The ALADI - ECLAC Seminar Latin American Association for Integration - Economic Commission for Latin America and the Caribbean Santiago, Chile, 15-17 April, 1997 Experts from the public and private sectors of Brazil, Chile, Colombia, Paraguay, Peru, Uruguay, and Venezuela participated on a private basis in an open debate. Representatives from the International Association of Latin American Air Transport (AITAL), the Latin American Civil Aviation Commission (CLAC), and the International Civil Aviation Organization (OACI) also attended the meeting.The topics analyzed in the Seminar were: 1. The situation and prospects for international air-transport: policies and tendencies in the United States and the European Union. 2. South American sub-regional agreements. 3. The evolution of national policies in the region. 4. Structural changes in corporate management. 5. The use of commercial air-traffic rights. 6. Security in air-navigation. 7. One of the most interesting challenge of the next years will be the Air Space Systems automation. This process will involve different aspects as the Air Traffic Management, the Aircrafts and Airport Operations and the Guidance and Navigation Systems. The use of UAS (Uninhabited Aerial System) for civil mission will be one of the most important steps in this automation process. In civil air space, Air Traffic Controllers (ATC) manage the air traffic ensuring that a minimum separation between the controlled aircrafts is always provided. For this purpose ATCs use several operative avoidance techniques like holding patterns or rerouting. The use of UAS in these context will require the definition of strategies for a common management of piloted and piloted air traffic that allow the UAS to self separate. As a first employment in civil air space we consider a UAS surveillance mission that consists in departing from a ground base, taking pictures over a set of mission targets and coming back to the same ground base. During all mission a set of piloted aircrafts fly in the same airspace and thus the UAS has to self separate using the ATC avoidance as anticipated. We consider two objective, the first consists in the minimization of the air traffic impact over the mission, the second consists in the minimization of the impact of the mission over the air traffic. A particular version of the well known Travelling Salesman Problem (TSP) called Time-Dependant-TSP has been studied to deal with traffic problems in big urban areas. Its basic idea consists in a cost of the route between two clients depending on the period of the day in which it is crossed. Our thesis supports that such idea can be applied to the air traffic too using a convenient time horizon compatible with aircrafts operations. The cost of a UAS sub-route will depend on the air traffic that it will meet starting such route in a specific moment and consequently on the avoidance maneuver that it will use to avoid that conflict. The conflict avoidance is a topic that has been hardly developed in past years using different approaches. In this thesis we purpose a new approach based on the use of ATC operative techniques that makes it possible both to model the UAS problem using a TDTSP framework both to use an Air Traffic Management perspective. Starting from this kind of mission, the problem of the UAS insertion in civil air space is formalized as the UAS Routing Problem (URP). For this reason we introduce a new structure called Conflict Graph that makes it possible to model the avoidance maneuvers and to define the arc cost function of the departing time. Two Integer Linear Programming formulations of the problem are proposed. The first is based on a TDTSP formulation that, unfortunately, is weaker then the TSP formulation. Thus a new formulation based on a TSP variation that uses specific penalty to model the holdings is proposed. Different algorithms are presented: exact algorithms, simple heuristics used as Upper Bounds on the number of time steps used, and metaheuristic algorithms as Genetic Algorithm and Simulated Annealing. Finally an air traffic scenario has been simulated using real air traffic data in order to test our algorithms. Graphic Tools have been used to represent the Milano Linate air space and its air traffic during different days. Such data have been provided by ENAV S.p.A (Italian Agency for Air Navigation Services).

dall'avvento della liberalizzazione, aeroporti e vettori hanno vissuto cambiamenti. Il maggior miglioramneto nella gestione degli aeroporti è una gestione più commerciale ed efficiente. Le forme di regolazione economica e le caratteristiche della gestione manageriale sono state indagate. Dodici paesi sono stati scelti per indagare la situazione del trasporto aereo mondiale, fra questi sia paesi con un sistema maturo sia paesi emergenti. La distribuzione del traffico è stata analizzata con l'indice HHI per evidenziare aeroporti con concentrazione maggiore di 0,25 (in accordo con la normativa statunitense); il sistema aeroportuale è stato analizzato con l'indice di Gini e con l'indice di dominanza. Infine, la teoria dei giochi si è dimostrata un valido supporto per studiare il mercato del trasporto aereo anche con l'uso di giochi di tipo DP

New concepts in air navigation have been introduced recently. Among others, are the concepts of trajectory optimization, 4D trajectories, RBT (Reference Business Trajectory), TBO (trajectory based operations), CDA (Continuous Descent Approach) and ACDA (Advanced CDA), conflict resolution, arrival time (AMAN), introduction of new aircraft (UAVs, UASs) in air space, etc. Although some of these concepts are new, the future Air Traffic Management will maintain the four ATM key performance areas such as Safety, Capacity, Efficiency, and Environmental impact. So much, the performance of the ATM system is directly related to the accuracy with which the future evolution of the traffic can be predicted. In this sense, future air traffic management will require a variety of support tools to provide suitable help to users and engineers involved in the air space management. Most of these tools are based on an appropriate trajectory prediction module as main component. Therefore, the purposes of these tools are related with testing and evaluation of any air navigation concept before they become fully operative. The aim of this paper is to provide an overview to the design of a software tool useful to estimate aircraft trajectories adapted to air navigation concepts. Other usage of the tool, like controller design, vertical navigation assessment, procedures validation and hardware and software in the loop are available in the software tool. The paper will show the process followed to design the tool, the software modules needed to perform accurately and the process followed to validate the output data.

Experiments with simulators allow psychologists to better understand the causes of human errors and build models of cognitive processes to be used in human reliability assessment (HRA). This paper investigates an approach to task failure analysis based on patterns of behaviour, by contrast to more traditional event-based approaches. It considers, as a case study, a formal model of an air traffic control (ATC) system which incorporates controller behaviour. The cognitive model is formalised in the CSP process algebra. Patterns of behaviour are expressed as temporal logic properties. Then a model-checking technique is used to verify whether the decomposition of the operator's behaviour into patterns is sound and complete with respect to the cognitive model. The decomposition is shown to be incomplete and a new behavioural pattern is identified, which appears to have been overlooked in the analysis of the data provided by the experiments with the simulator. This illustrates how formal analysis of operator models can yield fresh insights into how failures may arise in interactive systems.

The purpose of the air traffic management system is to ensure the safe and efficient flow of air traffic. Therefore, while augmenting efficiency, throughput and capacity in airport operations, attention has rightly been placed on doing it in a safe manner. In the control tower, many advances in operational safety have come in the form of visualization tools for tower controllers. However, there is a paradox in developing such systems to increase controllers' situational awareness: by creating additional computer displays, the controller's vision is pulled away from the outside view and the time spent looking down at the monitors is increased. This reduces their situational awareness by forcing them to mentally and physically switch between the head-down equipment and the outside view. This research is based on the idea that augmented reality may be able to address this issue. The augmented reality concept has become increasingly popular over the past decade and is being proficiently used in many fields, such as entertainment, cultural heritage, aviation, military & defense. This know-how could be transferred to air traffic control with a relatively low effort and substantial benefits for controllers’ situation awareness. Research on this topic is consistent with SESAR objectives of increasing air traffic controllers’ situation awareness and enable up to 10 % of additional flights at congested airports while still increasing safety and efficiency. During the Ph.D., a research framework for prototyping augmented reality tools was set up. This framework consists of methodological tools for designing the augmented reality overlays, as well as of hardware and software equipment to test them. Several overlays have been designed and implemented in a simulated tower environment, which is a virtual reconstruction of Bologna airport control tower. The positive impact of such tools was preliminary assessed by means of the proposed methodology.

Deflagrada por um acidente de vulto, a crise teve como protagonistas os controladores de tr??fego a??reo, que, sob suspeita de falha funcional e comunica????o dif??cil com as autoridades do setor, reagiram por meio de uma estrat??gia de opera????o-padr??o (greve branca). Essa situa????o, somada ?? escassez de pessoal, provocou, de novembro de 2006 at?? meados de 2007, o descontrole operacional dos principais aeroportos do pa??s, com grandes preju??zos aos usu??rios. Um novo acidente a??reo, no decorrer da crise, agravou ainda mais a situa????o do setor, expondo defici??ncias estruturais e profissionais ?? opini??o p??blica brasileira, em uma ??rea at?? ent??o considerada segura. O caso relata as tentativas de equacionamento da crise por parte das autoridades respons??veis pela pol??tica de transporte a??reo, frente ao descontentamento e ??s reivindica????es dos controladores de tr??fego a??reo e ?? indigna????o da sociedade. Este relatório apresenta o trabalho realizado no âmbito da unidade curricular de Dissertação do Mestrado em Engenharia Electrotécnica e de Computadores – área de especialização de Automação e Sistemas. O trabalho realizado consiste no desenvolvimento de um Sistema de Controlo Remoto de Luzes de Aeródromo (SCRLA) que pode ser aplicado em paralelo aos comandos locais de controlo das luzes de aproximação, pista ou circulação, entre outras, de uma infra-estrutura aeroportuária. O objectivo fundamental deste sistema consiste em permitir ao piloto de uma aeronave o acendimento das luzes do aeródromo desde a própria aeronave, recorrendo apenas ao equipamento de rádio VHF existente a bordo da mesma e que é normalmente usado para comunicações com os serviços de controlo de tráfego aéreo. Este sistema, em aeródromos com possível operação nocturna (e.g., heliportos de hospitais), permite uma redução dos custos associados a despesas com eventual pessoal técnico ou a redução da carga de trabalho neste, e uma diminuição do consumo de energia eléctrica, uma vez que as luzes apenas são acendidas quando necessário. Este sistema permite também reduzir a poluição luminosa no ambiente e contribui positivamente para a longevidade dos equipamentos luminosos. No desenvolvimento do sistema, foram adquiridos e/ou aplicados conhecimentos nas áreas de navegação aérea, infra-estruturas aeroportuárias, telecomunicações, normalização e estandardização, electrónicas analógica e digital, programação de baixo nível em microcontroladores, desenho e construção de circuitos impressos, desenho e construção mecânica.

NAV Portugal is the Air Navigation Service Provider in Portugal, providing air traffic control services in the airspace under the country’s responsibility. Recently, the company has been included in an initiative launched by the European Commission, called the Single European Sky. This aims for a unification of the European airspace, improving it in four main pillars: safety, capacity, environment, and cost-efficiency. To each of them, Key Performance Indicators need to be computed and monitored, all having pre-defined targets. The presented work project will be analyzing how NAV Portugal is doing in the pillar of capacity, proving suggestions if needed.

Researches point out that the pupil diameter is a sign for fatigue calibration. In this study, we try to analyze how, through a more complex task of air traffic control, the participants will show a bigger pupil diameter than in tasks of easier air traffic control. Likewise, as the theories that go in line with compensatory mechanisms assume, if the job/task requires it, new resources may be provided to continue its execution. The sample had 61 participants, and two variables were manipulated: traffic density on condition many aircrafts and few aircrafts. And the other variable was the time on the task with 5 minute intervals for 2 hours (23 intervals). The dependent variable was the pupil diameter. The results showed that participants who performed the most complex task had bigger pupil diameter. At the same time, they showed that more activity of the participant, major would be the diameter pupilar. Also, the variable TOT (Time Of Task) showed that the pupil diminished, and then it continued increasing due to a generation of new resources.
