This study emerged and founded itself with the aim to analyze the position taken by the family – and the implications in this subjective area – in attending children and adolescents in a Childhood Psychosocial Care Center (CAPSi). A secondary goal has come up as the comprehension surrounding the institutional representation made about the family and the service offered to children, adolescents and relatives. For such, the historical perspective on the relation between the State (laws and institutions) and the family was resumed, and the understanding of how it was reconciled by the medical knowledge and attended the ideological and political means. The social and ideological transformations of the 20th century culminated in the need of change required by the Psychiatric Reform and the achievement of patients on the right to return home and to their families. This new situation, permeated by the attempt of building an assistance model in Mental Health, presented a peculiarity–the close relationship between family and Mental Health services. The observations and conversations at CAPSi that were the investigation objects in this research, intended to learn on the quotidian of families and the possible treatment alternatives that would take into account the family circumstances. Conceiving the status of the families in Mental Health services is a germinal matter yet to be adjusted among the active knowledge in the post-Reform devices. The discussion about the family bonds, anchored in the theoretical perspective of Binding Psychoanalysis brought up elementary concepts such as psychic heritage, denial pact, unconscious alliances, the familiar psychic set, among other. The concept of family organizer helped to think of the family trajectories and stablishes a sort of identity for the family, as well as interferes in the establishment of its boundaries. The family path within the institution, as well as the status they establish facing the institutional approach, reflect the ghosts and the organizers shared by the group-family. It follows that the family is an important protagonist to be considered in the current therapeutic and political processes and, thus, is key to welcome the family bonds for the alliances act over the affective destinations, as well as try to remain sealed from the proposed changes.

A presente dissertação realizada no âmbito do Mestrado em Solicitadoria de Empresa, no ano letivo 2013/2014, ministrado pela Escola Superior de Tecnologia e Gestão de Leiria, tem como tema o recurso à arbitragem na resolução de conflitos laborais e as convenções coletivas de trabalho. O trabalho encontra-se estruturado em quatro capítulos. No primeiro capítulo abordamos, ainda que de forma geral, a temática dos meios extrajudiciais de resolução de conflitos e o seu (re)surgimento na atualidade, procedendo-se à análise distintiva da negociação, da conciliação, da mediação e da arbitragem. O segundo capítulo aborda a análise conceptual e distintiva da arbitragem laboral, nomeadamente a nível da convenção de arbitragem, do tribunal arbitral, a ação arbitral, a sentença arbitral e a justificação da aplicação deste meio de resolução de conflitos. Também neste capítulo apresentamos os tipos de arbitragem plasmados no Código do Trabalho. No terceiro capítulo, focamos a nossa análise nos critérios da arbitrabilidade de conflitos laborais. Analisamos quais os temas que no âmbito de conflitos individuais e coletivos de trabalho podem ser ou não arbitráveis. Por último, no quarto capítulo apresentamos os instrumentos de regulamentação coletiva de trabalho, focando o nosso estudo nas características das convenções coletivas de trabalho. Posteriormente tecemos considerações quanto ao recurso à arbitragem tanto em questões de conflitos coletivos, como em conflitos individuais, apresentando jurisprudência sobre o estudo em apreço.

Time use surveys -despite having represented a turning point in the study of inequalities between women and men- continue hiding care times and subtracting relevance to the qualitative dimensions of time. This due both, to the ideological conception that lies behind this type of studies that consider more relevant market process as to surveys methodology. This article analyzes the theoretical model that lies behind time use surveys and, consequently, the study of the conceptual aspects, the methodology and the potential of these surveys as an analytical instrument. The aim is to unraveling the limitations presented by the surveys to take in account the subjective dimensions of time related to the wellbeing of people.

The Green Economy offers real possibilities for productive innovation, economic growth and employment creation in Spain. These three factors are critical to facilitate the necessary change in the productive model to overcome the crisis. However, the measures taken by the current Conservative government have moved in the opposite direction: significant cutting in incentives for renewable, increasing tax burden on renewable energy production to self-consumption and privatizing public spaces of social and environmental interest. This hinders the achievement of the environmental objectives of the Europe 2020 strategy. A strategy that is born already in itself highly limited, unambitious and subordinated to the interests of energy oligopolies and the imperatives of the Stability and Growth Pact (Maastricht) and the Austerity policies imposed from EU institutions to overcome the 2008 financial crisis. So the Ecological Transition goes further, claiming a substantially change in Economic Policy away form the increasing commodification proposed by the Green Economy. Despite these limitations, young and unemployed people have much to gain from a comprehensive development of environmental industries. Therefore, innovative-sustainable plans, investment and training in green sectors are necessary to make easier the transition from a services low-valued economy to an innovative and sustainable model to make our country an environmental reference in Europe.

This paper deals with the conceptions of the different school actors about the meaning and the implications of mediation in their schools, drawing on data from a qualitative approach carried out as part of a wider project to map mediation perspectives and practices in Catalonia. The authors analyze the scope of the situations regarded as suitable or unsuitable for the introduction of restorative practices, as well as the resistance to change in the practice of conflict resolutions and in the democratization of school culture.

Analysis of the word lancea, of Hispanic origin after Varro, and of place names, people´s names and personal names derived from it. It confirms that the spear was the most important weapon in the Bronze Age, belonging to the iuventus and used as heroic and divine symbol. This analysis confirms also the personality of the Lusitanians, a people related to the Celts but with more archaic archaeological, linguistic and cultural characteristics originated in the tradition of the Atlantic Bronze in the II millennium BC. It is also relevant to better know the organisation of Broze and Iron Age societies and the origin of Indo-Europeans peoples in Western Europe and of pre-Roman peoples of Iberia.

The relationship between population and government in the City of Buenos Aires is analyzed, focusing on the tensions generated by the arrival of new individuals, a local elite with great interests in commerce and in charge of community affairs, and Spanish functionaries that progressively adopted the ideals of the Bourbon Dynasty, despite also being implicated in local logics. It interests us to observe the governors’ perspectives with respect to everyday developments in the city, their preoccupations and interests, and how they would vary the mechanisms to which they resorted in order to organize daily life, in the period defined between 1740 and 1776.

This article discusses the challenges of irregular migration for the security of the EU. They are analyzed starting with the European Security Strategy 2003, and the Report on its Implementation, 2008, and notes many failures: The EU Members did not follow the directives adopted in Brussels, the mismanagement of migration and asylum policies, and numerous actions that can be characterized or described as improvised, scattered or irresponsible. The 2016 Global Strategy recognizes these failures and call attention to the European leaders to reconsider how the EU functions and operates, suggesting the need for greater unity and cooperation to achieve a more effective migration policy. However, the article points out that practically all of the sections of the new Strategy dealing with migration were already embodied in previous Strategies, and stress that in parallel with the publication of the 2016 Global Strategy, actions are already undertaken, such as the EU readmission agreements signed with several important third countries of origin.

Adolfo Jiménez Fernández ha tenido un papel decisivo en el diseño de la protección social en Europa e Iberoamérica, al haber participado en hitos tan relevantes como la Ley de Medidas Urgentes para la Racionalización de la Estructura y de la Acción Protectora de la Seguridad Social (Ley 26/1985), la reforma de la estructura financiera y de la Seguridad Social de 1989, o la configuración del Pacto de Toledo (1995) o del Convenio Iberoamericano de Seguridad Social (2007). El libro que aquí se presenta es un homenaje a su trayectoria profesional en este terreno. A lo largo de sus 22 capítulos, especialistas de diversos ámbitos repasan la configuración y la historia reciente de las políticas sociales en general y del sistema de Seguridad Social en particular.

El interés de este trabajo, es tener la oportunidad de conocer como las organizaciones desarrollan sus programas de Responsabilidad Social Empresarial con sus empleados como grupo de interés, donde se pudo concluir que las acciones y estrategias encaminadas al desarrollo del talento humano en su vida personal, familiar y social siguen siendo actividades de cumplimiento de tipo legal que luego son presentadas como resultados de una supuesta Responsabilidad Social. Con el fin de Identificar cuál es el impacto de los programas de Responsabilidad Social Empresarial en los empleados como grupo de interés, se aplicará, el método deductivo con enfoque aplicativo de las fuentes secundarias disponibles con las que se aclararán los conceptos básicos y necesarios para familiarizarnos con el tema de estudio, además de conocer los programas de Responsabilidad Social Empresarial de tres empresas con reconocimiento y trayectoria en su gestión de la responsabilidad social empresarial: dos del sector alimentos y una del sector financiero, de esta forma se podrán identificar las actividades, procesos y aspectos prioritarios para el desarrollo y cumplimiento del objetivo general del proyecto que es determinar el impacto de los programas de Responsabilidad Social Empresarial en la calidad de vida laboral de los empleados. Encontramos en las empresas objeto de estudio que tienen un alto compromiso con la sostenibilidad de sus organizaciones y que para definir el direccionamiento estratégico han tenido en cuenta estándares internacionales en materia de sostenibilidad como son los Objetivos de Desarrollo del Mileno (ODM), donde en éste puntualmente desarrollan a través de la innovación acciones específicas a uno de los objetivos del milenio que es garantizar la sostenibilidad del medio ambiente, los compromisos del Pacto Global de las Naciones Unidas, los cuales aplican a través de los principios de conducta y acción en materia de derechos humanos, trabajo, medio ambiente y lucha contra la corrupción, los compromisos de la Conferencia de Naciones Unidas sobre Desarrollo Sostenible (Río+20), la Guía ISO 26000 quien da los lineamientos para la responsabilidad social, el estándar del Global Reporting Initiative (GRI), que orienta frente a los 54 indicadores centrales y están organizadas en tres dimensiones: ambiental, financiera y social, con esta información son empresas que trabajan para ser socialmente responsables con sus grupos de interés, pero con el grupo específico de empleados que es el impacto que se pretendía identificar, encontramos que hacen actividades y estrategias con un nivel superior en la gestión que dan cumplimiento a los emitidos por la GRI. Es importante reconocer la participación que estas empresas dan a los empleados en la construcción de las acciones de bienestar laboral, familiar y social que impactan directamente en el logro de los objetivos organizacionales al tener personal motivado en trabajo que aportan desde su acción a la sostenibilidad y permanencia de la organización.

Public Lightning is an important part of municipality’s nighttime landscape. Lighting can be used to enhance public safety and security while improving the aesthetic appeal of the surrounding properties but with the current global financial crisis, such lighting systems must also be sustainable. Most climate policy efforts focus on the state and international level, however national governments won’t be able to meet their international commitments without local action. In Portugal, the Public Lighting is responsible for 3% of energy consumption. The problem is that the trend is to increase (about 4-5% per year) which represents very high costs for the municipal authorities. In terms of numbers are analyzed in this thesis 45 of 278 existent in Continental Portugal what represents only 16,2 % of the counties. This where the local authorities in Portugal that had a Sustainable Energy Action Plan (SEAP) that had been accepted and made available in the Covenant of Mayors website until the end of year 2013. It is important that the Covenant of Mayors will increase the local authorities awareness for energy efficiency and especially to public lighting because there is still a long way to go in terms of energy consumption reduction. In future works it would be interesting to see the payback of the EolGreen post in a real scenario due to lack of energy consumption from the grid it would allow to have a pretty high initial investment even with the maintenance that those technologies need.

O crescimento exponencial da população mundial que assentou essencialmente na utilização de combustíveis fósseis e o facto de aproximadamente ¾ da população mundial viver em cidades, criou uma situação insustentável de emissões de CO2 para a atmosfera. No sentido de minimizar e tentar reverter este comportamento a União Europeia criou o programa Pacto dos Autarcas, que visa o comprometimento de um território em reduzir as suas emissões de CO2 em, pelo menos, 20% até 2020, através do chamado Plano de Ação. O presente trabalho pretende desenvolver um possível Plano de Ação para a Sustentabilidade Energética para o município de Vale de Cambra. Da realização da matriz energética para este município foi inventariado o consumo de 47.154 tep e respectivas emissões de CO2 associada de 108.084 toneladas, para o ano de referência 2012. Face ao estudo compreendido entre 2002 e 2012 são previstos consumos e emissões na ordem de 54.327 tep e 123.059 toneladas de CO2 respetivamente até 2020 caso não sejam tomadas medidas para inverter essa tendência. Baseado na interpretação da matriz energética criada, propõe-se um conjunto de ações nas áreas da indústria, mobilidade, edifícios, energias renováveis, eficiência energética, governabilização e ainda sensibilização/formação para obter uma redução de 20% das emissões e consumo em 2020, passando para 98.447 toneladas de CO2 emitidas e 43.462 tep respetivamente. Conclui-se que o planeamento energético de um território é de elevada importância porque permite articular vários aspectos, conseguindo aumentar a protecção do ambiente (com a redução de emissões de gases efeito de estufa) e aumentando a eficiência energética do território, aumenta a sua competitividade económica e consequentemente maior oportunidade de investimentos externos, criando mais oportunidades de emprego e bem-estar social.

El informe presenta las conferencias, sesiones, trabajos y las disposiciones que se dictaron en las sesiones.Una de las disposiciones fue que devia celebrarse un pacto de unión inmediata y definitiva de los cinco estados, lo cual se creo un anteproyecto y sometido a la conferencia para que fuera considerado. El informe incluye el documento final de dicho pacto titulado "Pacto de Unión de Centro América"

El estudio comprende los tratados y convenciones posteriores a la ruptura del pacto federal, desde cuya época entro El Salvador en la categoría de nación libre e independiente.Para mayor claridad se presenta en orden alfabético y cronológico los tratados vigentes relativamente a cada país, en los cuales se han incluido los ya ratificados, se hace un resumen de los tratados y convenciones que El Salvador ha celebrado con ese país, indicando las razones de su caducidad o insubsistencia.

Los representantes del pueblo de los estados de Guatemala, El Salvador y Honduras, reunidos en la Asamblea Nacional Constituyente, en cumplimiento del pacto de unión firmado en San José de Costa Rica, el día 19 de enero de 1921, inspirándose en la letra y el espíritu de una unión perpetua e indisoluble y en el sentimiento general de los habitantes de esta parte del continente americano, constituyen una federación soberana e independiente que se denomina República de Centroamérica, también reconocen que por razones étnicas, geográficas e históricas también deben de integrar los Estados de Nicaragua y Costa Rica
