Situado num edifício do séc. XIX, o Centro Cívico e Cultural de Santa Clara – Universo de Memórias João Carlos Abreu foi adquirido pelo Governo Regional em 2002, para acolher todos os bens doados à Região Autónoma da Madeira, por João Carlos Nunes Abreu. Este Centro Cívico e Cultural é responsável pela manutenção e exposição ao público do espólio doado, estando também vocacionado para acolher e desenvolver acções de carácter cultural. Dispõe de um jardim, de uma Casa de Chá e de um Auditório. Encenado como um “caleidoscópio”, o “Universo de Memórias João Carlos Abreu” é um repositório de memórias construídas ao longo da sua vida de jornalista, viajante, poeta, escritor, político, actor e artista, com passagem por diversos países. Institucionalmente falando, este é um espaço relativamente recente, criado “de raíz” para acolher, expor e divulgar colecções pertencentes a uma só pessoa. Desta forma, iniciaremos este estudo com uma abordagem aos factores que constituem a realidade da Instituição – política de funcionamento, colecções albergadas, aspectos relevantes da vida do doador e espaço físico. Na segunda parte, o nosso trabalho irá recair sobre a componente virtual da Instituição sob o ponto de vista da utilização das novas tecnologias. Abordaremos,sucintamente, o ciberespaço e o mundo da Internet e culminaremos o estudo com a elaboração do site oficial do Centro Cívico e Cultural de Santa Clara – Universo de Memórias João Carlos Abreu que permitirá potenciar o acesso à Instituição de forma mais ampla, fazendo com que esta ultrapasse as suas próprias fronteiras físicas. Pretende-se que este site seja, acima de tudo, dinâmico de maneira a envolver o visitante, fidelizando-o e consequentemente fazendo com que este queira passar da virtualidade à realidade visitando o espaço físico.

Este texto procura ser uma contribuição para a compreensão do fenómeno desportivo enquanto manifestação social, cultural e identitária, através do estudo e da análise dos trajectos, plurais e únicos, de três clubes desportivos madeirenses: Clube Sport Marítimo, Clube Desportivo Nacional e Clube Futebol União. O desporto, nascendo inicialmente com o objectivo de entretenimento, constitui, hoje, um pólo de coesão social, pois verificamos que os clubes desportivos de maior representatividade, apesar de fomentarem rivalidades, constituem-se como agentes de desenvolvimento cultural e identitário e projectam regiões e cidades muito além do nível local. Neste projecto, depois de se equacionar alguns pressupostos teóricos sobre o fenómeno desportivo centrámos a nossa atenção nos clubes desportivos regionais de maior representatividade e longevidade. Estes influenciam e são influenciados pelas representações sociais e culturais, pelo que o acompanhamento dos seus princípios, da sua missão e finalidade, das acções desenvolvidas e do seu percurso desde os primeiros anos da sua fundação até uma década após a conquista da autonomia política, administrativa, financeira, económica e fiscal da RAM, mostrou-se fundamental para uma análise cuidada e atenta. Centrando a nossa atenção nos períodos compreendidos entre 1910 e 1926, 1945 e 1955 e entre 1974 e 1987/88, o que se pretende saber, de facto, é se os clubes desportivos - Marítimo, Nacional e União - constituem-se como um fenómeno isolado ou representam em si um factor estruturante de desenvolvimento social, cultural e identitário do espaço insular. O presente trabalho trata-se de um contributo preliminar para um maior interesse pelo estudo académico de um fenómeno de ancestralidade respeitável, particularmente o desportivo.

A obra de Alfredo de Freitas Branco (Visconde do Porto da Cruz) cruza diferentes fases da sua vida, reflectindo, por isso, vários aspectos relacionados com as suas vivências. Sendo autor de uma vasta obra, fazem parte da sua bibliografia textos de diferentes temáticas e de estilos literários diversos, entre os quais, romances, novelas, contos, teatro, biografias, memórias, política, etnografia e estudos da natureza. Neste estudo, procuramos em linhas gerais, apresentar o seu percurso político e ideológico, no qual se inclui o Integralismo Lusitano, de modo a compreendermos o seu pensamento e compromisso com a sociedade do seu tempo. Fazemos uma breve abordagem à sua criação literária, marcada pela conjuntura histórica da época e destacamos a sua intensa actividade, como jornalista, fundador de revistas e de jornais, conferencista e membro de várias Associações culturais. Analisamos o seu percurso de vida, verificando que sempre se mostrou empenhado em dar a conhecer as suas raízes culturais e interessado em tudo o que representava o progresso do arquipélago, quer propondo ideias inovadoras, quer promovendo a Madeira, no território continental e no estrangeiro. O cerne deste trabalho foi investigar a sua obra, numa vertente cultural, observando o importante contributo no estudo, promoção e preservação da nossa memória cultural de madeirenses, através das recolhas que fez sobre múltiplos aspectos da cultura popular do meio insular, das diversas manifestações culturais do povo, nos seus usos e costumes, das danças, às músicas, ao traje, à alimentação, à medicina popular, às suas crenças e superstições. Observámos ainda os seus estudos do nosso património material, nos seus diversos monumentos; das artes visuais e da promoção dos artistas e intelectuais madeirenses que se evidenciaram na época. Este estudo propõe, também, algumas estratégias para dar a conhecer à comunidade uma parte da obra do Visconde do Porto da Cruz e despertar o interesse no estudo da mesma, a qual permanece ainda na penumbra.

Este estudo busca compreender e explicitar as concepções políticas, pedagógicas e estéticas do Teatro de Cultura Popular. Para alcançar esse objetivo, adotamos os princípios da pesquisa histórica e documental, através do estudo de caso. Nosso objeto de estudo é formado pelos jornais de grande circulação que publicaram críticas ao TCP, de 1960 a 1964; por depoimentos e pelo texto teatral “Julgamento em Novo Sol”. Alguns depoimentos foram gravados em vídeo, outros estavam em documentários ou em publicações, que foram posteriormente transcritos. Esse material foi submetido à Análise de Conteúdo, o que possibilitou responder à questão que nos propusemos: “será que a práxis do Teatro de Cultura Popular se configurou como inovação pedagógica no campo da pedagogia do teatro?” A análise provou que sim. O TCP desenvolveu uma pedagogia teatral completamente nova e criou um teatro político, pedagógico e estético de forma indissociável. Esse grupo construiu, não apenas na cidade do Recife, mas em todo o estado de Pernambuco, um teatro comprometido com o povo e com a sua cultura. Rompeu com os paradigmas vigentes e se estabeleceu como uma nova realidade, reverberando para todo o Brasil. Além disso, o TCP trabalhou com várias linguagens: teatro popular, teatro para crianças, teatro de propaganda política, teatro de mamulengo, teatro épico e didático. Desse novo olhar, surgiu um projeto de educação nacional idealizado por Paulo Freire.

Este estudio tiene como objetivo evaluar los avances y límites de las políticas de accesibilidad en la ciudad de Natal. Se investigan las políticas publicas municipales de accesibilidad implantadas en los diez años subsecuentes, a partir de la sanción de la Ley Municipal de Accesibilidad Nº 4.090 del 03 de junio de 1992, que torna obligatorio la eliminación de las barreras arquitectónicas para personas con discapacidades en los lugares de circulación de peatones y edificios de uso público de la ciudad. Accesibilidad, en los proyectos de arquitectura y urbanismo es la condición esencial para asegurar a cualquier ciudadano su derecho a ir y venir con seguridad, dignidad y autonomía. Esta investigación se concentra en los barrios de: ciudad alta, Petrópolis y Ribeira, ya que esta área, en el período ya mencionado, fue la que tuvo una mayor concentración del presupuesto de inversiones públicas municipales de la ciudad de Natal, en la eliminación de barreras arquitectónicas en vías urbanas. El método adoptado fue el hipotético deductivo, a partir de la formulación de dos hipótesis de trabajo: la primera, una divergencia entre los objetivos propuestos por la Ley Nº 4.090 y sus aplicaciones prácticas y, la segunda, de las diferencias que existen en el grado de entendimiento del concepto de accesibilidad, para eso, se realizó una colecta y análisis de datos tanto empíricos como teóricos. Este estudio también retrata en el año de 2004, con el uso de la técnica de la fotografía, la realidad actual de la ciudad sirviendo como un parámetro comparativo con los proyectos asociados a la Coordinación para integración de las personas con discapacidades. Se utiliza la técnica de entrevista con especialistas en accesibilidad envueltos a lo largo del proceso de implantación de las políticas públicas en la ciudad de Natal, durante los años mencionados, obteniendo así un testimonio sobre las directrices adoptadas en ese período, con base en la legislación vigente. En la investigación documental y fotográfica se realiza una evaluación de la dimensión real de lo propuesto y ejecutado en un periodo de diez años, y se concluye sobre todos los avances y retrocesos de las políticas de gestiones públicas adoptadas con relación a la accesibilidad en la ciudad de Natal

In contemporary society, social exclusion is an actual and pertinent theme, because it presents itself as a challenge to management and planning of the public policies. In this perspective, the thesis entitled "The Cultural Corridor: space materialization of social exclusion in Mossoró-RN" is a moment of apprehension and analysis of the local reality from the urban policy implementation that emphasized an enterprising model, which has, as the concrete space to urban renovation manifestation, the cultural complex called cultural corridor. Because of the investigation and the directional hypothesis, it is possible to say that the urban development policy implemented in Mossoró, starting from the 1990 decade, based in the model of modernizing/enterprising management, has been causing an intensification of a society parcel exclusion from the city public space, since this public policy didn't prioritized job market increasing, as well as population incomes improving, poverty and social inequality reduction, at the same proportions it promoted geographic space reorganization with directional actions to build the "spectacle city"

From the second half of the century XX, in many Brazilian cities, the "historic centers" stop being the most densely populated areas of the city, accumulate degradation of the built environment and its functions have physical, social and economic resignified when also intensified interventions in these same centers Historic focused its redevelopment. This work aims to reflect on the experience of urban regeneration in the historic center of Natal, addressing the strategies adopted in the implementation of public policies and how these improve the effectiveness of actions, processes and outcomes for which turn the management of the historic center in question. In Natal, is identified in the neighborhoods of the Upper Town and Ribeira, the historic city center, a large distortion of their ancient architectural complex, the use of sub-urban infrastructure and emptying in the evenings and weekends. Shares redevelopment of the historic center of Natal are considered late, it is only recently that these neighborhoods were objects of policies and projects generally aimed at enhancing the cultural attraction of the area, and not always, it can be said that they have relevance in development process of the city. Added to this, there is the slowness of the interventions, although the zoning as an area of historic preservation has been done for over two decade. In Natal, the ideas of sustainable development articulated a proposed redevelopment of its historic center is still far from being achieved, but on the other hand, the latest phase of implementation of plans and projects in the area, indicating the intention to transform practical experience in the formulations and proposals in relation to these ideals

The 1988 Federal Constitution of Brazil by presenting the catalog of fundamental rights and guarantees (Title II) provides expressly that such rights reach the social, economic and cultural rights (art. 6 of CF/88) as a means not only to ratify the civil and political rights, but also to make them effective and practical in the life of the Brazilian people, particularly in the prediction of immediate application of those rights and guarantees. In this sense, health goes through condition of universal right and duty of the State, which should be guaranteed by social and economic policies aimed at reducing the risk of disease and other hazards, in addition to ensuring universal and equal access to actions and services for its promotion, protection and recovery (Article 196 by CF/88). Achieving the purposes aimed by the constituent to the area of health is the great challenge that requires the Health System and its managers. To this end, several policies have been structured in an attempt to establish actions and services for the promotion, protection and rehabilitation of diseases and disorders to health. In the mid-90s, in order to meet the guidelines and principles established by the SUS, it was established the Política Nacional de Atenção Oncológica PNAO, in an attempt to sketch out a public policy that sought to achieve maximum efficiency and to be able to give answers integral to effective care for patients with cancer, with emphasis on prevention, early detection, diagnosis, treatment, rehabilitation and palliative care. However, many lawsuits have been proposed with applications for anticancer drugs. These actions have become very complex, both in the procedural aspects and in all material ones, especially due to the highcost drugs more requested these demands, as well as need to be buoyed by the scientific evidence of these drugs in relation to proposed treatments. The jurisprudence in this area, although the orientations as outlined by the Parliament of Supreme Court is still in the process of construction, this study is thus placed in the perspective of contributing to the effective and efficient adjudication in these actions, with focus on achieving the fundamental social rights. Given this scenario and using research explanatory literature and documents were examined 108 lawsuits pending in the Federal Court in Rio Grande do Norte, trying to identify the organs of the Judiciary behave in the face of lawsuits that seeking oncology drugs (or antineoplastic), seeking to reconcile the principles and constitutional laws and infra constitutional involving the theme in an attempt to contribute to a rationalization of this judicial practice. Finally, considering the Rational Use of health demands and the idea of belonging to the Brazilian people SUS, it is concluded that the judicial power requires ballast parameters of their decisions on evidence-based medicine, aligning these decisions housing constitutional principles that the right to health and the scientific conclusions of efficacy, effectiveness and efficiency in oncology drugs, when compared to the treatments offered by SUS

The right to artistic expression, freedom granted in the western democratic constitutionalism, is a fundamental right that cyclically, compared to other cohesive rights of expression, has been forgotten and put in an irrelevant juridical-dogmatic position. The first reason for this behaviour that disesteems artistic freedom is the valorisation of rationalism and scientificism in the modern society, subordinating academic researches to utilitarianism, relegating the purpose of feelings and spirituality on men s elocution, therefore, we investigate, guided by philosophy, the attribution of art on human formation, due to its capacity in harmonising reason and emotion. After that, we affirm the fundamental right to artistic expression s autonomy in the 1988 valid constitutional order, after a comparative explanation of freedom in the Fundamental Laws of United States, Portugal, Spain and Germany; and the construction historic-constitutional of the same right in the Brazilian Constitutions. In this desiderate, the theoric mark chosen is the Liberal Theory of the fundamental rights, guiding the exam through jusfundamental dimensions: juridical-subjective and juridical-objective. Whilst the first, classical function of resistance, delimitates the protection area of the artistic expression right from its specific content, titularity and its constitutional and subconstitutional limits, the other one establishes it as cultural good of the Social Order, defining to the State its rendering duties of protection, formation and cultural promotion. We do not admit artistic communication, granted without legal reserve, to be transposed of restrictions that belong to other fundamental rights and, when its exercise collides with another fundamental right or juridical-constitutional good, the justification to a possible state intervention that tangentiates its protection area goes, necessarily, through the perquisition of the artist s animus, the used method, the many viable interpretations and, at last, the correct application of the proportionality criteria. The cultural public politics analysis, nevertheless, observes the pluralism principle of democratic substratum, developer of the cultural dialogue and opposed to patterns determined by the mass cultural industry. All powers are attached, on the scope of its typical attributions, to materialise public politics that have the cultural artistic good as its aim, due to the constant rule contained in §1, art. 5º of the Federal Constitution. However, the access and the incentive laws to culture must be constantly supervised by the constitutional parameter of fundamental right to equality

El trabajo que aquí se presenta tuvo como objetivo investigar una institución escolar en la ciudad de Macau / RN. Esta institución, que fue innovadora en su contexto social y pedagógico, fue pesquisada a la luz de los parámetros de la historia cultural. Una escuela que fue creada en el siglo XX, en el año de 1923, cuando el país aún vivía la efervescencia de la implantación del nuevo ordenamiento político - la República. Elegimos como objeto de estudio las fiestas escolares, que tuvo lugar en esta institución durante el periodo 1949-1962, procurando aclarar cómo ocurría la realización de estas fiestas y cómo fueron fundamentales para el funcionamiento de las relaciones políticas, sociales y culturales en el ámbito escolar. El análisis y la interpretación de las fuentes documentales escolares, los documentos de otras instituciones, las entrevistas abiertas, la información oral, la legislación de la educación y de las escuelas, los periódicos y documentos oficiales de la época relacionados con la temática y que formaron el corpus documental, se basaron por obras de Souza (1998), Juliá (2001), Castro (1997), Kossoy (2001) Saviani (2005), Escolano (1992) y Carvalho (1990). Por tratarse de una institución de enseñanza, el análisis central es la cultura escolar y la historia de la educación brasileña es el campo de la investigación, haciendo una relación de las fiestas escolares. En el relato, se reconstituyen las festividades cívicas, solemnes y recreativas, además de los elementos de formación que se evidencian en el discurso de la educación moderna. Para ello, buscamos entender que, en las prácticas cotidianas de la escuela, había un método de actuación que seguía las directrices del Departamento de Educación. Estas directrices eran dadas por medio de las normas y decretos editados y se adentraban en el discurso en torno de las iniciativas emprendidas para difundir las nuevas prácticas pedagógicas, y dentro de ellas, en el momento apropiado, los profesores dedicaban un tiempo de sus clases para explicar acerca de los días festivos y sus organizaciones. Estas constataciones fueron certificadas por la documentación listada y por las entrevistas abiertas, y nos señaló para el modelo escolar propugnado por el Grupo Escolar Duque de Caxias, que era fruto del nuevo orden republicano

This study board the FUNDEF social control council implementation in Parnamirim/RN city, concerning their representatives participation in the accompaniment (decision power) in resort, in front of governmental politics of decentralization, unleashed in 90´s, seen in decentralization process needs the society participation in decisions of educative institutions and represent an efficient way of solve the problems difficult the educational management actions. For this, the council creation of Brazil manager configure, since the 80´s, detaching, and the single characterizing, in actual context. The objective is raise pertinent questions of thematic of representatives members participation of collegiate organs, evidencing the decision power of these, in public resource control. The theory-methodological referential the literature treat the participation and power decision of FUNDEF social control decision, such as politics directrix that rules this council. It utilizes as proceeding of collecting data the semi-structured interview and analyze of meeting register to understand the empirics of council implantation in this city, in view of that the electoral process configured in 2003, showed as a innovation, because the counselor is indicated by the local public power representatives (in this case the education municipal secretary). The research result show the representatives have difficult, to accompany the FUNDEF resources amount, particularly in concern in the financial resources (ratio) over plus. Finally, emphasize the importance of democratization in the relations between the state and civil society, elucidating and exciting reflections a: democratic participation in control of public recourses for education, educational management and civil society mobilization in access of public and cultural cash which the citizen has rights

O estudo aqui proposto centrar-se-á nas imagens do Brasil expressas por manuais didáticos, por periódicos e por intelectuais portugueses do século XIX. Pretende-se, a partir de tal documentação, reconstituir alguma atmosfera mental que circundava as idéias de Brasil e a percepção da nação portuguesa sobre o tema do Brasil, da emigração e dos brasileiros. Mediante tal enfoque, entendemos ser possível tanto compreender as identidades que configuravam uma dada mitologia cultural quanto a demarcação de distâncias e diferenças.

This dissertation is the result of the development of a two-year research entitled POTIGUAR ACROSS THE COMMUNICATION: MEDIATIZATION AND SOCIAL PRACTICES. Or as the reception of the political agenda unfolds in social practices of the Pau dos Ferros, showwing Pau dos Ferros as a provincial oestano of Rio Grande do Norte, now living a meaningful set of social transformations, which interact with practices media that have just mediatized new public policies in the area of Technical Education and Higher Education. Thus, with the introduction and expansion of state and federal public policy of democratization of Technical and Higher Education in the period 2002 to 2010, the phenomenon of migration of students from elementary and high school, before existing in the region has changed significantly in that Pau dos Ferros polo is made. The concentration of the media city in the hands of politicians, in their favor, and the emergence of new midiatizações are contributed to the formation of this (non-migration) and other social practices, reinventing and rearranging the schedule of the ideas and concepts about the educational practices. Our goal is to observe the relationship of interaction between media, politics and education and examine how young students are realizing this interaction. Popular urban music is a typically modern cultural event. Its production, distribution and consumption occurred during the process of urbanization of Chile and in a period of growing availability of technological resources. The broadcasting by the mass media allowed popular urban music to reach a larger audience than the local public. Therefore it did not take long time for popular urban music to become a means of cultural homogenization within the parameters of the market system of production and distribution of music, in Chile. This article aims to map the connections between folk music and popular music, with the formation and consolidation of a consumer market for music in Chile. Besides it considers the use of popular music in the forfties and the sixties as a political tool by different groups of the Chilean society, during a time when arts were considered within the controversies about the national identity that arose in different Latin American countries.

The proposal of the Unified Health System Policy (SUS) has been considered one of the most democratic public policies in Brazil. In spite of this, its implementation in a context of social inequalities has demanded significant efforts. From a socio-constructionist perspective on social psychology, the study focused on the National Policy for Permanent Education in Health for the Unified Health System (SUS), launched by the Brazilian government in 2004, as an additional effort to improve practices and accomplish the effective implementation of the principles and guidelines of the Policy. Considering the process of permanent interdependencies between these propositions and the socio-political and cultural context, the study aimed to identify the discursive constructions articulated in the National Policy for Permanent Education in Health for the Unified Health System (SUS) and how they fit into the existing power relations of ongoing Brazilian socio-political context. Subject positionings and action orientation offered to different social actors by these discursive constructions and the kind of practices allowed were also explored, as well as the implementation of the proposal in Rio Grande do Norte state and how this process was perceived by the people involved. The information produced by documental analyses, participant observation and interviews was analyzed as proposed by Institutional Ethnography. It evidenced the inter-relations between the practices of different social actors, the conditions available for those practices and the interests and power relations involved. Discontinuities on public policies in Brazil and the tendency to prioritize institutional and personal interests, in detriment of collective processes of social transformation, were some of obstacles highlighted by participants. The hegemony of the medical model and the individualistic and curative intervention practices that the model elicits were also emphasized as one of the drawbacks of the ongoing system. Facing these challenges, reflexivity and dialogism appear as strategies for a transformative action, making possible the denaturalization of ongoing practices, as well as the values and tenets supporting them
