In this study, we present a political evaluation of how SENAC/RN perceives PRONATEC, emphasizing all ideological principles, aims and theories that this institution reproduces and reinforces while playing this professional qualification program. We intended to reveal ideological aspects that inspire SENAC’s perception of PRONATEC, pointing the actual interests hidden by those aspects. Our starting question is: What ideologies, objectives and theories that are explicitly or implicitly reinforced by Senac in implementing PRONATEC? In the research, we consider the hypothesis that transferring the responsibility about PRONATEC from public to private institutions is something that impoverishes the professional formation process, once the program ends up subordinated to private institution’s ideological, political and economic interests. The methodological approach chosen was the single case study. As data source, we used broad literature survey, official files of PRONATEC and SENAC, official information about the program and personal interviews. At the end of the research, we present elements that show some “flexibility” on PRONATEC due to SENAC’s interests, offering a superficial professional formation, commonly dissociated from a propaedeutic education, focusing on the need of adaptation e consensus of works around a society project. In this regard, despite PRONATEC is payed by public resources, it’s been used by SENAC as a fortifier of this institution on professional education market, in an hegemonic and neoliberal construction of a model of society.

Lubricants and cutting middle distillates typically have large amounts of n-paraffins to increase its freezing point and fluidity. Accordingly, the removal of n-paraffins of long chain lubricants oils and diesel is essential to get a product with good cold flow properties. The development of new catalysts, which exhibit thermal stability and catalytic activity for the hydroisomerization reaction is still a challenge. Thus, silicoaluminophosphates (SAPO) were synthesized by different routes. Have been used also post-synthesis treatment for obtaining hybrid structures and others synthesis have been carried out with mesoporous template (soft and hard-template). Therefore, SAPO have been impregnated with H2PtCl6 solution by the incipient wetness method. Then assessments of catalytic activities in hydroisomerization and hydrocracking reactions of hexadecane have been held. Besides SAPO, niobium phosphate - NbP - were also impregnated with platinum and evaluated in the same reaction. After impregnation, these catalysts have been characterized by X-ray diffraction (XRD), nitrogen adsorption, infrared spectroscopy with adsorbed pyridine (IV-PY), scanning electron microscopy (SEM) and resonance nuclear magnetic 29Si (29Si-NMR). The characterization results by XRD have shown that it has been possible to obtain mesoporous SAPOs. However, for the syntheses with soft template there was collapse of the structure after removal of the organic template. Even so, these catalysts have been actives. It was possible to obtain hybrid materials through the synthesis of SAPO-11 made with hard templates and by means of post-synthesis treatments samples of SAPO-11. Moreover, NbP has shown characteristic XRD of amorphous materials, with high acidity and were active in the conversion of hexadecane.

Between 2003 and 2014 Brazil has increased exports by 52%, increased the formal employment and paid employment by 19% and reduced multidimensional poverty by 42%. The purpose of this work is to test the hypothesis that there is a Brazilian Growth Virtuous Circle where these three variables would be connected in order to increase exports and reduce poverty through the salaries transfer of funds. The construction of the hypothesis is made for Export Industry through ideas Verdoorn, Kaldor and Thirlwall presenting the export industry as an engine of economic growth. To present employment acting directly on economic growth is used Wage Led Rowthorn approach. The Capability Approach of Amartya Sen is used to understand the Multidimensional Poverty. The hypothesis was tested using data from the National Household Survey and Aliceweb between 2003 and 2014 with the use of the Generalized Method of Moments and the generation of elasticities between export and employment, employment and poverty, and export and poverty.

O objetivo deste trabalho é apresentar e analisar sucintamente as consequências do processo de envelhecimento populacional no mercado de trabalho e nas políticas públicas de emprego nos países da Organização de Cooperação para Desenvolvimento Econômico (OCDE). Uma pesquisa bibliográfica composta por seleção, análise, resumo, complementação e confrontação das referências bibliográficas é adotada. As estatísticas disponibilizadas pela Organização das Nações Unidas (ONU) e Organização de Cooperação para Desenvolvimento Econômico (OCDE) são as fontes de dados empíricos e sempre que possível os dados referente ao Brasil são inseridos. O impacto econômico do envelhecimento populacional são evidenciados por meio dos efeitos diretos e indiretos. Os efeitos diretos estão associados à quantidade e à qualidade do emprego e os efeitos indiretos correspondem à redução dos recursos econômicos necessários para lidar com o envelhecimento, à interferência nas decisões dos indivíduos e, ainda, à pressão sobre os sistemas de educação, de seguro social e de saúde. As políticas públicas de emprego podem resolver ou amenizar os efeitos considerados negativos do processo de envelhecimento populacional sobre o mercado de trabalho e, consequentemente, sobre o crescimento econômico dos países. Destaca-se que os países membros da OCDE investigados neste trabalho estão incentivando o retorno dos trabalhadores mais velhos e idosos ao mercado de trabalho, por meio das políticas públicas de emprego, em especial, as políticas ativas, tais como: reciclagem, treinamento, orientação e realocação.

O objetivo principal deste trabalho é caracterizar o processo de envelhecimento populacional no Brasil e analisar suas consequências para o mercado de trabalho e a política pública de emprego. Para tanto, é realizada revisão crítica da literatura e são apresentados dados quantitativos descritivos e estatísticos de fontes secundárias. A taxa de participação dos idosos no mercado de trabalho no Brasil é 44%. É uma taxa elevada para os padrões de países desenvolvidos. No entanto, o maior desafio para a política pública de emprego para idosos no Brasil é sua baixa escolaridade. No país, não existe política pública de emprego específica para os idosos. Fora do campo previdenciário, praticamente não há ação governamental com o objetivo de alterar o nível de emprego entre os idosos. A implantação de política pública de emprego específica para idosos pode amenizar os efeitos negativos do envelhecimento populacional sobre o mercado de trabalho, a exemplo do que já ocorre nos países da OCDE.
