pride in its financial solvency and is always keen to know “how are we going?” With a twenty-year history of annual reporting that assures the quality of course performance through multiple lines of evidence, QUT’s Learning and Teaching Unit went one step further and strategically aligned a suite of policies that take into consideration the needs of their stakeholders, collaborate with other areas across the institution and use multiple lines of evidence to inform curriculum decision-making. In QUT’s experience, strategic planning can lead to policy that is designed to meet stakeholders’ needs, not manage them; where decision-making is supported by evidence, not rhetoric; where all feedback is incorporated, not ignored; and where policies are cohesively interrelated, not isolated. While many may call this ‘policy nirvana’, QUT has positioned itself to demonstrate good educational practice through Reframe, its evaluation framework. In this case, best practice was achieved through the application of a theory of change and a design-led logic model that allows for transition to other institutions with different cultural specificity. The evaluation approach follows Seldin’s (2003) notion to offer depth and breadth to the evaluation framework along with Berk’s (2005) concept of multiple lines of evidence. In summary, this paper offers university executives, academics, planning and quality staff an opportunity to understand the critical steps that lead to strategic planning and design of evidence-based educational policy that positions a university for best practice in learning and teaching.

The past decade has seen an increase in the occurrence of natural hazards and the experience in Australia has led to a reconsideration of the planning for natural hazards by government and to the adoption of a whole-of-nation resilience-based approach to disaster management. A key component of creating community resilience is the integration of disaster management with government and community strategic planning in relation to the social, built, economic and natural environments. Joint responsibility of government and the community for ‘land use planning systems and building control arrangements [which] reduce, as far as is practicable, community exposure to unreasonable risks from known hazards’, is a critical element of a resilient community. As the responsibility for the implementation of land use planning policies in Australia is generally with local governments, this paper will examine whether, in light of improved predictive technology, the failure of a local government to adequately foresee and make provision for a known hazard will give rise to liability for damage or loss of property caused by that hazard.

Scenario planning is a method widely used by strategic planners to address uncertainty about the future. However, current methods either fail to address the future behaviour and impact of stakeholders or they treat the role of stakeholders informally. We present a practical decision-analysis-based methodology for analysing stakeholder objectives and likely behaviour within contested unfolding futures. We address issues of power, interest, and commitment to achieve desired outcomes across a broad stakeholder constituency. Drawing on frameworks for corporate social responsibility (CSR), we provide an illustrative example of our approach to analyse a complex contested issue that crosses geographic, organisational and cultural boundaries. Whilst strategies can be developed by individual organisations that consider the interests of others – for example in consideration of an organisation's CSR agenda – we show that our augmentation of scenario method provides a further, nuanced, analysis of the power and objectives of all concerned stakeholders across a variety of unfolding futures. The resulting modelling framework is intended to yield insights and hence more informed decision making by individual stakeholders or regulators.

Globalisation is set to have a major impact on world horticultural production and distribution of fruit and vegetables throughout the world. In contrast to developing countries such as China, production and consumption of fresh fruit and vegetables in most developed countries is relatively static. For developed countries, we are starting to see consolidation in the number of farms producing fruit and vegetables with falling or static prices and real farm incomes. Global supply chains are now dominated by a few large multi-national retailers supplied by preferred trans-national distribution companies. The major competitive advantages that are emerging are consistency of supply of high quality product over an extended season and the control of genetic resources and their marketing. To capture these new competitive advantages, new strategic analyses and planning processes must be implemented. In the past, strategic analyses and planning has been undertaken on an ad hoc basis without accurate global intelligence. In the future, working ‘on the supply chain’ will become equally, if not more important, than working ‘in the supply chain’. A revised approach to strategic planning, which encompasses and adjusts for the changes caused by globalisation, is urgently needed. A new 6-step strategic analyses process is described.

One of the distinctive features of Gold Coast urbanisation is its historically ad hoc approach to development with little or no strategic planning to guide it. Many have commented on the lack of planning on the Gold Coast calling it ‘an experiment in freedom’ or ‘free enterprise city’. Following a major restructuring of the Queensland’s local councils, the 1990s witnessed a shift from ad hoc decision making to more systematic planning on the Gold Coast. Understanding the past is important for shaping the future. This paper reviews the history of regulatory planning on the Gold Coast, encompassing decisions affecting the form and development of its earliest settlements through to its periods of greatest construction and most streamlined decision–making. It focuses mainly on past planning processes, the problems identified in each planning exercise and the interventions introduced, asking whether these were implemented or not and why. The paper positions the Gold Coast as a physical embodiment of this history of decision making, assessing the effects on the city as a whole of specific measures either affording freedoms or insisting on accountability to various levels of regulation. It examines how the absence of some planning measures influenced the form of the city and its internal arrangements and considers how the shift from ad hoc decision making towards more systematic planning efforts affected the city’s urbanisation. The lessons that the Gold Coast example provides will resonate with places elsewhere in Australia and the world, if not always in scale definitely in substance.

Este estudo tem como objeto o documento Reflexões aos Novos Gestores Municipais de Saúde e questiona qual abordagem de planejamento é utilizada nos documentos distribuídos aos novos gestores da saúde municipal, buscando uma aproximação a partir de seus objetivos. Apresenta e analisa o documento, que é distribuído às Secretarias de Saúde para gestores e planejadores da saúde nos municípios brasileiros, identificando o tipo de abordagem relativa ao planejamento em saúde. Esse documento, formulado pelo CONASEMS, que delibera sobre o planejamento da saúde municipal, é uma tentativa de clarear a missão dos novos gestores de prover o planejamento da saúde nos municípios brasileiros, e sua relevância é conhecer o posicionamento dos órgãos centrais sobre o modelo de planejamento. Para fundamentar teoricamente o estudo, foi escolhido o método CENDESOPAS, o planejamento estratégico de Mario Testa e o planejamento estratégico situacional de Carlus Matus. Metodologicamente, utiliza um estudo documental com abordagem qualitativa, e como procedimento metodológico, uma análise temática de conteúdo segundo Bardin, aplicada a alguns itens do documento com maior aderência aos objetivos. A partir das etapas sugeridas por Bardin, chega-se a três categorias de análise: aspectos políticos do planejamento; planejamento e programação; e modelos de atenção. Apresenta os achados destacando partes dos itens do documento, correlacionando-os com o referencial teórico do estudo. Os resultados das categorias evidenciam que nos aspectos políticos do planejamento existem traços da abordagem do CENDES-OPAS, mas as abordagens do planejamento estratégico e estratégico situacional ficam mais evidentes a partir dos termos demanda e diretrizes políticas, programa de governo, participação de atores no planejamento e pactuações, bastante utilizados por Carlus Matus e Mario Testa. Na categoria planejamento e programação, as abordagens relativas ao planejamento ficam mescladas, evidenciando as abordagens do planejamento estratégico com predominância para o planejamento estratégico situacional. Com relação à categoria modelo de atenção, o documento aponta para a necessidade do fortalecimento e organização da Atenção Básica/Primária com mudanças nas práticas de saúde, que devem ter como foco a integralidade. Finaliza entendendo que as abordagens que o documento utiliza têm maior correspondência com as do planejamento estratégico e planejamento estratégico situacional. O documento não busca instrumentalizar os gestores para o como fazer, mas procura evidenciar os aspectos subjetivos do planejamento como forma de despertar em cada gestor uma imagem-objetivo para a operacionalização das políticas, dos princípios e das diretrizes do SUS.

O trabalho realizado contempla a configuração de um caminho de pensamento sobre a espacialização do lixo no município do Rio de Janeiro. Apresenta o problema da destinação do lixo os transtornos causados à população e agravados pela industrialização; adoção de técnicas de coleta e destinação, o surgimento de empresas com o propósito de garantir a limpeza e o aperfeiçoamento técnico para confinamento do lixo. Demonstra um detalhamento da geração dos resíduos sólidos urbanos do município do Rio de Janeiro e sua destinação no fim do século XX. Apresentando quantitativo dos resíduos gerados e posteriormente destinados aos lixões. Analisa também o processo de esgotamento dos aterros sanitários existentes e a constituição de uma nova rede geográfica para destinação final dos resíduos. O exemplo da Central de Tratamento de Resíduos (CTR Rio), projeto executado por iniciativa privada, empresa Ciclus, instalada no município de Seropédica, responsável por receber todo o lixo do município do Rio de Janeiro e tratá-lo por meio de novas técnicas e tecnologias. Os resíduos são recebidos através de estações de transferência (ETR) instaladas em pontos geográficos específicos das regiões administrativas do município do Rio de Janeiro e transportado à CTR Rio para o devido confinamento, por meio de uma nova rede geográfica paradestinação final

Strategic planning can be an arduous and complex task; and, once a plan has been devised, it is often quite a challenge to effectively communicate the principal missions and key priorities to the array of different stakeholders. The communication challenge can be addressed through the application of a clearly and concisely designed visualisation of the strategic plan - to that end, this paper proposes the use of a roadmapping framework to structure a visual canvas. The canvas provides a template in the form of a single composite visual output that essentially allows a 'plan-on-a-page' to be generated. Such a visual representation provides a high-level depiction of the future context, end-state capabilities and the system-wide transitions needed to realise the strategic vision. To demonstrate this approach, an illustrative case study based on the Australian Government's Defence White Paper and the Royal Australian Navy's fleet plan will be presented. The visual plan plots the in-service upgrades for addressing the capability shortfalls and gaps in the Navy's fleet as it transitions from its current configuration to its future end-state vision. It also provides a visualisation of project timings in terms of the decision gates (approval, service release) and specific phases (proposal, contract, delivery) together with how these projects are rated against the key performance indicators relating to the technology acquisition process and associated management activities. © 2013 Taylor & Francis.

O tema desta tese relaciona-se com a qualificação das estratégias de desenvolvimento municipais. A emergência do planeamento territorial estratégico, como alternativa ou suplemento ao planeamento físico tradicional, reintroduziu o debate sobre a capacidade de o planeamento territorial influenciar trajectórias de desenvolvimento descentralizadas. A investigação segue, em termos teóricos e empíricos, duas linhas de inquirição: uma, relativa aos desafios colocados pelas premissas metodológicas e operativas da abordagem estratégica em planeamento territorial; a outra, diz respeito às implicações da actualização da agenda que acompanharam a emergência da abordagem estratégica, incidindo designadamente sobre a questão da competitividade territorial. A primeira lida com a validade intrínseca da abordagem estratégica e a forma como esta confronta as práticas tradicionais dominantes no planeamento territorial, em particular em Portugal. É feita uma análise do debate e dos resultados de experiências recentes em planeamento territorial estratégico e uma reflexão sobre a forma como estas podem influenciar o estabelecimento de novos referenciais para a intervenção dos sistemas de planeamento. A segunda pretende aprofundar o conhecimento sobre as competências necessárias ao planeamento, para a gestão de processos descentralizados de promoção da competitividade, e avaliar o alcance dos resultados obtidos até agora e as limitações associadas à concretização daquele objectivo. Argumenta-se que algumas das mais significativas exigências conceptuais da perspectiva estratégica de intervenção sobre o território são tratadas com ligeireza, ao mesmo tempo que, no contexto da definição de um quadro de avaliação do planeamento territorial estratégico, se espera contribuir para uma reavaliação do papel que cabe ao plano, enquanto instrumento de referência e de motivação para a acção em planeamento. Na outra parte da investigação, relativa à actualização da agenda de planeamento, é feita uma análise crítica da noção de competitividade Territorial. Usando contributos disciplinares da economia regional, da geografia económica, da sociologia económica e dos sistemas territoriais de inovação desenvolve-se um quadro conceptual que procura pôr em evidência a convergência entre as capacidades de uma prática qualificada de planeamento territorial estratégico e as necessidades e requisitos dos processos de desenvolvimento local. A análise de um conjunto de experiências municipais de concepção e implementação de planos estratégicos, representando realidades locais bastante heterogéneas em termos de dinâmica económica e de capacidades institucionais, é usada para avaliar alguns dos principais aspectos levantados em cada uma das linhas sob investigação.
