In recent years we have observed, in Brazil, the expansion of democratic spaces, providing the use of participatory management strategies in common-pool areas. However, the existence of a co-management model does not guarantee its practice, neither that it will prevent the depletion of common features characterizing the tragedy proposed by Hardin. In this work we analysed the management of Acaú-Goiana RESEX which is located in the cities of Acaú (PB) and Goiana (PE), eight years after its legal creation. We evaluated how much the users of RESEX possess information (even if non formalized) regarding the common use of area and whether they exhibit collectivist values. We used as an interpretative tool the facilitators principles of common resource management (PGRC) identified by Elinor Ostrom and the questionnaire of human values proposed by Schwartz. The human values questionnaire was applied to 240 individuals, half beneficiary and the other half non-beneficiary, only the beneficiaries were submitted to the questionnaire of PGRC. Interviews were conducted in the period of May to September 2014. We tested three hypotheses: 1) The degree of dependence from RESEX resources will play an important role on indirect knowledge of the PGRC; 2) the inclusion of individuals in a communal area (RESEX) increases collectivists values; 3) higher collectivist value rates increases knowledge of PGRC. To this end, we defined levels of socio-economic dependence of RESEX resources, knowledge of PGRC and individual values. GLM statistic analysis of mean comparison and correlation were employed. Our results showed that the knowledge on six of the seven items analyzed in the basic principles (PGRC) is still low. The extended land area and the high number of users may be exerting a detrimental effect on the development of a co-management. Contrary to expected, it was not the dependency who influenced knowledge on the PGRC, but the time spent in contact with the RESEX. This indicates that direct contact with the environment, not the dependence of it, that raises awareness about PGRC. According to our hypothesis, individuals with collectivist values showed greater knowledge of PGRC and reduced hours of work within the RESEX, indicating a greater tendency of individuals refrain their use of the common resource. Individualistic values correlated with less knowledge of a PGRC. Among the beneficiaries, individuals with higher individualistic values had higher monthly income, while among non-beneficiaries there was no such correlation, demonstrating the economic advantages of individualism (free-riding) in situations of non-private use of resources. Our data emphasize the importance of guiding the main actors in the development of a co-participatory management in the direction of the basic principles, and to develop collectivist values among users of a common good can raise awareness of these principles.

Non-take up in the Swedish welfare system: On the impact of social position on women’s decision-making regarding mammography screening Central to a well-functioning and effective welfare system is that benefits reach the people to whom they are intended. By focusing on an example of so called non-take up – namely women’s decision not to attend mammography screening – this article discusses decision making in relation to living conditions, i.e. social position, and to the public health intentions of the welfare state. The main theoretical basis for the analysis is Rogers’ humanistic/existential theory. Qualitative semi-structured interviews were made with 18 women who had abstained from mammography screening. Their decision was described, analyzed and problematized focused on whether their living conditions, leading to a strong or weak social position, is of relevance to their decision to refrain from this health promoting examination. The women’s own experiences clearly showed how their social position was of great importance for how they explained their decision to abstain. Furthermore, social position affects how women handle different impact from living conditions, society’s expectations and personal experiences of mammography screening. This study makes visible the gap between public health intentions of the society and individual conditions.

L’idée selon laquelle les enfants sont des sujets à part entière de considérations de justice n’est pas très contestée. Les enfants ont des intérêts qui leur sont propres et ont un statut moral indépendant de leurs parents : ils ne sont ni la propriété de ces derniers ni une simple extension de leur personne. Pourtant, les travaux des plus grands théoriciens de la justice en philosophie politique contemporaine ne contiennent pas de discussion systématique du statut moral et politique des enfants et du contenu de nos obligations à leur égard. Cette thèse contribue à remédier à cette omission à travers l’examen de quatre grandes questions principales. (1) Quelles sont les obligations de justice de l’état libéral envers les enfants ? (2) Quels types de politiques publiques en matière d’éducation des enfants sont moralement légitimes ? (3) Jusqu’à quel point est-il moralement acceptable pour les parents de délibérément forger la vision du monde de leurs enfants ? (4) Quels critères moraux devraient guider l’élaboration de politiques en matière d’éducation morale dans les écoles ? Cette thèse est constituée de quatre articles. Le premier, « Political Liberalism and Children’s Education », aborde les questions du fondement normatif et des implications du principe de ‘neutralité éducative’ ou ‘anti-perfectionnisme éducatif’. Selon ce principe, il n’est pas légitime pour l’État libéral de délibérément promouvoir, à travers ses politiques publiques en éducation, une conception particulière de la vie bonne. L’article défend les idées suivantes. D’abord, ledit principe est exclusivement fondé sur des raisons de justice envers les parents. Ensuite, l’anti-perfectionnisme libéral n’est pas, pour autant, ‘mauvais pour les enfants’, puisqu’une vaste gamme d’interventions politiques dans la vie familiale et l’éducation des enfants sont, de manière surprenante, justifiables dans ce cadre théorique. Le deuxième article, « On the Permissibility of Shaping Children’s Values », examine la question de savoir si les parents ont un droit moral de forger délibérément l’identité, la conception du monde et les valeurs de leurs enfants. L’article développe une critique de la conception anti-perfectionniste des devoirs parentaux et propose un nouvel argument libéral à l’appui d’un droit parental conditionnel de forger l’identité de leurs enfants. L’article introduit également une distinction importante entre les notions d’éducation compréhensive et d’« enrôlement » compréhensif. Le troisième article, « Common Education and the Practice of Liberal Neutrality: The Loyola High School Case », défend trois thèses principales à travers une analyse normative de l’affaire juridique de l’école Loyola. Premièrement, il est légitime pour l’État libéral d’adopter un modèle d’éducation commune fort. Deuxièmement, la thèse selon laquelle la neutralité comme approche éducative serait impossible est injustifiée. Troisièmement, il existe néanmoins de bonnes raisons pour l’État libéral d’accommoder plusieurs écoles religieuses qui rejettent le modèle de la neutralité. Le quatrième article, « Which Moral Issues Should be Taught as Controversial? », critique à la fois le critère ‘épistémique’ dominant pour déterminer quels enjeux moraux devraient être enseignés aux jeunes comme ‘controversés’, et à la fois la manière dont le débat sur l’enseignement des enjeux controversés fut construit au cours des dernières années, d’un point de vue substantiel et méthodologique. L’article propose une manière alternative d’aborder le débat, laquelle prend adéquatement en compte la pluralité des objectifs de l’éducation et un ensemble d’autres considérations morales pertinentes.

The minimum vital of drinking water for vulnerable people isprotected by the Colombian Constitutional Jurisprudence,locally and nationally. The Constitutional Court has created asolid jurisprudential line on the right to water in relation to thesuspension of water supply service for the customer’s failure topay for the service; this Court has also defined the conditionsnecessary for the companies to refrain from suspending serviceand the minimum amount necessary for survival. Compliance withthese sentences has been limited to the orders pronounced to thebenefit of the company that provides such service, including theexecution of payment agreements for accessing the water supply.The implementation of the free minimum vital of drinking water inColombia has been defined through targeting and requirements thatare set only to benefit market laws, such as payment agreements,except for Bogota that, from the point of view of human rights,has proposed the respect for the minimum vital of drinking waterfor all social strata.

[Der Beitrag nähert sich der Frage], ob die aktuelle JeKi-Praxis günstige Voraussetzungen für die erweiterte Einführung inklusiver Settings bietet und wie die bestehenden Ansätze eines inklusiven JeKi-Unterrichts in Grundschulen mit gemeinsamem Unterricht eingeschätzt werden können. [...] Für jede dieser Ebenen wurden in der Studie „JeKi und gemeinsamer Unterricht" ausgewählte Fragestellungen untersucht, in der vorliegenden Darstellung sollen zwei Aspekte im Vordergrund stehen, die der innerpsychischen und der institutionellen Ebene zugeordnet werden können. Este estudo tem por objetivo compreender a perspetiva de professores sobre o currículo de Matemática do 1º ciclo do Ensino Secundário cabo-verdiano e conhecer necessidades de formação que identificam, para um melhor desempenho na sua catividade profissional. As questões de estudo são: 1) Como se reveem os professores de Matemática no currículo do 1º ciclo do Ensino Secundário, enquanto agentes que interpretam e implementam esse currículo? 2) Que potencialidades e dificuldades reconhecem nesse currículo? 3) Que áreas consideram haver necessidade de formação, para a melhoria da sua prática docente, nesse nível de ensino? O desenvolvimento do referencial teórico integra duas áreas temáticas como eixos centrais: o currículo, o professor e o professor de Matemática. Foi feita uma análise de normativos cabo-verdianos para a educação, entre os quais se destacam a Lei de Bases do Sistema Educativo, o Plano de estudos para o ensino secundário e o Programa de Matemática do 1o ciclo do Ensino Secundário. A metodologia adotada na investigação segue uma abordagem interpretativa e descritiva, suportada por um design de estudo de caso. São estudados três casos, relativos a professores de Matemática cabo-verdianos do 1º ciclo do Ensino Secundário. A recolha de dados recorre a urna entrevista semiestruturada a cada professor, à observação de três aulas por professor participante e à recolha documental. A análise de dados foi feita utilizando principalmente a técnica de análise de conteúdos. Os professores revêem-se como executores de um currículo uniforme, de cumprimento obrigatório, normativo, emanado centralmente e do qual procuram interpretar as intenções. A sua visão de currículo é centrada nos conteúdos do programa, um dos motivos para que o enquadramento ao nível dos meios institucionais e as competências esperadas ao nível do saber fazer e ao nível do saber ser nem sempre serem conhecidas e/ou cumpridas. Em Acão, revêem-se como figuras centrais do currículo. Todos se reveem com mais competência na implementação curricular à medida que vão adquirindo experiência profissional. Concordam com os temas do programa e um deles sugere a inclusão de um tema. Consideram que os conteúdos nem sempre estão bem organizados e mostram a necessidade de a metodologia do programa ser mais detalhada, evidenciando claramente os seus propósitos. Eventualmente, podem não concordar com a estrutura de currículo em espiral do programa. Os professores identificam mais formação com melhor desempenho. As necessidades de formação são: Metodologia do Ensino da Matemática, Resolução de Problemas, Avaliação e a Geometria ligada à utilização de materiais pedagógicos. O estudo parece indicar que os professores não desenvolvem práticas diferentes por não terem essa vivência e aponta os professores mais jovens como mais abertos à mudança. ABSTRACT: The aim of this study is to understand the perspective of the teacher in relation to the Mathematics curriculum of the 1st cycle of Secondary School of Cape Verde (grades 7-8) and to learn about his/her training needs to develop better skills and performance in their professional activity. The key questions in this study are: 1) how do Mathematics teachers, acting in the capacity of agents who interpret and implement the 1st cycle of Secondary School curriculum, see themselves in this curriculum? 2) What potentialities and difficulties can they recognize in the curriculum? 3) What areas do they consider in need of training to improve teaching capacity within such education grade? The theoretical framework of this investigation integrates two main areas: the curriculum and the teacher. An analysis of Cape-Verdian normative texts for education has been made, including the Lei de Bases do Sistema Educativo (Basis Law of the Educational System), the Study plan for secondary school and the Mathematics program of the 1st cycle of secondary school. ln terms of methodology, we opted for an interpretative approach to our investigation, namely the case study. We looked at three case studies concerning the Cape-Verdian mathematics teacher of the 1st cycle of secondary school. The data collection uses a semistructured interview for each teacher, the observation of three classes per participating teacher and the documental collection. Content analysis is the main technique used for analyzing the data. Teachers see themselves as practitioners of a uniform curriculum with mandatory compliance and delineated guidelines set by the administration, and they follow their own understanding of its intended purpose. Their vision of the curriculum is focused on program contents, one of the reasons why the expected skills at the level of "how to do" and "how to be" are not always known and/or done. ln their professional setting they see themselves with professional skills growing in tandem with professional experience. They all agree with the program contents but one of them suggests one content to add. ln their opinion the program is not always well organized and they suggest the need for a more comprehensive and detailed methodology of program contents. ln addition, they might not agree with the spiral structure of the program curriculum. They also identified the need for more elaborate professional training including: A Methodology for Mathematics Education, solving problems, Evaluation and the Geometry related to the utilization of pedagogical materials. The study seems to indicate that teachers refrain from developing different practices because of lack of experience but also demonstrates that younger teachers are more open to change.
