The democratic management is a challenge for education, on the one hand for its actualization needs a link between the government and the educational institution. From that, research aims to understand the main challenges faced by the school administration to consolidate the management of public schools in Natal/RN. Against this context the methodology used was multiple cases, qualitative approach in which respondent were manager (director, deputy director and coordinator) of the four municipal schools and two representatives of the Democratic Management Commission of a Government departament of Education, Natal/RN. The analysis was made by peers, between schools that had grade superior IDEB that average stipulated by the federal government and two that had grade lower and between managers and representatives of the Secretary. Were used techniques of categorization and content analysis of the speeches of respondents. Was note that managers understand the importance of the participation about whole community in the democratic management, however only one school highlighted means of attracting the parents against to the difficulty of representing these. The lack of knowledge about the democratic management is evident mainly in the pair of schools with lower IDEB. That schools with a lower IDEB adhere to this management as a way to meet rules. So unanimous, the broad role of director hampers knowledge about the legislation. About relationship of the Government department with managers, there are some contradictions between the understanding of the role of the coordinator by managers and representatives of the Government department. It was perceptible the no uniformity about a good relationship between managers and Government department. It was notable features of democratic management in all school units, well as the efforts of the Government department in this scope. However there are also undemocratic features that deserve further study

Abordamos hermenêuticamente a descentralização e a territorialização educativa em Portugal, numa tríade de relações: ‘escola-comunidade educativa’, parceria socioeducativa e política educativa local. A intervenção do poder local na educação processa-se numa perspetiva instrumental virada para o desenvolvimento e coesão social. As autarquias são os parceiros responsáveis pela educação e os professores valorizam a relação escola-comunidade educativa, principalmente na promoção da qualidade. A relação ’escola-poder local’ efetua-se numa interação participativa dos laços redutores e promotores da administração e gestão escolar, com lógicas de ação e racionalização das parcerias.

A presente investigação iniciou-se a partir da identificação do problema/ questão de partida: Quais os contributos das estruturas de orientação educativa para a gestão e administração escolar? Esta questão foi o fio condutor da presente investigação, "Contributos das Estruturas de Orientação Educativa na Gestão e Administração Escolar - Estudo de Caso no Agrupamento de Escolas nº 4 de Évora". Neste sentido, constituíram-se como objectivos específicos da presente investigação os seguintes: • Avaliar o funcionamento das estruturas de orientação educativa do Agrupamento de Escolas n.º 4 de Évora. • Identificar os pontos fortes e fracos da intervenção das estruturas de orientação na gestão e administração do Agrupamento de Escolas n.º 4 de Évora. • Elaborar um plano de acção com vista à optimização das estruturas de orientação educativa. Em relação ao estudo empírico, e como forma de dar resposta às questões da investigação, optámos por uma metodologia mista, quantitativa e qualitativa. Após a apresentação dos dados recolhidos, da sua análise e respectiva interpretação, apurámos as seguintes conclusões: A maioria dos inquiridos, neste caso, os docentes, têm opinião favorável em relação às diferentes estruturas, ressalva-se pela negativa a Associação de Pais/Encarregados de Educação, devido a estar inactiva e, pela positiva o Conselho Executivo, consideram-no como um órgão dinamizador de todas as estruturas do Agrupamento; a maioria dos não docentes tem boa opinião sobre o desempenho das suas funções e revela a importância da sua representação no Conselho Pedagógico e na Assembleia de Escola. Os pais e encarregados de educação inquiridos, são consensuais em relação à colaboração com os professores, principalmente com o Director de Turma. Os Directores de Turma inquiridos referem a colaboração com os pais e encarregados de educação, e realçam o papel do órgão de gestão como dinamizador da Associação de Pais/Encarregados de Educação. Os membros da Assembleia de Escola inquiridos, consideram o seu desempenho como activo e dinamizador no processo de aplicação do novo regime de autonomia. No final da nossa dissertação, expressámos as recomendações, acções e sugestões que possam potenciar futuras investigações. ABSTRACT; The present investigation started from the identification of the problem/ beginning question: What are the contributions of the structures of educational guidance for the management and school administration? This question was the guide line of the research, "Contributions of the Structures of Educational Guidance for the Management and School Administration- Exploratory study in the 4th Group of Schools of Évora". ln this sense, the specific objectives of this investigation are the following: • Evaluate the function of the structures of educational guidance of the 4th Group of Évora. • ldentify the strengths and weaknesses of the intervention of structures of educational guidance in the management and administration of the 4th Group of Évora. • Elaborate an action plan to optimize the structures of educational guidance. For the empirical study and in order to address the question of the investigation, was chosen a mixed methodology, quantitative and qualitative. After submission of the collected data, of their analysis and their interpretation, we established the following conclusions: Most of the participants, in this case teachers, have favorable opinion towards the different structures, noted as a negative feature is the Parents Association, due to be inactive, and the Executive Board as positive, because it is viewed as a promoter of all the structures of the Group; most of the non-teaching staff have a good opinion about the performance of its functions and shows the importance of their representation on the Executive Board and in the School Assembly. The parents who participate in the inquiry are in agreement with the teachers regarding the corporation between them, particularly with the Class Director. The Class Directors respondents mention the cooperation with the parents and enhance the role of the Executive Board as a promoter of the Parents Association. The members of the School Assembly respondents consider their performance as active and dynamic in the application process of the new system of autonomy. In the end of this thesis we express our recommendations, actions and suggestions that may promote future research.

Résumé : La gestion des ressources humaines dans les écoles situées au sein de communautés autochtones est marquée par différents enjeux d’ordres social, culturel, ethnoculturel, économique et administratif qui impactent les pratiques de leurs directions. Ceux-ci touchent à tous les aspects de la gestion des écoles et peuvent être révélateurs d’un malaise dans l’encadrement des actrices et des acteurs à travers des structures administratives, juridiques, éducatives ou de gouvernance qui comportent des défis relationnels et interactionnels majeurs. Ce type de malaise peut moduler les actions des actrices et des acteurs des établissements et peut entrainer des impacts dans leurs relations, notamment au niveau de leurs relations de confiance, essentielles à la qualité de leurs actions communes. L’approfondissement de cette problématique porte essentiellement sur les conditions associées à la construction de la confiance qui sont de différents ordres, c’est-à-dire contextuel, institutionnel, organisationnel, relationnel ou individuel. Utilisant une approche qualitative, cette recherche repose sur vingt-trois entrevues semi-dirigées avec des directions d’établissement provenant de dix-sept communautés et de trois nations autochtones différentes. L’analyse est menée à partir d’une approche exploratoire constructiviste et interprétativiste. Les conclusions permettent de dégager que la construction de relations de confiance entre des actrices et des acteurs sont tributaires de conditions dans lesquelles s’inscrivent des dynamiques interactionnelles particulières. Influencées par le contexte autochtone singulier, ces conditions sont préalables aux actrices et aux acteurs ou associées à leurs comportements, attitudes, actions ou pratiques. Il apparait que ces dynamiques s’inscrivent dans une configuration des équipes-écoles se caractérisant par six catégories-types d’individus qui se déclinent selon leur origine et leur appartenance ou leur identité ethnique, à savoir les voyageurs autochtones et allochtones, les étrangers autochtones et allochtones et les natifs autochtones et allochtones. La meilleure compréhension de cette organisation conduit à une conception large de la configuration des dynamiques interactionnelles entre des individus et des groupes et entre des communautés d’individus. Ces individus s’affilient spécifiquement selon des identités ou des appartenances individuelles ou de groupe qui peuvent être de différents ordres soit particulièrement, mais non exclusivement, ethnique, linguistique, familial ou se rapportant à des croyances particulières.

O presente estudo centra-se na temática das políticas de autonomia da escola pública portuguesa, particularmente na problemática da participação dos alunos na organização e gestão da escola, e tem como objetivo conhecer o modo como se constrói e se desenvolve a participação dos alunos do ensino secundário na escola objeto de análise. Procurámos conjugar a análise teórica da evolução dos modelos de administração escolar, no pós-25 de abril, com especial foco para o atual regime jurídico da autonomia, administração e gestão das escolas, implementado pelo DL n.º 75/2008, de 22 de abril, na redação dada pelo DL nº 137/2012, de 2 de julho e a forma como se constrói a participação dos alunos do ensino secundário nos órgãos de gestão e administração de uma escola secundária com 3º ciclo, sita em Viseu. Dada a existência de uma relação intrínseca entre democracia e educação, o nosso estudo foi alicerçado no ideário da "gestão democrática da escola", no que tange à participação dos alunos na tomada de decisões na vida organizativa da sua escola. Para tal, importa identificar os espaços formais e informais da participação discente na vida da escola e perceber de que forma as experiências participativas, no contexto da escola, podem contribuir para o exercício de uma verdadeira cidadania ativa. Embora a legislação atualmente em vigor promova a autonomia da escola e abra espaço à participação dos alunos, constatamos que as decisões na escola ainda estão centradas nos professores, caracterizando-se a participação dos alunos nesses órgãos, por uma participação formal e passiva (presencial), elegendo outras áreas de participação, tais como em atividades de complemento curricular e as promovidas pela AE. A nossa investigação permitiu-nos concluir que é importante a participação dos alunos na gestão e organização da escola, mas que essa participação não ocorre de forma espontânea. É necessário criar estratégias de motivação e de incentivo à participação dos alunos, através da criação de espaços de diálogo que potenciem a construção de uma verdadeira cultura de cidadania participativa dos alunos na escola. É fruto deste contexto que propomos a implementação do projeto "Dar voz aos Alunos".

No final da década de 70 a reforma da Administração Pública surge como preocupação dos governos. No início dos anos 80 a adoção da doutrina da Nova Gestão Publica, foi um dos acontecimentos mais marcantes para a administração pública dos países da Organização para a Cooperação e Desenvolvimento Economico. A reforma na Administração Pública em Portugal iniciou-se após a rutura política e social de 1974. No início de 1986 Portugal entra para Comunidade Económica Europeia, o que representou uma maior abertura económica e um aumento na confiança interna da população, observando-se um avanço em termos de concretização de muitos direito sociais, entre outros, na educação. A modernização da administração pública na componente referente à área da educação, iniciou-se no final do ano de 1986, através da Lei de Base do Sistema Educativo, dando origem à descentralização dos serviços, introduzindo-se o conceito de autonomia. Os contratos de autonomia no meio escolar, são processos de administração que não influenciam os seus intervenientes, na realização das atividades pedagógicas, administrativas e gestionárias. Este estudo demonstra a opinião dos vários grupos que compõem um estabelecimento de ensino público Português. Na opinião da amostra deste estudo, os contratos de autonomia não são portadores de benefícios ou prejuízos para os estabelecimentos escolares, seja a nível pedagógico, a nível dos recursos humanos ou a nível administrativo e financeiro; Abstract: Contracts of autonomy in the management of grouping of schools in Portugal: An analysis based on the perception of the actors. At the end of the 70 the reform of public administration arises as a concern of governments. In the early 80s the adoption of the doctrine of the New Public Management, was one of the most important events for the public administration of the Organization for Cooperation and Economic Development countries. The reform in Public Administration in Portugal began after the political and social rupture of 1974. In the beginning of 1986 Portugal joins the European Economic Community, which represented a greater economic openness and an increase in internal confidence of the population, shown by a progress in terms of implementation of many social rights, among others, in education. The modernization of public administration in the field of education began at the end of 1986 through the Basic Law of Education, leading to the decentralization of services, introducing therefore the concept of autonomy. Autonomy contracts in schools are management processes that do not influence their stakeholders in achieving the educational, administrative and management activities. This study shows the opinion of the various groups that form an establishment of Portuguese public education. According to the sample, the autonomy contracts don’t bring benefits or losses to schools, as far as educational practices and human resources are concerned, as well as on a financial and administrative level.
