The motion of a single spherical small bubble due to buoyancy in the ideal fluid with waves is investigated theoretically and experimentally in this article. Assuming that the bubble has no effect on the wave field, equations of a bubble motion are obtained and solved. It is found that the nonlinear effect increases with the increase of the bubble radius and the rising time. The rising time and the motion orbit are given by calculations and experiments. When the radius of a bubble is smaller than 0.5mm and the distance from the free surface is greater than the wave height, the results of the present theory are in close agreement with measurements.

The territory of the European Union is made up of a rich and wide-ranging universe of languages, which is not circumscribed to the «State languages». The existence of multilingualism is one of Europe’s defining characteristics and it should remain so in the constantly evolving model of Europe’s political structure. Nonetheless, until now, the official use of languages has been limited to the «State languages» and has been based on a concept of state monolingualism that has led to a first level of hierarchization among the languages of Europe. This has affected the very concept of European language diversity. The draft of the treaty establishing a European Constitution contains various language-related references that can be grouped in two major categories: on the one hand, those references having to do the constitutional status of languages, and on the other, those regarding the recognition of European language diversity. Both issues are dealt with in this article. In analyzing the legal regime governing languages set forth in the draft of the constitutional treaty, we note that the draft is not based on the concept of the official status of languages. The language regulation contained in the draft of the constitutional treaty is limited in character. The constitutional language regime is based on the concept of Constitutional languages but the official status of languages is not governed by this rule. The European Constitution merely enunciates rights governing language use for European citizens vis-à-vis the languages of the Constitution and refers the regulation of the official status of languages to the Council, which is empowered to set and modify that status by unanimous decision. Because of its broad scope, this constitutes a regulatory reservation. In the final phase of the negotiation process a second level of constitutional recognition of languages would be introduced, linked to those that are official languages in the member states (Catalan, Basque, Galician, etc.). These languages, however, would be excluded from the right to petition; they would constitute a tertium genus, an intermediate category between the lan guages benefiting from the language rights recognized under the Constitution and those other languages for which no status is recognized in the European institutional context. The legal functionality of this second, intermediate category will depend on the development of standards, i.e., it will depend on the entrée provided such languages in future reforms of the institutional language regime. In a later section, the article reflects on European Union language policy with regard to regional or minority languages, concluding that the Union has not acted in accordance with defined language policy guidelines when it has been confronted, in the exercise of its powers, with regional or minority languages (or domestic legislation having to do with language demands). The Court of Justice has endeavoured to resolve on a case by case basis the conflicts raised between community freedoms and the normative measures that protect languages. Thus, using case law, the Court has set certain language boundaries for community freedoms. The article concludes by reflecting on the legal scope of the recognition of European language diversity referred to in Article II-82 of the European Constitution and the possible measures to implement the precept that might constitute the definition of a true European language policy on regional or minority languages. Such a policy has yet to be defined.

Annual cycles of relative abundance are described for phytoplankton species collected from Monterey Bay, California, from July 1974 to June 1976, and the population dynamics related to the annual hydrographic cycle. Neritic diatom species dominated the population during the Upwelling and Oceanic periods, with dinoflagellate species becoming numerically more important during the Davidson period. Recurrent species groups identified using Fager's regroup analysis revealed the presence of a large neritic group of overwhelming numerical importance. This group is composed of indigenous species and is present in the bay during most of the year. Conspicuous changes in the phytoplankton population occurred predominantly among species within this group. During the Davidson period, the advection of southern waters into the bay may temporarily displace the endemic species with dinoflagellates becoming numerically more important. A red tide bloom of Gonyaulax polyedra occurred during this period in 1974, which dominated the phytoplankton population for a period of six weeks. The population dynamics of two hydrographically different stations were compared. A station located over the deep waters of the submarine canyon exhibited much lower phytoplankton standing stocks than a station located over the shelf area in the south of the bay, but seasonal changes in relative abundance and species composition were similar. Physical and chemical differences observed between the two stations appear to be the result of the presence of more recently upwelled water in the canyon area, and higher biological utilization in the south of the bay. A close correlation of species diversity with the depth of the mixed layer was observed, with diversity rising with the shoaling of the thermocline. It is suggested that this may reflect the introduction of new species from below the thermocline into the mixed layer as a result of upwelling activity. It is also suggested that this may be an artifact due to sampling problems associated with internal waves. (Document contains 100 pages.)

Aborda a relação entre o Legislativo e o Executivo na produção de políticas. Identifica os elementos do sistema de produção legislativa do Brasil (regras estruturantes, atores, recursos, instâncias de decisão e tipos de políticas produzidas) e propõe um modelo para o caso brasileiro de presidencialismo de coalizão, com base em estudos sobre a relação entre o presidente e o Congresso dos EUA e também na vasta produção existente sobre o contexto nacional. O sistema é estruturado pelo marco normativo de maior hierarquia, a Constituição, determinado historicamente, o qual privilegia a governabilidade com "accountability" e também orienta políticas segundo princípios de equidade, mas com responsabilidade orçamentária. O modelo considera que as agendas estratégicas dos atores são produto de variadas influências, incluindo o ¿status quo¿ (políticas existentes) e as demandas provenientes das conexões normativa e eleitoral. A partir desse modelo, o estudo analisa seus elementos e relações, aplicando-o a um conjunto abrangente de propostas legislativas (cerca de 21 mil proposições sobre todos os temas, apresentadas no Congresso entre 1999 e 2006, nas três vias).

This paper explores how audio chord estimation could improve if information about chord boundaries or beat onsets is revealed by an oracle. Chord estimation at the frame level is compared with three simulations, each using an oracle of increasing powers. The beat and chord segments revealed by an oracle are used to compute a chord ranking at the segment level, and to compute the cumulative probability of finding the correct chord among the top ranked chords. Oracle results on two different audio datasets demonstrate the substantial potential of segment versus frame approaches for chord audio estimation. This paper also provides a comparison of the oracle results on the Beatles dataset, the standard dataset in this area, with the new Billboard Hot 100 chord dataset.

Analisa a Constituição Federal e as Leis Ordinárias editadas em 2011 para saber se existe a prevalência de uma das Casas do Congresso Nacional na elaboração das leis. O estudo pretende, a partir da abordagem teórica e da análise das legislações publicadas, observando o processo legislativo bicameral para deliberação dos projetos, verificar as consequências para a definição do texto final das leis publicadas. Para tanto, propõe-se realizar estudo sobre o Poder Legislativo no Brasil e o modelo de sistema bicameral adotado. Também são analisadas todas as Constituições editadas no Brasil para saber os aspectos históricos e políticos em sua elaboração e os efeitos na definição das atribuições das Casas do Congresso Nacional, com repercussões no processo legislativo. É realizada a análise da tramitação legislativa da Lei de Improbidade Administrativa, expondo os textos adotados pelas Casas, com a definição do texto encaminhado para transformação em norma jurídica.

O trabalho parte da observação sobre a importância político-institucional do cargo de Presidente da Câmara dos Deputados e a relativa carência de estudos a seu respeito. Busca, assim, estudar os poderes e atribuições do Presidente da Câmara dos Deputados no processo decisório legislativo, considerando, inicialmente, seu enquadramento nas teorias sobre comportamento e organização parlamentar de cunho neo-institucionalista. Com base em estudo comparado com seus congêneres de outros parlamentos, é traçado um perfil institucional do cargo, procedendo-se a uma descrição de seus poderes e atribuições regimentais, bem como de seu relacionamento com os Líderes partidários no processo decisório interno. A seguir, são apresentados e analisados dados pesquisados referentes ao uso, pelos Presidentes da Câmara de 1991 a 2007, de seus poderes e atribuições para intervir na tramitação de propostas de Emendas à Constituição, consideradas a importância dessas proposições no período estudado e suas características procedimentais. Finalmente, esses dados são analisados levando-se em conta Governos e coalizões parlamentares.

Objetiva compreender como se dá, com foco na separação e independência dos Poderes, a relação entre Executivo e Legislativo no Brasil após a promulgação da Constituição de 1988. Sob a perspectiva da Câmara dos Deputados, verificou-se, com base na observação dos dispositivos constitucionais e regimentais, que a organização interna do Congresso Nacional centraliza as decisões nos líderes dos partidos, e que para que as iniciativas presidenciais logrem êxito, o Presidente de República é obrigado a formar coalizões com os parlamentares, que são mantidas com base na negociação por cargos e com a liberação de emendas orçamentárias. Com base nas hipóteses levantadas a partir de teorias (em especial os da temática da política pública, da conexão eleitoral e dos ciclos eleitorais), constatou-se que em alguns casos os interesses dos parlamentares prevalecem, apesar da grande coalizão presidencial. A metodologia utilizada foi a análise das medidas provisórias rejeitadas no período compreendido entre 2001 a 2010. Ao final, concluiu-se que o poder decisório do Presidente da República não é inerente de suas prerrogativas legislativas, mas devido ao consentimento dos parlamentares, especialmente dos líderes partidários. É uma situação que, embora restrinja a atuação individual dos parlamentares, fortalece os partidos políticos e seus líderes.

In clear water, diquat [6,7-dihydrodipyrido (1,2-1a:2',1'-c) pyrazinediium dibromide] provides excellent submersed Plant control at low concentrations, such as <0.5 mg active ingredient (ai) L-1: however. turbid water conditions can interfere with the activity and effectiveness of this herbicide. Little work has been done to examine what ranges of turbidity caused by different Suspended sediment types affect diquat efficacy against a target species. A growth chamber study was conducted rising diquat against the submersed macrophyte -egeria (Egeria densa Planch.) under a range Of turbid conditions. Two materials were used to create turbid beater conditions: 100% bentonite clay for a "worst-case" scenario and a natural partial-clav (20% clay). Results indicated that a high rate of diquat (2 mg ai L-1) controlled egeria under relatively low levels of turbidity (5-10 NTU) using bentonite clay: however. higher levels (25 to 50 NTU) of turbidity essentially blocked effectiveness of diquat when applied at all rates tested (0.5. 1, 2 mg ai L-1). When using a natural partial-clay sediment, rates of 1 to 2 mg ai L-1 diquat provided good control of egeria in moderately turbid water (15 NTU). Additional evaluations rising different clay types would be useful to determine the effect of inorganic turbidity oil diquat efficacy.

The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. Descreve os atores-chave no processo decisório no âmbito das comissões permanentes da Câmara dos Deputados, a partir de uma análise de como influenciam na tomada de decisões naqueles órgãos. Essa análise parte de três variáveis: poder de agenda, poder de veto (veto player) e capacidade de influenciar na decisão final do colegiado. Para tanto, o método utilizado foi de levantar as atribuições regimentais de cada um dos atores definidos em comparação com os poderes dos demais parlamentares. Concluiu-se que a concentração de poderes em determinados atores pode influenciar na tomada de decisões

Analisa se, no período 2003-2012, as MPs feriram a separação dos Poderes ao congestionar a atividade do Congresso Nacional, no período 2003-2012. Foi realizada pesquisa bibliográfica e análise de dados da produção legislativa e do trancamento das sessões do CN. Entre outros aspectos, a proporção de MPs em relação às proposições aprovadas pelo CN no período foi de uma em cinco. Concluiu-se que as MPs têm gerado significativo impacto no CN, mas ainda não arrisca a separação dos Poderes

A visual observation of liquid-gas two-phase flow in anode channels of a direct methanol proton exchange membrane fuel cells in microgravity has been carried out in a drop tower. The anode flow bed consisted of 2 manifolds and 11 parallel straight channels. The length, width and depth of single channel with rectangular cross section was 48.0 mm, 2.5 mm and 2.0 mm, respectively. The experimental results indicated that the size of bubbles in microgravity condition is bigger than that in normal gravity. The longer the time, the bigger the bubbles. The velocity of bubbles rising is slower than that in normal gravity because buoyancy lift is very weak in microgravity. The flow pattern in anode channels could change from bubbly flow in normal gravity to slug flow in microgravity. The gas slugs blocked supply of reactants from channels to anode catalyst layer through gas diffusion layer. When the weakened mass transfer causes concentration polarization, the output performance of fuel cells declines.

Algal blooms, worsening marine ecosystems and causing great economic loss, have been paid much attention to for a long time. Such environmental factors as light penetration, water temperature, and nutrient concentration are crucial in blooms processes. Among them, only nutrients can be controlled. Therefore, the threshold of nutrients for algal blooms is of great concern. To begin with, a dynamic eutrophication model has been constructed to simulate the algal growth and phosphorus cycling. The model encapsulates the essential biological processes of algal growth and decay, and phosphorus regeneration due to algal decay. The nutrient limitation is based upon commonly used Monod's kinetics. The effects of temperature and phosphorus limitation are particularly addressed. Then, we have endeavored to elucidate the threshold of phosphorus at different temperature for algal blooms. Based on the numerical simulation, the isoquant contours of change rate of alga as shown in the figure are obtained, which obviously demonstrate the threshold of nutrient at an arbitrary reasonable temperature. The larger the change rate is, the more rapidly the alga grows. If the phosphorus concentration at a given temperature remains larger than the threshold the algal biomass may increase monotonically, leading to the algal blooming. With the rising of temperature, the threshold is apparently reduced, which may explain why likely red tide disasters occur in a fine summer day. So, high temperature and sufficient phosphorus supply are the major factors which result in algal growth and blowout of red tide.

This study has investigated the medium to long term costs to Higher Education Institutions (HEIs) of the preservation of research data and developed guidance to HEFCE and institutions on these issues. It has provided an essential methodological foundation on research data costs for the forthcoming HEFCE-sponsored feasibility study for a UK Research Data Service.It will also assist HEIs and funding bodies wishing to establish strategies and TRAC costings for long-term data management and archiving. The rising tide of digital research data raises issues relating to access, curation and preservation for HEIs and within the UK a growing number of research funders are now implementing policies requiring researchers to submit data management, preservation or data sharing plans with their funding applications.
