Discute as concepções e as práticas de planejamento e gestão urbana na orla fluvial de Belém, tendo como referência empírica de análise as intervenções nela realizadas pelo Governo do Estado do Pará - Complexo Estação das Docas e Núcleo Histórico Feliz Lusitânia - e pela Prefeitura Municipal de Belém - Complexo Ver-o-Peso e Projeto Ver-o-Rio. A partir da análise desenvolvida pôde-se chegar às seguintes conclusões: 1) Nas intervenções urbanas desenvolvidas na orla de Belém estão presentes duas perspectivas de gestão e planejamento urbanos: a gestão estratégica de cidades, modelo adotado pelo Governo do Estado, e a gestão participativa, utilizada pela Prefeitura de Belém; 2) Os conflitos existentes no plano teórico-metodológico entre as duas concepções de gestão e planejamento urbanos, acabam se manifestando nas paisagens e espaços por elas produzidos. Na Estação das Docas e no Feliz Lusitânia, busca-se a produção de um espaço caracterizado pela suntuosidade, pelo luxo e pela seletividade. No Ver-o-Peso e no Ver-o-Rio, por outro lado, procura-se resgatar espaços marcados pelo regionalismo, a identidade ribeirinha e ao uso pelos grupos sociais historicamente excluídos; 3) Essas intervenções urbanas realizadas na orla têm promovido a produção de uma nova imagem e de uma nova paisagem para cidade de Belém, o Waterfront. Trata-se da produção de espaços de renovação urbana que resgatam o rio e as águas como representação simbólica da identidade amazônica.

Este trabalho examina o Plano de Desenvolvimento Local (PDL) para a ocupação urbana do Riacho Doce (2001-2004) na bacia do Tucunduba em Belém, a partir da concepção do documento, da percepção da equipe técnica e das vivências dos moradores. Deste modo, analisa as referências e as discussões em torno de um novo projeto de democratização da cidade, baseado no ideário da Reforma Urbana. Trata-se, portanto, de uma tentativa de retomar a teoria do espaço social por meio da contextualização do planejamento urbano na Amazônia e, designadamente, com as contradições sócio-espaciais presentes na trajetória das políticas públicas em Belém, criando um exercício de reconhecimento e de apreensão da complexidade da cidade, assim como propor novas possibilidades de gestão urbana.

This study aimed to survey and analyze the geomorphological aspects of watershed stream Wenzel in Rio Claro, as well as anthropogenic incidents about which he eventually causing serious environmental impacts. All these changes in the natural environment are generated from the constant development of the urban environment, which ends up leaving aside factors relevant to the natural order and that over time they become problems to humans. As various forms of environmental degradation occurring on some form of relief, geomorphology can make a major contribution in this field, since the analysis of the hydrographic network can lead to understanding and explanation of numerous geomorphological issues because the waterways are process morphogenetic the most active in the terrestrial landscape sculpture. The research with a systems approach and vision interrelated aspects in question may even serve as a basis for practical planning and urban management, in addition to detailed study of the area, which is of paramount importance to the local society

The paper analyzes the implementation of the new regulatory framework of urban policy in Brazil, synthesized by the Constitution of 1988 and its subsequent regulations by the Statute of the City (Federal Law No. 10.257/2001). The empirical analysis focuses on three medium-sized cities in the state of São Paulo (Piracicaba, Bauru and Rio Claro), and addresses three complementary dimensions. First: interprets the participatory processes that resulted in the new Master Plan. Second, analyzes the crisis of the developmental model for understanding the transformations experienced by the Brazilian urban network, through which the medium-sized cities took on increasing economic relevance. Third: examines the inclusion and regulation of Special Zones of Social Interest (ZEIS) and how this instrument has been used in dealing with urban problems and the housing deficit. Apart from normative considerations, the study aims to assess the actual contribution of the City Statute in the democratization of urban management.

The hegemonic version of democracy is based on Schumpeter’s approach, a legacy of liberal pluralism that reduces the formation of legitimate majorities through representation. Nevertheless, the democratization of authoritarian countries has provided innovative experiences of civil society in new participatory formats. At the institutional level, the Statute of the City regulated the chapter of the Urban Policy of the Federal Constitution of 1988. It advocates participatory formats of public policies in urban management “through public participation and representative associations”. The construction of this agenda is the result of institutional imposition and it reflects the government decisions and civil society demands. This paper analyzes the participation, its ability to share decisions, and to what extent these participatory formats depend on governments for the implementation of new paradigms of urban management. The approach combines theoretical and empirical analysis of development processes of Master Plans normatively guided by the City Statute. The empirical basis is formed by three medium-sized cities in Sao Paulo state: Piracicaba, Bauru and Rio Claro.

Entrepreneurs responsible for the housing project “Vale do Sol III”, (claim of deployment), proposed a technique, in order to resolve conflicts of interest arising in respect Vale do Sol I residents (already implemented). Conflicts taken place in accordance with environmental problems that originated (past) in poor drainage of rainwater from Água Fria stream. This work, based on study case method with deductive approach, analyzed the environmental aspects of the area in order to contribute to the process of sustainable management of medium-sized cities (present), as well as analyzing the prospects for adequate outcome environmental demand (future) . In terms of technical and methodological procedures, was used geoprocessing softwares for the purpose of supporting analysis. It was concluded that, technique proposed at Vale do Sol III enterprise, don’t have necessary, sufficient and satisfactory solution in order to, at least, mitigate the problems of area sustainability. In terms of future prospects, it was concluded that, good sustainable environmental management, with preventive measures, from the point of view of mitigating the environmental and urban conflicts, and corrective measures.

The spectacular advances computer science applied to geographic information systems (GIS) in recent times has favored the emergence of several technological solutions. These developments have given rise to enormous opportunities for digital management of the territory. Among the technological solutions, the most famous Google Maps offers free online mapping dynamic exhaustive of the Maps. In addition to meet the enormous needs of urban indicators geotagged information, we did work on this project “Integration of an urban observatory on Google Maps.” The problem of geolocation in the urban observatory is particularly relevant in the sense that there is currently no data (descriptive and geographical) reliable on the urban sector; we must stick to extrapolate from data old and obsolete. This helps to curb the effectiveness of urban management to make difficult investment programming and to prevent the acquisition of knowledge to make cities engines of growth. The use of a geolocation tool coupled to the data would allow better monitoring of indicators Our project's objective is to develop an interactive map server (WebMapping) which map layer is formed from the resources of the Google Maps servers and match information from the field to produce maps of urban equipment and infrastructure of a city data to the client's request To achieve this goal, we will participate in a study of a GPS location of strategic sites in our core sector (health facilities), on the other hand, using information from the field, we will build a postgresql database that will link the information from the field to map from Google Maps via KML scripts and PHP appropriate. We will limit ourselves in our work to the city of Douala Cameroon with the sectors of health facilities with the possibility of extension to other areas and other cities. Por el éxito y trascendencia de sus eventos anteriores, el Instituto CIFOT siente la obligación de hacer conocer las principales conclusiones del II Seminario de Ordenamiento Territorial, el que comienza a marcar pautas a partir de las preocupaciones comunes, enfoques teórico-metodológicos prevalecientes en el Ordenamiento Territorial, la planificación Estratégica y Ambiental, como también sobre las prácticas de gestión de la información territorial. Se sintetiza la idea central de las conferencias Magistrales: - Dr. Juan Gastó- Pontificia Universidad Católica de Chile- presenta “ La Ordenación Territorial como eje del Desarrollo Rural", cuyo punto central es la imposibilidad de separar la problemática territorial urbana de la rural. - Dr. Eduardo Salinas- Universidad de La Habana , Cuba- en “El Ordenamiento Territorial como instrumento de la Planificación y Gestión Ambiental" establece la necesidad de una planificación sustentable ambientalmente, con una concepción sistémica y holística de los problemas. -Dra. Elsa Laurelli -Universidad de La Plata , Argentina- en “Nuevas Tendencias del Ordenamiento Territorial en una Economía de Mercado. Limitaciones y posibilidades" plantea coexistencia de áreas receptoras de IDE vs espacios degradados y con problemáticas sociales y reflexiona sobre el rol del Estado para atenuar los efectos del mercado en el territorio y la sociedad. - Dr. Pablo Ciccolella -UBA-, Argentina. En “ Desafíos y opciones en la Gestión Urbana bajo el Capitalismo Global: Planificación Estratégica y Desarrollo Económico-Territorial" alerta sobre la planificación llave en mano que genera un desarrollo elitista, banal y efímero. - Dr. Mariano Zamorano -Universidad Nacional de Cuyo, Mendoza- presenta “ Una propuesta de Regionalización de la Provincia de Mendoza sobre la base de la Lógica Territorial " destinada a optimizar la gestión municipal y provincial. Al II Seminario de Ordenamiento Territorial concurren alrededor de 140 personas y se exponen 43 trabajos en las siguientes áreas temáticas : - 1 Nuevas tendencias en el Ordenamiento territorial . - 2 Ambiente y Ordenamiento Territorial. - 3 El Ordenamiento Territorial en el ámbito urbano. - 4 El Ordenamiento Territorial en el ámbito rural. - 5 La gestión de la información en el Ordenamiento Territorial. - 6 El rol de las Instituciones en el Ordenamiento Territorial. Conclusiones De l rico debate e intercambio de ideas realizado durante el II Seminario, se extraen tres grandes temas: - La necesidad de una visión general y holística del territorio, evitando la fragmentación disciplinar. - La interdisciplina, como campo de convergencia de problemáticas complejas. La planificación estratégica como instancia participativa y visión integral del territorio. - La metodología para el Ordenamiento Territorial debe ser verdaderamente aplicada. No se puede seguir planificando con una racionalidad limitada en busca de una imagen objetivo rígida mientras el territorio, conformado por sistemas complejos y abiertos, está en constante cambio por exigencias propias de lo global. - Un Estado en retirada no contiene la estructura necesaria ni el consenso para imponerse en sociedades democráticas con dominio absoluto de tipo capitalista.

Interventions that seek to change the areas occupied by squatters have been one of the most common forms of Urban Management Policies, trying revolver one of the major problems of Brazilian metropolises, namely the precarious living conditions of a large part of the population in the city. A Pedreira Prado Lopes, a slum located in the northwestern region of Belo Horizonte, is one of twelve local benefit program by urbanization of slums Vila Viva, a program of structural intervention in Slums at the municipal level. These interventions, which are benefiting 9,000 residents have funds of R$37,4 millions the PAC (Growth Acceleration Program) and were guided by PGE - Specific Global Plan prepared by technicians URBEL (Urbanization Company of Belo Horizonte) in 1998. This project intervention was the creation of a set of housing for former slum housing. The objective of this research is to know how this intervention impacted the lives of residents after settling in condominiums, seeking to describe the changes on the horizon of women who are in most household heads residents of these buildings, as shown by studies of the IBGE (Brazilian Institute of Geography and Statistics), 2011

The City Educator Program is articulated with PROEX-Pro - Deanship Culture and Student Affairs through the Directorate of Extension, along with the Institute of Geography, Faculty of Architecture, Urban Planning and Design Institute and the City Futura Pro. Program is conducted since 2008 by the Federal University of Uberlândia and Motion City Futura. The outreach program aims to promote democratic governance and smart planning municipal and regional level, enabling public and social (government technicians, law enforcement officers, and civil society leaders) seeking implementation of legal instruments, urban and tributaries in the counties of Araguari and Uberlândia, established in the City Statute and Master Plans, and the Fiscal Responsibility, Social Rights established by the Constitution, and all the instruments of social control in the municipalities involved. The methodology includes content developed through dynamic, research participant, group work and exposure dialogue. The results were relevant to holding the Course on Urban Management and Sustainable Democratic, Uberlândia A Forum for Sustainable Leadership Training Course Ethical and Sustainable, Community Workshops Seminars in Neighborhoods assessment; Map Workshop Speaker, Research Participants, Seminars and Interactive Campaigns Mobilization office in the territory. Were produced articles, reports and reflections that are public in book form. At the end of the implementation of program activities, the municipal governments, entities and non-governmental organizations as well as citizens who, directly or indirectly, involved with the program, attended the final seminar where, besides the presentation of results, was made, collectively, evaluation and assessment of all activities

El tema central se vincula con el Ordenamiento territorial y su correlato en herramientas y metodologías de intervención y gestión urbanas, desde una visión del saber ambiental. A partir de los conceptos categoriales de territorio, actores y ambiente se propone aportar, por un lado metodologías para la comprensión, explicación y análisis del territorio y sus lugares, por el otro mecanismos de gestión para una normativa basada en la inteligencia territorial. Desde estos conceptos se pretende entonces, realizar una vinculación conceptual y normativa para la gestión sustentable del territorio que logre salvar las diferencias entre el estatismo normativo y la dinámica socio-espacial. El área objeto de estudio, es el aquella denominada aquí Area de La Bajada. Así, para un abordaje integral y conceptual del territorio se trabaja desde lo metodológico con los métodos Territorii y Stlocus. Incluyendo mecanismos participativos, como talleres y encuestas que aporten a la comprensión del territorio real, pensado, legal, vivido y posible, propuestos por Territorii que estructura el proceso de lectura y comprensión del lugar. Por su parte el método Stlocus en su ensamble con Territorii permite indagar y analizar el lugar, desde el reconocimiento de patrones de ocupación del lugar, apropiación territorial y vocaciones. Conceptos que llevarán a incoporar a la normativa categorías y dimensiones de urbanístico-territoriales. Desde lo ambiental, se cree de gran importancia el desarrollo del riesgo (vulnerabilidad + amenazas) como concepto operativo para la obtención de dos objetivos: la inclusión de los actores a la dinámica de gestión y la operativización de acciones ambientales directas sobre el territorio. Finalmente, luego del proceso de comprensión y análisis iniciado se arriba a tres cuestiones fundamentales: los métodos propuestos son herramientas flexibles que aportan a la comprensión del territorio desde conceptos categoriales de espacio se torna fundamental, los actores pueden ser incluidos en esta indagación en cualquier etapa del proceso. Sin embargo, aquí aparece la terca línea fundamental: la participación y la gestión de territorios sustentables. Para ello es necesario iniciar un proceso de gobernanza que logre minimizar los impactos de los procesos distorsivos del mercado mediante un Estado proactivo que regule de manera inclusiva, para reducir al mínimo las diferentes dinámicas entre los cuerpos normativos, y su vinculación directa con el territorio deseado por todos los ciudadanos a través de una normativa urbana con inteligencia territorial
