In the last two decades, the trend in security policies in Brazil shows the shift path on public policies, that allows us to see changes from state building policies to the growing presence of others public branches and civil society. From state and bureaucratic based functions, security tends to see more as problem of management and public agenda setting, mainly, with growing participation on state and local levels. Nevertheless the challenges remain in terms of changes in the whole picture of security in the country. The article explores some of them, without the desire of comprehensiveness.

Sugar cane production is of the utmost importance to the economy of the entire Brazil, due to its multiple utility, being used as the raw material for the manufacture of various items, particularly, sugar and alcohol. In areas of sugarcane monoculture, the appropriate management of soils and water is essential, not only for the maintenance of the quality of the environment, but also for the quality of life of the population. Among the main impacts generated by the cultivation of sugar cane, stands out the withdrawal of the riparian forest, which is essential to the balance and maintenance of the ecosystem. Before that, the present work aimed at mapping the environmentally vulnerable areas in the basin of a tributary of the Corumbataí river, located in the district Santa Olímpia, in the city of Piracicaba-SP. For the purpose, techniques were used in Geoprocessing, aiming to produce thematic maps of Slope, for the Use and Occupation of Land, of Permanent Preservation Areas (APP), Soil and Geological of the basin of interest. From these mappings, the analysis was performed multi-criteria, which resulted in the Map of Environmental Vulnerability. This mapping environmental assessment of the study area, indicating proposals of practices for the management and conservation of soil and water resources, for the purpose of improving the environmental quality of the analyzed area. In this way, the research of this nature, may help in the decision-making on the part of the governmental bodies as well as civil society

The Atlantic Forest is considered the fifth most important hotspot of the world, for its high endemism and biodiversity. The Serra do Mar State Park (SMSP) is the biggest area of integral protection in Brazilian coast, having the largest continuous remnant area of Atlantic Forest. Its creation aims to protect the Atlantic Forest remnants and regeneration of degraded areas. The present work develops in the administrative center Núcleo Santa Virgínia, created on May 2, 1989 and aims a comparative analysis and environmental interpretation regarding the evolution of the landscape its creation until the present days, using geoprocessing techniques. For a better understanding of some definitions, a literature review is presented about the current scenario of conservation units, concepts of landscape, landscape ecology, landscape dynamics and the importance of the geoprocessing for landscape analysis. It was elaborated two thematic charts of use and occupation land of Núcleo Santa Virgínia (1989 and 2014) and quantified for each type of use for later comparison

This study aims to identify the horizon of emancipation in Human Rights Education, using the philosophy of praxis as a theoretical framework, basing on authors as Tonet, Losurdo, Marx, and Saviani and Duarte, taking as a privileged locus analysis of the Plan National Human Rights Education (PNEDH, 2007). The discussion about the historical development of the movement of the struggles for human rights was a starting point to indicate how, in general, these struggles have been developing since the context of bourgeois revolutions. From there we tried to discuss how the prospect of citizenship has been treated within the Rights Education, the latter being a reflection of social movements' struggles for rights from the year 1980. Situating this movement within a larger movement on the issue of education in Brazil in the twentieth century, we tried to discuss the flags such as citizenship, the strengthening of civil society and creating a culture of rights as a goal of emancipation. Seeking to differentiate between citizenship as political emancipation and human emancipation, was placed the imperative to take the citizenship as a mediator and not as an endpoint in order to equip a culture of struggle for a classless society without exploitation of man by man

Dentro da perspectiva delineada por Jürgen Habermas, que delineia um conceito normativo de esfera pública e de sua importância na democracia, esta pesquisa se propõe a analisar como o jornalismo pode contribuir para a construção da opinião pública, que pressiona os poderes formais. Diante das mudanças nos modos de participação da sociedade civil no poder político, as informações e opiniões relacionadas aos movimentos sociais na imprensa são de extrema importância para a reflexão sobre a democracia. Com o objetivo de entender as contribuições do jornalismo sobre as questões levadas ao público pelos movimentos sociais, este trabalho propõe uma análise do jornal Le Monde Diplomatique Brasil. A partir do método de Análise de Conteúdo proposto por Laurence Bardin, que prioriza a análise qualitativa, a pesquisa busca compreender a constituição e as ideias presentes nos textos e sua relevância para os debates na esfera pública. Desse modo, busca-se apontar pontos positivos e negativos na cobertura jornalística do veículo, que possam contribuir tanto para a prática quanto para os estudos do jornalismo

After a long period of military dictatorship, the Brazilian people, following the redemocratization in the late 1980s, experimented the possibility of electing their political representatives. This experience of democracy and citizenship included in the electoral process, now, appear as one of the main challenges to make the Brazilian public schools more democratic and participative, through the election of school managers. The purpose of this paper is to discuss the historical aspects of the process of electing representatives in Brazil and the possibilities of direct elections for school managers. At first recovering the struggle of the Brazilian society in search of an effective political participation and, subsequently, pointing out the limits and possibilities of the introduction of direct elections for school managers as a mechanism to consolidate a more democratic school.

n this paper I pose some questions that I systematized after taking part in a colloquium proposed by the National Conference on Education (CONAE 2010) to discuss the theme “Environmental Education and Curriculum Contextualization”. Regarding public environmental education policies, I try to indicate some perspectives that are both coherent with what Brazilian educators and environmentalists have been proposing and considered necessary for the consolidation of an Articulated National Education System. I present a synthesis of the environmental education proposals systematized in the CONAE Reference Document, which was designed as a guide to state and local conferences. I make an effort to carry out a preliminary analysis of both the process and the content of the public environmental education proposals systematized in the Essential Documents (Volumes I and II), Thematic Plenary Meeting Documents, and Final Document. Furthermore, I try to present a short synthesis of the prevailing tendencies of educational policies in Brazil in the last decades, pointing out the meaning and need of social activism for the construction of public policies for education, in general, and for environmental education, specifically.

A partir do final da década de 1960 diversos grupos em várias partes do mundo passaram a reconhecer o que chamamos de crise ambiental. Desde então diversos setores sociais vêm buscando maneiras de minimizar ou mesmo reverter o processo de degradação ambiental. Diante dessa problemática, o processo educativo é constantemente apontado como uma das formas de enfrentamento de tal crise. Entretanto, para que a educação ambiental (EA) atinja seus objetivos consideramos que esta deve ser trabalhada sob uma perspectiva crítica, contemplando três dimensões: a dimensão dos conhecimentos, a dimensão dos valores éticos e estéticos e a dimensão da participação política. Dessa forma, a EA aparece como uma proposta de educação da sociedade que pode contribuir para a revisão dos atuais valores e ações praticados por esta. Contudo, muitas vezes o que se observa nas práticas educativas é a apresentação de uma natureza destituída de valores, exceto pelo valor instrumental, ou seja, pela sua adequação às necessidades humanas, um modelo fragmentador e antropocêntrico. Dentro desse contexto, os animais venenosos e peçonhentos são geralmente vistos como maléficos ao homem, sendo seus aspectos ecológicos subestimados ou ignorados. A partir dessas reflexões, percebe-se a importância da criação e manutenção de programas de EA com enfoque mais adequado dos animais venenosos e peçonhentos para que a relação da sociedade com tais animais, bem como com o meio ambiente como um todo possam se transformar. Nesse sentido, a presente proposta de pesquisa objetivou identificar a existência de programas educativos com enfoque em animais venenosos e peçonhentos, analisando-os e verificando se trabalhariam com as três dimensões da educação ambiental. Analyzing the Brazilian people's formation and its ethnic variety, the racial issue is marked by racism as a tendency of thought that gathers different human races. The miscegenation originated by the crossbreeding occurred widely among Brazil and carried with it a racial prejudice based on European theses about the population's whitening. Since the arrival of the black population to the country, in the condition of slave, their image is stuck to the stigma of inferiority in relation to white people, making it difficult to have a political influence and introduce themselves into the Brazilian dominant elite. We intent to bring the discussion about local power, coronelismo and patronage, trying to demonstrate how the dominant elite's power and resources allocation schemes, put aside the lower-class from the political scene which is even worse for the black population regarding the suffered racial prejudice. Assuming the matters described above, we argue around the insertion of the black people into the political scenario, taking the City of Araraquara -SP as target to analyze the conditions that prevents them from achieving high positions inside the public sector and develop the issue between representation, social inclusion and political participation

The ancient struggle for a National Conference on Communication in Brazil, truly representative and with clear opportunities to define new rules to the sector of communication, has been waged for years and was conducted in late 2009. It is proposed to identify the background of the historic struggle for CNC can be perceived in the defense of press freedom and freedom of expression in seventeenth and eighteenth centuries, most recently in the movements of democratization policy in the 80s and 90s. The research was done by analyzing the direct and indirect official document concerning the establishment of guidelines and the convening of the Conference, and manifestation of civil society and business.

OBJETIVOS: Analisar a cobertura da Política de Incentivo do Ministério da Saúde para Programas de Aids e as características das ações de prevenção, assistência, gestão e apoio às organizações da sociedade civil induzidas nos Estados e municípios. METODOLOGIA: Os Planos de Ações e Metas de 2006, das 27 Unidades Federadas e de 427 municípios incluídos na Política de Incentivo, foram analisados segundo indicadores estabelecidos para aferir a complexidade e a sustentabilidade das ações induzidas, a inclusão de populações prioritárias e a capacidade de intervenção na epidemia. Informações sobre população e casos de aids registrados foram utilizadas para mensurar a cobertura. RESULTADOS: Os municípios incluídos representaram uma cobertura de 85,2% dos casos de aids do País. Houve uma baixa proporção de secretarias estaduais (48,2%) e municipais (32,6%) de saúde que contemplaram, concomitantemente, ações de prevenção para a população geral e as de maior prevalência da doença, assim como ações para o diagnóstico do HIV, o tratamento de pessoas infectadas e a prevenção da transmissão vertical. Em relação às populações prioritárias, 51,9% dos Estados e 31,1% dos municípios propuseram ações específicas na prevenção e na assistência. Estados (44,4%) e municípios (27,9%) com Planos abrangentes estão mais concentrados no Sudeste e em cidades de grande porte, representando a maioria dos casos de aids do País. CONCLUSÃO: A Política de Incentivo do Ministério da Saúde compreende as regiões de maior ocorrência da aids no Brasil, porém, o perfil da resposta induzida encontra-se parcialmente dissociado das características epidemiológicas da doença no País.
