This MEDPRO Technical Report shows that the monetary and exchange rate policies conducted by central banks in the South Mediterranean region display apparent homogeneity in their operational frameworks, albeit with some specificities and differing degrees of advancement. While central banks state that price stability is their ultimate objective, failures to control interest rates as operational objectives of monetary policy result in monetary authorities resorting to quantitative approaches to monetary policy, meaning that monetary aggregates and credit targets are being used as intermediate targets of monetary policy. An econometric exercise limited to Maghreb countries (Algeria, Morocco, and Tunisia) has been conducted to analyse the potential scenarios of convergence and monetary policy coordination. Given the high structural heterogeneity and the slow pace of real convergence due to weak commercial integration in the Maghreb, results nevertheless show alternative dynamics in the integration of effective nominal exchange rates, as well as a complete convergence dynamic in exchange rate policies. Partial convergence of monetary policies regarding the stabilisation of inflation rates remains an open option for a transitional phase where financial integration is low.

The paper offers an analysis of the degree to which two different external policy frameworks of the European Union (EU) have institutionalised and operationalised the EU’s commitment to women’s rights and gender equality. It compares the EU’s relations with the African Caribbean and Pacific (ACP) countries with the Euro-Mediterranean Partnership (EMP), using Senegal and Morocco as case studies. Although the comparison shows some resemblances between the two cases, as a whole women’s rights seem more deeply embedded in the institutional framework of EU-ACP relations than that of Euro-Mediterranean relations, and this together with the EU’s approach towards implementation has enabled its women’s rights policy to be slightly more influential on the ground in Senegal than in Morocco. However, both EU-ACP and EMP frameworks have their limits, reflecting the more general problem of inconsistency between the EU’s declaratory objectives and its actual promotion of human rights.

The post-Arab Spring period in Morocco has undergone different stages of changing state-society relations with regard to democracy, citizenship and human rights. The first stage, between February 2011 and the summer of 2013, was characterised by popular protests demanding democracy and freedom. People criticised public policies related to civil, political and social rights (employment, health, education, the status of women, and the issue of Amazigh). This outburst put the state in an awkward, defensive position. If we compare Morocco with the other Arab Spring countries, the Moroccan state’s reaction was moderate in its use of violence and repression, and it was positive, in that it resulted in the implicit, yet official acceptance of the demands for democracy, citizenship and battling corruption. In his speech on 9 March 2011, the king pledged to modify the Constitution and democratise the institutions.

Arab views on democratic citizenship – and on EU support Much has been said about the EU’s general response to the Arab spring. And much has been written about regimes’ resistance to the far-reaching reform demanded by protestors across the Arab world. We have been engaged in a project (www.euspring.com) exploring one very specific dimension of these political trends and social debates: the question of how citizens in the Middle East and North Africa (MENA) understand the concept of democratic citizenship. Within our project, our local affiliated research organizations ran throughout 2014 a series of focus groups in Morocco, Egypt and Tunisia with a range of civic stakeholders. The aim of these meetings was to explore how citizens in the three countries understand democratic citizenship and how they view EU efforts to support political reform.

In Morocco, the new Constitution promised by King Mohammed VI in 2011 has raised high expectations regarding the improvement of socio-economic standards in the country and the possible redistribution of national wealth in a more transparent and democratic way. Just like Tunisia and Egypt, Moroccan demonstrators of the 20 February Movement had taken to the streets to ask for more freedom and democracy, but also to call for social equality and an end to corruption. Many of the grievances and the claims raised by demonstrators fell within the domain of socio-economic rights. Even though it might still be early to take stock, five years down the road, it is possible to provide a fist assessment of the major changes in Morocco in the socio-economic area. The attempt is to analyse whether the improvements introduced by the new Constitution have met the expectations of the people standing up for their rights in the wake of the Arab Spring, or whether the Kingdom of Morocco has fallen short on its promise to undertake structural change.

Na oitava sessão do comité intergovernamental da UNESCO, decorrida no dia 4 de Dezembro de 2013 em Baku, capital do Azerbaijão e a propósito de uma candidatura plurinacional envolvendo 7 países (Portugal, Espanha, Marrocos, Itália, Grécia, Chipre e Croácia), a dieta mediterrânica (DM) foi considerada Património Imaterial da Humanidade. Um dos sinais da descaracterização da DM é o consumo excessivo de alimentos fritos. Para além da recorrência familiar a esta técnica culinária não descuremos a oferta de uma multiplicidade de produtos alimentares tipo snack (fritos) que aumentam o aporte lipídico na dieta (gorduras degradadas) e são veículo de substâncias potencialmente tóxicas como é o caso da acrilamida. As doenças cardiometabólicas (DCM ) afetam a qualidade de vida das populações. A funcionalidade do padrão mediterrânico na reabilitação da saúde mostra-nos o antídoto a estilos de vida nefastos (fast food, sedentarismo) numa sociedade de consumo. Num contexto de nutriprevenção, a slow food mediterrânica poderá ser a solução para atenuar o risco de doença e reduzir os custos em saúde. Constituiu objetivo principal do presente trabalho fundamentar a importância que a DM apresenta para a saúde cardiometabólica e avaliar os prejuízos decorrentes do consumo de alimentos submetidos a fritura, mais concretamente à batata frita (incaracterística da referida dieta). O desenvolvimento desta dissertação mostra que o balanço entre os efeitos benéficos da DM na saúde e as consequências nefastas de um produto de grande consumo (batata frita) apela à utilização esporádica do processo de fritura e à implementação de metodologias tecnológicas que diminuam o teor de acrilamida, apontando para a importância da educação/reeducação alimentar, estruturada a partir de conhecimentos ponderados da antropologia da alimentação.

Este trabajo pretende reconstruir la genealogía de la autocrítica al interior de los sectores intelectuales de la izquierda argentina a partir del itinerario de Oscar Terán, uno de sus principales protagonistas e historiadores. Se revisa su principal obra historiográfica y sus intervenciones en revistas político-culturales a fines de delimitar rupturas y continuidades en la construcción de un relato que da cuenta del proceso de radicalización política en Argentina. Así, veremos cómo dicho relato se desplaza desde una lectura contemplativa en los años 1980 hacia una operación de clausura en los años 1990 y principios del presente siglo

In order to elucidate possibility of limestone phosphatization during contact with seawater two sets of experiments were carried out: that of solubility of natural phosphates in seawater and that of deposition of phosphorus onto calcareous phase. Concentration of phosphorus in seawater used for solubility experiments varied from 39 to 338 µ/l, temperature was 5.5-17.5°C and pH 7.8-7.9. The lowest solubility was characteristic of ancient crystallized samples. The deposition experiments showed that in case when concentration of dissolved phosphate in seawater reaches 3 mg/l it might be sorbed on solid CaCO3 phase without forming its own mineral. The latter is able to form rapidly but only if magnesium is not present in solution. In magnesium-free water calcium phosphates precipitate when concentration of dissolved phosphorus is higher than 0.9-1.2 mg/l. These results show that phosphatization of limestones in marine environment takes place during their contact with pore water but not with marine bottom water.

New findings of well-preserved Early Cretaceous planktonic foraminiferal assemblages from the Cismon core (NE Italy), Calabianca (NW Sicily), Lesches en Diois (SE France) and DSDP Site 545 (off Morocco) sections allow a better understanding of the morphological features of several taxa. This paper deals with the revision of the small, planispiral individuals that several authors include in the genus Blowiella Krechmar and Gorbachik. Comparison of morphological characteristics between Blowiella and the genus Globigerinelloides Cushman and ten Dam has resulted in retention of the latter as senior synonym of Blowiella. In fact, the morphological differences (i.e. the number of chambers in the outer whorl, the width of the umbilical area, and size and spacing of pores) used to distinguish Blowiella from Globigerinelloides cannot, in our opinion, be used in discriminating genera, but can only be applied at species level. The small, few-chambered species of the genus Globigerinelloides retained here are Globigerinelloides blowi(Bolli), Globigerinelloides duboisi (Chevalier), Globigerinelloides maridalensis (Bolli), and Globigerinelloides paragottisi sp. nov. (=Globigerinelloides gottisi auctorum). Stratigraphically, in the sections studied Globigerinelloides blowi and Globigerinelloides paragottisi sp. nov. are first recorded from the mid-Upper Barremian in the Cismon core and Calabianca section, while rare individuals belonging to Globigerinelloides maridalensis and Globigerinelloide duboisi occur intermittently from the Barremian/Aptian boundary and from the Lower Aptian, respectively. All of these taxa become more frequent and abundant just above the Selli Level (OAE1a, Lower Aptian), within the Leupoldina cabri Zone (Upper Aptian). Based on the DSDP Site 545 succession, all four globigerinelloidid taxa range up to the Ticinella bejaouaensis Zone (uppermost Aptian), with Globigerinelloides maridalensis disappearing at the base of the zone, followed in close succession by the disappearance of G. blowi, G. paragottisi and finally G. duboisi.

The Messinian was a time of major climatic and paleoceanographic change during the late Cenozoic. It is well known around the Mediterranean region because of the giant anhydritelgypsum sequence and the suggested desiccation of the Mediterranean Sea. However, this interval is less constrained outside the Mediterranean region, where several paleoceanographic changes could have taken place because of the desiccation. Hence, we present an integrated stratigraphic framework for future Messinian paleoceanographic studies, determination of the effect of the Mediterranean desiccation on deep-water paleoceanography, and comparison of intra-Mediterranean paleoceanographic changes with those in the open oceans during the Messinian Stage. Four DSDP/ODP Holes (552A, 646B, 608, and 547A) from the North Atlantic Ocean and one land borehole from Morocco have been studied to integrate bio-, magneto-, and stable isotope Messinian stratigraphy with high resolution sampling. Our results produce the best assessment of the Tortonian/Messinian boundaries in all holes because they do not rely on any one signal. In paleomagnetic Subchronozone C3An1r in the Sale borehole and DSDP Site 609, a S/D coiling direction change of Neogloboquadrina pachyderma/acostaensis appears to indicate PMOW entering the northeastern Atlantic Ocean, at least reaching 50°N. Diachrony and synchrony of some important Messinian planktic foraminifera from these Atlantic DSDP/ODP holes and the Sale borehole, such as the LO of Gq. dehiscens, the LO of Gt. Eenguaensis, the FO and LO of Ct. conomiozea, the FO of Gt. margaritae s.s., the FO of Gt. puncticutata, and the FO of Gt. crassaformis are discussed for understanding some of the paleoceanographic changes. This integrated stratigraphic framework presented here allows much better North Atlantic correlations at this critical point in Messinian geologic history.
