O objetivo da presente dissertação é analisar como a temática da inclusão digital entrou na agenda governamental do Estado de São Paulo e como foi concebido o programa de inclusão digital Acessa São Paulo. Ao estudar essa política pública, buscou-se identificar quem foram às pessoas que discutiram esse tema, por que fizeram, como foi feito, quem participou, enfim, entrar nos bastidores dessas discussões que antecederam a concepção dessa política pública. Para se chegar aos atores relevantes que participaram da concepção da política pública de inclusão digital no Estado de São Paulo, foi realizado um levantamento bibliográfico sobre o tema e vários contatos foram feitos via email e/ou redes sociais buscando nomes que participaram dessas discussões que antecederam a implantação do programa de inclusão digital no Estado de São Paulo. A partir da confirmação do envolvimento desses atores foi feito um convite para que esses participassem do trabalho através de uma entrevista. A entrada da temática da inclusão digital foi um processo lento e gradual que se iniciou desde a posse do governador Mario Covas para seu primeiro mandato (1995-1998). O uso da informatização pelo governo estava previsto em seu plano de governo em 1994 como forma de modernizar a maquina administrativa e aproximar o Estado dos cidadãos. A necessidade de se criar um programa de inclusão digital para que os cidadãos de baixa renda pudessem ter acesso à internet deve, sobretudo, as iniciativas de governo eletrônico promovidas pelo governo do Estado que tinha por objetivo disponibilizar serviços públicos via internet aos cidadãos. No inicio da década de 2000 acesso a internet era privilégio para poucos. Daí a necessidade de se pensar em uma política que promovesse a inclusão digital dessas pessoas. Essa foi a razão principal para que o governo assumisse que a questão da inclusão digital era um problema a ser resolvido. E entrasse definitivamente na agenda do governo e posteriormente dando origem ao Acessa São Paulo.

O problema de pesquisa da presente dissertação reside no questionamento sobre quais são os fatores de adoção e resistência ao consumo de e-books em plataformas digitais. Para analisá-lo foi realizada uma pesquisa qualitativa e exploratória. Durante a coleta de dados, além da pesquisa bibliográfica realizou-se uma pesquisa de campo para obtenção de dados empíricos, com 12 entrevistas em profundidade, utilizando-se um roteiro semiestruturado. Os dados obtidos foram analisados por meio do método de análise de conteúdo. Ademais, este trabalho foi estruturado da seguinte forma: no capítulo 1 o problema de pesquisa é apresentando e contextualizado, bem como os objetivos e pressupostos desta dissertação; no capítulo 2 é abordado o referencial teórico pertinente, consistente no mercado de e-books, hábitos, atitudes e a relação entre hábitos e atitudes; no capítulo 3 é apresentada a metodologia de pesquisa utilizada; no capítulo 4 são apresentados e analisados os resultados da pesquisa de campo; no capítulo 5 apresentam-se as observações finais acerca deste trabalho. Assim, procurou-se por intermédio deste estudo articular a adoção do consumo de e-books com a teoria dos hábitos de consumo e das atitudes perante a tecnologia.

Este estudo foi desenvolvido em um hospital privado, no Rio de Janeiro, com o intuito de demonstrar o valor de uma biblioteca médica digital, como ferramenta de suporte para fundamentação científica das condutas assistenciais adotadas pela equipe médica, que resultaram em glosas técnicas e perda de faturamento para a instituição. Para isso, por meio do método revisão integrativa, foi coletada a literatura clínica referente às glosas, ocorridas durante o período de janeiro a setembro de 2014, e analisada sob a perspectiva do modelo conceitual apresentado pela Cochrane (LEFEBVRE et al., 2011) que identifica o nível da evidência científica e estabelece o seu grau de recomendação para a prática clínica. Durante a análise de conteúdo, considerando as técnicas propostas por Bardin (1977), foram identificadas as evidências científicas que conferem valor à prática assistencial, conforme proposto pelo modelo conceitual. Além disso, o valor dos itens glosados foi incluído na análise dos resultados, reforçando a tendência do estudo para a validação do modelo conceitual que recomenda a prática clínica baseada em evidências científicas para geração de resultados mais efetivos e de melhor custo/benefício na saúde. Com base nos achados, são discutidas as implicações teóricas e práticas, assim como sugestões para futuros estudos sobre o tema.

This work deals with a mathematical fundament for digital signal processing under point view of interval mathematics. Intend treat the open problem of precision and repesention of data in digital systems, with a intertval version of signals representation. Signals processing is a rich and complex area, therefore, this work makes a cutting with focus in systems linear invariant in the time. A vast literature in the area exists, but, some concepts in interval mathematics need to be redefined or to be elaborated for the construction of a solid theory of interval signal processing. We will construct a basic fundaments for signal processing in the interval version, such as basic properties linearity, stability, causality, a version to intervalar of linear systems e its properties. They will be presented interval versions of the convolution and the Z-transform. Will be made analysis of convergences of systems using interval Z-transform , a essentially interval distance, interval complex numbers , application in a interval filter.

Nowadays the real contribution of light on the acceleration of the chemical reaction for the dental bleaching is under incredulity, mostly because the real mechanisms of its contribution still are obscure. Objectives: Determine the influence of pigment of three colored bleaching gels in the light distribution and absorption in the teeth, to accomplish that, we have used in this experiment bovine teeth and three colored bleaching gels. It is well Known that the dark molecules absorb light and increase the local temperature upraising the bleaching rate, these molecules are located in the interface between the enamel and dentin. Methods: This study was realized using an argon laser with 455nm with 150mW of intensity and a LED with the same characteristics, three colored gels (green, blue and red) and to realize the capture of the digital images it was used a CCD camera connected to a PC. The images were processed in a mathematical environment (MATHLAB, R12 (R)). Results: The obtained results show that the color of the bleaching gel influences significantly the absorption of light in the specific sites of the teeth. Conclusions: This poor absorption can be one of the major factors involved with the incredulity of the light contribution on the process that can be observed in the literature nowadays.

The digital image processing has been applied in several areas, especially where it is necessary use tools for feature extraction and to get patterns of the studied images. In an initial stage, the segmentation is used to separate the image in parts that represents a interest object, that may be used in a specific study. There are several methods that intends to perform such task, but is difficult to find a method that can easily adapt to different type of images, that often are very complex or specific. To resolve this problem, this project aims to presents a adaptable segmentation method, that can be applied to different type of images, providing an better segmentation. The proposed method is based in a model of automatic multilevel thresholding and considers techniques of group histogram quantization, analysis of the histogram slope percentage and calculation of maximum entropy to define the threshold. The technique was applied to segment the cell core and potential rejection of tissue in myocardial images of biopsies from cardiac transplant. The results are significant in comparison with those provided by one of the best known segmentation methods available in the literature. © 2010 IEEE.

Background: In the international scientific literature, there are few studies that emphasize the presence or absence of hair in forensic facial reconstructions. There are neither Brazilian studies concerning digital facial reconstructions without hair, nor research comparing recognition tests between digital facial reconstructions with hair and without hair. The miscegenation of Brazilian people is considerable. Brazilian people, and, in particular, Brazilian women, even if considered as Caucasoid, may present the hair in very different ways: curly, wavy or straight, blonde, red, brown or black, long or short, etc. For this reason, it is difficult to find a correct type of hair for facial reconstruction (unless, in real cases, some hair is recovered with the skeletal remains). Aims and methods: This study focuses on the performance of three different digital forensic facial reconstructions, without hair, of a Brazilian female subject (based on one international database and two Brazilian databases for soft facial-tissue thickness) and evaluates the digital forensic facial reconstructions comparing them to photographs of the target individual and nine other subjects, employing the recognition method. A total of 22 assessors participated in the recognition process; all of them were familiar with the 10 individuals who composed the face pool. Results and conclusions: The target subject was correctly recognized by 41% of the 22 examiners in the International Pattern, by 32% in the Brazilian Magnetic Resonance Pattern and by 32% in the Brazilian Fresh Cadavers Pattern. The facial reconstructions without hair were correctly recognized using the three databases of facial soft-tissue thickness. The observed results were higher than the results obtained using facial reconstructions with hair, from the same skull, which can indicate that it is better to not use hair, at least when there is no information concerning its characteristics. © 2013 Elsevier B.V. New information and communication technologies may be useful for providing more in-depth knowledge to students in many ways, whether through online multimedia educational material, or through online debates with colleagues, teachers and other area professionals in a synchronous or asynchronous manner. This paper focuses on participation in online discussion in e-learning courses for promoting learning. Although an important theoretical aspect, an analysis of literature reveals there are few studies evaluating the personal and social aspects of online course users in a quantitative manner. This paper aims to introduce a method for diagnosing inclusion and digital proficiency and other personal aspects of the student through a case study comparing Information System, Public Relations and Engineering students at a public university in Brazil. Statistical analysis and analysis of variances (ANOVA) were used as the methodology for data analysis in order to understand existing relations between the components of the proposed method. The survey methodology was also used, in its online format, as a research instrument. The method is based on using online questionnaires that diagnose digital proficiency and time management, level of extroversion and social skills of the students. According to the sample studied, there is no strong correlation between digital proficiency and individual characteristics tied to the use of time, level of extroversion and social skills of students. The differences in course grades for some components are partly due to subject 'Introduction to Economics' being offered to freshmen in Public Relations, whereas subject 'Economics in Engineering' is offered in the final semesters of Engineering and Information Systems courses. Therefore, the difference could be more tied to the respondent's age than to the course. Information Systems students were observed to be older, with access to computers and Internet at the workplace, compared to the other students who access the Internet more often from home. This paper presents a pilot study aimed at conducting a diagnosis that permits proposing actions for information and communication technology to contribute towards student education. Three levels of digital inclusion are described as a scale to measure whether information technology increases personal performance and professional knowledge and skills. This study may be useful for other readers interested in themes related to education in engineering. © 2013 IEEE.
