In this paper we address the importance of distributive effects in the social valuation of QALY's. We propose a social welfarefunction that generalises the functions traditionally used in the health economic literature. The novelty is that, depending on the individual health gains, our function can representeither preferences for concentrating or preferences for spreading total gain or both together, an issue which has notbeen addressed until now. Based on an experiment, we observe that this generalisation provides a suitable approximation tothe sampled social preferences.

We construct and calibrate a general equilibrium business cycle model with unemployment and precautionary saving. We compute the cost of business cycles and locate the optimum in a set of simple cyclical fiscal policies. Our economy exhibits productivity shocks, giving firms an incentive to hire more when productivity is high. However, business cycles make workers' income riskier, both by increasing the unconditional probability of unusuallylong unemployment spells, and by making wages more variable, and therefore they decrease social welfare by around one-fourth or one-third of 1% of consumption. Optimal fiscal policy offsets the cycle, holding unemployment benefits constant but varying the tax rate procyclically to smooth hiring. By running a deficit of 4% to 5% of output in recessions, the government eliminates half the variation in the unemployment rate, most of the variation in workers'aggregate consumption, and most of the welfare cost of business cycles.

In cost-effectiveness analysis (CEA) it is usually assumed that a QALY is of equal value to everybody, irrespective of the patient's age. However, it is possible that society assigns different social values to a QALY according to who gets it. In this paper we discuss the possibility of weighting health benefits for age in CEA. We also examinethe possibility that age-related preferences depend on the size of the health gain. An experiment was performedto test these hypotheses. The results assessing suggest that the patient's age is a relevant factor when assessing health gains.

More and more academic journals adopt an open-access policy, by which articlesare accessible free of charge, while publication costs are recovered through authorfees. We study the consequences of this open access policy on a journal s qualitystandard. If the journal s objective was to maximize social welfare, open accesswould be optimal as long as the positive externalities generated by its diffusionexceed the marginal cost of distribution. However, we show that if an open accessjournal has a different objective (such as maximizing readers payoffs, the impactof the journal or its profit), it tends to choose a quality standard below the sociallyefficient level.

Up until now, analyses of the international distribution of pollutant emissions have not paid sufficient attention to the implications that, in terms of social welfare, the combined evolution of the global world average entails. In this context, this paper proposes the use of environmental welfare indices, taken and adapted from the literature on social welfare and inequality, in order to make a comprehensive examination of the international equity factor and the mean factor in this field. The proposed methodology is implemented empirically in order to explore the evolution in distributive-based environmental welfare on a global level for the three main pollutants with greenhouse gas effects: CO2, CH4 and NO, both globally and for selected years during the period of 1990- 2005. The main results found are as follows: firstly, typically, the environmental welfare associated with the overall greenhouse gases decreased significantly over the period, due primarily to the role of CO2; secondly, in contrast, the global welfare associated with CH4 and NO improved; and thirdly, typically, the evolutions can be attributed to a greater extent to the mean component than to the distributive component, although there are exceptions. Ferejohn and Page transplanted a stationarity axiom from Koopmans’ theory of impatience into Arrow’s social choice theory with an infinite horizon and showed that the Arrow axioms and stationarity lead to a dictatorship by the first generation. We prove that the negative implications of their stationarity axiom are more far-reaching: there is no Arrow social welfare function satisfying their stationarity axiom. We propose a more suitable stationarity axiom, and show that an Arrow social welfare function satisfies this modified version if and only if it is a lexicographic dictatorship where the generations are taken into consideration in chronological order.

Les jeunes adultes sont plus susceptibles de subir de la violence conjugale que les adultes plus âgés. Toutefois, l'effet de se confier à propos de la violence subie sur la santé mentale est peu connu. L'objectif de cette étude est d'explorer les liens entre la violence conjugale, le soutien social et la détresse psychologique selon le sexe dans un échantillon de 233 jeunes couples. Les résultats indiquent que, pour les femmes, la fréquence de la violence psychologique subie, mais pas celle de la violence physique, était positivement associée à la détresse psychologique. Pour ces femmes, recourir à un plus grand nombre de confidents diminue la force de la relation entre la violence et de leur niveau de détresse psychologique. Pour les hommes, les fréquences de la violence physique et psychologique subies étaient positivement liées à la détresse psychologique, mais contrairement aux femmes, plus ils se sont confiés à propos de la violence qu'ils ont subi, plus leur niveau de détresse est élevé.

We provide a brief survey of some literature on intertemporal social choice theory in a multi-profile setting. As is well-known, Arrow’s impossibility result hinges on the assumption that the population is finite. For infinite populations, there exist nondictatorial social welfare functions satisfying Arrow’s axioms and they can be described by their corresponding collections of decisive coalitions. We review contributions that explore whether this possibility in the infinite-population context allows for a richer class of social welfare functions in an intergenerational model. Social clause , $tands for protecting labour standards, more specificalfy prohibition of employment of children in hazardous industries, providing adequate wages. healthy and hygienic working conditions, special social welfare protection for women, prescription of hours of work and rest and provision for efficacious remedy in case of default by employer to provide these conditions to his workers.

El presente texto comienza con la definición y explicación de algunos de los conceptos básicos de mayor importancia para la familiarización con el presente trabajo. A continuación construimos tres pilares fundamentales que soportan la idea de una actuación moralmente responsable. Empezamos con el reconocimiento de aportes éticos y filosóficos desde el siglo XVI hasta nuestros días. Seguidamente, examinamos el componente económico y el aspecto ético, en donde encontramos evidencia de la falta de compromiso moral de los actores económicos y hallamos evidencia que soporta al nuevo orden económico mundial. Por último, evaluamos el comportamiento que se debería seguir en el ámbito empresarial. Analizamos la conducta que debería guiar el camino empresarial; se debe buscar un punto medio en donde se es socialmente responsable y se logra incrementar los beneficios financieros. Tras apoyarnos sobre estos tres pilares llegamos al diseño de un modelo de responsabilidad social en el que las empresas deben ser vistas como una familia económica. Con esto intentamos hacer énfasis en la redefinición del contrato social, en el que las empresas vean a los stakeholders y al medio ambiente de la misma forma en que un padre responsable ve a sus hijos y a su familia. Quisimos hacer ver, inicialmente, un panorama extenso acerca del punto crítico en el que nos encontramos hoy buscando una concienciación general para el entendimiento que el bienestar social y ambiental favorece a todos, pues mejora la calidad de vida a nivel mundial y aumente el desempeño empresarial a lo largo del planeta.

En este artículo utilizamos un modelo de generaciones traslapadas con heterogeneidad en la tasa de impaciencia para mostrar que los efectos de un cambio tecnológico aumentador de capital no son simétricos en los agentes y pueden conllevar una reducci on en el consumo. La asimetría en la tasa de impaciencia de los agentes en un período, tiene consecuencias sobre los beneficios del cambio tecnológico para las generaciones futuras. Menores tasas de impaciencia llevan a mayores niveles de capital y de consumo, si se entiende que la economía tiene el suficiente nivel de capital per capita.

Las desigualdades económicas y sociales entre los Estados del Norte y del Sur son evidentes, ante esta premisa surge la Cooperación Sur-Sur como una herramienta eficaz para potencializar el desarrollo económico y social de las naciones del Sur bajos los principios de horizontalidad, consenso y equidad. En este sentido, se analizan las estrategias de Cooperación Sur-Sur entre Brasil y Colombia y su aplicación en uno de los sectores prioritarios de los Estados del Sur como es el sector agropecuario.

A presente pesquisa analisa a Gestão da Assistência Social no Município de Bujaru, no período de 2009 à 2011, de forma crítica, evidenciando os avanços, as dificuldades e os desafios, enfrentados pelo órgão de assistência social – SEMTEPS – Secretaria Municipal de Trabalho e Promoção Social. Que foi criada para coordenar as políticas sociais e consolidar o tripé: Conselho, Plano e Fundo como partes de um todo, denominado de Sistema Único de Assistência Social, integrado e indissociável, fundamental para a qualidade da gestão e operacionalização dos serviços socioassistenciais. Considerando que no Plano Municipal de Assistência Social de 2011/2012 e suas modificações, observou-se que as ações relativas à assistência social em Bujaru, de modo geral, apresentaram-se tímidas, com base nos limites previstos na LOAS. Pois, embora não seja esta uma dificuldade específica, o reconhecimento do Município enquanto lócus das políticas sociais ainda não acontece de forma sistemática. E, para compreender esta realidade local, por meio de observações, visitas e análises bibliográficas foi necessário resgatar um pouco do histórico da assistência social no Brasil, seus princípios e diretrizes, regulamentadas pela LOAS, e, como esta política em constante inovação e evolução se efetiva, também, em Portugal.

In a duopoly model of vertical differentiation, we study market equilibrium and the resulting social welfare following an increase in the consumer's willingness to pay (WTP) for products sold by socially responsible manufacturers. Different types of such changes emerge depending on their effects on consumer heterogeneity. We show that, in most cases, increases in the consumers' social consciousness yield higher profits to socially responsible firms and may lead to higher levels of social welfare, provided that the market structure is left unchanged. However, when an increase in the consumer's social consciousness changes the market structure, welfare may fall, while the duopolists' profits rise. The resulting tension between private and social interest calls for a cautious attitude toward information campaigns aimed at increasing the consumer's social consciousness.
