The study explores new ideational changes in the information strategy of the Finnish state between 1998 and 2007, after a juncture in Finnish governing in the early 1990s. The study scrutinizes the economic reframing of institutional openness in Finland that comes with significant and often unintended institutional consequences of transparency. Most notably, the constitutional principle of publicity (julkisuusperiaate), a Nordic institutional peculiarity allowing public access to state information, is now becoming an instrument of economic performance and accountability through results. Finland has a long institutional history in the publicity of government information, acknowledged by law since 1951. Nevertheless, access to government information became a policy concern in the mid-1990s, involving a historical narrative of openness as a Nordic tradition of Finnish governing Nordic openness (pohjoismainen avoimuus). International interest in transparency of governance has also marked an opening for institutional re-descriptions in Nordic context. The essential added value, or contradictory term, that transparency has on the Finnish conceptualisation of governing is the innovation that public acts of governing can be economically efficient. This is most apparent in the new attempts at providing standardised information on government and expressing it in numbers. In Finland, the publicity of government information has been a concept of democratic connotations, but new internationally diffusing ideas of performance and national economic competitiveness are discussed under the notion of transparency and its peer concepts openness and public (sector) information, which are also newcomers to Finnish vocabulary of governing. The above concepts often conflict with one another, paving the way to unintended consequences for the reforms conducted in their name. Moreover, the study argues that the policy concerns over openness and public sector information are linked to the new drive for transparency. Drawing on theories of new institutionalism, political economy, and conceptual history, the study argues for a reinvention of Nordic openness in two senses. First, in referring to institutional history, the policy discourse of Nordic openness discovers an administrative tradition in response to new dilemmas of public governance. Moreover, this normatively appealing discourse also legitimizes the new ideational changes. Second, a former mechanism of democratic accountability is being reframed with market and performance ideas, mostly originating from the sphere of transnational governance and governance indices. Mobilizing different research techniques and data (public documents of the Finnish government and international organizations, some 30 interviews of Finnish civil servants, and statistical time series), the study asks how the above ideational changes have been possible, pointing to the importance of nationalistically appealing historical narratives and normative concepts of governing. Concerning institutional developments, the study analyses the ideational changes in central steering mechanisms (political, normative and financial steering) and the introduction of budget transparency and performance management in two cases: census data (Population Register Centre) and foreign political information (Ministry for Foreign Affairs). The new policy domain of governance indices is also explored as a type of transparency. The study further asks what institutional transformations are to be observed in the above cases and in the accountability system. The study concludes that while the information rights of citizens have been reinforced and recalibrated during the period under scrutiny, there has also been a conversion of institutional practices towards economic performance. As the discourse of Nordic openness has been rather unquestioned, the new internationally circulating ideas of transparency and the knowledge economy have entered this discourse without public notice. Since the mid 1990s, state registry data has been perceived as an exploitable economic resource in Finland and in the EU public sector information. This is a parallel development to the new drive for budget transparency in organisations as vital to the state as the Population Register Centre, which has led to marketization of census data in Finland, an international exceptionality. In the Finnish Ministry for Foreign Affairs, the post-Cold War rhetorical shift from secrecy to performance-driven openness marked a conversion in institutional practices that now see information services with high regards. But this has not necessarily led to the increased publicity of foreign political information. In this context, openness is also defined as sharing information with select actors, as a trust based non-public activity, deemed necessary amid the global economic competition. Regarding accountability system, deliberation and performance now overlap, making it increasingly difficult to identify to whom and for what the public administration is accountable. These evolving institutional practices are characterised by unintended consequences and paradoxes. History is a paradoxical component in the above institutional change, as long-term institutional developments now justify short-term reforms.

There are many studies in the literature that deal with the welfare effects of income transfers between nations in a general equilibrium setting. An important impetus for this extensive literature was the demonstration of the transfer paradox; that the donor country could actually gain from a transfer of income to another, and that the recipient could lose as a result of the gift. The reason for this paradoxical result is that the transfer gives rise to a terms-of-trade effect that may be especially beneficial to the donor and detrimental to the recipient. Subsequently, many papers have established conditions under which this paradox will or will not occur. Early work by Samuelson (1954) was followed by demonstrations of paradoxes by Gale (1974), Ohyama (1974), Brecher and Bhagwati (1982) and Bhagwati, Brecher and Hatta 1983, 1985, and Dixit (1983)) among others.1 More recently, many studies have examined whether or not foreign aid — tied and untied — can be welfare improving for both the donor and the recipient (see, for example, Turunen-Red and Woodland (1988), Kemp and Wong (1993), Schweinberger (1990), Hatzipanayotou and Michael (1995), Lahiri and Raimondos-Moller 1995, 1997, Djajić, Lahiri and Raimondos-Møller 1996a, 1996b, and Lahiri, Raimondos-Møller, Wong and Woodland 1997.2

The potential to cultivate new relationships with spectators has long been cited as a primary motivator for those using digital technologies to construct networked or telematics performances or para-performance encounters in which performers and spectators come together in virtual – or at least virtually augmented – spaces and places. Today, with Web 2.0 technologies such as social media platforms becoming increasingly ubiquitous, and increasingly easy to use, more and more theatre makers are developing digitally mediated relationships with spectators. Sometimes for the purpose of an aesthetic encounter, sometimes for critical encounter, or sometimes as part of an audience politicisation, development or engagement agenda. Sometimes because this is genuinely an interest, and sometimes because spectators or funding bodies expect at least some engagement via Facebook, Twitter or Instagram. In this paper, I examine peculiarities and paradoxes emerging in some of these efforts to engage spectators via networked performance or para-performance encounters. I use examples ranging from theatre, to performance art, to political activism – from ‘cyberformaces’ on Helen Varley Jamieson’s Upstage Avatar Performance Platform, to Wafaa Bilal’s Domestic Tension installation where spectators around the world could use a webcam in a chat room to target him with paintballs while he was in residence in a living room set up in a gallery for a week, as a comment on use of drone technology in war, to Liz Crow’s Bedding Out where she invited people to physically and virtually join her in her bedroom to discuss the impact of an anti-disabled austerity politics emerging in her country, to Dislife’s use of holograms of disabled people popping up in disabled parking spaces when able bodied drivers attempted to pull into them, amongst others. I note the frequency with which these performance practices deploy discourses of democratisation, participation, power and agency to argue that these technologies assist in positioning spectators as co-creators actively engaged in the evolution of a performance (and, in politicised pieces that point to racism, sexism, or ableism, pushing spectators to reflect on their agency in that dramatic or daily-cum-dramatic performance of prejudice). I investigate how a range of issues – from the scenographic challenges in deploying networked technologies for both participant and bystander audiences others have already noted, to the siloisation of aesthetic, critical and audience activation activities on networked technologies, to conventionalised dramaturgies of response informed by power, politics and impression management that play out in online as much as offline performances, to the high personal, social and professional stakes involved in participating in a form where spectators responses are almost always documented, recorded and re-represented to secondary and tertiary sets of spectators via the circulation into new networks social media platforms so readily facilitate – complicate discourses of democratic co-creativity associated with networked performance and para-performance activities.

Resumen: El artículo plantea una lectura transversal del Documento de la Comisión Teológica Internacional, titulado “En busca de una ética universal: una nueva mirada sobre la ley natural” de tal manera que, a partir del reconocimiento de una ley natural que subyace a toda norma, se procura mostrar cómo esa convicción no impide la participación de los cristianos en el diálogo social. El autor señala las paradojas a las que conduce la ética de la discusión y el lugar de la discusión pública como estímulo para alcanzar la verdad. Enfatiza la importancia del amor a la verdad como condición necesaria para que una sociedad sea noble y respetable. Considera el lugar del diálogo y el consenso y la existencia de una verdad última que la inteligencia puede captar en el marco de un sano pluralismo. También aborda la relación entre este pluralismo y las religiones y su contribución al debate público.

Resumen: El presente trabajo tiene por objeto puntualizar determinadas diferencias doctrinales que se advierten en el modo en que Aristóteles y, por su parte, Tomás de Aquino abordan el estudio relacionado con el tema específico del comportamiento moral. Por medio de un registro analítico y descriptivo y de una lectura a la vez interpretativa y crítica de las fuentes y la bibliografía especializada, se intenta precisar ciertas particularidades que distinguen los presupuestos sobre cuya base ambos filósofos elaboran sus respectivos discursos. Esto último permite observar en qué medida el Aquinate se hace cargo del saber aristotélico acerca del bien humano y resuelve, por lo demás, de un modo satisfactorio las diversas aporías a que conduce ese mismo planteo.

Resumen: La ciencia es un complejo fenómeno social que abarca no solo factores materiales sino también espirituales. Es una actividad cognoscitiva del hombre que valora objetivamente tanto la naturaleza como la sociedad, en donde las abstracciones se vinculan con la práctica. Pero ¿el saber científico es un medio o un fin en sí mismo? Si fuera un fin, solo nos interesaría saber el cómo investigar. Pero entendida la ciencia como un medio, la pregunta entonces es ¿para qué investigar y generar saberes científicos? y también ¿para quién investigar? Sin duda la razón de la investigación científica es el hombre y su objetivo debería ser el desarrollo, entendiendo éste como la posibilidad de que todas las potencialidades del hombre puedan expresarse. La ciencia es un medio para alcanzar el desarrollo y el bienestar social, poniendo al hombre en el centro de la escena. El boom científico-tecnológico aumentó la media de años de vida, modificó el perfil epidemiológico y también, en algunos casos, la calidad de vida del hombre, se abrieron nuevas esperanzas pero también nuevos desafíos, paradojas y contradicciones que intentaremos desarrollar en este artículo.

This paper analyzes the debate between Ohlin and Keynes on the question as to whether Germany was able to make the payments specified in the Dawes Plan. Keynes argued that Germany was able to collect the money but unable to transfer it to the victors because there existed an insurmountable “transfer problem”. Ohlin replied that such a “transfer problem” did not exist and, therefore, that Germany was able to make the payments stipulated by the Dawes Committee. This paper analyzes the positions of the two contenders and argues that the problems are not correctly delimited and that the theoretical bases of the contenders show serious deficiencies. It also brings to light some interesting theoretical and practical paradoxes that neither Keynes nor Ohlin dealt with.

A partir de um estudo do discurso presente nos livros de orientação de pais mais vendidos, editados no Brasil no período de 2001-2006, a autora da presente dissertação faz uma reflexão crítica relacionando as concepções de educação e babárie, considerando a perspectiva da Teoria Crítica da Escola de Frankfurt. Contextualiza-se este trabalho através de um mapeamento das práticas tradicionais de educação no âmbito da família e o levantamento de sinais, que possam servir de índices para se conceber uma possível educação hipermoderna. O caráter paradoxal de muitas das orientações feitas por estes livros é coerente com as noções da Teoria Crítica relativas à indústria cultural e aos paradoxos da cultura hipermoderna. A reflexão feita aponta para a necessidade de um posicionamento ético de pais e educadores no que diz respeito às sugestões feitas pelos livros de orientação estudados

Nos últimos anos, busca-se através da articulação entre os conceitos de hipermodernidade, neoliberalismo, globalização, mídia, sociedade de consumo, transgressão, tentar compreender a complexidade da sociedade contemporânea. Neste contexto, os jovens crescem marcados pelas contradições e paradoxos gerados pela sociedade capitalista, em meio aos valores da sociedade de consumo, da circulação de um mundo globalizado e a crescente desigualdade social em alguns países como o Brasil. Este trabalho surge a partir da minha vivência com crianças e adolescentes de famílias atendidas no Conselho Tutelar do Município do Rio de Janeiro e, posteriormente, como assessora de direção de um Centro de Referência Especial de Assistência Social, localizado na região metropolitana do Rio de Janeiro, em área empobrecida. Percebe-se a transformação do conceito de consumo de bens para satisfação das necessidades em promessa de felicidade através da satisfação dos desejos, sendo estes últimos constantemente sugestionados aos sujeitos pela mídia. Percebe-se que a juventude está atravessada pelo sistema capitalista e sofre grandes pressões para se integrar em uma sociedade de consumo. Como conseqüências desta tentativa de integração, muitas vezes o jovem é levado à transgressão da lei, criando formas alternativas de acesso a esses desejados bens que o levam, e a suas famílias, à tutela do Estado, que percebe o fenômeno de forma isolada e individualizada, tendo dificuldades de propor saídas que de fato enfrentem os valores e as perversões do sistema.

A presente Tese de Doutorado tem como objetivo principal a investigação das ressonâncias do Niilismo Europeu na produção literária de Antero de Quental, Eça de Queirós e Cesário Verde. Segundo a teorização nietzschiana, o Niilismo Europeu é a história da inserção, da desvalorização e do declínio dos valores cosmológicos do ocidente. Nesta tese, objetivamos demonstrar como as obras desses três autores refletem essa história. Com esse fim, empreendemos uma análise dessas obras a partir destes três eixos temáticos que remetem à desenvolução da história do Niilismo Europeu na segunda metade do século XIX: a consciência da morte de Deus; a tentativa positivista de substituir o Deus morto pela verdade científica; e o crescente sentimento de desvalorização da vida após o fracasso dessa e de outras tentativas de dar-lhe um sentido. Como as obras de Antero, Eça e Cesário representam essa história? Que influência os fatos dessa história exercem sobre tais obras? Se a vida deixa de ter um sentido, e isso se torna a causa de sua desvalorização, poderia a atividade literária manter ainda o seu próprio valor? São essas as perguntas que procuramos responder ao longo desta tese

Chapters 3 and 15 of Joyce's Ulysses exhibit glimpses of three dreams, fantasies and eventual nightmares linked to the figure of 'Haroun al Raschid.' Historically speaking, the latter was a powerful Caliph of Baghdad, a medieval potentate about whom many of the most memorable of The Thousand and One Nights or The Arabian Nights' Entertainments were once and then again spun as tales of pleasure. Joyce seizes upon the figure of 'Haroun al Raschid' as a fictive measure to articulate the 'orientalist' fantasies of Stephen Dedalus and Leopold Bloom. However, this evocative figure of Near Eastern history, of fabulous narrative and the progressively converging fantasies of two modern European literary characters is riddled with paradox. Such material provides Joyce a perceptive and proleptic sense of the paradoxes and brutal historical contradictions through which Western and Eastern dreams of theocratic nationalism, ethnic zealotry, colonial rebellion and Zionism are to be played out. W. B. Yeats' poem 'The Gift of Harun al-Raschid', written in 1923, the year after the book publication of Ulysses, provides both a fitting foil and a significant socio-historical point of reference for Joyce's own figurative use of the Caliph of Baghdad.

Se propone un planteamiento teórico/conceptual para determinar si las relaciones interorganizativas e interpersonales de la netchain de las cooperativas agroalimentarias evolucionan hacia una learning netchain. Las propuestas del trabajo muestran que el mayor grado de asociacionismo y la mayor cooperación/colaboración vertical a lo largo de la cadena están positivamente relacionados con la posición horizontal de la empresa focal más cercana del consumidor final. Esto requiere una planificación y una resolución de problemas de manera conjunta, lo que está positivamente relacionado con el mayor flujo y diversidad de la información/conocimiento obtenido y diseminado a lo largo de la netchain. Al mismo tiempo se necesita desarrollar un contexto social en el que fluya la información/conocimiento y las nuevas ideas de manera informal y esto se logra con redes personales y, principalmente, profesionales y con redes internas y, principalmente, externas. Todo esto permitirá una mayor satisfacción de los socios de la cooperativa agroalimentaria y de sus distribuidores y una mayor intensidad en I+D, convirtiéndose la netchain de la cooperativa agroalimentaria, así, en una learning netchain.

Taking into account the huge repercussion and influence that J.J. Rousseau has had on modern pedagogy, the recent tercentenary of his birth is a good opportunity to think about his outstanding relevance nowadays. This paper is a theoretical and educative research developed with an analytic and comparative hermeneutical method. The main objective is to show how some concepts of his philosophy of education have a great similarity with certain changes that the present competency based teaching is demanding, so it could be considered its methodological background. In order to achieve this objective this exposure has been divided in three parts. The first part is an analysis of Rousseau's educational theory as developed in the first three books of the Emilio, in which one of the main themes is self experience-based learning, fostering self-sufficiency, curiosity and the motivation for learning. Rousseau proposed as a method the negative education, which requires, among other conditions, a constant monitoring of the learner by the tutor. In the second part, a brief summary of the most relevant changes and characteristics of competency-based teaching is developed, as well as its purpose. The student’s participation and activity are highlighted within their own learning process through the carrying out of tasks. The new educational model involves a radical change in the curriculum, in which it is highlighted the transformation of the methodology used in the classroom as well as the role of the teacher. Finally, the aim of the third part is to offer a comparative synthesis of both proposals grouping the parallelisms found in 4 topics: origin of the two models, its aims, methodology, and change in the teaching roles.

El presente trabajo intenta mostrar de qué manera Plotino refuta la noción aristotélica del tiempo como «número» o «medida del movimiento», cuáles son las aporías que plantea, cómo las compulsa con sus propios argumentos y qué soluciones propone con respecto a esa misma confrontación. Todo esto será encauzado a partir de un estudio descriptivo y analítico, acompañado de una lectura a la vez hermenéutica y crítica de los textos seleccionados para esta ocasión.
