A implementação de ações de integração na segurança pública: o caso das polícias civil e militar do Rio Grande do Norte

The research aimed to understand the challenges for the implementation of the proposed integration between the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the SUSP. This study aimed to explore the gap with regard to the deepening of the possible causes that may hinder the implementation of integrated working between the police in public security, through a specific analysis on the state of Rio Grande do Norte. Was based on a theoretical framework that includes policies: general concepts, the steps of a public policy, the implementation stage , public security : conceptual definitions, policies on security in Brazil, the structure of public security in Brazil and systems police, Military Police x Civil Police: Roles and conflicts , integrating public security: the challenges to be overcome, the Unified public Safety (SUSP) and the main difficulties in the integration of the police. Being classified as to the purposes as an exploratory research on how to approach ranks as qualitative. The research unit was the Center for Integrated Operations Public Safety (CIOSP) through three subjects who were the chief CIOSP, the representative of the military police acting with the CIOSP, and representative civil police also active with the CIOSP. These subjects were chosen because of the understanding that individuals occupying senior positions would have more ability to respond to questions that guide the research problem. Data were collected through a set of interviews, qualitative data analysis was performed based content analysis, based on the definition of categories of analysis, gated time cross. With the results, it was revealed that the main problems of integration between the state police are treatment protocols, lack of political will and lack of infrastructure. The relationship between the Military Police and Civil Police in Rio Grande do Norte has differing cultural aspect, but can be considered as good value, professionalism and integrated operations. The implementation of CIOSP-RN followed the characteristics of the top-down model, the main difficulties in implementing the proposals of the SUSP, lack of own resources, the lack of standardization in public safety and the lack of professional training of public safety. It was concluded that with respect to the challenges to the implementation of the proposed integration between the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the SUSP, the actions follow the characteristics of the top-down model, with no autonomy of administrators public to say in decisions, which restricts the view of the public safety of the state

Segurança na execução das estruturas de edificações em betão armado

A actividade da construção civil é sem dúvida a que mais impacto tem na economia Portuguesa de uma forma muito mais abrangente que o simples facto do produto imobiliário. Na verdade, a importância e o impacto desta actividade na economia Nacional é de enorme relevo através da cadeia produtiva para este sector económico, iniciando o seu percurso em fornecedores de matérias-primas, serviços e mão-de-obra para a sua execução, é na “ mão-de-obra” onde reside a base da presente dissertação. Achamos que sem saúde não se pode ter o rendimento desejado e que, pior que falta de saúde é a condição que nos pode levar ao acidente fatal. Nesta dissertação serão abordadas as tarefas necessárias para a execução de estruturas de edificações em betão armado, os riscos associados a cada tarefa, a possível prevenção e a discussão das medidas a implementar em obra. Pretende-se facultar directrizes para a elaboração de um manual de prevenção para os acidentes de trabalho fatais que se possa aplicar em obra, que seja de fácil consulta e dirigida em especial para chefes de equipa, encarregados e directores de obra. Será feito um alerta a todos os intervenientes em obra para que estejam mais atentos às condições humanas e se encontrem com uma maior abertura de espírito á sensibilização, informação e formação. Todos os intervenientes em obra devem colaborar em conjunto para a prevenção dos acidentes de trabalho e em tudo o que diz respeito a matéria de Segurança, Higiene e Saúde no Trabalho.

Segurança e saúde na exploração de estações de tratamento de águas residuais da SIMTEJO

Actualmente a protecção do ambiente constitui um factor essencial para a qualidade de vida humana e até mesmo para a sobrevivência da vida no planeta. As Estações de Tratamento de Águas Residuais (ETAR) são infraestruturas importantes para o controlo da poluição da água, sendo particularmente relevantes para a protecção ambiental no seu todo. A SIMTEJO, empresa responsável pelo tratamento de águas residuais urbanas de cerca de 1,5 milhões de habitantes na região de Lisboa, tem por um dos seus principais objectivos a redução das descargas poluentes nos rios Tejo e Trancão. As ETAR são instalações industriais que processam água residual bruta, que pelas suas características particulares apresentam requisitos específicos no que diz respeito à segurança e saúde dos seus trabalhadores, nomeadamente no que diz respeito a riscos físicos, químicos e biológicos. O presente trabalho relata o estágio realizado SIMTEJO, inserido nas actividades em desenvolvimento na empresa com vista à sua certificação em Qualidade, Ambiente e Segurança. São apresentados os principais perigos e riscos a que são expostos os trabalhadores de uma ETAR e descreve-se, de uma forma geral, o que deve ser verificado para garantir o cumprimento da legislação em vigor em matéria de Segurança, Higiene e Saúde no Trabalho (SHST). Desenvolveu-se neste trabalho uma lista de verificação de aspectos de segurança destinada a apoiar auditorias internas da empresa, na análise da conformidade dos seus procedimentos operacionais à luz daquilo que a legislação obriga e recomenda.
