Researchers strive to optimize data quality in order to ensure that study findings are valid and reliable. In this paper, we describe a data quality control program designed to maximize quality of survey data collected using computer-assisted personal interviews. The quality control program comprised three phases: (1) software development, (2) an interviewer quality control protocol, and (3) a data cleaning and processing protocol. To illustrate the value of the program, we assess its use in the Translating Research in Elder Care Study. We utilize data collected annually for two years from computer-assisted personal interviews with 3004 healthcare aides. Data quality was assessed using both survey and process data. Missing data and data errors were minimal. Mean and median values and standard deviations were within acceptable limits. Process data indicated that in only 3.4% and 4.0% of cases was the interviewer unable to conduct interviews in accordance with the details of the program. Interviewers’ perceptions of interview quality also significantly improved between Years 1 and 2. While this data quality control program was demanding in terms of time and resources, we found that the benefits clearly outweighed the effort required to achieve high-quality data.

Little is known about how human resource practices contribute towards the competitiveness of people based-knowledge intensive organisations in developing countries. This paper examines the role of human resource practices in developing knowledge and learning capabilities for innovation in the Indian information technology services sector. The study draws from the experience of a sample of 11 of the largest information technology service providers (ITSPs) in India and is based on in-depth interviews. The main finding suggests that the talent management architecture of ITSPs that comprises human resource practices and the development of knowledge and learning capabilities is the main drivers of innovation. A conceptual framework showing the link between human resource practices, knowledge and learning capabilities and innovation of ITSPs is developed followed by the limitations of the study and avenues for future research.

This wide-ranging and insightful collection of interviews with D. A. Pennebaker (b. 1925) spans the prolific career of this pioneer of observational cinema. From the 1950s to the present day, D. A. Pennebaker has made documentary films that have revealed the world of politics, celebrity culture, and the music industry. Following his early collaborations with Robert Drew on a number of works for television, his feature-length portrait of Bob Dylan on tour in England in 1965 (the landmark film Dont Look Back) established so-called direct cinema as a form capable of achieving broad theatrical release. With Monterey Pop, Pennebaker inaugurated the popular mode of rock concert film (or "rockumentary"), a style of filmmaking he has expanded on through a number of films, including Ziggy Stardust and the Spiders from Mars and Depeche Mode: 101. Pennebaker has always regarded collaboration as an integral part of his filmmaking methods. His long-running collaboration with Richard Leacock and subsequently his work with Chris Hegedus have enriched his approach and, in the process, have instituted collaboration as a working practice integral to American direct cinema. His other collaborations, in particular, with Jean-Luc Godard and Norman Mailer, resulted in innovative combinations of observational techniques and fictional aesthetics. Such films as The War Room, which was about the 1992 Democratic primaries and was nominated for an Academy Award, and the 2009 Kings of Pastry continue to explore the capacities of observational documentary. In 2012 Pennebaker was the first documentary filmmaker to be awarded an Academy Honorary Award by the Academy of Motion Picture Arts and Sciences.

Nos últimos anos o Brasil tem avançado no sentido de enfrentar as desigualdades raciais. Em 1995, o então Presidente da República Fernando Henrique Cardoso reconheceu oficial e publicamente não apenas a existência da discriminação racial e do preconceito de cor no País, mas também a necessidade de se adotar medidas públicas e privadas para fazer face ao problema. Naquele mesmo ano foi criado o Grupo de Trabalho Interministerial, que teve por incumbência propor ações integradas de combate à discriminação racial e recomendar políticas para a consolidação da cidadania da população negra. Para encaminhar as ações relacionadas ao mercado de trabalho, foi criado em 1996, no âmbito do Ministério do Trabalho, o Grupo de Trabalho para a Eliminação da Discriminação no Emprego e na Ocupação, cuja missão foi definir programas de ações que visassem ao combate da discriminação no emprego e na ocupação. Desde então, temos presenciado uma maior permeabilidade do Estado às demandas e proposições dos movimentos sociais negros. Marcos nesta trajetória foram a criação da SEPPIR – Secretaria de Promoção da Igualdade racial, em 2003, a aprovação do Estatuto da Igualdade Racial, em 2010, e a aprovação, por unanimidade, do sistema de cotas para negros no ensino superior brasileiro, pelo Superior Tribunal Federal, em 2011. Essas, dentre outras, são conquistas inquestionáveis e que revelam que o País vive um período de inflexão no encaminhamento de soluções para os problemas raciais que o assolam. Mas, se por um lado essas conquistas representam grandes vitórias, especialmente quando analisadas sob uma perspectiva retroativa, visto que desde a abolição da escravatura nenhuma ação estatal havia sido direcionada à solução de desigualdades raciais, por outro, muito ainda temos que avançar. Um olhar prospectivo revelará que o fosso criado ao longo desses séculos não poderia ser superado em apenas 20 anos. Muita desigualdade racial ainda resta. E muito ainda resta a ser feito para o seu enfrentamento. Ao “mobilizar conhecimento para a resolução de problemas sociais relevantes” (FARAH, 2012) esta tese busca contribuir para o avanço das políticas de igualdade racial no País, particularmente daquelas voltadas para o mercado de trabalho. Ela se constitui em um estudo de caso do Programa de Promoção da Igualdade de Oportunidade para Todos, uma iniciativa do Ministério Público do Trabalho, que teve por objetivo levar as organizações privadas a adotar ações afirmativas para o enfrentamento das desigualdades de gênero e raça nas relações de trabalho. Para a condução do estudo de caso único, empreendemos uma pesquisa qualitativa, adotando diversas técnicas de pesquisa, como a observação participante, conversas, entrevistas semiestruturadas e análise de documentos e outras materialidades, tendo o pós-construcionismo como sua perspectiva epistemológica (SPINK, 2005). Analisamos o Programa da Promoção da Igualdade de Oportunidade para Todos a partir das seguintes variáveis: sua concepção, implantação e primeiros resultados. Essa análise conduziu-nos a uma revisão da literatura nacional e estrangeira sobre a gestão da diversidade, e da literatura sobre desigualdade categórica durável. Os resultados deste estudo sugerem que, em que pesem as resistências enfrentadas para a sua implantação, o Programa j produziu efeitos positivos, embora também apontem seus limites e ajustes necessários para futuras políticas que visem à redução de desigualdade racial no mercado de trabalho no País.

O presente trabalho pretende compreender os principais aspectos da gestão cultural implementada pela Secretaria Municipal de Cultura da cidade do Rio de Janeiro (SMC), no período de 2001 a 2012, refletindo sobre o papel do poder público na atualidade, através da análise de matérias de jornais e entrevistas com alguns dos principais atores envolvidos nesse processo. Concomitantemente, examinou-se o trabalho proposto pelos Secretários que comandaram a pasta nesse período, identificando as diretrizes de suas políticas culturais assim como seus principais projetos. Pretendeu-se compreender também, como as diretrizes e metas dos planejamentos estratégicos da Prefeitura (2004, 2009 e 2012) interferiram no tipo de política cultural estabelecida, e como essa política auxiliou na criação da representação da cidade que será sede de um megaevento como as Olimpíadas de 2016. Ao final, foram mostradas as semelhanças de discursos empregados pelos gestores da SMC, e entre seus projetos e escolhas.

The increase in the number of natural disasters, as well as their social and economic effects, in recent years, has raised a larger collection, by the media, population and control organs, in the members of the Civil Defense system on the reduction of their effects on society, given that the same has been increasingly overwhelming. To this end, the research analyzes the screen because of the Civil Defense system, historically, have focused their actions, programs and public policies on disaster management, i.e. in the response and recovery at the expense of disaster risk management, i.e. on prevention, preparedness and mitigation of the same, given that the same cannot be avoided, but its effects Yes decreased.This arrangement is studied from the literature review, interviews and field visits. Thus, it was found that the resposabilização ratio and Reduction of risk of disasters that the higher the enforcement and accountability greater and consistent are the number of actions, programmes and public policies aimed at prevention, preparedness and mitigation, i.e. for disaster risk reduction management.

The dissertation evaluates about Rural Women s Productive Organization Program effectiveness of Western Rio Grande do Norte(2008-2012). Specifically, it has aimed to: 1) Describe about Rural Women s Productive Organization Program characteristics in Western Potiguar Region; 2) Investigate which social economic changes the program has caused in Rural Women s lives from Western Potiguar Region; 3) Evaluate whether women s participation in the feminist social movement has contributed in order to facilitate access to the program; 4) evaluate whether rural women s participation from western Potiguar region in POPMR has provoked some questions in relation to labor sexual division in policy all female users or whether it has amplified their capacities for their economical autonomy conquest. The evaluation has been as reference the development concept as freedom according to Amartya Sen (2000) and labor sex division sustained by separation and hierarchy activities performed by men and women according to Kergoat (2009). The qualitative character investigation was made up by a bibliographical and documental research, semi-structured interviews and focal group. The interviews with female mediator agents and female public managers have demonstrated the paths how to create the program by explaining the difficulties and possibilities. The research was concluded with focal groups that had accessed POPMR in western region. With the methodological instruments used, it was possible to achieve the results: The research data show that POPMR has contributed for the region development specifically by expanding rural women s capacities. However, there are still some difficulties which could be overcome with a state actualization, as policies for home labor and home labor care socialization. In this way, the infrastructure construction for production and reproduction must be based on a kind of legislation for a small production which are indispensable elements for a bigger effective policy for women in a rural environment

This work, named Teaching conditions: a study in municipal schools of Currais Novos RN (2009 to 2012) aims to analyze the status of teaching in schools in the municipality of Currais Novos RN in the period ranging from 2009 - 2012, considering infrastructure, initial and continued training and intensification and casualization of teaching factors in the context of the 1990s educational reformations. It, also, assumes that teaching is a constitutive part of capitalist society, and has been reconfigured with based on the new requirements demanded by the labor market. In order to conduct this study the considered data included the survey research Teaching Work in Basic Education in Brazil (2009 to 2010) , held in seven Brazilian states being: Pará, Rio Grande do Norte, Minas Gerais, Goiás, Paraná, Santa Catarina and Espírito Santo. Specifically selected for deepening of the study, there were schools in the municipality of Currais Novos in which semi-structured interviews were performed with teachers of the said municipality. This research is constituted of a qualitative and quantitative approach whose survey instruments adopted were, namely: documental research, literature review, interviews and surveys. The obtained data analysis allows us to infer that the teaching work performed by teachers in the states which participated in the survey has been influenced the changes in the labor market and educational reformations and has been taking on characteristics such as flexibility, tendency to precariousness and intensification; and this trend is also present in schools that were surveyed in the municipality of Currais Novos. As pertaining to the teachers conditions in classroom, these signs are more evident, considering that they had their duties and responsibilities extended beyond the classroom environment. The data also show that in general working conditions of teachers in national, state and local levels are unprofitable and heterogeneous, increasingly deepening the gap between school units and education networks. Therefore, the implantation of public policies that enhance the teaching work and improve their working conditions in all dimensions that directly interfere in their work are crucial

The problem dealt with in this study concerns the analysis of bus drivers' working situation. It stemmed from the need to identify the difficulties faced by these professionals in accomplishing the results expected by the company. A case study was carried out in a public transportation company in the city of Natal. Records and observations made in the workplace, alongside perfomance indicators, such as absenteeism tax, staff turnover and traffic accidents, revealed problems in their activity. It was made clear that, in the company being studied, absenteeism was related to health problems, particularly psychiatric and musculoskeletal disorders, and that although the indicators of traffic accidents and staff turnover have declined over the years, they are still elevated. The interviews involved 50 of the 124 drivers who worked directly in the service, and contained questions covering eleven factors related to the drivers' work. They indicated a gap between the prescribed work and the work actually done, in that there were a series of embarassing or stressful situations involving traffic, itinerary length, road conditions, vehicle maintenance, physical environment (bus terminus), job post and supervision policies. On the other hand, factors such as enjoying driving, the work itself and being with workmates positively influenced the drivers' working conditions. In the propositions of the administration and human resources subsystems, some alternatives were found in order to remodel this activity

Nowadays, there is a tourism phase in the city of Natal/RN called internationalization of tourism , which shows a tourism model with a planning and an administration, based on the needs of the visitors. Such process shows that the production as well as the reproduction of the city spaces with the goal of favor tourism excludes of its composition the effective participation of local subjects. Thus, the research is a result of the perception of tourism as an activity with a meaningful power of transformation of the social and natural space taking into account the low participation of the residents in the decisions of the tourism activities in the city of Natal/RN. Despite that reality, it is possible to note Natal that civil society, starts to mobilize its citizens trying to develop collective actions to low the negative impacts caused by the bad planning as wells not efficient tourism administration, trying to put in action the right of the local population to take part in the decisions of the city activities. Having this panorama as background, this paper aims at investigating in which way the mobilizing action of the social capital in Natal has contributed to change the spatial production which is part of the process of expansion of tourism in Natal/RN? The research presents a temporal picture which starts in the year of 1980, when occurs the first effective state intervention aiming to develop tourism in the capital, taking into account an analysis of 2012. Concerning the spatial picture, the research investigates the beaches of Natal which concentrates criteria and actions such as: visitation, tourism appeal and focus of investments, highlighting the following beaches: Ponta Negra, Areia Preta, Praia dos Artistas, Praia do Meio, Praia do Forte and Redinha. This study is of a descriptive and exploratory nature concerning its goals. With respect to the treatment of its object it is a qualitative research. The data was collected through structural interviews, with open questions. Regarding the methodological choices, it was used the content analysis proposed as well as the collective discursive subject methodology. The results show that theres not yet in Natal a meaningful social capital related to tourism, capable to change the spatial production related to the activity. It should be stressed that Natal social capital presents difficulties concerning the incentive to trust, spontaneous cooperation and the civic participation, which are the foundation for the development of an effective social capital, which makes it harder for a more expressive articulation in the reality in Natal/RN. It should be stressed, as an answer to the research questions, that tourism in Natal/RN is represented by social and spatial segregation. In other words it emphasizes mainly the action of hegemonic agents (State and market), leaving little room for the participation of society. It can be noticed that the actions related to tourism in Natal keeps the popular participation out of the way. Thus, it can be said that the social capital in Natal/RN does not yet contribute to a more fair spatial production related to the expansion of the tourism as well as the well being of the population of Natal/RN. In conclusion, it should be taken into account that this participation do exists but not in a meaningful way. In other words, it´s not enough yet to cause meaningful changes in the actions which tourism needs nowadays in Natal/RN

O crescimento econômico de Mato Grosso nas últimas quatro décadas se apresenta como reflexo das políticas públicas executadas no Estado. Contudo, o direcionamento para a produção de commodities gerou impactos significativos no ambiente e na sociedade mato-grossense. Por outro lado, acredita-se que a inovação sustentável nos segmentos industriais pode vir a se tornar fator de diversificação e otimização da matriz produtiva industrial do Estado. Assim, o objetivo da tese foi detectar a capacidade de aderência dos segmentos industriais da alimentação e madeireiro de Mato Grosso em relação aos padrões produtivos associados à inovação sustentável. O estudo exploratório descritivo foi operacionalizado através de um estudo de campo no qual 1.149 indústrias compuseram o universo, e a amostra foi de 92 respostas dos empresários: 57 madeireiros e 35 do segmento de alimentos. Os dados coletados de janeiro a julho de 2012 foram tratados estatisticamente pelo SPSS 17. As análises permitiram constatar que a inovação sustentável ainda não é realidade. Faltam condições estruturantes básicas para viabilizar o funcionamento de um sistema. Embora assim, há fortes indícios de que os empresários estão procurando inovar nos processos, buscam informação, estimulam seus funcionários a inovar e j adotam algumas práticas relacionadas com gestão sustentável. Há uma dicotomia no perfil das empresas do Estado e na forma como intentam inovar, de modo que as políticas públicas não atendem a todos de forma homogênea. Poucas empresas efetivamente desenvolvem inovação sustentável, grande parte adquire tecnologia estrangeira. Além da pesquisa quantitativa, foram realizadas visitas técnicas e entrevistas em onze instituições públicas. Confirmou-se a hipótese de que as instituições públicas foram ineficientes no processo de “desenvolvimento regional sustentável”, pois geraram apenas crescimento econômico. E são responsáveis pela estrutura produtiva atual, que desconsiderou o saber endógeno e as características territoriais, para manter as trajetórias estabelecidas. No entanto, há possibilidade de mudar a matriz produtiva atual desde que as institucionalidades sejam transformadas e a educação e o aprendizado somados às estruturas de suporte aos micros e pequenos empresários se fortaleam através da cooperação. Sugerem-se diretrizes.

As populações ribeirinhas apresentam especificidades sociais, econômicas, culturais e ambientais. Qualquer política voltada às demandas educacionais dessas populações precisa partir da compreensão do seu modo de vida. Objetiva-se nesta dissertação analisar as Diretrizes Educacionais para as populações ribeirinhas de Belém, as quais foram propostas pela Secretaria Municipal de Educação (SEMEC) no período de 2005-2012. A questão de pesquisa buscou indagar se essas diretrizes educacionais constituíram-se em uma política de educação e qual a relação delas com a Política de Educação do Campo. Metodologicamente, optou-se pela pesquisa de cunho qualitativo, com contribuições de elementos do método dialético. Nesta perspectiva, foram realizadas entrevistas, observações in loco e registros fotográficos com base em um caso específico: a Unidade Pedagógica Maria Clemildes dos Santos, localizada na comunidade ribeirinha do Caruaru na Ilha do Mosqueiro, em Belém do Pará. A pesquisa foi precedida de levantamento e análise bibliográfico-documental acerca do tema e da realidade/objeto de discussão. Com base no emergente paradigma da Educação do Campo constatou-se que as diretrizes analisadas não se traduziram em políticas públicas para a população ribeirinha, mas se constituíram em ações de governo pouco efetivas para a realidade dessas populações e estiveram à mercê da boa vontade dos governantes, uma vez que faltou a participação popular na elaboração e gestão dessas ações, assim como a ausência de normatização. Para romper com esse fato, é necessário que a SEMEC efetive uma Política Pública de Educação que seja capaz de pensar uma educação a partir da identidade e da realidade ribeirinha em direão do que propõe a Política de Educação do Campo. O que segue são aprofundamentos acerca da temática levantada no contexto da realidade selecionada para estudo.
