The fashionable widespreading of Sen’s ideas coincides with a new mood in the shaping of public policies in affluent societies. In Europe indeed, an “opportunity”-based approach to social security has been implemented through the European Employment Strategy. Public action tends to rely on a procedural concern with individual opportunities or potentialities in the labour market. The underlying ethics is that individuals are then responsible to use these background opportunities in order to lead the kind of life they value most. More broadly, the discourse and practice of the so-called “Third Way” shares with the capability approach an appeal for a procedural and enabling depiction of the role of the State. The paper intends to clarify the relation between procedural and opportunity-based approaches to social justice, among them the capability approach, and these new patterns of public action. Our vision goes in the way of a yet renewed, but deeper action of the welfare state, where social agency is envisaged as the very condition of individual agency. Drawing on the various critics of mainstream equality of opportunity, two opposed approaches to responsibility are identified: on the one hand, responsibility is conceived of as i) a “luck vs. choice” fixed starting point, ii) a backward-looking conception and iii) a highly individualistic framework. On the other hand, responsibility is envisaged as i) an outcome of public policies rather than a starting point, ii) a forward-looking conception, and iii) a combined institutional-individual framework. We situate here Sen’s capability approach, as well as critics of the luck egalitarianism path. The Third Way rhetoric is assessed against both these perspectives. The issue eventually boils down to an ethical reflection on the articulation of responsibilities, and to a pragmatic and substantial concern for the content of what providing security should mean in practice.

En utilisant le cadre d’analyse de Honig (2006) qui étudie l’implantation d’une politique publique à la lumière des dimensions que sont le lieu, la politique et les acteurs, la présente recherche explore la relation entre l’implantation et la formulation d’une politique publique. Introduite en éducation par l’adoption, en 2002, du projet de loi 124 (Québec, 2002), la gestion axée sur les résultats s’est traduite par l’élaboration d’une planification stratégique pour la commission scolaire et d’un plan de réussite découlant d’un projet éducatif pour l’établissement scolaire. Or, l’étude de cas unique de cette recherche qui s’insère dans un projet dirigé par le professeur Martial Dembélé sur la gestion axée sur les résultats à l’ordre d’enseignement primaire au Québec (FQRSC, 2007-2008 ; CRSH, 2007-2010) permet l’examen de la relation formulation - implantation du projet éducatif/plan de réussite d’une école primaire située dans la grande région de Montréal. Les résultats de cette recherche démontrent que la formulation d’une politique a un impact sur son implantation, mais cette dimension n’est pas exclusive à une implantation effective. Les autres dimensions que sont les acteurs et le lieu ont tout autant d’effet : une ou deux dimensions peuvent pallier à la faiblesse de la troisième.

Les cas d’entreprises touchées par des scandales financiers, environnementaux ou concernant des conditions de travail abusives imposées à leur main-d’œuvre, n’ont cessé de jalonner l’actualité ces vingt dernières années. La multiplication des comportements à l’origine de ces scandales s’explique par l’environnement moins contraignant, que leur ont offert les politiques de privatisation, dérégulation et libéralisation, amorcées à partir des années 1980. Le développement de la notion de responsabilité sociale des entreprises à partir des années 1980, en réaction à ces excès, incarne l'idée que si une entreprise doit certes faire des profits et les pérenniser elle se doit de les réaliser en favorisant les comportements responsables, éthiques et transparents avec toutes ses parties prenantes. Nous analysons dans cette thèse le processus par lequel, face à des dysfonctionnements et abus, touchant les conditions de travail de leur main d’œuvre ou leur gouvernance, des entreprises peuvent être amenées, ou non, à questionner et modifier leurs pratiques. Nous avons axé notre étude de cas sur deux entreprises aux trajectoires diamétralement opposées. La première entreprise, issue du secteur de la fabrication de vêtements et dont la crise concernait des atteintes aux droits des travailleurs, a surmonté la crise en réformant son modèle de production. La seconde entreprise, située dans le secteur des technologies de l'information et de la communication, a fait face à une crise liée à sa gouvernance d’entreprise, multiplié les dysfonctionnements pendant dix années de crises et finalement déclaré faillite en janvier 2009. Les évolutions théoriques du courant néo-institutionnel ces dernières années, permettent d’éclairer le processus par lequel de nouvelles normes émergent et se diffusent, en soulignant le rôle de différents acteurs, qui pour les uns, définissent de nouvelles normes et pour d’autres se mobilisent en vue de les diffuser. Afin d’augmenter leur efficacité à l’échelle mondiale, il apparaît que ces acteurs agissent le plus souvent en réseaux, parfois concurrents. L’étude du cas de cette compagnie du secteur de la confection de vêtement nous a permis d’aborder le domaine lié aux conditions de travail de travailleurs œuvrant au sein de chaînes de production délocalisées dans des pays aux lois sociales absentes ou inefficaces. Nous avons analysé le cheminement par lequel cette entreprise fut amenée à considérer, avec plus de rigueur, la dimension éthique dans sa chaîne de production. L’entreprise, en passant par différentes étapes prenant la forme d’un processus d’apprentissage organisationnel, a réussi à surmonter la crise en réformant ses pratiques. Il est apparu que ce processus ne fut pas spontané et qu’il fut réalisé suite aux rôles joués par deux types d’acteurs. Premièrement, par la mobilisation incessante des mouvements de justice globale afin que l’entreprise réforme ses pratiques. Et deuxièmement, par le cadre normatif et le lieu de dialogue entre les différentes parties prenantes, fournis par un organisme privé source de normes. C’est fondamentalement le risque de perdre son accréditation à la cet organisme qui a poussé l’entreprise à engager des réformes. L’entreprise est parvenue à surmonter la crise, certes en adoptant et en respectant les normes définies par cette organisation mais fondamentalement en modifiant sa culture d'entreprise. Le leadership du CEO et du CFO a en effet permis la création d'une culture d'entreprise favorisant la remise en question, le dialogue et une plus grande prise en considération des parties prenantes, même si la gestion locale ne va pas sans poser parfois des difficultés de mise en œuvre. Concernant le domaine de la gouvernance d’entreprise, nous mettons en évidence, à travers l’étude des facteurs ayant mené au déclin et à la faillite d’une entreprise phare du secteur des technologies de l’information et de la communication, les limites des normes en la matière comme outil de bonne gouvernance. La légalité de la gestion comptable et la conformité de l’entreprise aux normes de gouvernance n'ont pas empêché l’apparition et la multiplication de dysfonctionnements et abus stratégiques et éthiques. Incapable de se servir des multiples crises auxquelles elle a fait face pour se remettre en question et engager un apprentissage organisationnel profond, l'entreprise s'est focalisée de manière obsessionnelle sur la rentabilité à court terme et la recherche d'un titre boursier élevé. La direction et le conseil d'administration ont manqué de leadership afin de créer une culture d'entreprise alliant innovation technologique et communication honnête et transparente avec les parties prenantes. Alors que l'étude consacrée à l’entreprise du secteur de la confection de vêtement illustre le cas d'une entreprise qui a su, par le biais d'un changement stratégique, relever les défis que lui imposait son environnement, l'étude des quinze dernières années de la compagnie issue du secteur des technologies de l’information et de la communication témoigne de la situation inverse. Il apparaît sur base de ces deux cas que si une gouvernance favorisant l'éthique et la transparence envers les parties prenantes nécessite la création d'une culture d'entreprise valorisant ces éléments, elle doit impérativement soutenir et être associée à une stratégie adéquate afin que l'entreprise puisse pérenniser ses activités.

Cette recherche est issue d'un questionnement personnel au regard d'impressions singulières ressenties lors de certaines interactions professionnelles avec des confrères de commissions scolaires distinctes au niveau de la langue d’enseignement. Elle compare les cultures organisationnelles de deux commissions scolaires différentes par la langue d'enseignement et de travail : une commission scolaire francophone et une commission scolaire anglophone. Ces cultures organisationnelles sont esquissées à partir de propos recueillis auprès de cadres intermédiaires issus de différentes unités administratives de chacune des commissions scolaires. Ce statut d'emploi a été choisi car ces cadres sont au cœur des flux informationnels entre le sommet stratégique et les centres opérationnels. De plus, bien qu’ils interviennent officiellement dans les processus consultatifs et décisionnels de leur commission scolaire, leurs rôles sont peu étudiés par les chercheurs en administration. Cette recherche exploratoire de deux commissions scolaires utilise une approche multiperspective afin d'éclairer les différentes facettes que peut présenter une culture organisationnelle. Trois perspectives sont considérées : la perspective de l'intégration qui explore les caractéristiques culturelles qui favorisent une cohérence des comportements des acteurs aux objectifs organisationnels; la perspective de la différenciation qui tente de discerner l'existence de sous-cultures dans les organisations; la perspective de la fragmentation qui interroge les significations particulières que peuvent attribuer, aux actions et aux décisions des pairs, certains regroupement d'individus. Deux processus d'enquête ont été utilisés dans cette recherche : l'interview semi-directif et la recherche documentaire. Les données recueillies ont été analysées selon le procédé de l'analyse thématique. Ainsi, les propos émis par les cadres intermédiaires ont été transposés en un certain nombre de thèmes en rapport avec l'orientation de recherche. Les résultats révèlent que les cadres intermédiaires sont des acteurs réflexifs dans l'appropriation, la construction et la diffusion de la culture générale de leur commission scolaire, mais également d'une culture identitaire de leur unité administrative. De plus, des différences significatives ont été identifiées, entre autres, sur l'identification des éléments culturels propre à chacun des groupes linguistiques. Alors que les cadres de la commission scolaire francophone décrivent leur culture comme une structure d'encadrement des processus consultatifs, décisionnels et d'accompagnement, les cadres de la commission scolaire anglophone mentionnent surtout des valeurs associées à des postulats de base issus de leur appartenance linguistique.

The country has witnessed tremendous increase in the vehicle population and increased axle loading pattern during the last decade, leaving its road network overstressed and leading to premature failure. The type of deterioration present in the pavement should be considered for determining whether it has a functional or structural deficiency, so that appropriate overlay type and design can be developed. Structural failure arises from the conditions that adversely affect the load carrying capability of the pavement structure. Inadequate thickness, cracking, distortion and disintegration cause structural deficiency. Functional deficiency arises when the pavement does not provide a smooth riding surface and comfort to the user. This can be due to poor surface friction and texture, hydro planning and splash from wheel path, rutting and excess surface distortion such as potholes, corrugation, faulting, blow up, settlement, heaves etc. Functional condition determines the level of service provided by the facility to its users at a particular time and also the Vehicle Operating Costs (VOC), thus influencing the national economy. Prediction of the pavement deterioration is helpful to assess the remaining effective service life (RSL) of the pavement structure on the basis of reduction in performance levels, and apply various alternative designs and rehabilitation strategies with a long range funding requirement for pavement preservation. In addition, they can predict the impact of treatment on the condition of the sections. The infrastructure prediction models can thus be classified into four groups, namely primary response models, structural performance models, functional performance models and damage models. The factors affecting the deterioration of the roads are very complex in nature and vary from place to place. Hence there is need to have a thorough study of the deterioration mechanism under varied climatic zones and soil conditions before arriving at a definite strategy of road improvement. Realizing the need for a detailed study involving all types of roads in the state with varying traffic and soil conditions, the present study has been attempted. This study attempts to identify the parameters that affect the performance of roads and to develop performance models suitable to Kerala conditions. A critical review of the various factors that contribute to the pavement performance has been presented based on the data collected from selected road stretches and also from five corporations of Kerala. These roads represent the urban conditions as well as National Highways, State Highways and Major District Roads in the sub urban and rural conditions. This research work is a pursuit towards a study of the road condition of Kerala with respect to varying soil, traffic and climatic conditions, periodic performance evaluation of selected roads of representative types and development of distress prediction models for roads of Kerala. In order to achieve this aim, the study is focused into 2 parts. The first part deals with the study of the pavement condition and subgrade soil properties of urban roads distributed in 5 Corporations of Kerala; namely Thiruvananthapuram, Kollam, Kochi, Thrissur and Kozhikode. From selected 44 roads, 68 homogeneous sections were studied. The data collected on the functional and structural condition of the surface include pavement distress in terms of cracks, potholes, rutting, raveling and pothole patching. The structural strength of the pavement was measured as rebound deflection using Benkelman Beam deflection studies. In order to collect the details of the pavement layers and find out the subgrade soil properties, trial pits were dug and the in-situ field density was found using the Sand Replacement Method. Laboratory investigations were carried out to find out the subgrade soil properties, soil classification, Atterberg limits, Optimum Moisture Content, Field Moisture Content and 4 days soaked CBR. The relative compaction in the field was also determined. The traffic details were also collected by conducting traffic volume count survey and axle load survey. From the data thus collected, the strength of the pavement was calculated which is a function of the layer coefficient and thickness and is represented as Structural Number (SN). This was further related to the CBR value of the soil and the Modified Structural Number (MSN) was found out. The condition of the pavement was represented in terms of the Pavement Condition Index (PCI) which is a function of the distress of the surface at the time of the investigation and calculated in the present study using deduct value method developed by U S Army Corps of Engineers. The influence of subgrade soil type and pavement condition on the relationship between MSN and rebound deflection was studied using appropriate plots for predominant types of soil and for classified value of Pavement Condition Index. The relationship will be helpful for practicing engineers to design the overlay thickness required for the pavement, without conducting the BBD test. Regression analysis using SPSS was done with various trials to find out the best fit relationship between the rebound deflection and CBR, and other soil properties for Gravel, Sand, Silt & Clay fractions. The second part of the study deals with periodic performance evaluation of selected road stretches representing National Highway (NH), State Highway (SH) and Major District Road (MDR), located in different geographical conditions and with varying traffic. 8 road sections divided into 15 homogeneous sections were selected for the study and 6 sets of continuous periodic data were collected. The periodic data collected include the functional and structural condition in terms of distress (pothole, pothole patch, cracks, rutting and raveling), skid resistance using a portable skid resistance pendulum, surface unevenness using Bump Integrator, texture depth using sand patch method and rebound deflection using Benkelman Beam. Baseline data of the study stretches were collected as one time data. Pavement history was obtained as secondary data. Pavement drainage characteristics were collected in terms of camber or cross slope using camber board (slope meter) for the carriage way and shoulders, availability of longitudinal side drain, presence of valley, terrain condition, soil moisture content, water table data, High Flood Level, rainfall data, land use and cross slope of the adjoining land. These data were used for finding out the drainage condition of the study stretches. Traffic studies were conducted, including classified volume count and axle load studies. From the field data thus collected, the progression of each parameter was plotted for all the study roads; and validated for their accuracy. Structural Number (SN) and Modified Structural Number (MSN) were calculated for the study stretches. Progression of the deflection, distress, unevenness, skid resistance and macro texture of the study roads were evaluated. Since the deterioration of the pavement is a complex phenomena contributed by all the above factors, pavement deterioration models were developed as non linear regression models, using SPSS with the periodic data collected for all the above road stretches. General models were developed for cracking progression, raveling progression, pothole progression and roughness progression using SPSS. A model for construction quality was also developed. Calibration of HDM–4 pavement deterioration models for local conditions was done using the data for Cracking, Raveling, Pothole and Roughness. Validation was done using the data collected in 2013. The application of HDM-4 to compare different maintenance and rehabilitation options were studied considering the deterioration parameters like cracking, pothole and raveling. The alternatives considered for analysis were base alternative with crack sealing and patching, overlay with 40 mm BC using ordinary bitumen, overlay with 40 mm BC using Natural Rubber Modified Bitumen and an overlay of Ultra Thin White Topping. Economic analysis of these options was done considering the Life Cycle Cost (LCC). The average speed that can be obtained by applying these options were also compared. The results were in favour of Ultra Thin White Topping over flexible pavements. Hence, Design Charts were also plotted for estimation of maximum wheel load stresses for different slab thickness under different soil conditions. The design charts showed the maximum stress for a particular slab thickness and different soil conditions incorporating different k values. These charts can be handy for a design engineer. Fuzzy rule based models developed for site specific conditions were compared with regression models developed using SPSS. The Riding Comfort Index (RCI) was calculated and correlated with unevenness to develop a relationship. Relationships were developed between Skid Number and Macro Texture of the pavement. The effort made through this research work will be helpful to highway engineers in understanding the behaviour of flexible pavements in Kerala conditions and for arriving at suitable maintenance and rehabilitation strategies. In the process of urbanization, natural and semi-natural landscapes are increasingly cherished as open space and recreational resource. Urban rivers are part of this kind of resource and thus play an important role in managing urban resilience and health. Employing the example of Tianjin, this doctoral dissertation research aims at learning to understand how to plan and design for the interface zones between urban water courses and for the land areas adjacent to such water courses. This research also aims at learning how to link waterfront space with other urban space in order to make a recreational space system for the benefit of people. Five questions of this dissertation are: 1) what is the role of rivers in spatial and open space planning? 2) What are the human needs regarding outdoor open space? 3) How do river and water front spatial structures affect people's recreational activities? 4) How to define the recreational service of urban river and waterfront open space? 5) How might answering these question change planning and design of urban open space? Quantitative and qualitative empirical approaches were combined in this study for which literature review and theoretical explorations provide the basis. Empirical investigations were conducted in the city of Tianjin. The quantitative approach includes conducting 267 quantitative interviews, and the qualitative approach includes carrying out field observations and mappings. GIS served to support analysis and visualization of empirical information that was generated through this study. By responding to the five research questions, findings and lessons include the following: 1) In the course of time rivers have gained importance in all levels and scales of spatial planning and decision making. Regarding the development of ecological networks, mainly at national scale, rivers are considered significant linear elements. Regarding regional and comprehensive development, river basins and watersheds are often considered as the structural link for strategic ecological, economic, social and recreational planning. For purposes of urban planning, particularly regarding recreational services in cities, the distribution of urban open spaces often follows the structure of river systems. 2) For the purpose of classifying human recreational needs that relate to outdoor open space Maslow's hierarchy of human needs serves as theoretical basis. The classes include geographical, safety, physiological, social and aesthetic need. These classes serve as references while analyzing river and waterfront open space and other kinds of open space. 3) Regarding the question how river and waterfront spatial structures might affect people's recreational activities, eight different landscape units were identified and compared in the case study area. Considering the thermal conditions of Tianjin, one of these landscape units was identified as affording the optimal spatial arrangement which mostly meets recreational needs. The size and the shape of open space, and the plants present in an open space have been observed as being most relevant regarding recreational activities. 4) Regarding the recreational service of urban river and waterfront open space the results of this research suggest that the recreational service is felt less intensively as the distances between water 183 front and open space user’s places of residence are increasing. As a method for estimating this ‘Service Distance Effect’ the following formula may be used: Y = a*ebx. In this equation Y means the ‘Service Distance’ between homes and open space, and X means the percentage of the people who live within this service distance. Coefficient "a" represents the distance of the residential area nearest to the water front. The coefficient "b" is a comprehensive capability index that refers to the size of the available and suitable recreational area. 5) Answers found to the questions above have implications for the planning and design of urban open space. The results from the quantitative study of recreational services of waterfront open space were applied to the assessment of river-based open space systems. It is recommended that such assessments might be done employing the network analysis function available with any GIS. In addition, several practical planning and designing suggestions are made that would help remedy any insufficient base for satisfying recreational needs. The understanding of recreational need is considered helpful for the proposing planning and designing ideas and for the changing of urban landscapes. In the course of time Tianjin's urban water system has shrunk considerably. At the same time rivers and water courses have shaped Tianjin's urban structure in noticeable ways. In the process of urbanization water has become increasingly important to the citizens and their everyday recreations. Much needs to be changed in order to improve recreational opportunities and to better provide for a livable city, most importantly when considering the increasing number of old people. Suggestions made that are based on results of this study, might be implemented in Tianjin. They are 1) to promote the quality of the waterfront open space and to make all linear waterfront area accessible recreational spaces. Then, 2), it is advisable to advocate the concept of green streets and to combine green streets with river open space in order to form an everyday recreational network. And 3) any sound urban everyday recreational service made cannot rely on only urban rivers; the whole urban structure needs to be improved, including adding small open space and optimize the form of urban communities, finally producing a multi-functional urban recreational network.

The information and communication technologies (ICT) sectors are in a process of technological convergence. Determinant factors in this process are the liberalisation of the telecommunications markets and technological change. Many firms are engaged in a process of mergers and alliances to position themselves in this new framework. Technological and demand uncertainties are very important. Our objective in this paper is to study the economic determinants of the strategies of the firms. With this aim, we review some key technological and demand aspects. We shed some light on the strategic motivations of the firms by establishing a parallel with the evolution of the retailing sector

In this paper we investigate the optimal choice of prices and/or exams by universities in the presence of credit constraints. We first compare the optimal behavior of a public, welfare maximizing, monopoly and a private, profit maximizing, monopoly. Then we model competition between a public and a private institution and investigate the new role of exams/prices in this environment. We find that, under certain circumstances, the public university may have an interest to raise tuition fees from minimum levels if it cares for global welfare. This will be the case provided that (i) the private institution has higher quality and uses only prices to select applicants, or (ii) the private institution has lower quality and uses also exams to select students. When this is the case, there are efficiency grounds for raising public prices

Lean Transition of Emerging Industrial Capability (LeanTEC) program was a cooperative agreement between the Boeing Company and AFRL conducted from January 1998 to January 2002. The results of this program are documented in the Manual for Effective Technology Transition Processes included as an attachment to this report. This manual provides processes, procedures, and tools for greatly improving technology transition in the aerospace industry. Methodology for the implementation of these improvements is given along with methods for customizing the various processes, procedures, and tools for a given company or business unit. The indicated methodology was tested by the LeanTEC team and results are documented in the report.

Durante la crisis financiera global de 2008 muchas organizaciones y mercados financieros tuvieron que terminar sus operaciones o replantearlas debido a los choques que golpearon el bienestar de sus empresas. A pesar de esta grave situación, en la actualidad se pueden encontrar empresas que se recuperaron y salieron del terrible panorama que les presentó la crisis, incluso encontrando nuevas oportunidades de negocio y fortaleciendo su futuro. Esta capacidad que algunas organizaciones tuvieron y que permitió su salida victoriosa de la crisis se denomina resiliencia, la cual es la capacidad de sobreponerse a los efectos negativos de choques internos o externos (Briguglio, Cordina, Farrugia & Vella 2009). Por tanto en el presente trabajo se estudiará esta capacidad tanto en la organización como en los líderes para hallar factores que mejoren el desempeño de las empresas en crisis como la que ocurrió en el 2008 – 2009. Primero se realizará un estudio sobre los sucesos y el desarrollo de la crisis subprime del año 2008 para tener un entendimiento claro de sus antecedentes, desarrollo, magnitud y consecuencias. Posteriormente se realizará un estudio profundo sobre la teoría de la resiliencia organizacional y la resiliencia en el líder como individuo y los estilos de liderazgo. Finalmente teniendo un sustento teórico tanto de la crisis como del concepto de resiliencia se tomarán casos de estudio de empresas que lograron perdurar en la crisis financiera del 2008 y empresas que no lograron sobrevivir para posteriormente hallar características del líder y del liderazgo que puedan aumentar o afectar la capacidad de resiliencia de las organizaciones con el objetivo de brindar herramientas a los líderes actuales para que manejen de forma eficiente y eficaz las empresas en un mundo complejo y variable como el actual.
