The current growth of Kathmandu Valley has been malignant in many ways which suggests a decline of public realm in the city. As the current efforts for planning and design of public open space exhibit numerous problems related to both physical and social aspects of city building, this book examines the shortcomings with contemporary urban development from urban planning and design point of view and attempts to suggest methods to overcome such shortcomings based on the study of historic urban squares. This book identifies the inherent urban design qualities of the historic urban squares in order to learn from them and also attempts to put forward the principles and guidelines for contemporary public space design based on such findings.

This paper addresses several questions in the compensation literature by examining stock option compensation practices of Finnish firms. First, the results indicate that principal-agent theory succeeds quite well in predicting the use of stock options. Proxies for monitoring costs, growth opportunities, ownership structure, and risk are found to determine the use of incentives consistent with theory. Furthermore, the paper examines whether determinants of stock options targeted to top management differ from determinants of broad-based stock option plans. Some evidence is found that factors driving these two types of incentives differ. Second, the results reveal that systematic risk significantly increases the likelihood that firms adopt stock option plans, whereas total firm risk and unsystematic risk do not seem to affect this decision. Third, the results show that growth opportunities are related to time-dimensional contracting frequency, consistent with the argument that incentive levels deviate more rapidly from optimum in firms with high growth opportunities. Finally, the results suggest that vesting schedules are decreasing in financial leverage, and that contract maturity is decreasing in firm focus. In addition, both vesting schedules and contract maturity tend to be longer in firms involving state ownership.

Rapid urbanisation in India has posed serious challenges to the decision makers in regional planning involving plethora of issues including provision of basic amenities (like electricity, water, sanitation, transport, etc.). Urban planning entails an understanding of landscape and urban dynamics with causal factors. Identifying, delineating and mapping landscapes on temporal scale provide an opportunity to monitor the changes, which is important for natural resource management and sustainable planning activities. Multi-source, multi-sensor, multi-temporal, multi-frequency or multi-polarization remote sensing data with efficient classification algorithms and pattern recognition techniques aid in capturing these dynamics. This paper analyses the landscape dynamics of Greater Bangalore by: (i) characterisation of direct impervious surface, (ii) computation of forest fragmentation indices and (iii) modeling to quantify and categorise urban changes. Linear unmixing is used for solving the mixed pixel problem of coarse resolution super spectral MODIS data for impervious surface characterisation. Fragmentation indices were used to classify forests – interior, perforated, edge, transitional, patch and undetermined. Based on this, urban growth model was developed to determine the type of urban growth – Infill, Expansion and Outlying growth. This helped in visualising urban growth poles and consequence of earlier policy decisions that can help in evolving strategies for effective land use policies.

Com o crescimento desordenado das cidades, surgiu a necessidade de um planejamento urbano adequado, que garantisse a dignidade da pessoa humana e o respeito aos direitos fundamentais. Em um sistema tributário inchado, com reformas desastrosas e o colapso financeiro de Municípios, alternativas de solução para o problema do crescimento das cidades são essenciais. A contribuição de melhoria, tributo pioneiramente previsto na Constituição Federal de 1934, é uma dessas alternativas, na medida em que pode representar importante e justo meio de obtenção de recursos públicos que financiem políticas urbanas. Ademais, o tributo em questão atende aos princípios jurídicos, como o da capacidade contributiva e aquele que veda o enriquecimento sem causa. A contribuição de melhoria, inspirada particularmente no special assessment do direito norte-americano e na betterment tax inglesa, também é uma expressiva forma de consagração da função social da propriedade. A depender de vontade política e de iniciativas administrativas, a contribuição de melhoria pode gerar resultados inusitados para a ordenação do crescimento das cidades no Brasil, para o atendimento da função social da propriedade e para o respeito aos direitos fundamentais, daí dever-se reconhecer seu caráter de relevante instrumento de política urbana.

As câmaras municipais constituíram-se em um dos mais notáveis mecanismos de manutenção do vasto império ultramarino português. Originavam-se dos antigos conselhos medievais, aglutinavam os interesses das elites coloniais ao serem compostas pelos homens bons da colônia, detinham considerável poder sobre a sociedade local além de terem a liberdade de representar ao rei de Portugal seus anseios ou dificuldades. Paralelo, ao poder do senado da câmara municipal, encontravam-se as autoridades nomeadas pelo rei de Portugal: governadores coloniais. Este compartilhamento do poder na colônia gerava, muitas vezes, conflitos entre a câmara municipal e os funcionários régios. No Rio de Janeiro, setecentista, vários fatores internos e externos à colônia deterioraram as relações entre os governadores coloniais e os membros do senado.Tal situação agrava-se com as incursões corsárias francesas de 1710 e 1711 que demonstraram a fragilidade do império português que há muito deixara de ter um poder naval significativo, perdendo espaços para potências como a França, Inglaterra e Holanda. Incapaz de conter os inimigos no vasto oceano, desprovido de meios navais capazes de patrulhar os litorais de suas colônias na África, Ásia e América, em especial o do Brasil, o império português dependia cada vez mais dos recursos humanos de suas colônias para a manutenção do seu território ultramarino. A corte portuguesa sofreu duro impacto com a conquista da cidade do Rio de Janeiro por Duguay-Trouin e, ao longo dos próximos anos, procurou fortalecer o sistema defensivo de sua colônia com o envio de tropas e navios além da construção de novas fortalezas e o reaparelhamento do sistema defensivo já existente.Todo este esforço para a guerra era bancado, em sua maior parte, com recursos da própria colônia do Rio de Janeiro. Obviamente este ônus não agradava a incipiente elite mercantil que florescia na colônia resultando no fato de que a política de enclausurar o Rio de Janeiro entre muralhas e fortificações, ás custas da economia colonial, colocou em campos opostos os funcionários do rei e os membros do senado por várias vezes nas primeiras décadas do século XVIII. Surgiram inevitáveis conflitos pelo uso e posse do território urbano do Rio de Janeiro cada vez mais pontilhado por fortalezas, sulcado por extensas valas e trincheiras a impedir-lhe o crescimento urbano. Além do conflito territorial, em função da expansão da atividade mercantil desenvolvida pelos colonos, as disputas comerciais envolveram as elites locais, ávidas por lucros e impulsionadas ao comércio devido à descoberta do ouro na região das Minas, e as autoridades e comerciantes lusos, uns querendo controlar a atividade comercial que crescia em acelerado ritmo, outros querendo lucrar e disputar espaços com as elites coloniais locais. No meio destes embates encontrava-se a Câmara Municipal do Rio de Janeiro, objetivo maior desta pesquisa, a defender os interesses das elites da colônia, pois delas era representante. Era uma disputa em que, muitas vezes, seus membros pagaram com a perda da liberdade e dos seus bens frente a governadores coloniais mais intolerantes

A study was conducted, in association with the Alabama and Mississippi National Estuarine Research Reserves (NERRs) in the Gulf of Mexico (GoM) as well as the Georgia, South Carolina, and North Carolina NERRs in the Southeast (SE), to evaluate the impacts of coastal development on tidal creek sentinel habitats, including potential impacts to human health and well-being. Uplands associated with Southeast and Gulf of Mexico tidal creeks, and the salt marshes they drain, are popular locations for building homes, resorts, and recreational facilities because of the high quality of life and mild climate associated with these environments. Tidal creeks form part of the estuarine ecosystem characterized by high biological productivity, great ecological value, complex environmental gradients, and numerous interconnected processes. This research combined a watershed-level study integrating ecological, public health and human dimension attributes with watershed-level land cover data. The approach used for this research was based upon a comparative watershed and ecosystem approach that sampled tidal creek networks draining developed watersheds (e.g., suburban, urban, and industrial) as well as undeveloped sites (Holland et al. 2004, Sanger et al. 2008). The primary objective of this work was to define the relationships between coastal development with its concomitant land cover changes, and non-point source pollution loading and the ecological and human health and wellbeing status of tidal creek ecosystems. Nineteen tidal creek systems, located along the Southeastern United States coast from southern North Carolina to southern Georgia, and five Gulf of Mexico systems from Alabama and Mississippi were sampled during summer (June-August) 2005, 2006 (SE) and 2008 (GoM). Within each system, creeks were divided into two primary segments based upon tidal zoning: intertidal (i.e., shallow, narrow headwater sections) and subtidal (i.e., deeper and wider sections), and watersheds were delineated for each segment. In total, we report findings on 29 intertidal and 24 subtidal creeks. Indicators sampled throughout each creek included water quality (e.g., dissolved oxygen, salinity, nutrients, chlorophyll-a levels), sediment quality (e.g., characteristics, contaminant levels including emerging contaminants), pathogen and viral indicators (e.g., fecal coliform, enterococci, F+ coliphages, F- coliphages), and abundance and tissue contamination of biological resources (e.g., macrobenthic and nektonic communities, shellfish tissue contaminants). Tidal creeks have been identified as a sentinel habitat to assess the impacts of coastal development on estuarine areas in the southeastern US. A conceptual model for tidal creeks in the southeastern US identifies that human alterations (stressors) of upland in a watershed such as increased impervious cover will lead to changes in the physical and chemical environment such as microbial and nutrient pollution (exposures), of a receiving water body which then lead to changes in the living resources (responses). The overall objective of this study is to evaluate the applicability of the current tidal creek classification framework and conceptual model linking tidal creek ecological condition to potential impacts of development and urban growth on ecosystem value and function in the Gulf of Mexico US in collaboration with Gulf of Mexico NERR sites. The conceptual model was validated for the Gulf of Mexico US tidal creeks. The tidal creek classification system developed for the southeastern US could be applied to the Gulf of Mexico tidal creeks; however, some differences were found that warrant further examination. In particular, pollutants appeared to translate further downstream in the Gulf of Mexico US compared to the southeastern US. These differences are likely the result of the morphological and oceanographic differences between the two regions. Tidal creeks appear to serve as sentinel habitats to provide an early warning of the ensuing harm to the larger ecosystem in both the Southeastern and Gulf of Mexico US tidal creeks.

城市扩展及其导致的土地利用/土地覆被变化作为全球环境变化的重要驱动因素,日益引起社会各界的普遍关注。新中国成立以来,沈阳市经历了快速的城市化过程,特别是进入21世纪以来,伴随着人口增长和经济发展,中心城区持续向外扩张,导致基本农田大量流失,区域景观和生态环境质量日益下降,给沈阳市的城市增长管理和可持续发展带来严峻挑战。 利用遥感(RS)、地理信息系统(GIS)和空间Logistic回归模型对1988-2004年间沈阳市的城市扩展与土地利用变化特征及其驱动力进行深入分析,并在此基础上利用基于细胞自动机(CA)的城市扩展模型-SLEUTH对历史时期(1988-2004年)的城市扩展格局进行模拟与重建,对未来(2005-2030年)不同发展条件下的城市扩展进行模拟与环境影响评估,以期为城市增长管理与区域可持续发展提供决策支持。本论文取得如下研究成果: (1) 1988-2004年间,沈阳市辖区城市面积持续增加,城市扩展强度逐渐增强;2000-2004年城市扩展规模和强度都达到最大;沈阳市城市化进程正在显著加速。城市扩展具有明显的空间分异特征:整个研究时段内,市区西南方向是城市扩展的主方向,中心城区周边(8~10km)及各级经济开发区是扩展的热点区域。 (2) 1988-2004年间,沈阳市辖区土地利用变化最主要的特征是耕地向城乡建设用地的大面积转换。持续的城市扩展导致区域景观日益破碎化和复杂化。城市和其它建设用地的景观影响日益增强,耕地的优势地位减弱,且破碎化程度增加,斑块形状日趋复杂。城市化空间梯度上的土地利用格局变化分析表明,随着城市化水平的提高,景观组成和空间配置发生了明显变化。处在城市化前沿区域的城郊地区,景观格局表现出景观多样性增加、破碎化程度加深和形状日趋复杂等特点。 (3) 1988-2004年间,沈阳市辖区城市扩展主要受到社会经济发展的推动作用和政策因素的激励与导向作用。空间Logistic回归分析显示,开发区建设与行政建制变化、道路与城镇分布、浑河和城市规划是城市空间扩展的主要影响因素。 (4) ROC曲线统计、Kappa统计与多分辨率误差估算以及景观指数从城市扩展总体预测能力、增长数量、空间位置和空间格局上给予SLEUTH模型一个全面、客观的评估。总体上来说,SLEUTH模型具有可信精度,较好地表达了沈阳市1988-2004年间城市扩展的总体趋势,对城市扩展面积的拟合精度很高。但是,与其它城市扩展模型相似,在像元尺度上对城市扩展空间位置的预测和对城市空间格局的表达还有待于提高;随着分辨率的降低,模型对城市发展中空间邻域关系的表达效果趋于提高。SLEUTH模型对城市扩展的总体模拟精度要高于空间Logistic回归模型,但是对城市扩展位置的模拟准确性低于后者。 (5) 通过分析发现,影响SLEUTH模拟准确性的主要因素包括模型结构、地方城市发展特征、模型应用的时空尺度和模型输入数据的获取与误差传递等。通过修改模型组分设置、开展模型敏感性与不确定性分析以及实行城市扩展一体化模拟可以提高SLEUTH模型的模拟效力,而具体实现方法需要深入研究。基于模型评估结果和效力提高的对策,对城市扩展演变的时空格局进行了较为准确的重建,为其相关研究提供了可靠的历史数据资料。 (6) 遵循沈阳市目前和未来的区域开发政策、最新修编的城市总体规划,以及社会对区域生态环境保护的要求,设计了五个城市发展预案,即目前趋势发展预案(CT)、区域开发政策与城市规划预案(PP)、生态可持续发展预案(ES)、紧凑式发展格局预案(CD)和特定增量发展预案(GA)。对不同预案条件下未来(2004-2030年)城市扩展面积和空间格局、城市扩展热点区域、城市景观格局变化及其景观生态效应,以及对其它类型土地资源的消耗四个方面进行了分析和比较,为沈阳市城市规划、生态建设以及可持续增长管理提供了许多有价值的决策信息。

El presente estudio tiene el objetivo de ofrecer una visión general sobre los Modelos de Desarrollo y Organización Territorial desde la perspectiva de las relaciones entre el medio urbano, “rururbano” y rural, en España. Para ello, tras conocer y valorar los enfoque conceptuales y temáticos, se estudia el crecimiento urbano en nuestro país en las últimas décadas, analizando de manera pormenorizada la importancia que ha cobrado y cobra la aplicación legislativa de leyes, planes y normas, tanto en el propio crecimiento urbano como en la demanda de viviendas en las ciudades españolas y, de igual modo, la vinculación de ambas con el precio de las viviendas, relacionándolo con la problemática de la “rururbanización”, y del medio rural.

Erbil (Hawler in Kurdish), is the capital and the largest city of Iraqi Kurdistan. Having been continuously inhabited for about 6000 years, the city has recently been regarded by UNESCO World Heritage as one of the world’s oldest urban settlements. The city is witnessing remarkable urban growth and rapid spatial expansion compounded by a dramatic increase in population due to emigration from the countryside and rural areas over the last three decades. Following the changing geopolitical landscape of post-war Iraq, urban changes and socio-political transformation are largely driven by Erbil’s growing autonomous status as the capital of northern region of Kurdistan since 2003. This paper explores the layers of historical, spatial and social developments of the contemporary urban context of Kurdistan in general and of Erbil in particular as a reflection of the changing status of the city, as well as the polarization of Iraq and the emergence of neoliberal urbanism. The tension between the global and modern from one side and traditional and authentic from another is ever present and evident in everyday challenges in the planning of the city. In large part, Erbil’s built fabric embodies the dichotomy of identity and contests between its past and future, in which the present remains a transition between two disconnected realities.

Impact de l’évolution des formes de croissance urbaine sur l’identité de la ville et de ses citoyens

L’évolution de l’urbanisation dans le monde nous a motivés à développer nos recherches quant à cette croissance déchaînée des villes et ces multitudes de formes urbaines qui en résultent. L'objet de ce travail est d'analyser ces formes de croissance spatiales et d’analyse leur impact sur l’identité dans la ville. Il s'agit de montrer dans quelle mesure elles favorisent la prolifération de nouvelles identités dans les régions périphériques de la ville. Notre recherche porte alors sur une étude socio spatiale de la capitale de la Tunisie. Tunis, cette métropole en pleine expansion, occupe un emplacement stratégique dans la Méditerranée et joue un rôle important dans les échanges afro-européens. La pertinence de l’étude de l’évolution du domaine urbain de Tunis résulte du fait que cette ville a connu différents types de croissances. La variété des modes de développement de l’espace urbain fait de Tunis un exemple pertinent qui mérite d’être étudié, d’autant plus que l’espace englobe des banlieues planifiées, spontanées, historiques, et bien d’autres qui résultent du juste fait de l’informalité, allant du patrimoine à la construction d’une identité urbaine plurielle. Notre travail comportera donc une étude spatiale de l’évolution de l’espace urbain de Tunis, basée essentiellement sur des cartes et des photos satellites, doublées d’une analyse sociale, basée sur une enquête in situ, réalisée avec les habitants des banlieues, et ce, dans le but de recenser leurs degrés d’attachement à l’espace ainsi que les rapports qu’ils entament avec le centre-ville. Notre recherche nous a permis de conclure que les habitants des banlieues s’identifient aux nouvelles formes de croissance et développent au fil des années un sentiment d’appartenance et d’attachement identitaire à leurs quartiers. Cela contribue à la prolifération d’identités multiple dans la ville.

Le nouveau contexte de planification du Grand Montréal engendré par la Loi modifiant la Loi sur l’aménagement et l’urbanisme et d’autres dispositions législatives concernant les communautés métropolitaines (L.Q. 2010, c. 10) soulève un grand nombre de questions en matière d’aménagement, notamment par rapport à la gestion de l’urbanisation et plus spécifiquement en ce qui a trait à la notion de périmètre d’urbanisation. Ce nouveau contexte de planification est donc l’élément déclencheur de la présente recherche qui vise à examiner la conception du périmètre métropolitain définie dans le Plan métropolitain d’aménagement et de développement (PMAD) adopté par la Communauté métropolitaine de Montréal (CMM) et qui est entré en vigueur le 12 mars 2012, suite à l’avis favorable du gouvernement du Québec. Cette recherche vise également à examiner l’encadrement du périmètre métropolitain en fonction du contenu des schémas d’aménagement et de développement (SAD) en vigueur des cinq municipalités régionales de compté (MRC) de la Couronne Nord. Plus précisément, il s’agit d’examiner ces documents en ce qui a trait à quatre outils de planification complémentaires, soit les seuils minimaux de densité, les programmes de phasage, les plans de développement de la zone agricole et les demandes à portée collective, ceci afin d’évaluer leur présence et leur contribution à l’atteinte des objectifs poursuivis par le concept de périmètre d’urbanisation. La présente recherche a permis de conclure qu’en matière de conception, le périmètre métropolitain est un outil nettement plus stratégique, comparativement au rôle attribué à cette notion au préalable dans les schémas régionaux, et ce, même considérant le peu de complémentarité entre les périmètres régionaux et ce dernier. En matière d’encadrement, il est possible de conclure que le contexte de planification révèle une situation régionale hautement variable qui illustre le besoin d’une approche de planification commune afin d’atteindre les objectifs du périmètre métropolitain.

Since around twenty years, the Saguenay CMA seems to have underwent a population decline and important economic transformations, wich would have confronted citizens and local actors to a situation of a possible decline. In a context of an ageing population generalized to the whole Quebec, the Saguenay CMA can be seen as a precursor territory of the population decline phenomenon for a medium-sized city. It’s the scale and the extent of the phenomenon wich seem to have become more important. In this context, is it possible to reverse the situation from an urban planning based on growth, to a planning that takes into account the possiblity of the decrease and the ageing of the population, as well as the reorganization of econimic activities? The analysis of the actors’s speech, who are involved in planning, economic development and politics, raise the question of the difficulty to conceive the decrease of the population and the economic tranformations, not as an occasional phenomenon, but as a possibly structural phenomenon that may last over time. The subject of the decline seems to generate a form of discomfort among the actors, going even to the complete reject of the situation as a possible reality. For several, the eventuality of a generalized decline is inconceivable, the decrease can be perceived as a political failure. It appears that most of the strategies put in place to correct the situation, are based on the goal of a return to the growth. From the signs in the built framework, through the strategy of territorial marketing and municipal interventionism, until the appearance of urban brownfields, the impacts of the population decrease and the economic transformations seems, for the greater part very subtile, but to be present on the territory of the CMA. The shrinking cities phenomenon is observed in this study according to a new approach that confronts the actors’s speech, the territory reality and the analysis of the economic and demographic dynamics. It is thus an exploratory research wich tries to question the current way of thinking the urban growth.
