Robinson Cruso�� e Macuna��ma (um ensaio sobre efici��ncia, justiça e racionalidade econ��mica) - parte I

Este trabalho divide-se em duas partes a serem publicadas em separado. Ele tem, como objetivo principal, examinar como a ci��ncia econ��mica poderia contar a est��ria de Macuna��ma. Na Parte-I, que corresponde ao presente texto, analisamos criticamente a interpreta����o tradicional de Robinson Cruso�� feita pela literatura econ��mica. Em segundo lugar, tra��amos um panorama da leitura de Macuna��ma, apresentando as principais linhas de interpreta����o liter��ria desta est��ria, na extens��o em que estas notas introdut��rias permitem-nos. A Parte-II, etapa subseq��ente deste artigo e objeto de nossa pr��xima pesquisa, situar�� a trajet��ria de Macuna��ma, para ilustrar o sentido imanente do que vem a ser 'racionalidade econ��mica', demonstrando que, quando ela est�� ausente, como nesta hist��ria, as conseq����ncias econ��micas em termos de justiça e efici��ncia s��o importantes.

A complexa arquitetura de um plano de a����o para a justiça do Estado do Rio de Janeiro

Quando os valores s��o muito resistentes �� mudan��a, os planejadores sociais preferem usar a lei, a fim de proporcionar comportamentos novos, mesmo que n��o sejam acompanhados da mudan��a na atitude. A Reforma do Judici��rio �� analisada como fator para sustentar o crescimento econ��mico e social dos pa��ses em desenvolvimento.

A justiça distributiva como crit��rio fundamental nas pol��ticas p��blicas: o caso dos jogos panamericanos na cidade do Rio de Janeiro

This dissertation is a project of evaluation of the proposals of the Panamerican Games of 2007, that they will be carried through in the city of Rio De Janeiro. Great events present the possibility of improvement of the urban space and economic development, amongst other chances seen by politics and urban planners well. For this work we search to argue the city as field of specific study, understanding it in the current world-wide scene of globalization and computerization, the relations politics, economic and social existing interns. We search in material literature to study and to evaluate what it would be a ��good city�� and studies that had understood the development of the urban space. We also look for to understand the city of Rio de Janeiro as a singular urban space, since the origin of the city as a urban space, passing for the proposals gifts of modification of the carioca space. We dedicate part of the work, inside of the chapter where we understand the city of Rio de Janeiro, the presentation of the project of the Panamerican of 2007, comparing it with great previous events. The vision of technique and politics during the interviews was essential for the best understanding of the proposals of the Games. Finally we evaluate the proposals of modification of the Pan2007 for the city of Rio de Janeiro with the methodology of Kevin Lynch to evaluate the good form of the city" in communion with the proposal of distributive justice of Rawls. The result of this evaluation was that the current proposals of modification of the city for the Pan2007 will be able to generate resulted not deliberate for a considerable parcel of the population and to modify the economic relations harmfully, social and politics inside of the territory of the city. For such we consider measured compensatory satisfactory that they can reach the objectives of an equal citizenship and an equitable equality of chances, starting for the offering of the social minimums of just form. "

As pr��ticas de gest��o de conhecimento nas organiza����es p��blicas: o minist��rio da justiça

Este estudo teve como interesse principal o desenvolvimento de um modelo de Gest��o do Conhecimento - GC, que pudesse ser aplicado em uma organiza����o p��blica, contribuindo de maneira pragm��tica na evolu����o dessa abordagem. Para isso buscouse obter uma maior compreens��o do fen��meno que representa um conjunto de processos que governa a cria����o, armazenagem, dissemina����o e a utiliza����o do conhecimento para atingir a excel��ncia organizacional, a partir do estudo de suas principais caracter��sticas, da melhor forma de compartilhamento dos conhecimentos individuais para a forma����o do conhecimento organizacional, da motiva����o como quest��o-chave para uma bem sucedida Gest��o do Conhecimento, as compet��ncias ess��ncias, habilidades e tecnologias, e a metodologia para disseminar o conhecimento. O estudo foi desenvolvido sob um enfoque qualitativo, pretendendo-se analisar as abordagens e modelos atualmente existentes, sinalizando para gerentes e executivos de organiza����es p��blicas aspectos relevantes em sua implanta����o, trazendo, assim, um panorama sobre a tem��tica que gera novas alternativas para esse p��blico, na ado����o de a����es em rela����o ao assunto. Foi realizada uma revis��o da literatura sobre a aprendizagem individual e organizacional sobre a gest��o do conhecimento, cujo conte��do, nesta ��ltima, se apresenta ainda reduzido. O estudo criterioso e a an��lise atenta de todo o material de pesquisa coletado nortearam a proposi����o desse modelo~ que poder�� ser implantado no Minist��rio da Justiça e, por que n��o, Servi��o P��blico Federal.

A percep����o da id��ia de justiça em um contexto de mudan��as organizacionais.

This thesis aims to analyse the perception of justice in the day-to-day of the corporations, when organizational changes take the place therein. The context of the corporation which is focused herein derives from the globalization of the Brazilian market of telecommunications which has been started in the 90`s. Two substantial changes have occurred in the period of only ten years. What happens in the day-to-day of the corporations in those moments, when a deep change in their structures is operated? Which is the impact of such change in the working hours and in the internal relations? Those questions have been relevant to and have motivated the perfomance of the survey. It has been developed with twenty employees of the ��Z�� corporation, who are based in the city of Rio de Janeiro and who have been heard. Such different interviews with the employees have reached thirty hours. After the completion of the due analysis of the contents of the survey, this thesis sustains that the organizational practices of the ��Z�� corporation do not adhere to modernization and, therefore lead the perception of the unfair. This thesis wishes to contribute to the field of the organizational studies, with an interpretation of the data that have been compiled in a given moment, about a corporation.

Qualidade em Ambiente de Burocracia: O caso da Justiça Federal do Estado do Amazonas

The necessity to be efficient and effective has long shifted from the private to the public sector. New philosophies have appeared with the aim to supply better performance in both private and public organisms. One of those theories is Quality. It stresses that people who are part of an organisation must realise that they are customers and suppliers within a workflow. The aim of this study was to identify to what extent quality theory can be found in bureaucratic management. The hypothesis was that, despite of the Federal Justice in Amazonas State ─ JF-AM ─ being a bureaucratic organisation, quality parameters are present in the tasks conduction and practice execution. This study was descriptive and explicative. It was a case with bibliographical and field research. As for the means, this research was limited due to both a reduced bibliographical archive pertaining to the comparison between bureaucratic and quality theories, and the uncertainty about the veracity from the questionnaires answers to be answered by members of the sample organisation, the JF-AM. Another limitation factor was the fact that the sample organisation is under the federal judiciary power which excluded views from a State and municipal orbit and from other areas of public power, such as the legislative and the executive. Therefore it seems interesting to gather from this locus another view of quality, mainly as reforms to the judiciary system are in question, which lent a special meaning to this research. The final conclusion was that quality parameters were found in the bureaucratic sample organisation.

Levantamento de demandas ergon��micas na vara da justiça do trabalho do TRT da 4a. regi��o

O estudo do trabalho desenvolvido numa vara de justiça do trabalho de 1o.grau foi realizado com base na sistem��tica proposta por Guimar��es (2001) de An��lise Macroergon��mica do Trabalho (AMT), utilizando instrumentos descritos por Fogliatto e Guimar��es (2001) no Design Macroergon��mico (DM), que valorizam um enfoque participativo dos trabalhadores no processo de avalia����o. O objeto do estudo trata da pr��pria forma como o trabalho se desenvolve e quais s��o seus elementos ou construtos mais significativos na vis��o do trabalhador e do pesquisador que, por meio de uma sistem��tica adequada, p��de pontuar e classificar o n��vel de import��ncia relativa dos itens. A classifica����o dos itens com a participa����o do trabalhador e a cr��tica, bem como a complementa����o do pesquisador, permitiu apontar as quest��es mais significativas e merecedoras de aten����o priorit��ria, tais como incentivo �� qualifica����o, volume de trabalho, possibilidade de progresso. Foram apresentadas algumas propostas iniciais para os itens cuja avalia����o apontou m��dia menor que 50% do poss��vel. Os aspectos relacionados a LER/DORT estavam no centro da motiva����o inicial, mas os dados foram insuficientes para a an��lise e estabelecer rela����o causa e efeito. Assim, novos trabalhos dever��o ser realizados nessa linha de pesquisa.

Gest��o de gabinetes de magistrados nas C��maras C��veis do Tribunal de Justiça do Rio Grande do Sul

O presente trabalho tem por finalidade identificar o papel do magistrado como gestor de seu gabinete, focado nos gabinetes dos desembargadores e ju��zes de direito convocados no ��mbito das C��maras C��veis do Tribunal de Justiça do Rio Grande do Sul. Para tanto, abordou-se as atividades de gest��o sob os pilares do planejamento das atividades, da organiza����o das rotinas, da lideran��a do magistrado e do controle dos processos e dos resultados. Em seguida, analisou-se a situa����o atual do modelo de gest��o do Tribunal de Justiça rio-grandense, no que tange �� implanta����o da metodologia da Qualidade Total como ferramenta de gest��o do gabinete. Agregou-se a esses fundamentos a pesquisa de campo, com a coleta de dados acerca da diversidade de pr��ticas de gest��o encontradas no ��mbito desse tribunal. Pelos resultados da pesquisa te��rica e pr��tica, foi poss��vel apresentar uma proposta de estrutura����o de um ���gabinete-modelo��� e a defini����o de suas rotinas atrav��s da padroniza����o dos procedimentos executados.
