Representação, crise e mal-estar institucional

Assuming from the very beginning that contemporary democracies cannot work without active parliaments, this article deals with the recurrent image of the crisis of representation of the modern State, that is, with the latter's alleged difficulties to fulfill some of the strategic roles demanded by complex societies in recent times. I contend that the problems of legitimacy in today's political systems are linked with the crisis of the State triggered by the new economic and social structures of contemporary capitalism. According to my hypothesis, the transformations of capitalist society - i.e., of hypermodernity - jeopardized and bypassed representation, which is now facing serious operational issues.

The Information Access law, sanctioned in November 18, 2011, regulates the constitutional right of access to public information by Brazilian citizens. Although this law requires the provision of information of public interest, it does not define how such information should be made available. Ideally, information should be in an open format, allowing its use in an efficient and fast way. In the official sites of the federal government the way information is currently available does not allow its reuse as they are presented in dynamic pages from the selection parameters and filters. The objective aim of this paper is to present the system called MDDIR Tool, which proposes ways to persist, represent and retrieve digital information resources generated by the Federal Government official sites. Although this system had been designed for a specific purpose, it may be applied to other fields with similar characteristics. The purpose is to facilitate the access to open data, allowing such data to be consolidated and organized , generating new knowledge and information easy to be interpreted by the general population.

O processo de elaboração do plano de preservação do conjunto urbanístico de Brasília: uma representação conceitual da política de preservação urbana no DF

This research aims to provide a reflection on the preservation practices of Brasilia as Cultural Heritage in four analytical/political dimensions: conceptual, urban, political-institutional and legal. In order to do that, the preparation process for the Plan for the Preservation of Brasilia Urban Set (PPCUB) was taken as research object. This preservation plan is representative of the context which determines the relation between goals and preservation practices in the social production process of urban space. Designed by Lucio Costa in 1957, Brasilia received the Cultural Heritage title 27 years later, in 1987. It was recognized a World Heritage Site by the United Nations Educational, Scientific and Cultural (UNESCO) in the same year as it "represents a unique artistic piece of work, a masterpiece of creative genius"; and "an outstanding example of a type of construction or architectural compound that illustrates a significant stage in history" (SILVA, 2003). Brasilia’s urban conception, also recognised in the district and federal levels, gives prominence to the 'urban scales' – monumental, residential, gregarious and bucolic – as the main aspects to be preserved. Despite being an undoubted representative, Brasilia seemingly displays a contradiction. On the one hand, the essential value of the city’s urban design is acknowledged as cultural heritage at international, national and district levels. On the other hand, numerous ways of urban interventions disregard the principles of that conception. In 2012, the international Monitoring Report raised some issues which highlight the following main needs: primary need for clear definition of the urban scales’ characteristics and boundaries; definition of a legal framework that conciliates national and district laws of occupation and use of land; creation of inter-sectors executive authority with both decision-making and financial autonomy; and promotion of heritage educational programs. This report also proposes "to cancel the current process of approval conducted by PPCUB and establish a formal consultation process through a committee made up by GDF and IPHAN, which will enable the active participation of University of Brasilia, the Architects Association, ICOMOS and local organizations" (SEDHAB, 2010). Already in its drafting process, the international recommendations evidence that preserving Brasilia’s urban design conception is not among the goals to be achieved. Thus, this research highlights that the intentional nature of PPCUB’s plans does little towards realizing the current proposals.

Espanto: Adaptação de excertos do romance "As aventuras de joão sem medo" de José Gomes Ferreira para um espectáculo de formas animadas, duas actrizes e uma máquina de "encontar"

A partir de excertos do romance "As Aventuras de João Sem Medo" (publicado em 1963) de José Gomes Ferreira (1900-1985), criou-se um espectáculo para duas actrizes manipuladoras de bonecos, interagindo com uma máquina de cena. De início, identificaram-se no romance uma série de atmosferas e pequenas unidades de acção, que serviram de base para o guião do espectáculo orientado para um público heterogéneo. Partindo dos recursos existentes, procurou-se uma dramaturgia do texto com dois níveis de representação: o jogo entre as actrizes que, enquanto fadas competem entre si pelo uso da máquina de "encontar"; e o jogo entre os bonecos que, embora autónomo do ponto de vista narrativo, acaba por funcionar como a materialização do conflito entre as manipuladoras. Do texto para o teatro, assistimos ao espanto que nos provoca uma marioneta rebelde. /ABSTRACT: From excerpts of the "The Adventures of Fearless John" a romance (published in 1963) by Jose Gomes Ferreira (1900-1985), a show was created for two actresses I puppeteers who interact with an onstage prop. From the beginning, a series of different moods and small units of action were identified, and serve as the basis for the show oriented to a general audience. Trough the existing resources, two different levels of representation were found to dramatize the text: the interplay between the actresses who, while portraying fairies, compete for the use of the storytelling box; and the interplay between the puppets who, although they are independent from the narrative point of view, end up functioning as a materialization of the conflict between the puppeteers. From the text to the theatre, we witness the wonder that a rebellious puppet inspires.

A representação social do enfermeiro em suas ações de assistência, na visão do usuário atendido na atenção primária à saúde, no Programa Saúde da Família, Capelinha, MG

Trata-se de uma pesquisa qualitativa, desenvolvida na Unidade de Atenção Primária a Saúde Vista Alegre, em Capelinha. Teve como objetivo geral identificar a representação social do enfermeiro para o usuário atendido na Unidade de Atenção Primária a Saúde do bairro Vista Alegre. Como objetivos específicos, analisar e identificar os fatores facilitadores e dificultadores que contribuem para a atuação do enfermeiro na atenção primária a saúde sob a ótica do usuário e ainda identificar a representação social que o enfermeiro tem para com o usuário e quais são suas ações, além da assistência. Participaram 25 pacientes atendidos pelo PSF Vista Alegre, estando estes na faixa etária entre 18 e 60 anos de idade de ambos os sexos, escolhidos aleatoriamente. Os resultados mostraram que, na visão do usuário, a enfermagem, como um todo, exerce papel cuidador, de atendimento as necessidades dos pacientes e dependentes das ações médicas. Ainda mostraram que não há distinção clara e coesa a respeito do papel e das atribuições de cada categoria, incluindo auxiliar de enfermagem, técnico de enfermagem e enfermeiro. Para o usuário, todos são enfermeiros. Portanto, é preciso insistir na importância de se criar efetivos canais e formas de comunicação entre enfermeiros e usuários, onde este possa perceber através de ações especificas e/ou inespecíficas, qual é seu verdadeiro papel da unidade de saúde, tendo em vista o Programa Saúde da Família.

Formas de Funcionalismo na Sintaxe

This article shows that the term functionalism, very often understood as a single or uniform approach in linguistics, has to be understood in its different perspectives. I start by presenting an opposing conception similar to the I-language vs E-language in Chomsky (1986). As in the latter conception , language can be understood as an abstract model of a mind internal mechanism responsible for language production and perception or, as in the former one, it can be the description of the external use of language. Also like with formalists , there are functionalists who look for cross-linguistic variation (and universals of language use) and functionalists who look for language internal variation. It is also shown that functionalists can differ in the extent to which social variables are considered in the explanation of linguistic form.
