Human object recognition is generally considered to tolerate changes of the stimulus position in the visual field. A number of recent studies, however, have cast doubt on the completeness of translation invariance. In a new series of experiments we tried to investigate whether positional specificity of short-term memory is a general property of visual perception. We tested same/different discrimination of computer graphics models that were displayed at the same or at different locations of the visual field, and found complete translation invariance, regardless of the similarity of the animals and irrespective of direction and size of the displacement (Exp. 1 and 2). Decisions were strongly biased towards same decisions if stimuli appeared at a constant location, while after translation subjects displayed a tendency towards different decisions. Even if the spatial order of animal limbs was randomized ("scrambled animals"), no deteriorating effect of shifts in the field of view could be detected (Exp. 3). However, if the influence of single features was reduced (Exp. 4 and 5) small but significant effects of translation could be obtained. Under conditions that do not reveal an influence of translation, rotation in depth strongly interferes with recognition (Exp. 6). Changes of stimulus size did not reduce performance (Exp. 7). Tolerance to these object transformations seems to rely on different brain mechanisms, with translation and scale invariance being achieved in principle, while rotation invariance is not.

Urban air pollution and climate are closely connected due to shared generating processes (e.g., combustion) for emissions of the driving gases and aerosols. They are also connected because the atmospheric lifecycles of common air pollutants such as CO, NOx and VOCs, and of the climatically important methane gas (CH4) and sulfate aerosols, both involve the fast photochemistry of the hydroxyl free radical (OH). Thus policies designed to address air pollution may impact climate and vice versa. We present calculations using a model coupling economics, atmospheric chemistry, climate and ecosystems to illustrate some effects of air pollution policy alone on global warming. We consider caps on emissions of NOx, CO, volatile organic carbon, and SOx both individually and combined in two ways. These caps can lower ozone causing less warming, lower sulfate aerosols yielding more warming, lower OH and thus increase CH4 giving more warming, and finally, allow more carbon uptake by ecosystems leading to less warming. Overall, these effects significantly offset each other suggesting that air pollution policy has a relatively small net effect on the global mean surface temperature and sea level rise. However, our study does not account for the effects of air pollution policies on overall demand for fossil fuels and on the choice of fuels (coal, oil, gas), nor have we considered the effects of caps on black carbon or organic carbon aerosols on climate. These effects, if included, could lead to more substantial impacts of capping pollutant emissions on global temperature and sea level than concluded here. Caps on aerosols in general could also yield impacts on other important aspects of climate beyond those addressed here, such as the regional patterns of cloudiness and precipitation.

This paper examines key aspects of Japanese Government personnel practices, and draws comparisons with the practices in the U.S. civil service and, as appropriate, with other U.S. models. Particular reference is made to the practices of two major agencies in Japan, the Ministry of International Trade and Industry (MITI) and the Ministry of Posts and Telecommunications (MPT). As appropriate, selected government businesses practices other than personnel practices are noted.

Introducción: los AVAD (años de vida ajustados a discapacidad) son la unidad de medida de la carga de enfermedad, permiten estimar las pérdidas de salud para una población con respecto a las consecuencias mortales y no mortales de las enfermedades. Metodología: se siguió la metodología del estudio de Carga Global de Enfermedad 2001. Para cálcular los AVAD´s se generan primero sus insumos: Años Vividos con Discapacidad y Años de Vida perdidos por muerte Prematura para lo cual se realizó una tabla de vida actual para la mortalidad general y se tomó la prevalencia de las enfermedades para la morbilidad. Resultados: la tasa de AVAD´s estimada en este estudio fue de 246 AVAD´s por mil personas, correspondientes a 366678 AVAD´s totales, concentrados en su mayoría en las enfermedades del grupo II con un total de 228 AVAD´s por mil habitantes, seguido del grupo I con 17,3 AVAD´s por mil habitantes; y con la menor participación, el grupo III con 0,6 AVAD´s. Los AVAD´s dependientes de la mortalidad fueron 2,4 por mil personas y 244 por discapacidad. La Enfermedad Pulmonar Obstructiva Crónica en ambos géneros ocupa el primer lugar como enfermedad generadora de AVAD´s. Discusión: el 17% de AVAD´s en este estudio pertenecen al grupo I, cifra que se aproxima a la obtenida en nuestro país. El menor peso porcentual se encuentra en el número de AVAD´s del grupo III tanto para Colombia como para la E.P.S. Las limitaciones del estudio se relacionan con la calidad de los datos de los registros de mortalidad.
