The accompanying collective research report is the result of the research project in 1986­90 between The Finnish Academy and the former Soviet Academy of Sciences. The project was organized around common field work in Finland and in the former Soviet Union and theoretical analyses of tree growth determining processes. Based on theoretical analyses, dynamic stand growth models were made and their parameters were determined utilizing the field results. Annual cycle affects the tree growth. Our theoretical approach was based on adaptation to local climate conditions from Lapland to South Russia. The initiation of growth was described as a simple low and high temperature accumulation driven model. Linking the theoretical model with long term temperature data allowed us to analyze what type of temperature response produced favorable outcome in different climates. Initiation of growth consumes the carbohydrate reserves in plants. We measured the dynamics of insoluble and soluble sugars in the very northern and Karelian conditions. Clear cyclical pattern was observed but the differences between locations were surprisingly small. Analysis of field measurements of CO2 exchange showed that irradiance is the dominating factor causing variation in photosynthetic rate in natural conditions during summer. The effect of other factors is so small that they can be omitted without any considerable loss of accuracy. A special experiment carried out in Hyytiälä showed that the needle living space, defined as the ratio between the shoot cylindric volume and needle surface area, correlates with the shoot photosynthesis. The penetration of irradiance into Scots pine canopy is a complicated phenomenon because of the movement of the sun on the sky and the complicated structure of branches and needles. A moderately simple but balanced forest radiation regime submodel was constructed. It consists of the tree crown and forest structure, the gap probability calculation and the consideration of spatial and temporal variation of radiation inside the forest. The common field excursions in different geographical regions resulted in a lot of experimental data of regularities of woody structures. The water transport seems to be a good common factor to analyse these properties of tree structure. There are evident regressions between cross-sectional areas measured at different locations along the water pathway from fine roots to needles. The observed regressions have clear geographical trends. For example, the same cross-sectional area can support three times higher needle mass in South Russia than in Lapland. Geographical trends can also be seen in shoot and needle structure. Analysis of data published by several Russian authors show, that one ton of needles transpire 42 ton of water a year. This annual amount of transpiration seems to be independent of geographical location, year and site conditions. The produced theoretical and experimental material is utilised in the development of stand growth model that describes the growth and development of Scots pine stands in Finland and the former Soviet Union. The core of the model is carbon and nutrient balances. This means that carbon obtained in photosynthesis is consumed for growth and maintenance and nutrients are taken according to the metabolic needs. The annual photosynthetic production by trees in the stand is determined as a function of irradiance and shading during the active period. The utilisation of the annual photosynthetic production to the growth of different components of trees is based on structural regularities. Since the fundamental metabolic processes are the same in all locations the same growth model structure can be applied in the large range of Scots pine. The annual photosynthetic production and structural regularities determining the allocation of resources have geographical features. The common field measurements enable the application of the model to the analysis of growth and development of stands growing on the five locations of experiments. The model enables the analysis of geographical differences in the growth of Scots pine. For example, the annual photosynthetic production of a 100-year-old stand at Voronez is 3.5 times higher than in Lapland. The share consumed to needle growth (30 %) and to growth of branches (5 %) seems to be the same in all locations. In contrast, the share of fine roots is decreasing when moving from north to south. It is 20 % in Lapland, 15 % in Hyytiälä Central Finland and Kentjärvi Karelia and 15 % in Voronez South Russia. The stem masses (115­113 ton/ha) are rather similar in Hyytiälä, Kentjärvi and Voronez, but rather low (50 ton/ha) in Lapland. In Voronez the height of the trees reach 29 m being in Hyytiälä and Kentjärvi 22 m and in Lapland only 14 m. The present approach enables utilization of structural and functional knowledge, gained in places of intensive research, in the analysis of growth and development of any stand. This opens new possibilities for growth research and also for applications in forestry practice.

Landscape agriculture is the combination of landscape ecology and agriculture. Its basic idea is from the system theory and landscape ecology. Now landscape agriculture is getting more and more attention because of its multi-functional roles. For example, it can exploit the agricultural ecosystem more rationally, make full use of the self-adjustment function of the natural patches and corridors in the field, as well as the effects from landform types and topological components. It uses regenerative biological energy to a large extent, constitutes beautiful scenic view and protects the diversity of genetics, species, ecosystems and landscapes. Landscape agriculture emphasizes environment improvement, bio-diversity protection and tourism development, thus provides new possibility for the increase of economical benefits and gets the positive feedback loop started. An example from the former Soviet Union is presented as well in this paper

A new series of oxides, Ce6-xErxMoO15-delta (0.0 less than or equal to x less than or equal to 1.5), was synthesized using wet-chemistry techniques. The precursors and resultant oxide powders were characterized by differential thermal analysis/thermogravimetry, x-ray diffraction, and IR, Raman and x-ray photoelectron spectroscopy. The formation temperature of the powders was found to be as low as 350degreesC. Ce6-xErxMoO15-delta crystallized to a fluorite-related cubic structure. The electrical conductivity of the samples was investigated by using ac impedance spectroscopy. This showed that the presence of Er was related to the oxygen-ion conductivity, and that the highest oxygen-ion conductivity was found in Ce6-xErxMoO15-delta (x = 0.4), ranging from 5.9 x 10(-5) S cm(-1) at 300degreesC to 1.26 x 10(-2) S cm(-1) at 700degreesC, respectively. This kind of material shows a potential application in intermediate-temperature solid oxide fuel cells.

Butovskaya, a scholar of Former Soviet Union, first determined the depth of basalt layer in Tashkent Zone by using converted waves on seismogram in 1952. From then on, more and more scholars developed the comprehensive research that imaged the earth interior structures by applying converted waves information. With the digitalization of earthquake observation, The inversion imaging of complete or partial waveform record can efficiently improve inversion quality and widen its usage scope, therefore great progress is made in converted wave imaging. This paper makes a certain study in converted wave imaging on that basis. Transmitted PP waves and converted PS waves are generated when a P-wave propagates through an interface separating two media with large impedance contracts. A PS converted wave is a seismic body wave, which result from the conversion of an incident parent P wave at a boundary within the crust to a refracted S wave. The thickness of a single crustal layer can theoretically be determined by observing, with three-componented seismometer at a single station, the difference in time of the arrival of the parent P wave and the arrival of the PS converted wave. For a multilayered media, PS converted wave arrivals corresponding to each of the layers can theoretically be observed, provided the station is sufficiently from the source of the parent P wave to allow initial penetration of the P wave beneath the deepest layer considered. To avoid the difficulty of picking up transmitted P-wave and converted wave phases, this paper proposed a converted wave migration method by estimating the travel time difference between PS converted wave and PP transmitted wave. To verify its validity, we apply the converted wave PS migration algorithm to synthetic data generated by three forward modeling. The migration results indicate that PS converted wave may be migrated to reconstruct the transmitting interface. This technique is helpful to investigate the deep earth structures by using earthquake data.

Italy is currently experiencing profound political change. One aspect of this change involves the decline in electoral support for the Italian Christian Democratic Party (DC) and the Italian Communist Party (PCI), now the Democratic Party of the Left (PDS). Signs of the electoral decline of both parties began to appear in the late 1970s and early 1980s and accelerated in the late 1980s and early 1990s. The pr imar y purpos e of th is thes is is to expla i n the electoral decline of the DC and PCI/PDS in the last decade. The central question being addressed in this thesis is the following: What factors contributed to the decline in electoral support for the DC and PCI? In addition, the thesis attempts to better comprehend the change in magni tude and direction of the Italian party system. The thesis examines the central question within an analytical framework that consists of models explaining electoral change in advanced industrial democracies and in Italy. A review of the literature on electoral change in Italy reveals three basic models: structural (socioeconomic and demographic factors), subcultural (the decline of the Catholic and Communist subcultures), and pol i tical (factors such as party strategy, and the crisis and collapse of communism in iv Eastern Europe and the former soviet Union and the end to the Cold War). Significant structural changes have occurred in Italy, but they do not invariably hurt or benefit either party. The Catholic and Communist subcultures have declined in size and strength, but only gradually. More importantly, the study discovers that the decline of communism and party strategy adversely affected the electoral performances of the DC and PC!. The basic conclusion is that political factors primarily and directly contributed to the decline in electoral support for both parties, while societal factors (structural and subcultural changes) played a secondary and indirect role. While societal factors do not contribute directly to the decline in electoral support for both parties, they do provide the context within which both parties operated. In addition, the Italian party system is becoming more fragmented and traditional political parties are losing electoral support to new political movements, such as the Lega Nord (LN-Northern League) and the Rete (Network). The growing importance of the North-South and centre-periphery cleavages suggests that the Italian party system, which is traditionally based on religious and ideological cleavages, may be changing.

Depuis la création de l'Union soviétique jusqu'à sa dissolution, la mer Caspienne appartenait à l'Iran et à l'URSS, qui constituaient ses deux seuls États riverains. Ces derniers avaient convenu de gérer la Caspienne «en commun », selon un régime de condominium, dans deux accords bilatéraux signés en 1921 et 1940. Cependant, après le démembrement de l'Union soviétique en 1991, trois nouveaux États indépendants et riverains de la Caspienne (1'Azerbaïdjan, le Kazakhstan et le Turkménistan) se sont ajoutés à l'équation, et ont exigé une révision du régime juridique conventionnel en vigueur. Ainsi, des négociations multilatérales ont été entamées, lesquelles ont mis en relief plusieurs questions juridiques faisant l'objet d'interprétation divergente: Le régime juridique conventionnel de 1921 et de 1940 (établissant une gestion en commun) est-il toujours valable dans la nouvelle conjoncture? Les nouveaux États riverains successeurs de l'Union soviétique sont-ils tenus de respecter les engagements de l'ex-URSS envers l'Iran quant à la Caspienne? Quel est l'ordre juridique applicable à la mer Caspienne? Serait-ce le droit de la mer (UNCLOS) ou le droit des traités? La notion de rebus sic stantibus - soit le « changement fondamental de circonstances» - aurait-elle pour effet l'annulation des traités de 1921 et de 1940? Les divisions administratives internes effectuées en 1970 par l'URSS pour délimiter la mer sont-elles valides aujourd'hui, en tant que frontières maritimes? Dans la présente recherche, nous prendrons position en faveur de la validité du régime juridique établi par les traités de 1921 et de 1940 et nous soutiendrons la position des États qui revendiquent la transmission des engagements de l'ex-URSS envers l'Iran aux nouveaux États riverains. Pour cela nous effectuerons une étude complète de la situation juridique de la mer Caspienne en droit international et traiterons chacune des questions mentionnées ci-dessus. Le droit des traités, le droit de la succession d'États, la Convention des Nations Unies du droit de la mer de 1982, la doctrine, la jurisprudence de la C.I.J et les positions des États riverains de la Caspienne à l'ONU constituent nos sources pour l'analyse détaillée de cette situation.

En este trabajo examinamos la migración de ciudadanos de la Ex-Unión Soviética a la ciudad de Bucaramanga. Migración que a pesar de su alto impacto regional no aparece en los registros estadísticos ni académicos. A través de las historias de vida reconstruimos los procesos migratorios de los migrantes, desde el momento en que deciden dejar sus regiones de origen, hasta su integración en la ciudad. Es un caso de estudio basado en varias teorias sobre la migración.

Rusia sufrió grandes cambios tras la desintegración de la URSS en 1991. No obstante, con la llegada de Vladimir Putin al poder, los intereses geoestratégicos de Rusia sobre el espacio postsoviético revivieron con nuevo ímpetu debido a una mayor cantidad de recursos a disposición del Estado. La República de Moldavia es un claro ejemplo del resurgir de la política exterior rusa hacia el espacio postsoviético, siendo incluso, una región clave en la lucha de la Federación Rusa por recuperar su zona de influencia.

En consecuencia, esto se ve reflejado en las acciones tomadas por el Kremlin con las revoluciones de Ucrania (Revolución Naranja) y Georgia (Revolución de las Rosas). La apuesta de los dos mandatos de Putin era claramente influenciar su zona geográficamente más cercana, es decir el "Espacio Post-soviético".

El desarrollo sustentable ha dejado de ser una moda para transformarse en una necesidad. Desde los hechos de Bophal en la India y Chernobyl en la antigua Unión Soviética, hasta la disminución de la capa de ozono y la reciente controversia entre Uruguay y Argentina acerca de la instalación de plantas generadoras de papel a uno u otro lado de las fronteras (y que según algunos autores esconde más bien el hecho de que ambos países quieren esas inversiones en su territorio), la sustentabilidad es de más en más, un requisito que se incorpora en las políticas públicas.En este contexto, surgen las interrogantes: ¿Es la contaminación inherente, y por lo tanto inevitable, al proceso de desarrollo? ¿Cómo administran las empresas y los gobiernos el desarrollo empresarial y el desarrollo económico a fin de disminuir los impactos de la contaminación? En estas notas abordaremos esta problemática desde el punto de vista del comercio exterior. En la primera sección hacemos una revisión de los conceptos fundamentales del desarrollo sustentable; en la segunda analizamos las implicaciones ecológicas del comercio internacional, analizando las implicaciones transfronterizas de la contaminación; en la tercera sección abordamos la manera en que las empresas, los gobiernos y la sociedad civil tratan de administrar los efectos negativos del comercio internacional; en la cuarta sección revisamos y proponemos algunos elementos de políticas públicas relacionadas con la gestión de la contaminación y el comercio. La parte final cubre las conclusiones.-----Sustainable development is not a fashion anymore, it has become a need. From the happenings of Bhopal, India, and Chernobyl, former Soviet Union, to the ozone layer reduction and the recent controversy between Uruguay and Argentina regarding the paper production plant installation at one or the other border sides (and which, according to some authors, rather hides the fact that both countries want those investments for their own territory), the sustainability is more and more a requirement imbedded in public policy.These notes address these issues from the foreign trade viewpoint, by analyzing the trans-border implications of the pollution and the way businesses, governments, and civil society try to minimize the adverse effects of the international trade.

La Revolución Naranja de 2004 puede ser considerada un punto de inflexión en el manejo de la política exterior del gobierno de Vladímir Putin. Pues, le demostró que para recuperar el prestigio ruso en el espacio que consideraba propio (postsoviético) se debía abandonar la tendencia de definir la política exterior en términos de hard power e incluir elementos del soft power. De ahí que, el propósito de esta monografía es analizar los factores que afectan la aplicación del soft power como un instrumento de la política exterior rusa enfocada al establecimiento de la hegemonía del Kremlin en Ucrania entre el período 2004 y 2013. Para ello, a partir de la propuesta constructivista de Theodore Hopf se identifican tres elementos interconectados: la figura de Vladímir Putin, la sociedad ucraniana, y, específicamente, la identidad compartida entre Rusia y la población conformada por rusos étnicos y personas afines con la cultura rusa.

El propósito básico de esta investigación es identificar los desajustes (déficits o superávits) no estructurales entre la oferta y demanda de trabajo en Colombia para los años 2020 y 2030, así como interpretar los hallazgos y proponer elementos de estrategia para las empresas a fin de mitigar los efectos adversos del desajuste sobre su capacidad para atraer y retener talento. El argumento central del proyecto consiste en sostener que en un escenario no mayor a los 10 años la oferta de trabajo calificado en Colombia no será suficiente para (i) equilibrar el mercado y (ii) atender la demanda agregada de trabajo, debido a los cambios generacionales en la realidad demográfica del país, el bajo nivel de preparación de la fuerza laboral disponible y los altos índices de informalidad de los trabajadores y las empresas. Dentro de los resultados se presenta una proyección del comportamiento del mercado de trabajo, así como la magnitud del desequilibrio entre los agentes del mercado. Este estudio aplicado es una propuesta cuantitativa de aproximación a la crisis de talento que se revisa en otros estudios. Es un precedente sólido para profundizar con otros enfoques el futuro del trabajo en Colombia.

Temporal and spatial variability of aerosol optical depth (AOD) are examined using observations of direct solar radiation in the Eurasian Arctic for 1940-1990. AOD is estimated using empirical methods for 14 stations located between 66.2 degrees N and 80.6 degrees N, from the Kara Sea to the Chukchi Sea. While AOD exhibits a well-known springtime maximum and summertime minimum at all stations, atmospheric turbidity is higher in spring in the western (Kara-Laptev) part of the Eurasian Arctic. Between June and August, the eastern (East Siberian-Chukchi) sector experiences higher transparency than the western part. A statistically significant positive trend in AOD was observed in the Kara-Laptev sector between the late 1950s and the early 1930s predominantly in spring when pollution-derived aerosol dominates the Arctic atmosphere but not in the eastern sector. Although all stations are remote, those with positive trends are located closer to the anthropogenic sources of air pollution. By contrast, a widespread decline in AOD was observed between 1982 and 1990 in the eastern Arctic in spring but was limited to two sites in the western Arctic. These results suggest that the post-1982 decline in anthropogenic emissions in Europe and the former Soviet Union has had a limited effect on aerosol load in the Arctic. The post-1982 negative trends in AOD in summer, when marine aerosol is present in the atmosphere, were more common in the west. The relationships between AOD and atmospheric circulation are examined using a synoptic climatology approach. In spring, AOD depends primarily on the strength and direction of air flow. Thus strong westerly and northerly flows result in low AOD values in the East Siberian-Chukchi sector. By contrast, strong southerly flow associated with the passage of depressions results in high A OD in the Kara-Laptev sector and trajectory analysis points to the contribution of industrial regions of the sub-Arctic. In summer, low pressure gradient or anticyclonic conditions result in high atmospheric turbidity. The frequency of this weather type has declined significantly since the early 1980s in the Kara-Laptev sector, which partly explains the decline in summer AOD values. (c) 2004 Elsevier B.V. While attributing urban success to more abundant supply of entrepreneurship, more recent studies on entrepreneurship have shifted their focus to examining cross-city variation in entrepreneurial activity. Despite a growing number of spatial-oriented studies of entrepreneurship worldwide to our best knowledge no empirical evidence exists on the determinants of cross-city variation in entrepreneurship in the context of the Former Soviet Union (FSU) states. Estrin and Mickiewicz (2010) show that transition economies generally exhibit lower rates of entrepreneurship than observed in most developed and developing market economies. This difference is even more pronounced for the FSU compared to Central and Eastern Europe. This paper investigates variation in entrepreneurial activity across FSU cities, attempting to bridge the city-level gap in spatial-oriented empirical research.

Eighteen years after initiating scientific whaling in Antarctic waters, Japan presented a new and more ambitious program to the International Whaling Commission (IWC); the proposal was made in early June during the IWC’s annual meeting in Ulsan, Korea. Japan now wishes to more than double its annual catch of Antarctic minke whales (from about 440 to 935), and to expand lethal sampling to include an additional yearly take of 50 humpback and 50 fin whales. Unlike catches for commercial whaling, scientific catches are unregulated. Since 1987, Japan has taken some 6,800 minke whales from Antarctic waters, despite ongoing criticism of the relevance and direction of Japan’s research. The IWC was set up to regulate commercial whaling and to conserve whale populations, under the authority of the 1946 International Convention for the Regulation of Whaling. Following a well-documented failure of management that led to the collapse of most global whale populations, the IWC set a zero quota for commercial whaling (the moratorium). This was made effective from 1986. Norway, the former Soviet Union and Japan initially objected to the moratorium, but Japan withdrew its objection and ceased commercial whaling in 1988.
