Esta tese objetiva percorrer a trajetória da criação, implantação e mudanças, ao longo do processo histórico do Aprendizado Agrícola de Barbacena, desde seu início, em 1910, até a época do presidente Getúlio Vargas, 1933. Como preliminares e pano de fundo, as iniciativas do Brasil, que, premido pela carência de mão de obra qualificada para atender à demanda das fazendas, após a abolição da escravatura, busca conhecimentos e experiências em outros países, na área da educação agrícola. Com o advento da República, verifica-se uma guinada do Estado brasileiro no sentido de assumir o ensino elementar público, a fim de ir diminuindo o percentual de analfabetos e de ensaiar a implantação do ensino agrícola, tendo em vista a crise que surgira no setor agrícola. É nesse cenário que se criam os aprendizados agrícolas. O Aprendizado Agrícola de Barbacena surge em 1910. Com foco nessa Instituição, abordam-se: o papel de lideranças políticas mineiras para trazer para Barbacena o primeiro Aprendizado Agrícola de Minas Gerais; as mudanças por que o Aprendizado passou, indo de seu início até a época de Getúlio, quando foi transformado em Escola Agrícola; o método de ensino, prevalentemente teórico-prático; a integração do Aprendizado com seu meio; o sistema de administração que incluía participação dos alunos nos lucros; a estrutura didático-pedagógica e o regime de internato. O estudo destaca o trabalho do seu primeiro Diretor, Diaulas Abreu, por 45 anos à frente da Instituição. Como metodologia de pesquisa, analisam-se decretos relativos à criação do Aprendizado, regulamentos, relatórios, dados do arquivo da Instituição e a troca de correspondência entre a direção e órgãos do governo. A pesquisa se encerra na era do presidente Getúlio Vargas, após a Revolução de 1930.

Por envolver número crescente de atores domésticos, a participação do Brasil na Cooperação Técnica entre Países em Desenvolvimento (CTPD) representa domínio privilegiado para se compreenderem oportunidades e desafios à institucionalização da Cooperação Sul-Sul nas relações exteriores do país. Além de contarem com competência setorial, instituições implementadoras da CTPD brasileira passaram a reunir conhecimentos sobre países com os quais o Brasil não mantinha ligações históricas estreitas e contínuas, aumentando seu potencial de influência sobre as diretrizes da política externa. Ao mesmo tempo, boa parte dessas instituições possui estrutura voltada para o desenvolvimento doméstico, conflitando com a alocação crescente de seus recursos para a promoção do desenvolvimento internacional. Por um lado, embora a busca pelo desenvolvimento nacional seja baluarte da diplomacia brasileira, os benefícios da CTPD para o mesmo aparecem de forma difusa no discurso diplomático. Por outro lado, agências implementadoras passaram a desenhar estratégias para triar ou induzir demandas, alimentando divergências com instituições decisórias e implementadoras que sustentavam visões distintas sobre o desenvolvimento e a inserção internacional do Brasil. O objetivo geral desta tese é entender os determinantes do envolvimento do Brasil na CTPD e os impactos da alocação crescente de recursos oficiais brasileiros para a promoção do desenvolvimento internacional sobre a formulação da política externa brasileira. A análise será aprofundada por meio de estudo dos casos de duas agências protagonistas na CTPD brasileira: a Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA) e o Serviço Nacional de Aprendizagem Industrial (SENAI). Seu envolvimento na CTPD apresenta trajetória semelhante na medida em que induzido, inicialmente, por doadores tradicionais e, posteriormente, como maior ênfase, pela diplomacia brasileira. Durante o Governo Lula, diante do volume crescente de demandas, EMBRAPA e SENAI, identificados tradicionalmente com modelos de desenvolvimento focados no crescimento econômico e no avanço científico-tecnológico, fortaleceram suas divisões de Relações Internacionais e buscaram influenciar o processo decisório da CTPD considerando lições aprendidas em campo e elementos de seus respectivos planejamentos estratégicos. Não obstante, com a entrada do Governo Dilma e as novas prioridades do desenvolvimento e da política externa, essas instituições divergiram na avaliação da instrumentalidade da CTPD. A vertente Sul-Sul se desmobilizou no SENAI, mas continuou relevante na EMBRAPA, o que pode guardar relação com a maior competitividade do setor agrícola brasileiro e com a capacidade da EMBRAPA de mobilizar fontes alternativas de recursos humanos e financeiros para implementar ações. Porém, a polarização entre agronegócio e agricultura familiar dentro da empresa, alimentada pela sua polarização na sociedade brasileira e fora do país, comprometeu o alinhamento institucional em torno do caráter estratégico de sua atuação na CTPD.

A pesquisa tem por objetivo investigar as implicações da atividade petrolífera em Macaé-RJ. A instalação de empresas e a geração de empregos modificou a dinâmica populacional do município e região, atraindo migrantes e aumentando a urbanização e sua orientação. O aumento financeiro do orçamento municipal a partir das atividades petrolíferas reestruturou a economia, que antes era baseada nas atividades sucroalcooleira, agropecuária, pesca e comércio, para atividades industriais e prestação de serviços, comércio, turismo de negócios. Essas mudanças tornaram o município dependente da atividade petrolífera. As transformações ocorreram não apenas no distrito sede de Macaé, mas também nos outros distritos, que tiveram um aumento populacional, diminuição da atividade agrícola, intensificação das relações campo-cidade. A potencialidade turística da região serrana de Macaé é grande, mas pouco aproveitada, exceto no Sana. A pesquisa analisa essa potencialidade como forma de fortalecimento do rural. O trabalho é apresentado a partir de análise bibliográfica e trabalho de campo. Por fim, a dissertação considera que as implicações da atividade petrolífera em Macaé atingiram primeiramente e intensamente o distrito sede, expandindo-se também para os outros distritos e sua área rural, provocando transformações no setor agrário em direção a um novo rural ou de urbanidades no rural

The study is prompted by the poverty that persisted among the fishing communities of lake victoria at time of considerable cash inflow into the fisheries development of fish processing industry. There has been need for understanding of the poverty and what strategies would be most appreciate for it's reduction.This study has attempted to respond to the needby identifying the nature and distribution of the poverty within the fisheries lake victoria,Uganda, the factor responsible for itand the options for poverty reduction intervention. The study examined the global and regional perspectives of poverty and wealth distribution, noting that wide disparities existed between the developed and the developing world and also between the developing countries themselves. A historical review of development policies and strategies revealed that while successive strategies were able to contribute to growth, their achievement towards poverty alleviation were less than satisfactory, hence the need for continually developing new strategies. A background to Uganda’s society and economy is provided, examining the demographic, political, environmental and economic conditions of the country. Uganda’s development strategies are reviewed, highlighting the role of the Poverty Eradication Action Plan, Uganda’s main strategy for implementing the policy of poverty reduction and wealth distribution. At the agricultural sector level, the Plan for the Modernisation of Agriculture has been formulated, followed by the National Fisheries Policy, aimed at providing a policy framework for the management and development of the fisheries. An appropriate definition of poverty was formulated, considered relevant to the situation of Lake Victoria. The dimensions of poverty included inadequate basic necessities, low education and health achievements, a sense of insecurity and exposure to risk. The research methodology was enhanced by the examination of the Lélé Model of the Poverty–Environmental Degradation problem, the World Bank Model of Poverty Causation and the subsequent Lake Victoria Model developed in this study. It has provided a plan for the research, the consideration of criteria and a data collection plan. The data collection instruments included secondary data search, key informant interviews and a sample survey based on a structured questionnaire. The study identified all the four dimensions of poverty in the fisheries, provided poverty profiles with respect to the different activities, groups of people and regions in the fisheries, based on consumption poverty. Among the people identified to be in poverty were the fishing labourers, fishers of Oreochromis niloticus and those operating with non-powered boats. In the post-harvest fisheries, large proportions of processors involved in salting and sun-drying, market stall and bicycle traders were in the poverty category. The ethnic groups most affected included the Samia, Basoga and Bakenye while the Districts of Jinja, Bugiri and Busia had the highest proportions of fishers in the poverty category. With respect to the other dimensions of poverty, the study showed that educational achievement was low within the fishing communities. The health status was poor, due mainly to the prevalence of malaria, diarrhoea, bilharzia and HIV/AIDS. There was a sense of insecurity within certain sections of the fishing community, due to leadership weaknesses within the local as well as the Government institutions. Some community members operated in a state of risk because they were vulnerable to episodes of income, health and education. The causes of poverty in fisheries included weaknesses within the institutional and social environment, limitations in the technology available to the poor, resource degradation and unfavourable economic factors. The recommendations of the study for poverty reduction included strengthening of policies, developing links, improving capacities and increasing resources, to be applied at the levels of Central Government, Local Government and of the community. In view of the achievements of the methodology used on this study, involving reference to the models, it is recommended that future research should build upon this model approach, as it will continue to produce results, especially when attempting to forecast changes relating to interventions.

Background Chronic illness and premature mortality from malaria, water-borne diseases, and respiratory illnesses have long been known to diminish the welfare of individuals and households in developing countries. Previous research has also shown that chronic diseases among farming populations suppress labor productivity and agricultural output. As the illness and death toll from HIV/AIDS continues to climb in most of sub-Saharan Africa, concern has arisen that the loss of household labor it causes will reduce crop yields, impoverish farming households, intensify malnutrition, and suppress growth in the agricultural sector. If chronic morbidity and premature mortality among individuals in farming households have substantial impacts on household production, and if a large number of households are affected, it is possible that an increase in morbidity and mortality from HIV/AIDS or other diseases could affect national aggregate output and exports. If, on the other hand, the impact at the household farm level is modest, or if relatively few households are affected, there is likely to be little effect on aggregate production across an entire country. Which of these outcomes is more likely in West Africa is unknown. Little rigorous, quantitative research has been published on the impacts of AIDS on smallholder farm production, particularly in West Africa. The handful of studies that have been conducted have looked mainly at small populations in areas of very high HIV prevalence in southern and eastern Africa. Conclusions about how HIV/AIDS, and other causes of chronic morbidity and mortality, are affecting agriculture across the continent cannot be drawn from these studies. In view of the importance of agriculture, and particularly smallholder agriculture, in the economies of most African countries and the scarcity of resources for health interventions, it is valuable to identify, describe, and quantify the impact of chronic morbidity and mortality on smallholder production of important crops in West Africa. One such crop is cocoa. In Ghana, cocoa is a crop of national importance that is produced almost exclusively by smallholder households. In 2003, Ghana was the world’s second-largest producer of cocoa. Cocoa accounted for a quarter of Ghana’s export revenues that year and generated 15 percent of employment. The success and growth of the cocoa industry is thus vital to the country’s overall social and economic development. Study Objectives and Methods In February and March 2005, the Center for International Health and Development of Boston University (CIHD) and the Department of Agricultural Economics and Agribusiness (DAEA) of the University of Ghana, with financial support from the Africa Bureau of the U.S. Agency for International Development and from Mars, Inc., which is a major purchaser of West African cocoa, conducted a survey of a random sample of cocoa farming households in the Western Region of Ghana. The survey documented the extent of chronic morbidity and mortality in cocoa growing households in the Western Region of Ghana, the country’s largest cocoa growing region, and analyzed the impact of morbidity and mortality on cocoa production. It aimed to answer three specific research questions. (1) What is the baseline status of the study population in terms of household size and composition, acute and chronic morbidity, recent mortality, and cocoa production? (2) What is the relationship between household size and cocoa production, and how can this relationship be used to understand the impact of adult mortality and chronic morbidity on the production of cocoa at the household level? The study population was the approximately 42,000 cocoa farming households in the southern part of Ghana’s Western Region. A random sample of households was selected from a roster of eligible households developed from existing administrative information. Under the supervision of the University of Ghana field team, enumerators were graduate students of the Department of Agricultural Economics and Agribusiness or employees of the Cocoa Services Division. A total of 632 eligible farmers participated in the survey. Of these, 610 provided complete responses to all questions needed to complete the multivariate statistical analysis reported here.

This article examines the interaction between development control and economic development in the countryside within the context of contemporary debates on shifts in the agricultural sector from productivism to multi-functionality. Using planning application decisions from the case of Northern Ireland for the period 1994–95 to 2005–06, together with insights from high-level key informants with planning, economic development and environmental management expertise, the article critiques a perception that regulatory planning is in line with rural development ambitions to foster a multi-functional countryside. While the quantitative data indicate a high approval rate for economic development projects, the qualitative evidence points to limitations within the policy content and operational practices of the planning system. The article argues that regulatory planning must engage more deeply with rural development objectives.

The First World War hit Germany severely, particularly the agricultural sector, because the outbreak came unexpected and its duration exceeded all expectations. Many resources necessary for agricultural production were required by the war economy and led to shortages and shrinking supplies. Many agricultural laborers were drafted and the blockade imposed by the allies prevented Germany from a great deal of imports. As a consequence, the nutritional situation was devastating, particularly after 1916, and hit all groups of the German society. The period under observation provides one of most drastic natural experiments in the 20th century. This study uses anthropometric data from German soldiers who served in the Second World War to trace living standards between the 1900s and the 1920s. In contrast to other approaches, this paper is able to distinguish between social groups by occupation, religious denominatio\n, regional origin, and city size. The results suggest that although all social strata were hit by famine conditions, the height of farmers, urban citizens, Catholics, and especially individuals born in the highly integrated food-import regions along the coast and the banks of the Rhine declined most.

Bioenergy is a key component of the European Union long term energy strategy across all sectors, with a target contribution of up to 14% of the energy mix by 2020. It is estimated that there is the potential for 1TWh of primary energy from biogas per million persons in Europe, derived from agricultural by-products and waste. With an agricultural sector that accounts for 75% of land area and a large number of advanced engineering firms, Northern Ireland is a region with considerable potential for an integrated biogas industry. Northern Ireland is also heavily reliant on imported fossil fuels. Despite this, the industry is underdeveloped and there is a need for a collaborative approach from research, business and policy-makers across all sectors to optimise Northern Ireland’s abundant natural resources. ‘Developing Opportunities in Bio-Energy’ (i.e. Do Bioenergy) is a recently completed project that involved both academic and specialist industrial partners. The aim was to develop a biogas research action plan for 2020 to define priorities for intersectoral regional development, co-operation and knowledge transfer in the field of production and use of biogas. Consultations were held with regional stakeholders and working groups were established to compile supporting data, decide key objectives and implementation activities. Within the context of this study it was found that biogas from feedstocks including grass, agricultural slurry, household and industrial waste have the potential to contribute from 2.5% to 11% of Northern Ireland’s total energy consumption. The economics of on-farm production were assessed, along with potential markets and alternative uses for biogas in sectors such as transport, heat and electricity. Arising from this baseline data, a Do Bioenergy was developed. The plan sets out a strategic research agenda, and details priorities and targets for 2020. The challenge for Northern Ireland is how best to utilise the biogas – as electricity, heat or vehicle fuel and in what proportions. The research areas identified were: development of small scale solutions for biogas production and use; solutions for improved nutrient management; knowledge supporting and developing the integration of biogas into the rural economy; and future crops and bio-based products. The human resources and costs for the implementation were estimated as 80 person-years and £25 million respectively. It is also clear that the development of a robust bio-gas sector requires some reform of the regulatory regime, including a planning policy framework and a need to address social acceptance issues. The Action Plan was developed from a regional perspective but the results may be applicable to other regions in Europe and elsewhere. This paper presents the methodology, results and analysis, and discussion and key findings of the Do Bioenergy report for Northern Ireland.

Anguina pacificae is a significant pest of Poa annua golf course greens in northern California. This study presents the first confirmed case of an A. pacificae infestation outside of North America, where the nematode's distribution is further restricted to a relatively limited coastal region. Species confirmation was made by morphometric and molecular methods and comparisons to closely related species including the European species, Anguina agropyri. The A. pacificae population detected on an Irish golf course was monitored over a 2-yr period and the life cycle compared with Californian population dynamics. A. pacificae was assessed for the potential risk of spreading to the local agricultural sector, in addition, the biosecurity risks from A. pacificae and plant parasitic nematodes in general were reviewed for northwest Europe.

Citrus production in the State Union of Serbia and Montenegro has a strategic importance to the agricultural sector. Approximately 400,000 trees are now grown in the major citrus producing region, which is the Montenegrin Coastal Region. Satsuma mandarins and lemons grafted on Poncirus trifoliata are the most cultivated varieties. In December 2003, eight samples taken from the coastal region close to the towns of Bar and Ulcinj were analyzed using enzyme- linked immunosorbent assay (ELISA) with SP7 antibodies produced at Universidade do Algarve, Portugal (3). Further analysis was done using immunocapture-reverse transcription-polymerase chain reaction (IC-RT-PCR) targeting the entire coat protein (CP) gene (forward primer CTV1: 5(prime)- ATGGACGACGAAACAAAGAA-3(prime) and reverse primer CTV10: 5 (prime)-ATCAACGTGTGTTGAATTTCC-3(prime)). Using both techniques, seven of eight samples analyzed were found to be infected by Citrus tristeza virus (CTV), including samples from five trees that exhibited chlorosis, gummosis, and fruit deformation, and two trees that were symptomless.

Le Sénégal est situé dans une zone soudano-sahélienne particulièrement exposée aux changements du climat, ce dernier rendant l’agriculture, activité principale du pays, précaire. La modification des conditions climatiques, en particulier depuis la fin des années 1960, a fortement affaibli le secteur agricole, majoritairement vivrier et pluvial. Face à l’importance de l’activité agraire vivrière du pays, il apparaît primordial de savoir comment les agriculteurs vivriers du Sénégal ont modifié ou prévoit modifier leurs pratiques en vue de satisfaire leurs besoins alimentaires dans un contexte de changement et de variabilité du climat. Cette étude a été effectuée au sein de la communauté rurale de Sessène selon une approche qualitative et à l’aide d’entretiens, de l’observation participante et d’analyse phénoménologique. Elle a permis de mettre en avant les caractéristiques générales des familles agraires et des exploitations de cette zone, de montrer comment les agriculteurs ont vécu le changement climatique et comment ils envisagent les prochaines années et enfin de discuter de leur capacité d’adaptation. Face au raccourcissement de la saison des pluies, à la diminution des précipitations, à l’intensification des évènements extrêmes et aux impacts de ces modifications sur l’environnement naturel, les agriculteurs vivriers adoptent des mesures aussi bien techniques que socio-économiques.

Suite à l‘éclatement de la bulle des « subprimes » en 2008, le tournant décisif de cette période de crise, toutes les attentions se sont focalisées sur la crise de la « finance mondialisée », masquant d‘autres conséquences de la crise aussi lourdes et perverses que l‘essor du chômage et le resserrement du crédit (Carfantan 2009). Ce travail se consacre ainsi aux autres aspects de la crise tels que vécus à la campagne, en particulier la crise alimentaire et la crise des sociétés paysannes. Le point central de cette recherche porte plus particulièrement sur la montée de « l‘alternative de la souveraineté alimentaire » en réponse à la crise agraire de manière à poser un véritable défi au modèle agroalimentaire du néolibéralisme (Desmarais 2008; Holt-Giménez 2009). La présente recherche étudie donc les déterminants sociopolitiques qui conduisent à l‘édification des politiques de souveraineté alimentaire malgré la pression du régime alimentaire néolibéral. Ce mémoire avance que les politiques de souveraineté alimentaire sont issues de contre-mouvements paysans qui parviennent, en premier lieu, à établir une structure domestique agraire de nature « populaire-démocratique » et « antisystémique », et en second lieu, à transnationaliser cette structure de manière à défier le régime alimentaire néolibéral en crise. En adaptant la théorie intermédiaire de « structures domestiques » à l‘étude critique des structures agraires autour de trois différentes variables (Risse-Kappen 1999), le mémoire soutient que l‘émergence des politiques de souveraineté alimentaire nécessite la décentralisation de la prise de décision et la collectivisation du secteur agricole à travers une transformation agraire radicale et agroécologique (variable de « structure politique »), de même que l‘émergence d‘une structure sociétale agraire robuste construite sur des réseaux politiques consensuels, en présence d‘un État puissant et d‘une société civile agraire mobilisée (variables de « structure sociétale » et de « réseaux politiques »). Au niveau conceptuel, la recherche repose sur la théorie du système-monde, et consiste en une étude comparative modelée sur une étude de cas contrastes; le cas de Cuba, caractérisé par une forte résistance aux défis agroalimentaires du système-monde contemporain, et celui du Mexique, marqué par l‘adoption des politiques alimentaires néolibérales.

Alors que la théorie de l’autodétermination (Deci & Ryan, 1985, 2000, 2008) propose un bassin de connaissances pouvant être d’une réelle utilité pour aider les travailleurs et les organisations à croître et à prospérer, peu d’études ont porté, à ce jour, sur l’évaluation d’interventions visant à implanter ces connaissances sur le terrain en milieu organisationnel. En ce sens, la présente thèse a pour but de vérifier l’impact d’une formation visant le développement des habiletés de soutien aux besoins psychologiques des gestionnaires sur les comportements en emploi de ces gestionnaires ainsi que sur la satisfaction des besoins psychologiques, la motivation et la santé psychologique de leurs employés. Pour ce faire, 17 gestionnaires provenant de deux organisations canadiennes du secteur public ont participé à un programme de formation d’une durée de trois journées non consécutives. Ils ont également répondu à des questionnaires un mois avant la formation ainsi que trois à quatre mois après le début de celle-ci afin d’évaluer leurs apprentissages ainsi que leurs comportements de soutien aux besoins psychologiques en emploi. Par ailleurs, 55 de leurs employés ont répondu à des questionnaires préformation et postformation au sujet de leur perception à l’égard des comportements de soutien aux besoins psychologiques de leur supérieur immédiat ainsi que de leur propre niveau de satisfaction des besoins psychologiques, de motivation au travail et de santé psychologique. L’étude a été menée à l’aide d’un devis de recherche de type prétest et post-test à groupes non-équivalents, sans groupe contrôle. Afin de renforcer ce devis, la stratégie de référence interne a été utilisée auprès des employés (Haccoun & Hamtiaux, 1994). Les résultats suggèrent que, dans la mesure où des gains étaient possibles par le biais d’une formation plus traditionnelle (c.-à-d., que le potentiel des gestionnaires à s’améliorer davantage par rapport à leur niveau de base était suffisant et que les habiletés visées se développaient bien par le biais d’une telle formation), les gestionnaires ont développé leurs habiletés de soutien aux besoins psychologiques et, selon leur perspective, transféré leurs apprentissages au travail. Toutefois, les employés de ces gestionnaires n’ont pas perçu de changement statistiquement significatif entre les deux temps de mesure quant aux habiletés de soutien aux besoins psychologiques de leur supérieur immédiat en emploi et les retombées escomptées de la formation chez les employés n’ont pas été observées. À la lumière de ces résultats, le dernier chapitre de la thèse discute de l’importance de l’analyse des besoins, de l’implication de l’environnement organisationnel dans les initiatives de formation ainsi que de l’ajout de méthodes d’apprentissage complémentaires aux formations plus traditionnelles afin d’en assurer l’efficacité. Par ailleurs, les contributions, limites et pistes de recherches futures de la thèse y seront exposées.
