The increased use of cereal/legume crop rotation has been advocated as a strategy to increase cereal yields of subsistence farmers in West Africa, and is believed to promote changes in the rhizosphere that enhance early plant growth. In this study we investigated the microbial diversity of the rhizoplane from seedlings grown in two soils previously planted to cereal or legume from experimental plots in Gaya, Niger, and Kaboli, Togo. Soils from these legume rotation and continuous cereal plots were placed into containers and sown in a growth chamber with maize (Zea mays L.), millet (Pennisetum glaucum L.), sorghum (Sorghum bicolor L. Moench.), cowpea (Vigna unguiculata L.) or groundnut (Arachis hypogaea L.). At 7 and 14 days after sowing, 16S rDNA profiles of the eubacterial and ammoniaoxidizing communities from the rhizoplane and bulk soil were generated using denaturing gradient gel electrophoresis (DGGE). Community profiles were subjected to peak fitting analyses to quantify the DNA band position and intensities, after which these data were compared using correspondence and principal components analysis. The data showed that cropping system had a highly significant effect on community structure (p <0.005), irrespective of plant species or sampling time. Continuous cereal-soil grown plants had highly similar rhizoplane communities across crop species and sites, whereas communities from the rotation soil showed greater variability and clustered with respect to plant species. Analyses of the ammonia-oxidizing communities provided no evidence of any effects of plant species or management history on ammonia oxidizers in soil from Kaboli, but there were large shifts with respect to this group of bacteria in soils from Gaya. The results of these analyses show that crop rotation can cause significant shifts in rhizosphere bacterial communities.

Cereal yield increases in legume rotations on west African soils were the subject of much recent research aiming at the development of more productive cropping systems for the mainly subsistence-oriented agriculture in this region. However, little has been done to elucidate the possible contribution of soil microbiological factors to these rotation effects. Therefore a pot trial was conducted using legume rotation and continuous cereal soils each from one site in Burkina Faso and two sites in Togo where cropping system experiments had been conducted over 4 yrs. All soils were planted with seedlings of sorghum (Sorghum bicolor L. Moench). From 21 days after sowing onwards relative growth rates in rotation soils were higher than in the continuous cereal soils, resulting in between 69 and 500% higher shoot dry matter of rotation sorghum compared to sorghum growing in continuous cereal soils. Across sites rotation soils were characterized by higher pH, higher microbial N and a lower microbial biomass C/N ratio and, with the exception of one site, a higher fungal biomass in the rhizosphere. The bacterial and eukaryal community structure in the soil, assessed by denaturing gradient gel electrophoresis (DGGE), differed between sites. However, only at one site differed the bacterial and the eukaryal community structure in the rotation soil significantly from that in the continuous cereal soil. Although the results of this study confirmed the marked plantgrowth differences between sub-Saharan legume-rotation soils and their continuous cereal counterparts they also showed the difficulties to differentiate possible microbiological causes from their effects.

Water shortage is one of the major constraints for production of horticultural crops in arid and semiarid regions. A field experiment was conducted to determine irrigation water and fertilizer use efficiency, growth and yield of tomato under clay pot irrigation at the experimental site of Sekota Dryland Agricultural Research Center, Lalibela, Ethiopia in 2009/10. The experiment comprised of five treatments including furrow irrigated control and clay pot irrigation with different plant population and fertilization methods, which were arranged in Randomized Complete Block Design with three replications. The highest total and marketable fruit yields were obtained from clay pot irrigation combined with application of nitrogen fertilizer with irrigation water irrespective of difference in plant population. The clay pot irrigation had seasonal water use of up to 143.71 mm, which resulted in significantly higher water use efficiency (33.62 kg m^-3) as compared to the furrow irrigation, which had a seasonal water use of 485.50 mm, and a water use efficiency of 6.67 kg m^-3. Application of nitrogen fertilizer with irrigation water in clay pots improved fertilizer use efficiency of tomato by up to 52% than band application with furrow or clay pot irrigation. Thus, clay pot irrigation with 33,333 plants ha^-1 and nitrogen fertilizer application with irrigation water in clay pots was the best method for increasing the yield of tomato while economizing the use of water and nitrogen fertilizer in a semiarid environment.

Nachdem sich in der Kolonialkrise von 1906 das Scheitern der ersten Periode deutscher Kolonialherrschaft (1885-1906) offenbarte, wurde Bernhard Dernburg die grundlegende Reorganisation der Kolonialpolitik anvertraut. Als Mann aus der Welt der Banken und Finanzen sollte er die stagnierende Entwicklung der Kolonien mit Hilfe von administrativen und wirtschaftlichen Reformmaßnahmen vorantreiben und gleichzeitig der indigenen Bevölkerung eine humane Behandlung zu garantieren. Um diese Ziele zu erreichen, verabschiedete er Reformen, die eine Rationalisierung und Humanisierung der Arbeiterpolitik vorsahen. Sowohl in der zeitgenössischen Literatur als auch in der aktuellen wissenschaftlichen Forschung wird der Amtsantritt Bernhard Dernburgs zum Leiter der Kolonialabteilung im Jahre 1906 als der „Beginn einer neuen humanen Ära“ deutscher Kolonialpolitik oder als „Wandel zum Besseren“ bezeichnet. Die Dissertation „Schwarzer Untertan versus Schwarzer Bruder. Bernhard Dernburgs Reformen in den Kolonien Deutsch-Ostafrika, Deutsch-Südwestafrika, Togo und Kamerun“ untersucht die Intention, Akzeptanz, Umsetzung und Auswirkung der reformatorischen Eingeborenenpolitik und klärt, ob die Beurteilung der Ära Dernburg (1906-1910) in der zeitgenössischen und aktuellen Forschung eine Berechtigung hat. Obwohl zumindest in der Theorie sein Konzept einer rationalen und humanen Kolonialpolitik sicherlich eine Abkehr von der bisher betriebenen Kolonialpolitik bedeutete, zeigt sich jedoch bei der Umsetzung der Reformen eine deutliche Diskrepanz zwischen Intention und Realität. Auch wenn zumindest die Bestrebung Dernburgs zur Verrechtlichung der indigenen Arbeitsverhältnisse gewürdigt werden sollte, so muss doch konstatiert werden, dass es in der „Ära Dernburg“ definitiv nicht zu einer grundlegenden Verbesserung der indigenen Lebenssituation in den deutschen Kolonien kam. Im Gegenteil, die Dernburgsche Reformpolitik beschleunigte vielmehr den Verelendungsprozess der indigenen Bevölkerung. In allen afrikanischen Kolonien verschlechterten sich mit der Intensivierung der Verwaltung die sozialen und menschlichen Beziehungen zwischen Afrikanern und Europäern. Vieles von dem, was Dernburg in seinem Programm propagierte, konnte nicht erreicht werden. Zwar führte Dernburg in Deutsch-Ostafrika, Deutsch-Südwestafrika und in Kamerun eine rechtlich bindende Arbeiterverordnung ein, jedoch unterschieden sich die Bestimmungen zum Teil erheblich voneinander, so dass von einer einheitlichen Modernisierung des kolonialen Arbeitsrechts nicht die Rede sein kann. Viele arbeitsrechtliche Bereiche, wie z.B. die Arbeiteranwerbung, Lohnzahlung, Minderjährigenschutz, Vertragsdauer, Arbeitszeit, Verpflegung und Unterkunft wurden nur unzureichend geregelt. Ähnlich negativ muss auch die Reformierung der Strafrechtspflege bewertet werden. Die Kodifizierung eines Eingeborenenstrafrechts scheiterte sowohl am Widerstand der lokalen Verwaltung als auch am Grundkonsens der Rechtmäßigkeit einer Rassenjustiz. Kolonialpolitik war auch in der „Ära Dernburg“ nichts anderes als „rohe Ausbeutungspolitik“, die zur Lösung der Arbeiterfrage beitragen sollte. Aber gerade hier, bei der Mobilisierung von afrikanischen Lohnarbeitern, war der Kolonialstaatssekretär nicht etwa mit einer „Arbeiterfürsorgepolitik“, sondern mit der Fortführung der Enteignungs- und Zwangsmaßnahmen erfolgreich gewesen. Insgesamt ist ein deutlicher Anstieg an afrikanischen Arbeitern in europäischen Unternehmen zu verzeichnen, was darauf schließen lässt, dass Dernburgs Verordnungen einen günstigen Einfluss auf die Arbeiterfrage ausgeübt haben. Obwohl nicht von einem grundlegenden Neuanfang der Kolonialpolitik gesprochen werden kann, sollte ebenso wenig bezweifelt werden, dass sich die deutsche Kolonialpolitik nicht unter Dernburg veränderte. Größere indigene Aufstände und Unruhen blieben aus, so dass während seiner Amtszeit eine systematische wirtschaftliche Erschließung der Kolonien beginnen konnte.

This study was conducted to investigate soil biological and chemical factors that give rise to cereal yield enhancing effects of legume rotations on sandy, nutrient poor West African soils. The aim was not only to gain more information on the role of legume residues and microorganisms in the soil nutrient cycle. But the study aimed at evaluating if differences in substrate qualities (e.g. root residues) cause changes in the microbial community structure due to specific and highly complex microbe-root-soil interactions. Site and system specific reactions of microorganisms towards rewetting, simulating the onset of rainy season, were observed. Higher respiration rates, higher amounts of microbial biomass carbon (Cmic) and nitrogen (Nmic) as well as higher ergosterol, muramic acid, glucosamine and adenylate concentrations were measured in CL soils of Koukombo and in both soils from Fada. The immediate increase in ATP concentrations after rewetting was likely caused by rehydration of microbial cells where N was not immobilized and, thus, available for plants facilitating their rapid development. Legume root residues led only to slightly better plant performances compared to the control, while the application of cereal roots reduced seedling growth. In contrast to sorghum seedlings, the microbial community did not react to the mineral treatment. Thus the energy supply in form of organic amendments increased microbial indices compared to mineral P application and the control. The results of basal respiration rates, Cmic and Corg levels indicate that the microbial community in the soil from Koukombo is less efficient in substrate use compared to microorganisms in the soil from Fada. However, the continuous carbon input by legume root residues might have contributed to these differences in soil fertility. With the 33P isotopic exchange method a low buffering capacity was detected in both soils irrespective of treatments. Calculated E values (E1min to E1min-1d and E1d-3m) indicated a slowly release of P due to root turnover while applied mineral P is taken up by plants or fixed to the soil. Due to the fact that sorghum growth reacted mainly to the application of mineral P and the microorganisms solely to the organic inputs, the combination of both amendments seems to be the best approach to a sustainable increase of crop production on many nutrient-poor, sandy West African soils. In a pot experiment, were CC and CL soils from Fada and Koukombo were adjusted to the same level of P and N concentrations, crop growth was significantly higher on CL soils, compared to the respective treatments on CC soils. Mycorrhizal infection of roots was increased and the number of nematodes, predominantly free living nematodes, was almost halfed on rotation soils. In conclusion, increased nutrient availability (especially P and N) through the introduction of legumes is not the only reason for the observed yield increasing effects. Soil biological factors seem to also play an important role. In a root chamber experiment the pH gradient along the root-soil-interface was measured at three times using an antimony microelectrode. For Fada soils, pH values were higher on CL than CC soils while the opposite was true for the Koukombo soils. Site-specific differences between Fada and Koukombo soils in N content and microbial community structures might have created varying crop performances leading to the contrasting pH findings. However, the mechanisms involved in this highly complex microbe-root-soil interaction remain unclear.

A 12-week experiment was carried out to investigate the effects of substituting Giant African snail meal for fish meal in laying hens diet. Four diets were formulated to contain snail meal as replacement for fish meal at 0 (control), 33, 67 and 100%. A total of 120 Shaver Brown pullets aged 18 weeks were allocated to the dietary treatments in a randomised design. Each treatment consisted of three replicates and ten birds per replicate. Feed intake increased only for the 33% treatment as compared to the 67% replacement diet but did not differ from the other treatments. There were no significant treatment effects on egg performance parameters observed (egg production, egg weight, total egg mass, feed conversion ratio and percent shell). The overall feed cost of egg production reduced on the snail meal-based diets. The organoleptic evaluation of boiled eggs revealed no difference between the treatments. Based on these results it was concluded that total replacement of fish meal with cooked snail meat meal does not compromise laying performance or egg quality. The substitution is beneficial in terms of production cost reduction and the reduction of snails will have a beneficial impact especially where these snails are a serious agricultural pest. The manual collection and processing of snails can also become a source of rural income.

El continente africano se ha caracterizado, especialmente a partir de la postguerra Fría, por los numerosos conflictos interestatales e intraestatales. Es así cómo surge el interés por ampliar los estudios de seguridad, con el fin de poder no sólo comprender sino dar posibles soluciones a conflictos de larga duración e intensidad que tienen sus orígenes al interior de los Estados y que inevitablemente han hecho mella en la seguridad de los Estados vecinos a través de sus fronteras. Es por esto que la presente monografía analiza la incidencia del postconflicto ruandés de 1994 en la zona de Kivú Norte ubicado al este de la RDC, con el fin de dar cuenta de las razones por las cuales un conflicto intraestatal que tuvo lugar en Ruanda fue trasladado a su vecino, la República Democrática del Congo, generando un conflicto que aun hasta el año 2009 seguía en aumento.

El Lago Chad ha sido durante varias décadas, una fuente de supervivencia económica para millones de personas que habitan en cuatro Estados a saber; Nigeria, Níger, Chad y Camerún. No obstante, el cambio climático, el aumento acelerado de la población, la explotación insostenible y la mala regulación de los Estados ribereños han sido los principales factores que han dado lugar, en la última década, a la dramática reducción del nivel del Lago Chad. Teniendo en cuenta que los Estados aledaños al Lago, se encuentran inmersos en una Interdependencia Compleja, este nuevo contexto, ha tenido un impacto directo en la región, debido a que ha agravado otras variables económicas, sociales, ambientales y políticas, dejando un ambiente de inseguridad regional. De esta manera, la reducción de la Cuenca del Lago Chad representa una amenaza compartida que vincula estrechamente a Nigeria, Níger, Chad y Camerún, lo que permite vislumbrar la existencia de un Subcomplejo de Seguridad Regional.

La monografía buscó realizar un análisis crítico del concepto de Seguridad Humana en relación con la actuación de la MINUEE en el período de guerra(1998-2000) y luego del retiro de la Misión (Julio de 2008), para establecer una crítica constructiva al funcionamiento de las OMP de la ONU, determinar los aciertos y desaciertos de la Misión en el uso del concepto de Seguridad Humana y sus múltiples dimensiones definidas en el PNUD(Seguridad: de la comunidad, de la salud, política, alimentaria, ambiental y personal) y comprender por qué la Misión fracasó en su intento de dirimir la crisis humanitaria y dar fin al conflicto.

We previously established an 80 kb haplotype upstream of TNFSF4 as a susceptibility locus in the autoimmune disease SLE. SLE-associated alleles at this locus are associated with inflammatory disorders, including atherosclerosis and ischaemic stroke. In Europeans, the TNFSF4 causal variants have remained elusive due to strong linkage disequilibrium exhibited by alleles spanning the region. Using a trans-ancestral approach to fine-map the locus, utilising 17,900 SLE and control subjects including Amerindian/Hispanics (1348 cases, 717 controls), African-Americans (AA) (1529, 2048) and better powered cohorts of Europeans and East Asians, we find strong association of risk alleles in all ethnicities; the AA association replicates in African-American Gullah (152,122). The best evidence of association comes from two adjacent markers: rs2205960-T (P = 1.71×10-34, OR = 1.43[1.26-1.60]) and rs1234317-T (P = 1.16×10-28, OR = 1.38[1.24-1.54]). Inference of fine-scale recombination rates for all populations tested finds the 80 kb risk and non-risk haplotypes in all except African-Americans. In this population the decay of recombination equates to an 11 kb risk haplotype, anchored in the 5′ region proximal to TNFSF4 and tagged by rs2205960-T after 1000 Genomes phase 1 (v3) imputation. Conditional regression analyses delineate the 5′ risk signal to rs2205960-T and the independent non-risk signal to rs1234314-C. Our case-only and SLE-control cohorts demonstrate robust association of rs2205960-T with autoantibody production. The rs2205960-T is predicted to form part of a decameric motif which binds NF-κBp65 with increased affinity compared to rs2205960-G. ChIP-seq data also indicate NF-κB interaction with the DNA sequence at this position in LCL cells. Our research suggests association of rs2205960-T with SLE across multiple groups and an independent non-risk signal at rs1234314-C. rs2205960-T is associated with autoantibody production and lymphopenia. Our data confirm a global signal at TNFSF4 and a role for the expressed product at multiple stages of lymphocyte dysregulation during SLE pathogenesis.
