Economies are moving towards competitive stadiums based on knowledge and innovation. The changing environment and the level of globalization demand important efforts in order to sustain competitive advantages. Portugal has experienced a remarkable evolution since its adhesion to the European Union in several fields: economic development, Research & Development (R&D) consolidation, health parameters and social cohesion. As other developed economies, Portugal started its journey towards a knowledge-based economy and has been consolidating an innovation system during the last 35 years. The following report aims to analyze the evolution of a system since its creation to its last transformation within a globalized context. Challenges such as the lack of maturity of the system, the economic crisis, the European paradox, and closing the gap with other European countries are addressed in the next chapters. Likewise, recommendations on these points are provided by the end of the report as potential solutions.

Inserido no mbito do Projecto Terminologia da Administrao Pblica TERMAP, o presente trabalho constitui uma anlise descritiva de elementos discursivos que nos permitem dar conta da terminologia produzida na Direco Nacional de Desenvolvimento Tecnolgico e Inovao, do Ministrio da Cincia e Tecnologia. Temos como objectivo a organizao da terminologia da rea, tendo em vista a fixao dos termos, permitindo assim uma melhor comunicao e transferncia de conhecimento, quer a nvel intra-institucional quer a nvel interinstitucional, bem como a nvel externo. Neste trabalho, partimos de uma abordagem semasiolgica, e procuramos sempre ter em foco as especificidades discursivas, no pondo de parte, quando necessrio, uma perspectiva mais onomasiolgica. A abordagem proposta desenvolve-se em torno de cinco captulos: a) o primeiro traz em reviso aspectos da organizao e funcionamento da Administrao Pblica Central em Angola, na qual se insere o domnio de anlise; b) o segundo consiste na anlise dos aspectos relativos constituio do corpus textual; c) os pressupostos tericos apresentados no terceiro captulo dizem respeito formao dos termos complexos e aos fenmenos de variao em terminologia; d) no quarto captulo, a anlise volta ao corpus textual, mais propriamente ao seu tratamento. Neste captulo apresentam-se os processos relativos extraco e seleco dos candidatos a termos, e o levantamento dos casos de variao; e) o quinto captulo reservado apresentao e anlise dos dados. Fazemos uma proposta de um modelo de base de dados terminolgica multilingue. Esta proposta surge na sequncia da necessidade de fixar os termos, com vista transferncia de conhecimento.

Ship tracking systems allow Maritime Organizations that are concerned with the Safety at Sea to obtain information on the current location and route of merchant vessels. Thanks to Space technology in recent years the geographical coverage of the ship tracking platforms has increased significantly, from radar based near-shore traffic monitoring towards a worldwide picture of the maritime traffic situation. The long-range tracking systems currently in operations allow the storage of ship position data over many years: a valuable source of knowledge about the shipping routes between different ocean regions. The outcome of this Master project is a software prototype for the estimation of the most operated shipping route between any two geographical locations. The analysis is based on the historical ship positions acquired with long-range tracking systems. The proposed approach makes use of a Genetic Algorithm applied on a training set of relevant ship positions extracted from the long-term storage tracking database of the European Maritime Safety Agency (EMSA). The analysis of some representative shipping routes is presented and the quality of the results and their operational applications are assessed by a Maritime Safety expert.

Com o desenvolvimento das Tecnologias de Informao e Comunicao, as mesmas tm permitido dotar as pessoas de conhecimentos, atravs de formas mais rpidas e eficientes como o caso da formao em e-learning. O nmero de organizaes a apostar na formao em e-learning cada vez maior, tornando-se importante perceber em que medida que o mtodo eficaz e quais as vantagens que proporciona organizao, bem como o seu impacto no capital humano. Assim e visando averiguar como esta situao vivenciada na prtica decidiu-se pela realizao de um estgio, na PT PRO pertencente Grupo Portugal Telecom. Para a construo deste relatrio de estgio foi preciso para alm da consulta e anlise documental de aquivos internos e intranet, reunies tidas com os elementos do departamento da Gesto de Formao, onde decorreu o estgio, visando dar uma resposta mais cabal questo de partida que norteia o estgio: Qual o impacto gerado pelas aes de e-learning, sua aplicabilidade e satisfao dos colaboradores face s mesmas na PT PRO? O mtodo utilizado neste estudo foi do tipo quantitativo, tendo sido aplicado um inqurito por questionrio construdo para o efeito. Face aos resultados obtidos, conclumos que na PT PRO, os colaboradores encontram-se globalmente satisfeitos com o conhecimento gerado e acima de tudo com a aplicabilidade do mesmo nas suas funes de trabalho.

Bioactive glass nanoparticles (BGNPs) promote an apatite surface layer in physiologic conditions that lead to a good interfacial bonding with bone.1 A strategy to induce bioactivity in non-bioactive polymeric biomaterials is to incorporate BGNPs in the polymer matrix. This combination creates a nanocomposite material with increased osteoconductive properties. Chitosan (CHT) is a polymer obtained by deacetylation of chitin and is biodegradable, non-toxic and biocompatible. The combination of CHT and the BGNPs aims at designing biocompatible spheres promoting the formation of a calcium phosphate layer at the nanocomposite surface, thus enhancing the osteoconductivity behaviour of the biomaterial. Shape memory polymers (SMP) are stimuli-responsive materials that offer mechanical and geometrical action triggered by an external stimulus.2 They can be deformed and fixed into a temporary shape which remains stable unless exposed to a proper stimulus that triggers recovery of their original shape. This advanced functionality makes such SMPs suitable to be implanted using minimally invasive surgery procedures. Regarding that, the inclusion of therapeutic molecules becomes attractive. COST (European Co-operation in the field of scientific and technical research) is the longest running framework for research co-operation iri Europe, having been established in 1971 by a Ministerial Conference attended by Ministers for Science and Technology from 19 countries. Today COST is used by the scientific communities of 35 European countries to cooperate in exchanging knowledge and technology developed within research projects supported by national or European funds. The main objective of COST is to contribute to the realization of the European Research rea (ERA) anticipating and complementing the activities of the' Framework Programmes, constituting a "bridge" towards the scientific communities of emerging countries, increasing the mobility of researchers across Europe and fostering the establishment of "Networks of Excelience". Another essential objective is the knowledge transfer between the scientific soc'iety and industry. It is widely acknowledged that European scientific performance in relation to investment in science is excellent but technological and commercial performance has steadily worsened. The present paper discusses how the COST Action's instruments, from training schools to short scientific missions and workshops have been used within The COST ACTION FP11O1 Assessment, Reinforcement and Monitoring of Timber Structures to achieve such objectives.

The Childhood protection is a subject with high value for the society, but, the Child Abuse cases are difficult to identify. The process from suspicious to accusation is very difficult to achieve. It must configure very strong evidences. Typically, Health Care services deal with these cases from the beginning where there are evidences based on the diagnosis, but they arent enough to promote the accusation. Besides that, this subject its highly sensitive because there are legal aspects to deal with such as: the patient privacy, paternity issues, medical confidentiality, among others. We propose a Child Abuses critical knowledge monitor system model that addresses this problem. This decision support system is implemented with a multiple scientific domains: to capture of tokens from clinical documents from multiple sources; a topic model approach to identify the topics of the documents; knowledge management through the use of ontologies to support the critical knowledge sensibility concepts and relations such as: symptoms, behaviors, among other evidences in order to match with the topics inferred from the clinical documents and then alert and log when clinical evidences are present. Based on these alerts clinical personnel could analyze the situation and take the appropriate procedures.
