The City of St. Catharines, located on the southern shore of Lake Ontario, is Niagara Region's only major urban node. Like many small/medium-sized cities in Canada and abroad, the city experienced a rapid decline of large-scale manufacturing in the 1990s. In a renewed attempt to recover from this economic depression, and spurred by Provincial policy, the City implemented the Downtown Creative Cluster Master Plan (DCCMP) in 2008. In this thesis I conduct a discourse analysis of the DCCMP. My analysis indicates that DCCMP is shaped by neoliberal economic development paradigms. As such it is designed to restructure the downtown into a creative cluster by attracting developers/investors and appealing to the interests, tastes, and desires of middle-class consumers and creatives. I illustrate that this competitive city approach to urban planning has a questionable track record, and has been shown to result in retail and residential gentrification and displacement.

The Palma Project is an experiment in the use of cultural identity as a social trigger to address ecological degradation. The research methodology draws from environmental, social and urban analyses to unveil the best strategy to address the ecological, river restoration and water treatment challenges in Berkeley, California’s “Sister City” in southeast Cuba, Palma Soriano. The objective is to provide a better quality of life and to create new opportunities for the local community to reconnect with natural cycles of water and the cultivation of their own land. The project aim is to promote the strength and capacity of local communities to protect their own environment based upon a master plan, which includes natural wastewater treatment, reforestation, urban agriculture and the facilitation and utilization of a public space bordering the major river which flows by Palma Soriano, the Cauto. This project will contribute and produce healthy water recycling for Palma, provide a potable water source for the city, encourage ecological restoration of the riparian zone of the Cauto, and provide new opportunities for food production. It is designed to preserve the cultural identity of the local community, and to restore the essential balance between the community’s need to sustain both itself and the natural environment.

This research project focuses on contemporary eagle-taming falconry practice of the Altaic Kazakhs animal herding society in Bayan Ulgii Province in Western Mongolia. It aims to contributing both theoretical and empirical criteria for cultural preservation of Asian falconry. This cultural as well as environmental discourse is illustrated with concentrated field research framed by ecological anthropology and ethno-ornithology from the viewpoint of “Human-Animal Interaction (HAI)” and “Human-Animal Behavior (HAB)”. Part I (Chapter 2 & 3) explores ethno-archaeological and ethno-ornithological dimensions by interpretive research of archaeological artefacts which trace the historical depth of Asian falconry culture. Part II (Chapter 4 & 5) provides an extensive ethnographic narrative of Altaic Kazakh falconry, which is the central part of this research project. The “Traditional Art and Knowledge (TAK)” in human-raptor interactions, comprising the entire cycle of capture, perch, feeding, training, hunting, and release, is presented with specific emphasis on its relation to environmental and societal context. Traditional falconry as integral part of a nomadic lifestyle has to face some critical problems nowadays which necessitate preventing the complete disappearance of this outstanding indigenous cultural heritage. Part III (Chapter 6 & 7) thus focuses on the cultural sustainability of Altaic Kazakh falconry. Changing livelihoods, sedentarisation, and decontextualisation are identified as major threats. The role of Golden Eagle Festivals is critically analysed with regard to positive and negative impact. This part also intends to contribute to the academic definition of eagle falconry as an intangible cultural heritage, and to provide scientific criteria for a preservation master plan, as well as stipulate local resilience by pointing to successive actions needed for conservation. This research project concludes that cultural sustainability of Altaic Kazakh falconry needs to be supported from the angles of three theoretical frameworks; (1) Cultural affairs for protection based on the concept of nature-guardianship in its cultural domain, (2) Sustainable development and improvement of animal herding productivity and herder’s livelihood, (3) Natural resource management, especially supporting the population of Golden Eagles, their potential prey animals, and their nesting environment.

Revisión de los sistemas urbanos a través de los equipamientos urbanos escolares. El área de estudio fue la Localidad de Usaquén de la ciudad de Bogotá, teniendo en cuenta la política pública, las estrategias de ordenamiento territorial y el plan maestro de equipamientos educativos.

There is a widespread assumption that clients’ expectations should be accommodated during a building project. However, there may be conflicting expectations within a client organization and these may change over time in the course of a project. Actor-Network Theory (ANT) is used to study the incorporation of client expectations into the on-going development of a building project. To illustrate this, negotiations over a particular decision, namely the location of a building on one university campus was analysed. Negotiations went through a number of stages, involving a master plan architect, members of the public, campus maps and the Vice Chancellor. An ANT analysis helped to trace diverse actors' interests in a series of discussions and how these interests conflict with each other as one option was chosen over another. The analysis revealed new client interests in each negotiation process. Also, the prioritisation of client interests changed over time. The documentation of diverse and dynamic client interests especially contributes to the understanding of how some client interests fail to be incorporated in decision-making processes

O objetivo deste estudo é verificar o Plano Diretor, instrumento de planejamento, execução e controle das ações desenvolvidas pela Marinha do Brasil, está adequado à ambiência vislumbrada para o século XXI. De forma sistêmica, é construído o referencial teórico sobre assuntos pertinentes ao problema a ser investigado, tais como Teoria da decisão, Teoria orçamentária, gestão estratégica e modelos teóricos de sistemas de planejamento e controle. O resultado da análise das características do sistema e do processo do Plano Diretor indica haver pontos passíveis de serem aperfeiçoados. Ao final, é oferecido um resumo de sugestões de medidas para tornar o Plano Diretor um instrumento up-to-date de gestão orçamentária.

Diante da incapacidade do Estado em atender às demandas que lhe são exigidas, o governo federal propôs alterações na máquina pública, através do Plano Diretor da Reforma do Aparelho do Estado, de forma a estabelecer novas formas de gestão e novos modelos para as instituições. O objetivo é possibilitar maior interação entre Estado e Sociedade e ao mesmo tempo atingir níveis maiores de eficiência. Em especial, o projeto das Organizações Sociais (OS) pode representar a primeira tentativa de fomentar uma nova espécie de parceria entre o Estado e a Sociedade. Não obstante, existem defeitos na implementação das OS, pois surgiram na prática por iniciativa do governo e não da sociedade civil; o processo de qualificação mostrou-se extremamente centralizador e a composição do Conselho de Administração fortemente comandada pelo poder público. Portanto, as OS devem ser analisadas como um processo em curso, uma possibilidade de vir ainda a se constituir em alternativa eficiente nas áreas de produção e veiculação de radiofusão educativa e cultural, de saúde, de pesquisa científica, de educação e de cultura. Para que atinja os seus objetivos, não se limitando à maior flexibilidade administrativa conquistada, terão de ser revistas e corrigidas as falhas iniciais e introduzidos mecanismos que possibilitem maior controle social da gestão pública. Esta dissertação está voltada para a experiência piloto das OS: a transformação da extinta Fundação Roquette Pinto em ACERP (Associação de Comunicação Educativa Roquette Pinto), I apontando desafios e dificuldades da mudança organizacional, os objetivos e as metas fixados no contrato de gestão e a busca da concretização da implementação de novos valores de direcionamento ao cliente com qualidade. Há críticas em relação ao processo de mudanças adotado, em especial à ausência de planejamento e à dificuldade de diálogo manifestadas pelos dirigentes da ACERP. A mudança organizacional tem importado valores culturais e buscado, a curtíssimo prazo, a modificação de traços de cultura e de comportamento predominantes na organização, provocando o êxodo dos servidores públicos.

Análise das parcerias firmadas entre Organizações da Sociedade Civil de Interesse Público e municípios do interior do Estado de Pernambuco frente ao permissivo legal. Estado e neoliberalismo. O Estado visto como ineficiente e incapaz de prestar os serviços que lhe são próprios. A Reforma do Estado como mote para estimular a transferência de atividades exercidas pelo Estado para entidades privadas que “atenderiam a interesses públicos” desvinculados do assim denominado núcleo estratégico configurado por funções essenciais à definição e execução das políticas públicas. Burocracia e gerencialismo. Plano Diretor da Reforma do Aparelho do Estado. A transferência das atividades não-exclusivas do Estado vista como saída para a melhoria da capacidade de o Estado atender às demandas sociais. Serviços sociais ou não exclusivos. Publicização ou privatização? Terceiro setor. Organizações não governamentais. Entidades sem fins lucrativos. Títulos e qualificações concedidos a entidades do terceiro setor. Organizações sociais - OSs: a tentativa de privatização de entidades estatais. Os contratos de gestão como mecanismo de obtenção de resultados. As organizações da sociedade civil de interesse público - OSCIPs e a nova tentativa de passar atividades prestadas pelo Estado para o setor privado, o chamado “terceiro setor”. Os termos de parceria como forma de passar prestação de serviços a particular sem o devido processo de concorrência. O voluntariado como meio em si para prestação dos serviços objeto dos termos de parceria. As muitas brechas e fragilidades da Lei 9.790/1999 – Lei das OSCIPs, considerada o marco legal do terceiro setor. As “parcerias” entre municípios do Estado de Pernambuco e entidades qualificadas como OSCIPs com intuitos diversos do “proposto” na Lei.

O objetivo do trabalho é compreender a configuração atual da administração pública brasileira a partir da identificação dos seus atributos caracterizadores, tomando como ponto de partida a rejeição da ideia de modelos rígidos e de ruptura entre esses modelos. Os caminhos teóricos percorridos, e que culminaram com a construção de um quadro teórico preliminar, contemplaram inicialmente: a análise histórico-conceitual das relações entre sociedade, Estado e administração pública; a análise da formação do Estado brasileiro desde o período colonial até os dias atuais; a apresentação das configurações da administração pública brasileira, consagradas pela literatura e seus respectivos atributos. Em seguida, foram resgatadas as bases teóricas da administração pública patrimonial, desde a ideia weberiana de dominação patrimonial até as contribuições de alguns interpretes do pensamento social brasileiro à luz da experiência nacional. Foram apresentadas as bases teóricas da administração pública burocrática, desde o tipo ideal weberiano de dominação racional-legal até a releitura do seu processo de implementação e desenvolvimento no Brasil. Também foram expostas as bases teóricas da administração pública gerencial, desde sua origem a nível mundial até os efeitos de seu marco inaugural no Brasil, o Plano Diretor da Reforma do Aparelho do Estado. A pesquisa, predominantemente qualitativa, assumiu três tipologias: bibliográfica, documental e de campo, permitindo o emprego da triangulação. A pesquisa de campo processou-se por meio de nove entrevistas, com roteiro semi-estruturado, com experts em administração pública brasileira. Para a pesquisa documental, foram selecionadas, primordialmente fontes primárias, com ênfase em documentos oficiais, mas também matérias e reportagens em sites, jornais e revistas. Após a análise do conteúdo das entrevistas e dos documentos, chegou-se a quatro eixos temáticos, cada qual com suas respectivas unidades de significado, que permitiram identificar os atributos presentes na administração pública brasileira e definir sua configuração, são eles: a) heranças patrimonialistas, sendo elas o mandonismo (a personalização do poder), o clientelismo, o favoritismo e a cultura da corrupção; b) (dis)funções burocráticas, sendo elas o formalismo, a hierarquia de cargos e funções, a profissionalização do quadro administrativo e a (im)pessoalidade); c) práticas gerenciais, sendo elas a busca da efetividade, as técnicas do management, a governança e a gestão transparente e participativa; e d) novos arranjos do Estado em rede, sendo elas o Estado Global, a cultura da virtualidade, a lógica das redes e o governo eletrônico. Esses eixos permitiram a construção de um quadro final de interpretações que demonstra a presença de atributos patrimonialistas, burocráticos e gerenciais na administração pública brasileira, e também atributos do que se chama de administração pública em rede, principal achado da pesquisa, o que explica a sua configuração múltipla.

The present research concerns about outdoor s thermal comfort conditions in hot-humid climate cities, understanding that life quality is a result of the urban object s type built for the human being in an environment with specific climate and morphological characteristics. It is presented as object of study the correlation between the neighborhood Renascença II s microclimate in São Luis /MA-Brazil, hot-humid climate city, and its urban morphological changes. As well as the thermal comfort s satisfaction level of its outdoor users. The research has as general goal to diagnosis the way these transformations caused by the urbanization influence the Renascença II s microclimate, identifying critical spots of the studied area, in order to contribute with land use recommendations based on bioclimatic architecture concepts and supply bases to urban design decisions adequate to the São Luis climate. It is presented as theoretical bases the urban climate, its concepts and elements. After that, the thermal comfort conditioners and its prediction models of thermal comfort sensation in outdoor are presented. The predictive models are presented along with bioclimatic assessment methods. Finally the use of bioclimatic assessment as an effective tool to identify places that need changes or preservation in order to seek environment quality. The applied methodology was based on the studies of Katzschner (1997), complemented by Oliveira s (1988) and Bustos Romero s (2001) studies that suggest an analysis and evaluation of maps of topography, buildings floors, land use, green areas and land covering, in order to overlap their characteristics and identify climate variable s measurements points; then a quantitative analysis of the climate variables (air temperature and humidity, wind speed and direction) of the chosen points takes place. It was perceived that Renaissance II has no permanence areas as squares or parks, its outdoor has little vegetation and presets high land impermeability and built density levels. The majority of the people interviewed said that was comfortable in a range of air temperature between 27,28ºC and 30,71ºC. The elaboration of a neighborhood master plan is important, which defines strategies for improvement of the life quality of its inhabitants

The Sectoral Plan was inserted as an urban instrument in Master Plan of Natal (LC82/07), since then it has been deepened. It is guided to the equitable distribution of the benefits of urbanization, aimed the efetivation of the Right to the City and the Environmental function of property in the context of urban planning. Thereby, the Sectoral Plan was inserted into the perspective of promoting a favorable field for applying articulated of instruments defined in the Master Plan, and them with urban interventions, through the deepening of macrozoning - coming out of dimension of the city and going to a small fraction of the urban by reducing scaling - facilitating democratic management in accordance with the City Statute. However, the absence of regulation and the conceptual and operational fragility of the instrument, approached it of other existent experiences and instruments, limiting its application and evaluation. Considering the innovative nature of the instrument and the intense social participation, we inquire about conceptual and operational elements which could give greater effectiveness to Sector Plan in construction? Guided by that question, this dissertation aim to understand the nature and operational procedures of Sectoral Plan, seeking to do indications about the conceptual and operational aspects of implementing a Sector Plan. The neighborhood of Ponta Negra was selected as empirical universe because it was the first sector defined in the Master Plan. This research adopts reference authors who´s make reflection and insights about the matrix of Urban Reform, whose principles constitute the basis of the trajectory of revision of urban planning in Brazil since the 1980s, highlighting Raquel Rolnik, Nelson Saule Júnior and Orlando Alves dos Santos Júnior. For the local monitoring, we use the authors Alexsandro Ferreira Cardoso Silva, Rosa Maria Pinheiro Oliveira e Marise Costa da Souza Duarte, in order to understand the growth dynamics of Natal, lawfully and urbanistically

This research investigates the microclimate and the morphology features of the central campus of the UFRN, in Natal-RN, through the use of bioclimatic tools of analysis in order to assist the implementation of the campus´ Master Plan. It develops a diagnosis of the evolution and growth of the urban space surveyed by analyzing its initial plan and the basic urban conception behind it, as well as the morphology and typologies utilized. The study makes a qualitative analysis of the local microclimate by using Katzschner (1997) methodology, with land-use and topography maps, building heights, vegetation and soil covering. It also makes use of the methodology proposed by Oliveira (1993), which examines, from the bioclimatic standpoint, the human environment as related to the urban form (site and built mass). It identifies zones whose climatic characteristics are representative of the local microclimate and classifies them into areas to be strictly preserved, areas to be protected and areas to be improved. By means of the methodology for spatial and environmental assessment developed by Bustos Romero (2001), the survey selects characteristic points of each area in order to register the environmental data relative to the two basic seasons found in the region where the campus is located, that is, the dry and the rainy season, so that it can evaluate changes in the environment which might have been caused by urban density growth, by arborization or by the influence of the urban form. It then proceeds to a quantitative and statistical survey of the collected data with the purpose of evaluating the degree of influence of the identified features over the environmental variables along the different scales of approach. The study shows the existence of different microclimates and emphasizes the relevance of the bioclimatic analysis of the built environment as a tool for the decision-making process along the development of the Master Plan for UFRN Central Campus
