Reductionist thinking will no longer suffice to address contemporary, complex challenges that defy sectoral, national, or disciplinary boundaries. Furthermore, lessons learned from the past cannot be confidently used to predict outcomes or help guide future actions. The authors propose that the confluence of a number of technology and social disruptors presents a pivotal moment in history to enable real-time, accelerated and integrated action that can adequately support a ‘future earth’ through transformational solutions. Building on more than a decade of dialogues hosted by the International Society for Digital Earth (ISDE), and evolving a briefing note presented to delegates of Pivotal2015, the paper presents an emergent context for collectively addressing spatial information, sustainable development and good governance through three guiding principles for enabling prosperous living in the 21st Century. These are: (1) open data, (2) real world context and (3) informed visualization for decision support. The paper synthesizes an interdisciplinary dialogue to create a credible and positive future vision of collaborative and transparent action for the betterment of humanity and planet. It is intended that the three Pivotal Principles can be used as an elegant framework for action towards the Digital Earth vision, across local, regional, and international communities and organizations.

The use of stereochemically constrained amino acids permits the design of short peptides as models for protein secondary structures. Amino acid residues that are restrained to a limited range of backbone torsion angles (ϕ-ψ) may be used as folding nuclei in the design of helices and β-hairpins. α-Amino-isobutyric acid (Aib) and related Cαα dialkylated residues are strong promoters of helix formation, as exemplified by a large body of experimentally determined structures of helical peptides. DPro-Xxx sequences strongly favor type II’ turn conformations, which serve to nucleate registered β-hairpin formation. Appropriately positioned DPro-Xxx segments may be used to nucleate the formation of multistranded antiparallel β-sheet structures. Mixed (α/β) secondary structures can be generated by linking rigid modules of helices and β-hairpins. The approach of using stereochemically constrained residues promotes folding by limiting the local structural space at specific residues. Several aspects of secondary structure design are outlined in this chapter, along with commonly used methods of spectroscopic characterization.

This paper is concerned with a study of some of the properties of locally product and almost locally product structures on a differentiable manifold X n of class C k . Every locally product space has certain almost locally product structures which transform the local tangent space to X n at an arbitrary point P in a set fashion: this is studied in Theorem (2.2). Theorem (2.3) considers the nature of transformations that exist between two co-ordinate systems at a point whenever an almost locally product structure has the same local representation in each of these co-ordinate systems. A necessary and sufficient condition for X n to be a locally product manifold is obtained in terms of the pseudo-group of co-ordinate transformations on X n and the subpseudo-groups [cf., Theoren (2.1)]. Section 3 is entirely devoted to the study of integrable almost locally product structures.

Long-term (2009-2012) data from ground-based measurements of aerosol black carbon (BC) from a semi-urban site, Pantnagar (29.0 degrees N, 79.5 degrees E, 231 m amsl), in the Indo-Gangetic Plain (IGP) near the Himalayan foothills are analyzed to study the regional characterization. Large variations are seen in BC at both diurnal and seasonal scales, associated with the mesoscale and synoptic meteorological processes, and local/regional anthropogenic activities. BC diurnal variations show two peaks (morning and evening) arising from the combined effects of the atmospheric boundary layer (ABL) dynamics and local emissions. The diurnal amplitudes as well as the rates of diurnal evolution are the highest in winter season, followed by autumn, and the lowest in summer-monsoon. BC exhibits nearly an inverse relation with mixing layer depth in all seasons; being strongest in winter (R-2 = 0.89) and weakest (R-2 = 0.33) in monsoon (July-August). Unlike BC, co-located aerosol optical depths (AOD) and aerosol absorption are highest in spring over IGP, probably due to the presence of higher abundances of aerosols (including dust) above the ABL (in the free troposphere). AOD (500 nm) showed annual peak (>0.6) in May-June, dominated by coarse mode, while fine mode aerosols dominated in late autumn and early winter. Aerosols profiles from CALIPSO show highest values close to the surface in winter/autumn, similar to the feature seen in surface BC, whereas at altitudes > 2 km, the extinction is maximum in spring/summer. WRF-Chem model is used to simulate BC temporal variations and then compared with observed BC. The model captures most of the important features of the diurnal and seasonal variations but significantly underestimated the observed BC levels, suggesting improvements in diurnal and seasonal varying BC emissions apart from the boundary layer processes. A study was conducted, in association with the Sapelo Island and North Carolina National Estuarine Research Reserves (NERRs), to evaluate the impacts of coastal development on sentinel habitats (e.g., tidal creek ecosystems), including potential impacts to human health and well-being. Uplands associated with southeastern tidal creeks and the salt marshes they drain are popular locations for building homes, resorts, and recreational facilities because of the high quality of life and mild climate associated with these environments. Tidal creeks form part of the estuarine ecosystem characterized by high biological productivity, great ecological value, complex environmental gradients, and numerous interconnected processes. This research combined a watershed-level study integrating ecological, public health and human dimension attributes with watershed-level land use data. The approach used for this research was based upon a comparative watershed and ecosystem approach that sampled tidal creek networks draining developed watersheds (e.g., suburban, urban, and industrial) as well as undeveloped sites. The primary objective of this work was to clearly define the relationships between coastal development with its concomitant land use changes and non-point source pollution loading and the ecological and human health and well-being status of tidal creek ecosystems. Nineteen tidal creek systems, located along the southeastern United States coast from southern North Carolina to southern Georgia, were sampled during summer (June-August), 2005 and 2006. Within each system, creeks were divided into two primary segments based upon tidal zoning: intertidal (i.e., shallow, narrow headwater sections) and subtidal (i.e., deeper and wider sections), and watersheds were delineated for each segment. In total, we report findings on 24 intertidal and 19 subtidal creeks. Indicators sampled throughout each creek included water quality (e.g., dissolved oxygen concentration, salinity, nutrients, chlorophyll-a levels), sediment quality (e.g., characteristics, contaminants levels including emerging contaminants), pathogen and viral indicators, and abundance and genetic responses of biological resources (e.g., macrobenthic and nektonic communities, shellfish tissue contaminants, oyster microarray responses). For many indicators, the intertidally-dominated or headwater portions of tidal creeks were found to respond differently than the subtidally-dominated or larger and deeper portions of tidal creeks. Study results indicate that the integrity and productivity of headwater tidal creeks were impaired by land use changes and associated non-point source pollution, suggesting these habitats are valuable early warning sentinels of ensuing ecological impacts and potential public health threats. For these headwater creeks, this research has assisted the validation of a previously developed conceptual model for the southeastern US region. This conceptual model identified adverse changes that generally occurred in the physical and chemical environment (e.g., water quality indicators such as indicator bacteria for sewage pollution or sediment chemical contamination) when impervious cover levels in the watershed reach 10-20%. Ecological characteristics responded and were generally impaired when impervious cover levels exceed 20-30%. Estimates of impervious cover levels defining where human uses are impaired are currently being determined, but it appears that shellfish bed closures and the flooding vulnerability of headwater regions become a concern when impervious cover values exceed 10-30%. This information can be used to forecast the impacts of changing land use patterns on tidal creek environmental quality as well as associated human health and well-being. In addition, this study applied tools and technologies that are adaptable, transferable, and repeatable among the high quality NERRS sites as comparable reference entities to other nearby developed coastal watersheds. The findings herein will be of value in addressing local, regional and national needs for understanding multiple stressor (anthropogenic and human impacts) effects upon estuarine ecosystems and response trends in ecosystem condition with changing coastal impacts (i.e., development, climate change). Executive Summary: Information found in this report covers the years 1986 through 2005. Mussel Watch began monitoring a suite of trace metals and organic contaminants such as DDT, PCBs and PAHs. Through time additional chemicals were added, and today approximately 140 analytes are monitored. The Mussel Watch Program is the longest running estuarine and coastal pollutant monitoring effort conducted in the United States that is national in scope each year. Hundreds of scientific journal articles and technical reports based on Mussel Watch data have been written; however, this report is the first that presents local, regional and national findings across all years in a Quick Reference format, suitable for use by policy makers, scientists, resource managers and the general public. Pollution often starts at the local scale where high concentrations point to a specific source of contamination, yet some contaminants such as PCBs are atmospherically transported across regional and national scales, resulting in contamination far from their origin. Findings presented here showed few national trends for trace metals and decreasing trends for most organic contaminants; however, a wide variety of trends, both increasing and decreasing, emerge at regional and local levels. For most organic contaminants, trends have resulted from state and federal regulation. The highest concentrations for both metal and organic contaminants are found near urban and industrial areas. In addition to monitoring throughout the nation’s coastal shores and Great Lakes, Mussel Watch samples are stored in a specimen bank so that trends can be determined retrospectively for new and emerging contaminants of concern. For example, there is heightened awareness of a group of flame retardants that are finding their way into the marine environment. These compounds, known as polybrominated diphenyl ethers (PBDEs), are now being studied using historic samples from the specimen bank and current samples to determine their spatial distribution. We will continue to use this kind of investigation to assess new contaminant threats. The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. The predominantly occurring chemical forms (species) of mercury (Hg) that occur in the environment are elemental mercury (Hg0), divalent inorganic mercury (Hg2+) and dimethylmercury (CH3HgCH3) and monomethylmercury(CH+3Hg), the latter of which is strongly accumulated by marine organisms. Conversions between the different mercury species provide the basis of the complex distribution pattern of mercury on local, regional, and global scales. An analytical system using hyphenated instrumental techniques has been developed and validated in order to determine inorganic and organic mercury species in marine biota (fish and plankton). It is suggested than mercury species analysis can provide a useful tool to investigate the effects of climate changes on the bio-transformation activity of certain marine microorganisms.

Este estudo teve como objetivos analisar as concepções teóricas e práticas docentes de enfermagem no cuidado à saúde da mulher a partir da ideia de integralidade e discutir as estratégias utilizadas pelos docentes para inserir o conteúdo da integralidade no ensino de enfermagem na saúde da mulher. A política atual de atenção integral à saúde da mulher propõe a incorporação do princípio da integralidade como eixo norteador que articule o mundo do ensino ao mundo do trabalho e da realidade social. Neste contexto, muitos sentidos se combinam e se conflitam na formação da ideia de integralidade no cuidado à saúde da mulher. A metodologia envolveu a abordagem qualitativa realizada nas Instituições Públicas de Ensino Superior do Estado do Rio de Janeiro que oferecem o Curso de Graduação em Enfermagem. Utilizou-se como técnica de coleta de dados a entrevista com dezessete docentes de enfermagem da área de saúde da mulher de acordo com os critérios de inclusão selecionados pela pesquisa. Da análise do material produzido surgiram quatro categorias, a saber: Concepções de integralidade no cuidado à saúde da mulher; Integralidade do cuidado no ensino da saúde da mulher; Estratégias utilizadas para inserir a integralidade no ensino de enfermagem na saúde da mulher; Dificuldades para implantar a integralidade no cuidado à saúde da mulher. Identificou-se que foram muitos os avanços do Sistema Único de Saúde na última década. Contudo, no que diz respeito à sua consolidação como sistema público de saúde, ainda estamos diante de grandes desafios, entre os quais se destaca o relativo à incorporação efetiva dos princípios e valores do SUS nos processos de trabalho, bem como nos processos formativos para a enfermagem na área da saúde da mulher. Desta maneira, faz-se necessário construir novas formas de trabalhar melhor com a assistência, perceber como efetivas as políticas publicas na área da saúde da mulher, considerando as necessidades e demandas locorregionais no país. É evidente a dificuldade em seguir os princípios aqui defendidos, porém a integralidade no cuidado à saúde da mulher, só será possível quando houver compromisso ético com as ações e relações necessárias para sua efetivação.

An instrument, the Caltech High Energy Isotope Spectrometer Telescope (HEIST), has been developed to measure isotopic abundances of cosmic ray nuclei in the charge range 3 ≤ Z ≤ 28 and the energy range between 30 and 800 MeV/nuc by employing an energy loss -- residual energy technique. Measurements of particle trajectories and energy losses are made using a multiwire proportional counter hodoscope and a stack of CsI(TI) crystal scintillators, respectively. A detailed analysis has been made of the mass resolution capabilities of this instrument.

Landau fluctuations set a fundamental limit on the attainable mass resolution, which for this instrument ranges between ~.07 AMU for z~3 and ~.2 AMU for z~2b. Contributions to the mass resolution due to uncertainties in measuring the path-length and energy losses of the detected particles are shown to degrade the overall mass resolution to between ~.1 AMU (z~3) and ~.3 AMU (z~2b).

A formalism, based on the leaky box model of cosmic ray propagation, is developed for obtaining isotopic abundance ratios at the cosmic ray sources from abundances measured in local interstellar space for elements having three or more stable isotopes, one of which is believed to be absent at the cosmic ray sources. This purely secondary isotope is used as a tracer of secondary production during propagation. This technique is illustrated for the isotopes of the elements O, Ne, S, Ar and Ca.

The uncertainties in the derived source ratios due to errors in fragmentation and total inelastic cross sections, in observed spectral shapes, and in measured abundances are evaluated. It is shown that the dominant sources of uncertainty are uncorrelated errors in the fragmentation cross sections and statistical uncertainties in measuring local interstellar abundances.

These results are applied to estimate the extent to which uncertainties must be reduced in order to distinguish between cosmic ray production in a solar-like environment and in various environments with greater neutron enrichments.

The purpose of this Fisheries Management Plan (FMP) within the Lake Victoria Fisheries Research Project was to sustain the livelihoods of the communities who depend on the fishery resources of the lake and to reduce poverty, food insecurity and unemployment. To achieve this goals, a better management of the resources, which would mobilize and include stakeholders at local, regional, national and international level was believed to be the right strategy for success. Os gestores de recursos hídricos estão encarregados da gestão de longo prazo, a regulação e a proteção dos recursos hídricos. No entanto, reconhece-se que a estes gestores devem levar em conta a multiplicidade de usos dos recursos hídricos que são apresentadas pelas partes interessadas, tais como agricultores, fornecedores de água e grupos de ambientalistas. Dada a complexidade do sistema hidrológico, o desenvolvimento e a utilização de modelos matemáticos são muitas das vezes necessários. Neste contexto a modelagem ambiental é frequentemente realizada para avaliar os impactos da degradação do ecossistema devido à ação humana. Essa aplicação orientada a investigações proporciona um importante meio pelo qual os cientistas podem interagir e influenciar nas políticas a nível local, regional, nacional e internacional. No Mato Grosso, durante a implantação da hidroelétrica de Aproveitamento Múltiplo de Manso foram adotadas medidas de mitigação dos impactos socioeconômicos causados. Essas medidas geram uma tendência de aumento populacional associado a uma mudança das características sócio-econômicas, para toda a região do entorno do Reservatório, o que agrava o problema de poluição por nutrientes e denota que existe uma necessidade proeminente de estudos do impacto que estas cargas causariam no ecossistema do reservatório. Utilizando o modelo hidrodinâmico e termodinâmico tridimensional ELCOM, associado ao modelo biogeoquímico Caedym, este trabalho tem a finalidade de criar uma modelagem representativa das cargas dos principais nutrientes causadores da eutrofização cultural, sendo eles: a amônia (NH4), o nitrato (NO3) e o Ortofosfato (PO4), com a finalidade de estudar os efeitos das dinâmicas espaciais e temporais destas cargas no estado trófico deste reservatório no em torno dos pontos de lançamento de esgoto e na sua totalidade.

O ponto de partida deste trabalho pauta-se na ideia de participação de forma ampliada e conquistada, no sentido de tomar parte no processo decisório das ações de saúde e que, em consequência, podem repercutir ações que não se restrinjam ao espaço setorial da saúde. Essa noção vai para além dos textos legais-normativos, que têm o cunho de fiscalização das ações de saúde e têm como campo de estudo o Conselho Gestor de Unidade (CGU) de Saúde, espaço local de deliberação. Nesse sentido, o objetivo geral deste estudo é analisar a participação política de um conselho gestor de unidade de saúde de Piraí e suas repercussões no campo das ações intersetoriais locais; e os específicos são: descrever o funcionamento do CGU e sua relação com outros setores; identificar as práticas participativas do CGU e; examinar as possibilidades e dificuldades dessa forma de participação de fortalecer as ações intersetoriais locais. A proposta metodológica baseia-se em uma abordagem de investigação-ação, de cunho qualitativo, por intermédio do estudo de caso do CGU de Arrozal, no município de Piraí, acreditando que seja a melhor ferramenta para elucidação dos objetivos propostos. Dentre as principais questões teóricas discutidas, destacamos a importância da participação no processo de discussão, haja vista que as decisões conjuntas, quando deliberam por meio do compartilhamento, propiciam deliberações pertinentes ao caso e que são responsáveis por um processo tanto de construção da cidadania quanto, no caso da saúde, de fortalecimento do SUS. Podemos afirmar que as ações intersetoriais presentes no CGU de Arrozal alcançaram certo status quo que garante a legitimação e a potencialização das ações desse conselho, transformando e compartilhando responsabilidades, num agir integrado com outros setores com vistas à integralidade das ações. Denota-se a importância de que cada pessoa, instituição ou setor tem a sua responsabilidade de traçar planos mediante sua capacidade de resolução e de discutir ações intersetoriais para potencializá-las. A participação com a ideia da conquista possibilita que as ações sejam mais complexas e com maior criatividade tanto quanto sejam necessárias, uma vez que a barreira do tomar parte e fazer parte já foi transposta neste conselho.
