Justi??a e a melhoria da qualidade dos servi??os prestados. Inicia-se destacando os problemas do sistema judicial brasileiro. Ressalta, a partir da??, o conjunto de medidas constante no ???Pacto em favor de um Judici??rio mais r??pido e republicano???, firmados pelos representantes m??ximos dos tr??s poderes. A primeira delas constitui a realiza????o de um diagn??stico do Judici??rio. A segunda a????o diz respeito ?? moderniza????o de sua gest??o, por meio, entre outros, da capacita????o de servidores no exerc??cio das atividades administrativas e da incorpora????o de novas tecnologias. Por fim, integram-se a esse conjunto iniciativas de altera????o legislativa.

O artigo analisa o National Performance Review (NPR), programa de reforma administrativa na gest??o do presidente Clinton, implementado em 1993, e que traduz o novo paradigma empreendedorialista proposto para o funcionamento da burocracia do governo federal americano. Na primeira parte s??o apresentados os princ??pios, objetivos e natureza da agenda, ressaltando-se as suas bases conceituais. Segue-se uma an??lise sobre a forma????o da agenda e a seq????ncia da sua implementa????o. A 3?? parte compreende uma vis??o da din??mica pol??tico-institucional, com destaque para as tens??es observadas entre o Legislativo e o Executivo, e o impacto destas nas mudan??as da agenda. Na ??ltima se????o, apresenta-se um painel emp??rico sobre alguns dos resultados em determinadas ag??ncias e departamentos do Governo, pretendendo-se oferecer contribui????es ao processo de reformas administrativas atualmente em curso no Brasil.

Com a institui????o do Programa de Apoio ao Plano de Reestrutura????o e Expans??o das Universidades Federais (Reuni), o governo federal tenta criar condi????es para ampliar o acesso e a perman??ncia dos estudantes na educa????o superior. Nesse contexto, esta pesquisa objetiva investigar a percep????o dos estudantes dos dez centros acad??micos da Universidade Federal do Cear?? (UFC), regularmente matriculados no 2?? semestre de 2008, em rela????o ao Reuni e ?? proposta de ades??o da UFC ao mencionado programa, a partir de uma perspectiva mercadol??gica. Para a determina????o da amostra de entrevistados foi utilizada a f??rmula de Cochran, para popula????es finitas, e amostras aleat??rias estratificadas, resultando em uma amostra de 378 estudantes para um n??vel de confian??a de 95%. Foram utilizadas vari??veis que influenciam o comportamento do p??blico-alvo, tais como renda, grupo social e idade, com foco no marketing educacional. Trata-se de uma pesquisa quantitativa quanto ?? sua natureza, descritiva quanto aos fins e realizada mediante survey. Constatou-se grande desconhecimento sobre o Reuni ??? 50,5% dos entrevistados nunca ouviram falar sobre o programa. Percebeu-se ainda que os estudantes que possuem uma atitude negativa sobre o Reuni aprovam o conte??do da proposta da UFC, da mesma maneira que os estudantes que n??o possuem essa atitude.

T his report presents population estimates for July 1, 1972 and provisional estimates for July 1, 1973, for counties and metropolitan areas prepared under the auspices of the Federal State Cooperative Program for Local Population Estimates. The objective of this program. is the development and publication of State - prepared estimates of the population of counties using uniform procedures largely standardized for data input and methodology. The methods used have been mutually agreed upon by the individual States and the Bureau of the Census on the basis of a test of methods against the 1970 census. Water planning efforts typically identify problems and needs. But simply calling attention to issues is usually not enough to spur action; the end result of many well-intentioned planning efforts is a report that ends up gathering dust on a shelf. Vague recommendations like “Water conservation measures should be implemented” usually accomplish little by themselves as they don’t assign responsibility to anyone. Success is more likely when an implementation strategy — who can and should do what — is developed as part of the planning process. The more detailed and specific the implementation strategy, the greater the chance that something will actually be done. The question then becomes who has the legal authority or responsibility to do what? Are new laws and programs needed or can existing ones be used to implement the recommendations? ... This document is divided into four main parts. The first, “Carrots and Sticks” looks at two basic approaches — regulatory and non-regulatory — that can be, and are, used to carry out water policy. Both have advantages and disadvantages that need to be considered. The second, “The powers of federal, state and local governments…,” looks at the constitutional powers the federal government and state and local governments have to carry out water policy. An initial look at the U. S. Constitution might suggest the federal government’s regulatory authority over water is limited but, in fact, its powers are very substantial. States have considerable authority to do a number of things but have to be mindful of any federal efforts that might conflict with those state efforts. And local governments can only do those things the state constitution or state legislature says they can do and must conform to any requirements or limitations on those powers that are contained in the enabling acts. Parts three and four examine in more detail the main programs and agencies at the federal level as well as Iowa’s state and local levels and the roles they play in national and state water policy.

The global economic and financial crisis is a challenge for all governments, but particularly for federal states because divided and/or shared territorial powers make federations susceptible to coordination problems in fiscal policy making. This article explores the effects of the ongoing crisis on federal relations. Three kinds of problems that may become the cause of federal tensions and conflicts are evoked: opportunism of subgovernments, centralisation and erosion of solidarity among members of the federation. Our analysis of fiscal policies and federal conflicts of 11 federations between 2007 and the present reveals three kinds of coordination problems: shirking in the use of federal government grants, rent-seeking in equalisation payments, and over-borrowing and over-spending. Our results show that shirking remained limited to few cases and occurred only in the first part of the crisis. However, rent-seeking and over-borrowing and over-spending led to a reduction of solidarity among subgovernments and to increased regulation of the fiscal discretion of the members of the federation. Subsequently, tensions in federal relations increased - although only in one case did this challenged the federal order.

Control on regional government budgets is important in a monetary union as lower tiers of government have fewer incentives to consolidate debt. According to the Fiscal Theory of the Price Level; unsustainable non-Ricardian fiscal policies eventually force monetary policy to adjust. Hence, uncoordinated and non-regulated regional fiscal policies would therefore threaten price stability for the monetary union as a whole. However, the union central bank is not without defense. A federal government that internalises the spillover effect of non-Ricardian fiscal policies on the price level can offset non-Ricardian regional fiscal policies. A federal government, which taxes and transfers resources between regions, may compensate for unsustainable regional fiscal policies so as to keep fiscal policy Ricardian on aggregate. Following Canzoneri et al. (2001), we test the validity of the Fiscal Theory of the Price Level for both federal and regional governments in Germany. We find evidence of a spillover effect of unsustainable policies on the price level for other Länder. However, the German federal government offsets this effect on the price level by running Ricardian policies. These results have implications for the regulation of fiscal policies in the EMU.

ABSTRACTAfter more than twenty years of low housing construction output, the housing policy recovered its momentum in the country with the ascent of the Partido dos Trabalhadores (Workers' Party, PT) to the seat of the federal government. This article demonstrates - through the analysis of documents, interviews and research conducted with businessmen - that the impetus of such a state policy is a part of the PT electoral strategy, which is based on economic growth and the expansion of social programs. The research analyses the dovetailing of interests between the Lula (the Brazilian President from 2003 to 2010) administration and the civil construction business - the latter concerned with expanding its business, and the former with increasing the supply of jobs and the level of economic activity. This process culminated in the launching of the largest social housing program to be implemented in the country. Minha Casa, Minha Vida (My House, My Life), is a project in whose planning building companies played a key role, performing feasibility studies and carrying out social housing projects.

The Green Party of Canada, as a vital aspect of the Canadian green movement, and its connection to international green organizations can be examined primarily through the examp l es of both the Canadian Greens and the Green party of Ontario , by using original party documents and literature, information gained through Green party meetings and discussions with members, and commentary by Green theorists where app licable. As well, the influence on the Canadian green movement by the German Green Party is out lined , again mainly through party literature, documents and critiques of the party's experiences. This study reveals several existing and potential problems fo r t he Green Party in Canada, and the political fut ure of the Canadian green movement in general. Some, such as the real i ties of the Canadian political system are external to the movement, and may be overcome with adjustments in goals and methods, and a realization of the changing attitude towards environmental issues in a political context . On the other hand, internal party disfunctions in both organization and direction, caused mainly by the indefinite parameters of green ideology, threaten to expl oi t t he al ready problematic aspects evident in t he Green Party . Aside from its somewhat slow beginnings, the Green Party in Canada has developed into a strong grassroots social movement, not however from its political visibility but from the steady growth in the popul ari ty of ecological pol i t ics in Canada . Due to the seeming enormity of the obstacles facing the Greens in their effort 4 to achieve electoral success, it is doubtful that Parliamentary representation will be achieved without a major re-orientation of party organization and methods. UI timately the strength of the Green Party in Canada will be based upon its ability to survive as a significant movement, and its willingness to continue to challenge political thought and practice.
